    - Masasabi lamang na may heatwave kung mahigit isang linggo nang mataas ang temperatura sa isang lugar.

    - Halimbawa, sa PAGASA Science Garden sa Metro Manila, noong Lunes ang pinakamainit na temperatura ay 34.1C,

    bumaba ito ng 33.4C kahapon at ngayong araw ay umakyat ito sa 35.3C. Kung mapapansin niyo po, taas-baba ang

    temperatura kaya hindi pa ito maituturing na isang heat wave.

    - Samantala, ayon sa PAGASA, umiiral pa rin ang easterlies sa Mindanao at Visayas at diffused tail-end of a cold front

    However, in recent times, the Lyrids have generally been weak. The shower typically generates a dozen meteors per

    hour under optimal conditions with a brief maximum that lasts for less than a day. Unfortunately, a bright Gibbous

    Moon will drown out fainter meteors during the predawn viewing.

    The showers peak this year will be in progress on the evening of April 22 onward. Although not numerous, Lyrids are

    bright and fast meteors. The photo shows the position of the radiant of the meteor shower at the constellation Lyra, the

    Lyre, on April 22 at around 11:30pm.

    - 'Pag heatstroke ito, emergency, maaaring mamatay po. Mataas 'yung core body temperature na 40 pataas, mabilis ang

    pintig ng puso, pwede ring kombulsyunin habang pinapa-cool down kaya ingat lang po. Pwedeng magdeliryo o kaya

    mawalan ng malay o comatose at tuluy-tuloy na 'yan.

    - (Para maiwasan ang heatstroke) 'Yung pag-inom ho ng tubig, walo o higit pang baso ng tubig araw-araw at pumunta sa

    malamig na lugar makakatulong ng maigi.

    - 'Yun naman kasi (swimming in Manila Bay) kaya ibinabawal kasi magkakasakit sila sa maruming tubig. Nabilad na kayo

    sa araw, made-dehydrate pa tapos ay magtatae pa kayo.

    - Huwag nating kakamutin 'yung mata natin, lalo na at hindi malinis ang kamay, tapos hindi pa tayo naghugas, 'yan ang

    isang mabisang paraan para kumalat ang sore eyes.

    - Kung tayo ay napuwing, iwasan nating kalikutin ang mata. Ihilamos niyo agad para maalis ang duming 'yun.

    - Bago kayo gumamit kayo ng eye drops kumonsulta muna kayo.

    GENERAL TRIAS, Cavite, April108 (PIA) - In support of the World Tuberculosis Day celebration

    last March 25, the local government and volunteers joined hands in combating, preventing

    even eradicating curable tuberculosis disease.

    The local government and the Culion Foundation, Incorporated (CFI) will conduct an

    information campaign to inform people that tuberculosis (TB) is curable and any symptoms

    must be consulted to the doctor or to the nearest health center for proper medical attention.

    The main component of the said agreement is the Anti-TB Control Program for the

    municipality.

    The decrease in the number of incidences of TB in the entire municipality is due to the active

    and collective efforts made by the Rural Health Unit (RHU) and the Directly Observed

    Treatment Short course (TB-DOTS) Centers which prompted CFI to acknowledge General Trias

    RHU for its contribution and their effective Anti-TB program.

    On the other hand, the CFI was acknowledged and given a plaque of appreciation by the local

    government for their all-out support to the latters campaign of healthy and TB Free

    municipality.

    Ayon kay Dr. Antonio Reillo Jr., City Health Officer, malaking tulong ito sa mga kabataang taga

    Antipolo, lalo na sa mga mahihirap na mamamayan na nais magpatuli nang ligtas at maayos.

    Panahon na naman ng bakasyon, at ito ang pagkakataon na magkaroon tayo ng operationlibreng tuli. Ipagkakaloob natin dito ang libreng anestisya at pagtutuli para sa mga kabataan na

    maaari nang tuliin. Malaking bagay ito sa kanila at iwas impeksyon pa dahil dito sa health

    President Benigno S. Aquino III said on Wednesday that the government had already come out with an actionplan to effectively curb smuggling in the country.

