CATALOGING SPECIFICATIONS AND GUIDELINES
1. Bibliographic Records
1.1 MARC catalog records provided by the respondent will fall into (2) two categories:
1.1.1 Added copy records
a) Proposer searches the Library’s database and determines, according to the requirements in EXHIBIT C, that the book in hand exactly matches an existing record in the PPL database. The proposer must supply the nearest equivalent record in proposer’s bibliographic database with the Exact 001 tag, with new holdings record(s) appended in 852tag(s).
b) The proposer must match on the alphabetic prefix as well as the numeric portion of the 001 field--proposer
identification number. Current 001 alphabetic prefixes in use are:

1.1.2 New catalog records
The proposer must provide new catalog records through the editing of existing records in the OCLC Bibliographic Database.
c) New catalog records must conform to AACR2 (most current edition or revision) and USMARC standards, and
must reflect any formally adopted changes to these standards throughout the life of the shelf-ready contract.

d) All name and subject headings must reflect the latest authoritative version appearing in the online Library of
Congress name and subject authority files.
e) Call numbers must be assigned, in the 099 MARC field, according to the Dewey Decimal Classification Scheme, the latest edition, and any subsequent published updates, except as modified by PPL practice.
f) The proposer must use OCLC LC MARC catalog records.
g) New catalog records must conform fully to the requirements for cataloging in this exhibit.
h) After a 60-day learning period, from date of contract signing, respondent will be required to maintain an error
rate of 5% or less for bibliographic records for the following fields:

i) Call number errors will be reported to the proposer as they occur. A semiannual accounting of all cataloging
errors will be provided to the proposer and will be used to determine the proposer’s error rate.
j) After a 60-day learning period, the proposer will be contractually required to credit the Library for one third the shelf-ready cost of each affected record for all catalog record errors in excess of 5% of the number sampled. This credit will reimburse the City for its efforts in correcting the work of the proposer.
k) After a 60-day learning period, the proposer will be contractually required to credit for the entire cost of each
record that has 3 or more errors in the fields described in (f) above.
l) Changing cataloging practices within the Library may result in changes to cataloging requirements. These changes will be incorporated into procedures by the mutual consent of the Library, and the proposer, which

consent may not be unreasonably withheld, and must be fully implemented by the proposer, 30 days of written notification of change from the Library.
m) Spanish titles should include Bilindex subject headings. These heading must be mirrored in the 690 and 691 tags.
2. Viewing the Library’s database for added copy status:
a) The proposer must be able to view the Library’s existing bibliographic database so that the book-in-hand can be matched against the Library’s bibliographic database, according to PPL guidelines for matching records. Books that match an existing record will be treated as added copy books.
b) At this time, the Library accommodates several methods of accessing its system. For example, it supports (and
prefers) access by remote entities over the Internet via virtual private networking (VPN), using Cisco client software provided by the Library under an extended Cisco license. The Cisco client license applies only to sessions initiated by the successful proposer to the Library’s Cisco concentrator. Other possibilities are dial access or a dedicated data line, for which all expenses and support shall be the responsibility of the successful proposer (including, but not limited to, purchase of equipment, installation, recurring costs for use of the line, and ongoing technical support).
c) Proposer will describe the communications channels and protocols it will support in connection with the
services to be provided relating to this Request for Proposal.
3. The proposer will match book-in-hand against the Library’s bibliographic database, and match the exact 001 tag, as it appears in the Phoenix Public Library record, in the proposer’s bibliographic record.
4. After a 60-day learning period, from date of contract signing, respondent will be required to maintain an error rate of 2% or less
for duplicate bibliographic records added to the Library’s Polaris database. 5. Duplicate bibliographic records

