Kirton in Lindsey is an attractive Lincolnshire town located
off the A15, approx. 20 miles north of Lincoln and 10 miles
south of Scunthorpe. The site is located to the south of the
town, which has good transport links from Kirton in Lindsey
train station and direct links on the A15 to the north and
south.
The town benefits from a good range of local amenities,
including but not limited to a range of shops, restaurants,
garden centre, a post office, pubs, a pre-school, a primary
school (rated good by Ofsted), secondary school (rated good
by Ofsted), a doctors’ surgery, and regular bus services to
the wider area.
DESCRIPTION
The site comprises a former area of development previously
occupied until 2014 by the Royal Air Force and British Army
and was used latterly as accommodation for other nearby
bases. The site benefits from attractive views across the open
countryside and towards the Lincolnshire Wolds in the
distance.
Kirton in Lindsey is a popular town due to its range of
amenities and is in easy commuter distance of some of the
larger local conurbations (Lincoln, Gainsborough,
Scunthorpe and Brigg). Kirton also benefits from several local
employment opportunities.
Access to the site is taken directly from the B1400, which
will also serve as access to the development. The
infrastructure and buildings which form part of the site are
still on the site but quotes for the demolition of the buildings
have been included within the information pack, which is
available on request.

TENURE
The land is offered for sale freehold with vacant possession
on completion.
VALUE ADDED TAX
Exemption to VAT has not been waived on the site and VAT
will therefore NOT be chargeable on the purchase price.
METHOD OF SALE
The site is offered for sale as a whole by informal tender.
All bids should be forwarded to Mather Jamie’s offices by
13:00 on Friday 22nd November 2019, clearly marked
Tender – Former RAF Kirton in Lindsey.
Interested parties should submit their bids by post using the
tender form provided in the information pack. E-mailed and
faxed bids will be accepted if followed up with a hard copy by
post. The vendors reserve the right to reject any or all offers.
PLANNING AND SECTION 106 AGREEMENT
The site benefits from outline planning permission for up to
302 dwellings under reference number PA/2017/1199. The
decision notice includes 39 conditions and a copy of the same
is provided in the information pack. A number of reports
have been commissioned by the Vendor in order to discharge
some planning conditions (conditions 21, 22 and 25), details
of which will be available in the information pack in due
course.
All matters within the outline application were reserved
except for the means of access from the B1400. Indicative
details were provided with regard to layout, landscaping and
external lighting and planting.
The Section 106 Agreement requires the developer to:-
• provide 30 affordable dwellings for affordable housing;
• provide an Equipped Area of Play and Open Space and
make available plans to the Local Authority prior to the
commencement of development;
• Provide land to the Kirton in Lindsey Town Council for
the creation of allotments – these have already been
provided by the Vendors, this requirement has already
been satisfied;
• provide contributions towards education, recreation,
highways, community facilities and healthcare.

FLOOD RISK ASSESSMENT
A Flood Risk Assessment (including drainage strategy) was
prepared to support the planning application and a copy is
provided in the information pack. The site lies within Zone 1
of the Environment Agency’s flood zone maps, indicating a
<0.1% annual probability of flooding.
GROUND INVESTIGATION
A Phase I Site Appraisal, a Geo-technical assessment and
Geo-environmental assessment were prepared and used to
support the planning application. Condition 25 of the planning
permission requires further studies to be undertaken
including in relation to contamination. The vendors have now
commissioned the same and copies of the report will be
provided in the information pack in due course.
LISTED BUILDING
A Grade II listed building has been included within the
planning permission and is conditioned within the Decision
Notice (condition 39) that a written management plan must
be submitted to the Local Authority in advance of the
commencement of development. The vendors have had
interest from a number of parties in separately purchasing the
building. The vendors would wish to discuss this opportunity
further in due course with the preferred purchaser of the
site.
ECOLOGY
A number of ecology reports were undertaken to support
the planning application, including an Ecological Appraisal and
Initial Bat Survey and eDNA Great Crested Newt analysis.
All of the reports can be found within the information pack.
SERVICES
A Service Supply Assessment (detailing the water, gas,
electricity and telecommunications services in the area) was
prepared at the request of the Local Authority following
submission of the planning application. A copy of the report
is provided in the information pack.
MARKET REPORT
A Market Report on recent new build house prices and sale
has been prepared for the site and is included within the
information pack.
LETTERS OF RELIANCE
Letters of reliance will be provided for all reports and
supporting information to the successful bidder.
WAYLEAVES, COVENANTS, EASEMENTS AND
RIGHTS OF WAY
The property is sold subject to all existing wayleaves,
easements, covenants and rights of way whether detailed in
these particulars or not.