    In an interview in Roxas City, Capiz where he led the ceremonial groundbreaking of the Roxas City AirportDevelopment Project, the Chief Executive said the newly-crafted measure would solve the problem onsmuggling.

    "Pero batid ni Commissioner (Ruffy) Biazon na meron tayong mabigat na plano sa Customs... hindi pa langnapagkasunduan yung timing kung kailan gagawin itong aksyon," the President said.

    The President assured the public that his administration remains committed to improve the services of the

    Bureau of Customs (BOC) by enhancing the anti-smuggling efforts.

    Once the action plan is implemented, the President noted that the various smuggling activities in the country willbe solved.

    "Maraming makakakita na itoy isang talagang malawakang solusyon sa problema ng smuggling sa bayan," headded.

    The President said the action plan is also aimed at cleansing the BOC of scalawags and misfits.

    He also cited the many initiatives being undertaken by the agency under the helm of Biazon.

    "Marami ring kasong mga na-file na, tumatakbo sa proseso, pero hintayin lang po ninyo yung matagal nangpina-planong solusyon para matiyak na lahat ng nasa Customs ay masisigurado nating hindi tiwali," he said.

    At present, the BOC is enhancing its efforts in revenue collection by curbing smuggling activities and to providequality service to stakeholders with professionalism and integrity, facilitate trade in a secured manner and adaptmeasures compliant to international best practices and standards.     On Monday night, a Chinese fishing vessel ran aground in the Tubbataha Reef, several days after a USminesweeper was successfully removed from the popular marine sanctuary.

    The USS Guardian, a US minesweeper, ran aground in Tubbataha Reef on January 17. The vessel wasremoved on March 30 by dismantling and by lifting it piece by piece by a crane to prevent more damage to thereefs. PND (as)

    Aquino leads ceremonial groundbreaking of Roxas City Airport Development Project

    President Benigno S. Aquino III led on Wednesday the ceremonial groundbreaking of the Roxas City AirportDevelopment Project that aims to boost tourism and stimulate economic development in Roxas City and othernearby towns in Capiz.

    The groundbreaking ceremony marked the start of two major upgrades to the Roxas Airport: the expansion andimprovement of the passenger terminal building (PTB) and the extension of the runway.

    The two projects, with a combined approved budget for contract (ABC) of P48.1-million, were advertised forbidding on October 19, 2012 and were awarded to contractor MAC Builders on December 28, 2012, accordingto the Department of Transportation and Communications (DOTC).

    The PTB expansion project will increase the existing 875-sqm terminals size by 626 sqm, bringing up the totalfloor area to 1,511 sqm and bumping up its design capacity from 153,000 passengers/year to 291,000passengers/year.

    In 2012, the total number of passengers using the Roxas Airport hit 217,552, clearly exceeding its currentcapacity. The expansion project will relieve the congestion and lay the groundwork for future improvements.

    The runway extension, on the other hand, will lengthen the runway from 1,890 m. to 2,010 m. The additional 120m. will improve the safety of the Airbus A320 aircraft operating in the airport.

    The two projects are part of a P215-million upgrade budgeted by the DOTC and the Civil Aviation Authority ofthe Philippines (CAAP) for Roxas Airport.

    The other projects that are part of the upgrade include the installation of night landing facilities with a budgetamounting to P91.5 million, runway asphalt overlay (P24.24 million), acquisition of new fire truck (P33.5 million),and site acquisition (P18 million).These remaining projects are all in various stages of procurement.

    The DOTC said the project aims to shore up the governments go al to have at least 10 million tourists beforePresident Aquino steps down in 2016, and in recognition of Roxas City as the countrys "seafood capital" wherean increasing number of local and foreign tourists are expected to visit.     Among the program of works include asphalt overlaying and runway extension, installation of night-landingfacilities, fire truck acquisition and rehabilitation of the airports passenger terminal building.