a) Duplicate records resulting from proposer error will be said to occur when the proposer fails to return the appropriate 001 tag, exactly as it appears on the existing bibliographic record, for accurate loader matching.
b) Duplicate record creation errors will be provided to the proposer as they occur and will be used to determine the proposer’s
error rate.
c) After a 60-day learning period from date of contract signing, the proposer will be contractually required to credit the Library for one third the shelf-ready cost of each affected item for all duplicate catalog record creation errors in excess of 2% of the number sampled. This credit will reimburse the City for its efforts in correcting the work on the proposer.
6. FTP Transmittal of records into the Library’s database.
(1) All FTP transmittals must occur according to a schedule mutually determined by the Library and by the proposer.
(2) FTP transmittals of records must arrive at the Library at least 48 business hours before receipt by the Library of the items.
(3) FTP transmittals may occur by either of two methods, at the Library’s option:
a) The Library initiates the FTP session. Under this option, the successful proposer must promptly notify the designated Library contact person(s) whenever files are ready for FTP transmittal, providing the exact location on its server(s) and the file names of the files to be transmitted. The Library will then initiate the FTP session to retrieve the file(s).
b) Successful proposer initiates the FTP session. Under this option, the successful proposer transmits files via FTP to a location specified by Library.
Regardless of which method is selected by the Library, all other requirements under this section relating to FTP transmittals will apply.
(4) Each FTP transmittal must provide all bibliographic and holdings creation fields for a complete order shipment
so that books are not received for which there are no records, and records are not received for which there are no corresponding books.

(5) FTP transmittals must reside in the work files designated by the Library and must not upload to the live database
without an authorizing command from a Library staff member. This authorizing command must be password-protected.
b. At the time of each FTP transmittal, the successful proposer must produce an e-mail report to designated Library
staff, indicating the following:
(1) Date and time of the transmission.
(2) Location to which the files were transmitted (complete file path).
(3) The number of bibliographic records and holdings records, by agency, included in the shipment.
(4) Any records that failed to be transmitted to the work file. These records must be corrected and retransmitted within 24 hours of the initial transmittal.
(5) Proposer must provide with each FTP transmittal a report counting the number of bibliographic records and the total number of holdings records, by agency, included in the shipment.
a) Purchase order number(s) or other link(s) to the book order(s).
(6) Bibliographic records in the work file must be able to be examined before export, globally (mass) exported to live, and/or exported individually to live.
7. Holdings Records
The proposer must explain how the proposer’s system will maintain and validate Phoenix Public Library 852 codes, including the OCR/barcode. After a 60-day learning period, from date of contract signing, respondent will be required to maintain an error rate of 5% or less for item records, in the following areas:
— branch, location, media: correctly spelled and formatted code used;

— branch, location, media: represents the correct book medium and the actual branch and location for which the book was ordered;
— call number, volume/part: correctly formatted;
— call number volume/part: reflects book-in-hand and relevant information in bibliographic 099 field.
Call number errors will be reported to the proposer as they occur. An annual accounting of all holdings record creation errors will be provided to the proposer and will be used to determine the proposer’s error rate.
After a 60-day learning period, from date of contract signing, the proposer will be contractually required to credit the Library for one third the shelf-ready cost of each affected item for all holdings record errors in excess of 5% of the number sampled. This credit will reimburse the City for its efforts in correcting the work of the proposer.
Changing Library needs may result in changes to holdings record codes. These changes must be fully implemented by the proposer within 30 days of written notification of change from the Library.

Part I - General Guidelines and Standards
General Guidelines and Standards
The standards set forth in this manual are primarily for the benefit of our customers. These standards must be met by ALL catalogers submitting bibliographic and item records for inclusion into the Phoenix Public Library (PPL) Catalog. Bibliographic records added to, or created in, the PPL Catalog should adhere to the following standards:
All records intended to be permanent bibliographic records must be OCLC records in US or OCLC MARC format.
International Standard Bibliographic Description (ISBD) punctuation should be used for all records.
Anglo-American Cataloging Rules and latest revisions (AACR2R), as adapted by the Library of Congress and Library of Congress Rule Interpretations of AACR2R, must be used.
All access points must be in AACR2R form.
Library of Congress subject headings (LCSH) serve as the primary thesaurus for subject heading formation. Genre headings may also be used. LC Children’s headings should not be used if there is a matching LCSH.
All records must be saved in UTF-8 format.
RDA records must be edited to conform with AACR2R, MARC standards; ISBD punctuation and capitalization.
PPL requires that incoming OCLC records not be altered or edited in any way that affects matching parameters. Editing should be limited, especially in the descriptive fields 2xxs—5xxs, to correcting typographical errors and/or coding errors or adding obviously missing information. For example, there should be no altering of an MP3 record to become a CD record. The record must be derived or an original record created in OCLC.
Guidelines for Adding “New” Bibliographic Records from OCLC
An item needs a new bibliographic record when: o The title is not in the PPL database. o There is variation in the first five words of the title.

