Pictometry: Value in Everything We DoJustin J. NganAugust 19, 2015

Thank you Bob and hello FutureView attendeesIm Justin, and Im a manager in the Information & Advisory Services department at Wood Buffalo.

1

The Regional Municipality of Wood Buffalo

Located in Alberta, Canada68,000 square kilometres (26,255 square miles)Population 75,000+ (Fort McMurray) + 75,000+ (Rural)

Im a proud Canadian and Wood Buffalo sits in Northern Alberta, containing the bulk of the known mineable oil sands.

Most of the population resides in an area known as Fort McMurray with over 75,000 people. Another 75,000 plus people make up the shadow population who live in project accomodations working on sites and in the field While much of the economic activity in the region tends to follow the market fluctuations influenced by the price of crude oil,Were never short of work. Frankly, every downturn is an opportunity for us to advance and make improvements.2

This Chat is About: Value-Now Products

Moving your organization ahead withOblique ImageryOut-of-the-box 3D modelsCustom Change Detection ServicesCritical 360 v2.0

3Thats really why Ive been given this treasured opportunity to share with you some of the things that weve been doing with the help of Pictometry and their can-do-attitude

For the next few minutes Id like to chat with you about the ways you can help move your organization ahead quickly.

Ill talk about some of the well-known products that Pictometry offers but also, some that are being developed and redesigned back in RochesterSpecifically, well cover Pictometrys Oblique imagery, Out-of-the-box 3D models, Custom Change Detection Services and Critical 360

A Busy PlaceLarge Local GovernmentNinety-percent of Tax Revenue is CommercialNinety-percent of Tax Revenue is $600 Million (CAD)Commercial building permits have hit $124 Million (a year)

Im going to provide some context around why were always looking for help from collaborative folks like Pictometry. To begin with, Wood Buffalo is large! At 68,000 sq kilometres, it puts us somewhere between the size of the states of West Virginia and South Carolina.Thats a pretty good size for a local government. Our commercial building permits have totalled over $124 Million and, Over 90% of our tax revenue comes from commercial properties which translates to over $600 Million.4

5Alright, lets move right into things. Im not going to spend too much time on this, but I have to talk about oblique imagery. It is where we began.Orthos, or overhead shots have their place, but obliques provide the context our diverse user base requirePictometrys obliques are Intelligent. We can measure anything in any dimension with pretty decent accuracyThats awesome.

We averaged about 1430 logins a month for about 300 users the last year. Getting a third of our staff to use the tool says something about how easy the tool is to use. Were now ramping up to integrate Pictometry with our ERP system from SAP and that will most certainly make Pictometry one of our Core-Cloud-Systems.

3D-NowValue-Now

The next item, out-of-the-box 3D models. 3D is here and now.

There are various strategies to bring 3D into your environment.Weve chosen to forgo sizeable investments in build-your-own 3D tools in favor of faster development of professionally reliable, ready-for-our-user strategiesPictometrys 3D models can be used right out of the box in a manner no different than opening a Word document

During a flood event a couple of years ago, we were able to mirror what had happened in the field within minutes and subsequently, we were able to offer scenarios of what would happen if water levels continued to rise and cause related incidents That one application was enough to justify its investment!

Lets take a look at a video capture of our model and you can also get a short look at Fort McMurray

Youre looking at downtown Fort McMurray in a software called TerraExplorer Ill swing over to the state and local government buildings, you see that its pretty responsiveIve done nothing but add place names and bookmarks

This is a public multi-use rec facility with several hockey rinks, curling rinks, a couple of pools, waterslides, and a lazy river

This is where I take my dog Maggie for hikes in the woods, thats MaggieThat geographic feature to the right is what Id like to call Maggies stash of bonesTaking advantage of the areas natural beauty to make a livable space is a focus of our region, we have a fully groomed trail system called the Birchwood Trails and were zooming over to that nowThe trail system sits between two of our cities residential areas

Well go back to the downtown and Ill show you that we are located at the confluence of two north flowing rivers, the Athasbasca and the ClearwaterThis makes us susceptible to ice jams and floodingIll show you the ease of using the pre-built model and software to model a flood eventI select the flood modeling toolEnter parameters like how high the water has risenSelect a study areaAnd once I confirm the area, the software calculates the impact zone within seconds

Custom Change DetectionProducts: A Focus on Your Needs

Like ChangeFindr but focused on what you need to knowWe cant monitor 68,000 km2 on our own in -40 C/FResponsible governance, fair assessment, and safetyBetween 2013 and 2014Type20132014# Change% ChangeStructures24,21427,5733,35913.9%Buildings9,43110,4841,05311.2%Quonsets63781718028.3%Tanks2,5974,0861,48957.3%Trailers11,54912,1866375.5%Helipads1621531.3%Landing Strips5338-15-28.3%

7Moving along, I want to tell you about Custom Change Detection. Custom change detection is like ChangeFindr but tailored to specific needs We need to monitor change over a large area and some of that change occurs in places that are only accessible in the winter in minus 40 degree weather

Pictometry helped us to customize change detection to determine what is happening in our Municipality. They identified all the commercial change for us in buildings but also in the number of features like oil tanks and disturbed land. Were able to compare these to known assessment accounts and state land leases and identify where we need to focus our attention.

How important is this? Assessors in the room know that a basic premise of assessment is to ensure everyone is assessed fairly. This helps us to inform our business partners of oversights in reporting and improve processes.

For me, one of the biggest gains is in safety. Our region faces wild fire incidents every summer. Before we had custom change detection, I would sit in our emergency operations centre and sweat every year, waiting for the question that would always come up: What is at risk down-wind? When half your population is located somewhere-out-there, you know there is a great risk of losing infrastructure, and more importantly, lives! Pictometry has helped us to support decision making at critical times!

Custom Change DetectionProducts: A Focus on Your Needs

Lets look at a video to give you a sense of what is possible with custom change detection

Youre looking at our MunicipalityThe highlighted features in cyan are hundreds of new structures of interest that appeared in 2014

Weve zoomed in to the southern border of the region and well focus in on a site that is being developed

From the Arcmap Table of Contents, you can see that Pictometry classified all the structures and the changes for us, something that we could never have done as quickly, accurately, and economically

Well remove the overlaid features to see the imagery more clearly and using the Swipe tool in ArcMap, you can see the change between years in our imagery

Critical 360 v2.0

9Ive breezed through some of the products and services that we use. I hope that it will generate some conversation with myself or one of the Pictometry Sales Managers, I am convinced that their mantra is to make their clients successful

I really want to share with you one of my favorite projects, thats Critical 360So what is Critical 360? Its what will gain you support with your first responder departments

Critical 360 is interior LiDAR and image scanning of buildings.Like obliques, Pictometry does all the heavy lifting. They come and scan the buildings of concernThe end result is an integration of oblique imagery, 3D models, and interior imaging to make a REALLY INTELLIGENT information tool

// After I had first learned about this product, we asked the chiefs of police and fire to come in with their deputies. After reviewing the product, the response was quite simple How do we get started? I also learned at that time that the police had gone around to all the schools and photographed the interiors. The realization though was, now what? How do we get at the right image given all the thousands of shots that were taken.

Critical 360 v2.0 Familiar Interface

10Heres a few views of the product!

Youll notice that the look and feel of the application is very similar to Explorer