    Once the project is completed, the President said the facility could accommodate 797 passengers a day, adramatic increase from todays 419 passengers per day.

    These developments will be enhanced by the lifting of the Significant Safety Concerns warning by theInternational Civil Aviation Organization issued previously to the Philippines, the chief executive said.

    To ensure that every flight is safe, the country is using the Civil Aviation Safety Oversight Reporting andTracking System as database of the Civil Aviation Authority of the Philippines (CAAP).

    Airlines are also now mandated to undergo Minimum Required Annual Inspection in addition to CAAPsCertificate Management Department. This will ensure that all local carriers flying overseas follow safetyregulations.

    With the passage of the Common Carriers Tax Act, the President said the removal of the 3 percent tax onairlines and shipping will encourage more tourists to come to the Philippines, thus bringing more development toindustries tied with the tourism sector.

    The efficient use of P17 million for the rehabilitation of airports, ports, roads and tourism promotion are allgeared towards opening the country to more tourists and foreign investors, according to the chief executive.

    The President also reported that with the intense competition among local airlines the country would needadditional 119 aircrafts to fill the need for more planes connecting major foreign cities and the Philippines.

    Pinangunahan ng Pangulong Benigno S. Aquino III Miyerkoles ang ceremonial groundbrea-king ng Roxas CityAirport Development Project na naglalayong mapasigla pang lalo sng turismo at mapabilis ang kaunlarangpangkabuhayan ng Lungsod ng Roxas at mga kalapit-bayan sa lalawigan ng Capiz.

    Ang groundbreaking ceremonies ang naghudyat ng pagsisimula ng dalawang major upgrades ng Paliparan ngRoxas na pagpapalawak at pag-aayos ng passenger terminal building at pagpapaluwang ng runway.

    Ang dalawang proyekto ay may kabuuang guguling P48.1 milyon na ipinaanunsiyo na ang pagsusubasta noongOktubre 19, 2012 at ang nagwagi ay ang kontratistang MAC Builders noong Disyembre 28, 2012, ayon saKagawaran ng Trasportasyon at Komunikasyon.

    Sa proyektong ito ay daragdagan ng 525 metrong parisukat ang dating 875 metrong parisukat kaya ito aymagiging kabuuang 1,511 metrong parisukat upang umabot sa 291,000 pasahero ang kayanin nito buhat sadating 153,000 pasahero lamang.

    Noong 2012, ng kabuuang bilang ng pasaherong gumamit sa Paliparan ng Roxas ay umabot na sa 217,552 namalinaw na lampas sa kasalukuyang kapasidad nito. Ang pagpapalawak nito ay magiging daan para mabawasanang pagsisiksikan ng mga pasahero at upang maging handa sa ano mang plano pang pag-aayos ng terminalbuilding sa hinaharap.

    Sa kabilang dako, ang luluwangang runway naman ay gagawing 2,010 metro buhat sa kasalukuyang 1,900 metro.Ang karagdagang 120 metro ay makatutulong upang lalong matiyak ang kaligtasan ng mga eroplanong AirbusA320 na ginagamit sa paliparang ito.

    Ang dalawang proyekto ay bahagi ng P215 milyong inilaang budget ng Kagawaran ng Trasportasyon atKomunikasyon at ng Civil Aviation Authority of the Philippines (CAAP) para sa Paliparang Roxas.

    Ang iba pang proyektog bahagi ng pag-aayos na ito ay ang paglalagay ng mga pasilidad ukol sa paglapag ngeroplano kung gabi na gugugulan ng P91.5 milyon, pag-aaspalto ng runway (P24.24 milyon), pagbili ng bagongtrak ng bumbero (P33.5 milyon) at site acquisition (P18 milyon).