o The author’s name has changed – personal or corporate. o There are variations in the edition statement, including:
The number of the edition. The edition is revised, new or abridged. Changed copyright date, excluding copyright renewal and reprints.
o Statements that reflect differences in bibliographic content or geographic coverage, or significant differences in physical description.
o Serials (except for magazines and newspapers) are treated as monographs. This allows customers to place holds on the year and/or edition they want without staff intervention. New editions require a “new” bibliographic record.
o DVDs: Black and white vs. color vs. colorized. Sound vs. silent. Significantly different length (full length vs. abridged version vs.
theatrical release vs. director’s cut). Different format (VHS vs. DVD). Widescreen vs. full screen. Dubbed vs. subtitles. Different language versions or added subtitles. Additional materials. DVS editions (descriptive video services). Changes in publication dates (not packaging dates).
o Abridged editions if only unabridged are owned. Reverse is also true. o MP3 editions if only the CD version is owned. Reverse is also true. o Narrators must match exactly for an item to be an add. If not, a new record
should be created. o Number of discs and timing should match, if not, new record.
The Phoenix Public Library database must be searched prior to downloading any records from OCLC. Records in OCLC having PPL’s holding symbol may no longer be owned by PPL, so the database must be checked to prevent duplication. If there is any time delay from the time the catalog was first searched and the time of actual cataloging, another search must be performed. This is to prevent duplication of records in the event that another cataloger downloaded the record during the time delay. Records should be imported immediately after downloading from OCLC or from an FTP site. This also prevents duplication by ensuring that the bib records will get into the catalog immediately. When searching PPL’s database three fields must be searched in the following order:

Author One of the above searches should retrieve the record if it is in the database. Search all three before going to OCLC.
If a match is not found, download a record from OCLC.
If a match is found, but the bibliographic record does not have an OCLC number, consider it a new item and download the record from OCLC.
If the search results include multiple records or a record that has multiple ISBNs, please e-mail or call PPL Enhancement Team1 to fix.
If an ISBN search results in a record for another format other than the item in hand e-mail or call PPL Enhancement Team to correct.
An OCLC record is identified in PPL’s database by the “ocm” or “ocn” that precedes the number in the 035 tag of the bibliographic record.
Guidelines for Adding Items to Existing Bibliographic Records in Polaris “Adds” are existing materials that are owned currently at PPL. “Adds” do not need new bibliographic records. To be considered an add, the titles must match the following criteria:
The existing bibliographic record must be a full and complete record. Brief records, even if item records are already attached, are considered “new” and require a new OCLC record. Brief records can be usually be identified by:
o No 099 field. o Incomplete or missing call number in the 099 field. o Format is in () in 245 field:
245 00 ‡aKate & Leopold (DVD)‡h[videorecording]. o No subject headings. o 970 fields will sometimes be present. o Author will be sometimes in a 720 field instead of a 100 field. o Incomplete 300 field.
All basic bibliographic information matches: o Title and statement of responsibility. o Edition. o Extent statement of physical description. o Series.

