What is PI-34?
• DPI administrative rule overseeing the pre-service preparation and license renewal for educators
• A verification process that ties meaningful professional growth to license renewal
• PI-34 applies to educators completing programs after Aug. 31, 2004 but currently licensed educators may switch into the system or will have to switch to the PDP system when they add a new area of licensure

Purpose of Professional Development Plan (PDP)
• Mechanism for license renewal between educator and the State of Wisconsin
• Show how educators plan to increase their proficiency on the WI Educator Standards
• Recognize the link between teaching and student learning

• Initial Educator 3-5 years• Professional 5 years• Master (optional) 10 years

Initial Educator License
• 3-5 year license, non-renewable if activated• Initial Educator license may be renewed if the initial
educator has not been employed as an educator for at least 3 years in the 5 year period
• Educator develops PDP addressing 2 or more standards
• PDP is verified by majority of 3 member Initial Educator Review Team (IHE, Admin, Peer)

District Requirements of PI-34
• Provide ongoing orientation collaboratively developed and delivered by school boards, administrators, teachers, support staff, and parents/families
• Provide support seminars reflecting WI Teaching Standards and the mission & goals of the school
• Provide a qualified mentor• Designate an administrator who may serve on
the initial educator’s PDP team

Role of the Mentor
• To provide support for the Initial Educator
• To assist the Initial Educator in the reflection process in preparation for development of the PDP

5 Year PDP Timeline
• Year 1: Reflection• Year 2: PDP Goal Approval
– Submit to PDP & PDP Goal Approval Form to Team by Jan. 1st
– Send Signed PDP Goal Approval Form(s) to DPI • Years 2 - 4: Document Professional Growth and Complete
Annual Reviews• Years 3-5: PDP Verification
– Submit PDP, Evidence, & PDP Verification Form to PDP Team between July 1st & Jan. 15th
– PDP Team Approves/Disapproves by April 1st – Send Approved PDP Verification Form(s), Application, Fee,
Employment Verification to DPI, etc.

Initial Educator PDP Team
• IHE, Admin, Peer who have completed DPI PDP Reviewer Training
• If 2 of 3 members verify goal/plan then send the form(s) into DPI
• If at least 2 members do not verify goal/plan the initial educator may make revisions & resubmit to the team

The majority of your PDP team approves of your plan, and, 3-5 years later, they agree that you met your goals. Now what?
You are issued a 5-year RENEWABLE Professional Educator License.

To get the professional educator license renewed, you are required
to draft ANOTHER PDP, but this time. . .
• 3 “like-licensed” peers (teachers, pupil services, admin) who have completed DPI PDP Reviewer Training
• Majority reviews and verifies completion of the PDP in year 5 of the cycle
• PDP goal does not need to be approved

• The goal addresses 2 or more of the Wisconsin Educator Standards
• Once a goal has been established, the plan is developed (objective, activities, and collaboration ideas)
• Throughout the process, the plan is carried out through activities, collaboration, collection of evidence, and reflection