    Hangarin ng proyektong ito, ayon sa DOTC, na makatulong sa pakay ng pamahalaan na magkaroon ng 10milyong turista man lamang sa bansa bago bumaba sa tungkulin ang Pangulong Aquino sa 2016 at pagkilala sa

    Binanggit din ng Pangulo na natanggal na ang 3 porsiyentong buwis sa eroplano at bapor nang mapagtibay angCommon Carriers Tax Act upang mahimok na higit na maraming turista pa ang magsadya sa Pilipinas at nangmapabilis ang pag-unlad ng mga industriyang kaugnay ng sektor ng turismo.

    Ang pag-aayos ng mga paliparan at mga lansangan ay naglalayon ding buksan ang bansa sa higit na maramingturista at mga imbestor na dayuhan, ayon sa Punong Tagapagpaganap.

    Iniulat din ng Pangulo na ang ibayong kompetisyon ng mga lokal na kompanya ng eroplano sa bansa aymangangailangan ng dagdag na 119 eroplano para tugunan ang pagbibiyahe sa malalaking lungsod sa ibangbansa at sa Pilipinas man.

    The BSP announced today the rediscount rates applicable on loan availments by banking institutions forApril 2013.

    For loans under the Peso Rediscount Facility, the BSP Peso Rediscount Rate is set at 3.50 percent p.a.for all maturities effective 29 October 2012, in line with the Monetary Board policy decision to reducepolicy rates during its 25 October 2012 meeting. The Peso Rediscount Rate is based on the applicableBSP overnight reverse repurchase rate per Circular No. 679 dated 01 February 2010.

    Meanwhile, for loans under the Exporters Dollar and Yen Rediscount Facility (EDYRF), the rates for themonth of April are as follows:

    Dollar 0.20370 percent p.a.Yen 0.12429 percent p.a.

    The EDYRF rediscount rates are based on the respective London Inter-Bank Offered Rate (LIBOR) as of28 March 2013.

    Under the Peso Rediscount Facility, total availments of commercial, thrift and rural banks amounted toP10,987 million for the period 01 January to 31 March 2013, 22.3 percent higher than the P8,987 milliontotal in the same period last year. Of the availments for the month, 88.2 percent went to commercialcredits, 1.4 percent to agricultural and industrial credits, and 10.4 percent to other credits consisting ofCAPEX (5.1 percent), other services (5.1 percent) and permanent working capital (0.2 percent).

    Under the EDYRF, aggregate dollar availments of seven commercial banks for the period 01 January to31 March 2013 amounted to US$46.1 million and benefitted 20 exporters. This represents a 38.4 percentincrease in availments compared to the US$33.3 million grants for the same period last year.

    On the other hand, there was no Yen-denominated availment under the EDYRF for the period 01 Januaryto 31 March 2013.

    In CARAGA, three new CBAs signed in a single week

    Labor and Employment Secretary Rosalinda Dimapilis-Baldoz yesterday announced the signing of threenew collective bargaining agreements (CBAs) in the Caraga region in March.

    Citing a report of Reynaldo R. Ubaldo, executive director of the National Conciliation and MediationBoard, Baldoz said:

    This signing of three CBAs in a single month is unprecedented. Actually, all three CBAs were signedwithin a week, the second week of March 2013, Baldoz said.

    The first to sign a new CBA are the union and management of Prudential Brokerage Services, Inc. whichsigned their CBA on 12 March 2013.

    "This is the first CBA at the company. It will retroact to June 1, 2011 and shall be binding between theparties until May 31, 2016. The economic provisions, however, will be up to May 31, 2013, meaninganytime now, the parties might be negotiating again for the economic provisions for the fourth and fifthyears, said Ubaldo in his report.

    "This is a very welcome development considering what the parties went through to realize their dream ofsigning their first ever CBA, Ubaldo further said.

    The Prudential union, Surigao Dockworkers Labor UnionNAFLU-KMU and company representativeswent through a bitter struggle on the path to their first CBA.