The following variances may occur and the title is still considered an “add”:
Paperback (fiction mostly) or reprints with same publisher, edition and same basic bibliographic information will be considered adds, in most cases even if ISBN is different.
Subtitle may or may not be present.
Subtitle may vary slightly.
Difference in binding or cover art.
Guidelines for Choosing Records in OCLC 001 pos 17 ELvl level 3 records should not be considered a match and should not be
used. If a level 3 record is the only record available, consider the item for original cataloging. Do not append holdings to level 3 records.
040 DLC (Library of Congress) is the preferred cataloging source for a
bibliographic record in OCLC. DLC should appear in the first three positions of the 040. For Spanish language materials choose the record with “eng” in the 040 over the record with “spa”.
020/022 ISBN must match item in hand. 024 UPC codes should only be a criteria for a match when there is no ISBN
and other matches vary slightly. UPC codes should be used only if all other criteria are met. UPC codes are often incorrect.
028 PUBLISHER NUMBER should match exactly for DVD, DVS, CD Music
and CD/MP3 Spoken Word. 100 The author main entry should match item in hand. There are many
exceptions to this rule:
Author’s that use other names: o Dr. Seuss – Theodor Geisel o Mark Twain – Samuel Clemens o Stephen King – Richard Bachman
Fictitious Characters: o Geronimo Stilton
Maiden/Married names
Graphic Novels: o Sometimes illustrator is used as author. o Names vary considerably due to transliteration.

245 Subfield $a (main title) and subfield $b (subtitle) must match exactly. Title subfield $c (statement of responsibility) must match for the first author/editor/contributor.
250 EDITION: Edition statements must match exactly, whether numbered or
unnumbered. Examples of unnumbered edition statements include: o revised o abridged o updated and corrected o with new commentary and notes by
If there is no edition statement on either the item in hand or OCLC record assume that it is a first edition.
Edition statements may appear on the title page, title page verso, all four pages of the cover, and sometimes in the introduction/preface for the item. Scan the 245 $c statement of responsibility (SOR) and the 5XX notes fields as edition information may appear there.
Reprints and reissues may be added to current record if they are from a reprint publishing house. Add the following note if applicable:
500 __ Editions may vary but the intellectual content remains the same.
260 PUBLICATION: First place of publication and first publisher must match.
Ignore the second place of publication, second publisher or distributor. Ignore the state or county in the place of publication subfield.
First publisher can be considered a match when the publisher’s name has changed but at least one significant word indicates that it is the same entity, or if the publisher in either the item or on the record is clearly a subsidiary. The following would be considered matches:

Copyright date must match to use an existing record.
300 DESCRIPTION: Volume information must match exactly. 3 v. in 1 is not
the same as 3 v. and is not considered a match. Pagination must match within 10 pages, excluding preliminary and supplementary paging and leaves or pages of plates:

An illustration subfield, correctly indicated colored, black or white, or a mix, must appear in the record to match the record with the item in hand.
For books, ignore presence or absence of an illustration statement for ten or fewer illustrations or for illustrations that are simply charts and diagrams. For DVD, DVS, CD Music, CD/MP3 Spoken Word the number of discs and duration should match exactly.
4XX/8XX SERIES: Ignore the presence or absence of series fields in determining
whether the item matches a record, except that numbered series statements appearing on the item and in the record must have the same number.
5XX NOTES: Presence or absence of notes fields, except as used to
determine a match, are ignored. 5XX fields may indicate editions, added authors, or added publishers and can help in determine whether the record truly matches the item in hand.
Other criteria:
Do not use UKM (United Kingdom MARC) records from OCLC unless no other record is available that matches the item in hand. UKM materials often have variant spellings, different titles, publishers, pagination. Text may vary within the title so every field must be verified and corrected. A UKM record is identified by the coding “UKM” that appears in the 040 tag in the bibliographic record. For CD Spoken Word the reader, narrator or performer must match. This information usually appears in a 5xx field. Records for abridged titles should not be considered a match for unabridged titles even if the ISBN numbers are the same. The reverse is also true. Records for “Playaway” devices should not be considered a match for CD spoken word. If no record is available either derive or create a new record.

Records for “Blu-Ray” DVDs should not be considered a match for DVDs. If no record is available either derive or create a new record. The reverse is also true. Records for “CD spoken word” should not be considered a match for MP3s. If no record is available either derive or create a new record. The reverse is also true. Records for electronic resources should not be used for any format.

