From the Engineer’s Desk…

Year number two has since passed and although I am still early in my tenure as County Engineer, I am amazed at how quickly time is passing. Hard working and dedicated staff ensures daily that the office functions as a well-oiled machine. Although each day seems to bring an unexpected issue or concern from a resident, we continue to move forward with planned construction and maintenance while addressing those daily unplanned issues. Customer service, if you will, is an important philosophy of the Engineer’s Office and each day we strive to ensure the residents of Pickaway County are satisfied with their investment, our County Roads and Bridges.

2014 brought many successes in our construction year, executed by our dedicated staff and employees at the Highway Department. Besides normal road and bridge maintenance items, our forces replaced six structurally deficient bridges by force account while another two were replaced with the ODOT Bridge Partnership Program. Four culverts were replaced while three received major upgrades. Our crews also chip sealed 19.25 miles of roadway, extending the life of the pavement while providing an upgraded wearing surface. Six miles of paving on four different segments of road was completed by a contractor, being partially funded by an Ohio Public Works Commission grant. Numerous other road and bridge maintenance projects were completed and another significant snow and ice season was successfully dealt with.

Being funded solely by Auto License Fees and Gas Tax, which are both fixed revenue amounts per State Legislature, the Engineer’s Office continues to “do more with less” in our efficiencies, understanding that our revenues at this point in time will continue to be flat while the cost of materials continues to increase. When I first began my career with the Engineer’s Office over twenty years ago, I have witnessed the costs of raw materials such as asphalt, concrete, and stone increase an average of 280%. Unfortunately this equates to less miles resurfaced, less bridges maintained, and the smallest workforce in recent history. I knew when running for office that these challenges would continue to hamper the excellent work we are able to accomplish, but I took that challenge on with the help of a staff that truly believes we can continue to “do more with less.” We will continue to strive to maintain and improve Pickaway County roads and bridges, while being ever mindful of the needs of our residents. I am honored to have served my second year as County Engineer and I am very appreciative to all who are involved with the Pickaway County Engineer’s Office both the residents of our County and employees whom make it all work.

BRIDGE INSPECTIONS

All 285 of Pickaway County’s bridges were inspected for the 2014 year.

CULVERT REPLACEMENTS

We replaced several culverts on Scioto-Darby Road, Marcy Road, Old Tarlton Pike, Dunkel Road, the intersection of Mowery Road and Tarlton-Adelphi Road and at Madison-Walnut Road and Winchester Road. Total cost for Culvert Replacements in 2014 was $45,021.61.

BRIDGE REPLACEMENTS In 2014, eight structurally deficient bridges were replaced. Total cost of the bridge replacements in 2014 was $864,257.51.

Two additional bridges in Pickaway County were replaced under the ODOT Bridge Partnership Program. The structures replaced are on Airbase Road (MAD-C237-1.86) and on Winchester Road (MAD-C008-10.50). The total cost for these projects was $695,000.00.

COUNTY WIDE DITCH MAINTENANCE

During the summer months, Pickaway County Engineer Crews removed an unnecessary ditch crossing over Hughes Upper Terminus. This should provide some relief from the flooding concerns upstream. So far this year, our crews have also excavated and removed the silt and debris from the bottom of 9,897 linear feet of Hughes Main Ditch. This work ran from Little Walnut Creek to State Route 316. Crews also repaired 3 tile outlets on Hughes Main. Plans to finish this ditch and continue on to Hughes Lateral 1 are in order. Hughes Lateral 1 will run approximately 6,122 linear feet. Also cleaned by Pickaway County Engineer crews was Mud Run Ditch, 8,385 linear feet. Crews repaired 9 side inlet structures and 34 tile outlets on this ditch. All 5,301 linear feet of Grove Run Ditch was cleaned of silt and debris, crews also installed 4 side inlets and repaired 6 tile outlets.

CHIP SEAL PROJECTS There were 19.25 miles that were chip sealed in 2014 by Pickaway County Engineer crews:

Canal Road and S.R. 104 resurfacing

ROAD RESURFACING 2.63 miles of roadway on Marcy Road and 2.06 miles of roadway on Canal Road were resurfaced using Type 2 448 Asphalt. 1.23 miles on Orr Road and .104 miles on Darby Creek Road were resurfaced using 448 Type 1 Surface Course Asphalt. The work combined for a total of 6.02 miles of roadway resurfaced. The actual combined cost for these projects was $615,079.15. Ohio Public Works Commission Grant funded $423,127.76 of this project.

WINTER ROADEO Each year Pickaway County Engineer hosts a Winter Roadeo. At our event, speakers discuss the best practices and hazards that are associated with snow and ice control and how best to avoid accidents when in severe weather. In attendance were representatives from the City of Circleville, Village of Ashville, Darby Township, Village of South Bloomfield, and Scioto Township. After the lecture, the attendees are put to the test. An aggressive course is set up and each driver is scored on his abilities behind the wheel of the snow plow. First place winner was Russell Boldoser, PCE Highway Worker, and second place winner was Rusty Wiget, PCE Highway Worker.

Safety Program

OUR SAFETY PROGRAM With the help of our Superintendent and our Office Manager we have revamped our Highway Department Safety Program. We have restarted with some new ideas and session plans. Our meetings are on the first Tuesday morning of every month featuring speakers from all over the state, including right here in Pickaway County. The context from the various speakers have been a great rescource helping to make our Safety Program excellent. Thanks to everyone involved for keeping our employees and the public in our county safer.

HIGHWAY WORKER RETIRES Jack Allen was employed by Pickaway County Engineer on April 8, 1993. At that time, Jack began his career with the department as a Highway Worker. Jack retired on October 31, 2014. We would like to wish Jack the best of luck in his future endeavors.

NEW EMPLOYEES This year Pickaway County Engineer hired three new employees. Jody Summers was hired in October as a part time Custodian/Groundskeeper. She has been keeping our Highway Department tidy and in working order. We appreciate your hard work, Jody. Craig Parker joined the team as a Highway Worker II at the end of the year. He was been thrown into the game right in the excitement of winter and is doing great. Lastly, Karen Halley, who, at the time, served as a part time Assistant Clerk/Dispatcher, relocated to our Tax Map Department which is located in our Administrative Building on West Franklin Street as a Conveyance/Real Estate Technician. We truly appreciate her smooth transition. We are happy to welcome these three individuals to the Pickaway County Engineer’s Department and believe they will strengthen our department.