    On September 19, 2012, the union filed a notice of strike against the company after CBA negotiations atthe plant level ended in a deadlock.Fruitless negotiations before the NCMB regional branch forced the union to declare a strike on 7November 2012. The strike, though, lasted only one day after the parties agreed during the conciliationconference to go back to the negotiating table.

    On 8 November 2012, the parties signed a memorandum of agreement ending the one-day strike. Bothundertook to continue negotiations for the unresolved issues.

    On 13 February 2013, the parties finally put an end to their negotiations, declaring resolution of all issuesin their CBA negotiations. The estimated economic package of the new CBA amounted to P2.3 millionbenefiting 113 employees.

    We really hope that with the signing of their CBA, the parties can now focus on other more importantconcerns in their union-management relations, Ubaldo said.

    The CBA signing at Prudential set the tone for the signing of two more CBAs. On 15 March,Agusan Plantations, Inc. and its union, the Pinagbuklod na Lakas ng Manggagawa sa Plantasyon ngAPINAFLUKMU signed an agreement covering the first three years of their five-year CBA with

    estimated economic package amounting to P3.1 million benefiting 104 employees.

    Like Prudential Customs Brokerage, the parties at Agusan Plantations also had to endure protractednegotiations before finally sealing an agreement, Ubaldo disclosed further.

    On 15 October 2012, the union filed a notice of strike with RCMB 13 because of CBA deadlock and unfairlabor practice.

    Thereafter followed a series of conciliation meetings, which lasted until 4 January 2013, more than twomonths after the union filed the notice of strike. On that date, the parties signed a memorandum ofagreement ending their long-drawn-out negotiations for their CBA and declaring themselves ready to signtheir new CBA. Their agreement covers the period January 2012 to 31 December 2014.

    Also on 15 March 2013, the parties at Agumil Philippines, Inc. signed the agreement covering the last two

    years of their CBA covering the period 1 January 2011 to 31 December 2012, with estimated economicbenefits of P680,000 for some 42 employees.

    Secretary Badloz said these developments augur well for the future of industrial peace, not only in theCaraga region, but also in the entire country.

    Although the parties had to go through difficult negotiations, it is heartwarming to note that their doggeddetermination to craft an agreement that would govern their relations bore the fruit that they had allwanted to see, she said.

    With a CBA now in place in these companies, we hope that harmonious relations continue to prevailbetween the concerned parties, so that they can work together towards greater productivity and improvedbusiness viability and competitiveness, Baldoz added.

    KSA suspends crackdown; gives 3-month grace period for illegal workers and their employers to complywith the kingdoms labor rules No less than the King Abdullah of the Kingdom of Saudi Arabia (KSA) hasordered the kingdoms Ministries of Interior and Labor to give undocumented workers in the country three(3) months to correct their work and residency status.

    Citing the report of the Labor Attache to Al-Khobar Adam Musa and Labor Attache to Jeddah AlejandroPadaen, Labor and Employment Secretary Rosalinda Dimapilis-Baldoz said that the three (3) month

    period should be used by the employers of the undocumented workers to legalize their stay by acquiringIqama and residency permit for them.

    This is a welcome development for those affected workers. The Post has not received any reports ofOFWs being arrested on these grounds, but some workers have expressed apprehension and werepresumed to have been psychologically affected, the labor chief said.

    It is expected that after the grace period, Saudi authorities will fully enforce its labor and visarequirements, imposing steep fines and jail time on violating worker or employer, depending on the natureof violations. Fine ranges from one thousand to fifty thousand Saudi Riyals (P11,002-P550,105). Padaenreported that as of 07 April, there are 6,277 individuals composed of 5,712 irregular workers (3,850females and 1,862 males) and 565 minors in the western region who indicated their desire to berepatriated.

    She also urged those who are supposed to go home already to immediately report to the PhilippineEmbassy to facilitate their repatriation. Meanwhile, the labor chief instructed the Overseas WorkersWelfare Administration (OWWA) and the Philippine Overseas Employment Administration (POEA) tostrongly emphasize during the Pre-Employment Orientation Seminar (PEOS) and Pre-DepartureOrientation Seminar (PDOS) the prohibitions under labor laws in foreign countries, especially in the KSA.