English and Foreign Language
Adult/Teen Nonfiction
Call numbers are entered in the 099 tag. Use $a for all subfields. For LC MARC records, use the call number in the 082 field for the 099 field as the first choice. If the 082 field is absent, use the 092. If both fields are present (or duplicated) and have different base numbers, use the number most appropriate for the item in hand. Delete all 050, 060, 070, 082, 090, and 092 fields present in the record, (but not 086). The complete record should have an 099 call number field only (086 excepted). Materials should be cataloged utilizing the most current Dewey Decimal Classification edition. For Adult and Teen materials, Dewey classification numbers should not exceed 5 numbers past the decimal point regardless of where the prime falls. There are breaks within the prime. The following call number examples should illustrate PPL Dewey classification practice.

Questions to consider when determining whether to class an item as biography:
Does it cover a substantial part of the person's life (not just a portion or childhood)?
Does it discuss family/friends/relationships over career (including journals, diaries, memoirs)
Does the person’s personal life and career receive about equal emphasis?
Does it focus on one person (not a group)?
Does it focus on more a person’s life rather than a historic event closely associated with that person?
If YES to (most of) these questions, consider putting it in BIO. If NO to most, consider putting it in Dewey.
Biog: a for autobiography; b for individual biography; c for collective biography; d if contains biographical information Call number for all biographies will include BIO in upper-case letters, the last name of the person that is the subject of the book, followed by a comma and first initial. The subject is taken from the 600 field.

All travel books with three or fewer digits after the decimal must have a

New Editions:
Add a date and/or edition number to the call number of a new edition or any numbered edition after the 1st edition. Travel books always get a date regardless of the edition.
Double cutter:
Books on computers, Shakespeare plays, and those regarding one artist/photographer/composer/TV show/car repair all get a double cutter.
Computer books:
Double cutter: First cutter for program; second cutter for main entry only where indicated in DDC. Do not double cutter any item classed in the 600s. Use current “Computer Cutters” list Contact Bib Enhancement2 to assign a new cutter not on the list.
Television shows (one specific show only): Cutter first by show, then by main entry. Car repair:

Criticism of an artist or literary author:

PPL uses only FICTION for teen materials. The author’s last name followed by the first initial is used for the cutter. If the item is a collection of short stories by one author, classify as FICTION/MYSTERY/ROMANCE/SCI FI OR WESTERN for adult and FICTION for teen with the author’s name and “Short Story” as the suffix. If the item is a collection of short stories by more than one author, classify as above with the 1st significant word of the title as a cutter and a “Short Story” suffix. If collections and/or series of short stories were previously cataloged in Dewey, continue placing them in Dewey. No dates are put in fiction call numbers if new editions except for short story collections.

Appendix C - Subject Headings 6XX SUBJECT HEADING Two to three subject headings are preferred for all
materials. One subject heading will be accepted only if an additional

heading cannot be found.
Verify, and correct if necessary, all indicators for 600, 611, 610, and 630 fields.
If $t, the title subfield, appears with 600 field, be sure to delete any initial articles, since there are no filing indicators for indexing.
Subfields $v, $x, and $z are repeatable. And subfields $v, $x, $y, and $z do not have to be in alphabetical order—they will be in the order prescribed by LCSH. Verify that these subfields are used correctly.
Retain Spanish language subject headings for Spanish materials if they are BIDEX or QLSP in $2
Delete subject headings in international languages.
Retain all subject headings for titles being cataloged as Fiction.
Delete all $x Juvenile literature subdivisions; and change all “$x Juvenile fiction” to “$x Fiction.” Use adult subject headings for all age levels when they duplicate LCSH Children’s headings. Use children’s headings when no adult heading exists.
LARGE TYPE: For large print books for visually-impaired children, use: 650 _1 Large type books.
BILINGUAL MATERIALS: If the book is written in two languages (say English and Spanish) use:
650 _1 Spanish language materials $x Bilingual.
Spanish materials: Add Spanish subject headings to Spanish titles, if not already present in the record. The authorized Spanish headings go in a 650/651 field, with a second indicator of 7. A subfield “2” is added at the end of the record, with either “bidex” if the record source is Bilindex .(‡2bidex), or “qlsp” if the record source is Queen’s Borough Public Library (‡2 qlsp).