    OFWs about to be deployed, or those who are planning to work abroad should be strongly aware of thebasic laws in other countries, such that holders of visitors visa should not work without obtaining a workpermit; that owners of visa should leave the country before their visas expire; and that birth out of wedlockis strictly forbidden especially in conservative countries such as the KSA, Baldoz said. She alsoreminded those who are about to be deployed, not only in the KSA, but to other countries as well, thatthey should ensure that their papers are complete before leaving the country.

    They should meticulously check the completeness, au thenticity, and accuracy of all their pertinentdocuments so as to avoid jeopardizing their stay in their host country, she explained. Based on theJanuary-June 2012 Report to the Congress on the Implementation of RA 8042 of the Philippine OverseasLaborOffice and the Overseas Workers Welfare Administration, there are 20,000 undocumented workersin Riyadh; 10,000 in Jeddah and in the Western Region; 300 in the Eastern Region; and 100 in CentralRegion.

    President Benigno S. Aquino III directed the Human Development and Social Development Clusters led

    by the National Economic Development Authority (NEDA) and the Department of Social Welfare andDevelopment (DSWD), respectively, to come up with a substitute bill for endorsement to the nextCongress, according to Social Welfare and Development Secretary Corazon Juliano-Soliman.

    The DSWD and NEDA will closely work for the passage of a substitute bill for the Magna Carta of thePoor. We hope to submit the substitute bill on the first or second day of Congress when it resumes inJuly. The proposed measure will clearly define the progressive implementation of the Magna Carta, aswell as the fund sources, Secretary Soliman explained.

    Secretary Soliman further explained that the decision of President Aquino to veto the proposed MagnaCarta of the Poor is justified, saying that the President cannot give false hope to the poor because thegovernment does not have enough resources for the measure.

    Secretary Soliman said that President Aquino found several unrealistic provisions of the proposed law,

    which the government cannot meet because of resources constraints.

    The proposed Magna Carta of the Poor seeks to guarantee the rights of the poor to food, employmentand livelihood, quality education, shelter, and other basic health services as a matter of right.

    Secretary Soliman also dismissed insinuation that President Aquino does not care for the poor, citing that30 percent of the national budget for 2013 has been allocated for the delivery of social services.

    GPH aims for peace agreement based on solid foundation

    KUALA LUMPUR Government of the Philippines (GPH) peace panel chair Miriam Coronel-Ferrer saidthat the Aquino administration wants an agreement based on a solid foundation that will withstand thescrutiny of the skeptics, the misgivings of the unconvinced, the cynicism of the critical.

    In her statement yesterday during the opening ceremony of the 37th Formal Exploratory Talks betweenthe GPH and the Moro Islamic Liberation Front (MILF), Coronel-Ferrer underscored that our President,this government panel, our government, are not the type who will promise the moon, the sun, and thestars, only to leave you later in the dark or to your own resources when the going gets even tougher.

    Coronel-Ferrer maintained that the government aims to sign the remaining annexes confidently by takingthe time needed to thoroughly review them. This, she said, was the reason the 37th round of talks wasreset from its original March schedule.

    I can tell you that the Cabinet members have gone out of their way to shepherd this process. Many havespent time with us seeking solutions, providing context, broadening understanding, she said.

    Our agenda remains clear: we solve the remaining issues across the three annexes, seek the creativecompromises, and find the right language, Coronel-Ferrer added.

    The peace panels are currently trying to hammer out the remaining annexes on Wealth-sharing, Power-sharing and Normalization. The Annex on Transitional Arrangements and Modalities was the first to besigned in February.

    Firm commitment to peace

    MILF Panel Chair Mohagher Iqbal, in his statement said that the MILF is fully committed to finish theprocess in order to establish real peace in Mindanao, reiterating their trust on the sincerity andcommitment of President Aquino.

    Without appearing very simplistic, I think we are about to achieve this historic feat on signing the

    Comprehensive Peace Agreement with the Aquino administration. Iqbal said as he related his optimismto settle the remaining issues on the annexes.

    The Philippine National Police is taking swift and decisive action on an apparent case of police

    misconduct by some personnel in Tarlac. A video footage of that March 4, 2013 incident has one viral onthe internet. PNP Spokesman, Chief Superintendent Generoso R Cerbo Jr. said an investigation hasbeen conducted by the

    Paniqui Municipal Police Station to where the policemen seen on the video are a ssigned. It must beunderstood that the video footage provided only limited information of what really happened on March 4,2013 when PO3 Fernando Acosta, PO3 Ritchel Antonio and PO2 Gerardo Bermudez were effecting thearrest of Jimmy Gregorio, a native of Mababanaba, Tarlac City.

    According to Paniqui Municipal Police Station, Chief of Police, Superintendent Miguel Gusman, the threepolicemen were responding to a call for police assistance regarding an unruly person under the influenceof liquor who was creating trouble. Gusman said Gregorios assault on the police officers resulted ininjuries to PO3 Antonio which was duly certified by a physician through a medical certificate. The ensuing

    events were apparently the reaction of the arresting police officers to subdue and restrain the suspect.

    MANILAThe Philippines is set to further strengthen relations and liberalize trade with neighboringcountries to allow local producers to take advantage of preferential tariffs and provide better access tomarkets of partner economies, according to the National Economic and Development Authority (NEDA).

    We are closely looking at how we can do well in global and regional integration with partne r economies,especially at opening new markets and strengthening existing ones for our local producers,Socioeconomic Planning Secretary Arsenio M. Balisacan said.

    Citing the latest Socioeconomic Report (SER): 2010-2012 recently released by NEDA, Balisacan noted

    that the countrys continued trade liberalization with member-states of the Association of Southeast AsianNations (ASEAN) already resulted in the removal of tariffs on 98.7 percent of the lines under the ASEANTrade in Goods Agreement in 2010.

    The Cabinet official added that the case is similar with trade in services.

    The Philippines has completed the eighth package of commitments under the ASEAN FrameworkAgreement on Services. The agreements text on the movement of persons across ASEAN borders wassigned at the ASEAN Summit in November 2012, noted Balisacan.

    He added that the ASEAN Comprehensive Investment Agreement (ACIA), which envisions to transformthe region into an investment hub that would be able to compete with other emerging economies, alreadyentered into force in March 2012.

    Free trade agreements (FTAs) between ASEAN and giant economies like South Korea, Japan and India,expanded market opportunities for local companies due to lower tariffs, better trade facilitation, amongothers, said Balisacan, who is also NEDA Director-General.

    To further deepen economic integration in the ASEAN region, Balisacan said that the Philippinescontinues to participate in discussions on the ASEAN Regional Comprehensive Economic Partnership(RCEP).

    The RCEP intends to enhance economic cooperation and integration with ASEAN Dialogue Partnersbased on mutual interest, transparency and best practices. Apart from the RCEP, the country willcontinue to implement measures to facilitate trade and encourage greater FTA utilization, said Balisacan.

    The SER reported that the Philippines continues to participate in ASEAN initiatives designed to facilitate

    trade, including the ASEAN Single Window and the 2nd Pilot Project on ASEAN Self Certification Project,among others.

    In addition, the Philippines is involved in the feasibility study for the ASEAN Roll-on/Roll-off (RORO) tosupport initiatives to boost shipping, rail and air networks in the region, according to the SER.

    The SER also stated that the Doing Business in Free Trade Areas (DBFTA) consultation forums haveincreased awareness of local producers, exporters, importers, among others, on the preferences providedin the various FTAs.

    As of September 2012, a total of 175 information campaigns have been conducted and attended by some18,905 participants, mostly from the private sector and business support organizations from the food,motor vehicles/parts, coconut, garments/wearables/homestyle, and services sectors.

    The DBFTA forums provide data, guidance, and direction on how businesses can avail of preferentialtariffs, gain access to timely and relevant market information on partner economies, and procedures onbreaking into these markets or expanding their share. Inter-agency coordination in the formulation andimplementation of the countrys policy towards enhancing relations with regional and inter-regionalorganizations was also strengthened.

    The Philippine Council for Regional Cooperation (PCRC), formerly known as the Philippine Council onASEAN and APEC Cooperation, is tasked with discussing all matters related to Philippines positionsunder the ASEAN, Asia Pacific Economic Cooperation, Asia-Europe Meeting, Forum for East Asia andLatin America Cooperation and similar regional initiatives.

    The SER is an assessment of the first two years of the Aquino administration in relation to the targets and

    Vice-President Binay opens Philippine Grand Exhibition in Paris

    10 April 2013 - Vice-President Jejomar Binay opened on April 08 the Philippines' first ever grandexhibition at the Musee du Quai Branly in the heart of Paris, the world's cultural capital.

    Entitled "Philippines:Archipel des changes" (archipelago of exchanges), the grand exhibition is hosted bythe Branly Museum, one of Europe's premier museums dedicated to the arts and civilizations of Asia,Africa, Oceania and the Americas.

    More than 300 essential works in pre-colonial Filipino art selected from both public and private collectionsin the Philippines, Europe and the United States (U.S.) are featured in this world-famous museum fromApril 09 until July 14 this year.

    In his remarks, the Vice-President thanked the French government for the opportunity to showcase thePhilippines' pre-colonial art in the Branly Museum. "We are proud to share with France and the world ourcollection of pre-colonial art including four of our priceless national treasures and more than 300 ancientartifacts assembled from public and private collections, giving a glimpse of the Filipino soul in ancient

    times and the diversity and richness of Philippine culture and tradition", remarked Vice-President Binay.

    The Vice-President, who represented President Benigno S. Aquino III to the event, said that thePhilippines actively contributes to promoting peace and stability in the world.

    Considered an emerging economic tiger in Southeast Asia, the country enjoys a stable economy, goodmacro-economic fundamentals and increasing income levels, and was recently given an investmentgrade credit rating by an international ratings firm.

    In his remarks, French Prime Minister Jean-Marc Ayrault fondly recalled his visit to the Philippines inOctober last year, saying that it was the first ever official visit of a French head of government. Hethanked the Philippine government for accepting France's invitation for the country to be featured at theBranly Museum and said that it is a privileged occasion to show the French people the multiple facets andthe cultural wealth of the archipelago. He mentioned the exhibition as the Philippines' "grand fierte"(bigpride) to be able to share to the world the richness and diversity of its culture.

    The Prime Minister further said the exhibition is an opportunity to strengthen relations between Franceand the Philippines, underscoring cultural openness between partners as a necessary element insolidifying bilateral relations.

    In attendance were high-level officials from the Departments of Foreign Affairs, Tourism, Agriculture andthe Bangko Sentral, the National Museum and Ayala Museum, and private lenders from the Philippines,Europe and U.S. who loaned their collections for the exhibition.

    Aside from the French Prime Minister and his wife Madame Brigitte Ayrault, the French Minister of CultureMadame Aurelie Filippetti attended, along with other government officials, members of the diplomaticcorps, academicians, cultural experts and enthusiasts, and representatives of the private sector.

    The Virlanie Children's Choir serenaded the guests during the grand opening at the Branly Museum.Their performance at the event was personally requested by Madame Ayrault herself. The PrimeMinister's wife met the children during the official visit to the Philippines last year. Their trip to France wasorganized by the Paris-based Virlanie Foundation.

    A reception organized by the Department of Agriculture followed. Renowned Philippine chefs MargaritaFores and Vicky Pacheco created menus in French-styled cuisine using Philippine native ingredients.
