Otis Perkins has served at the helm of the Phoenix Alumni Chapter of Kappa
Alpha Psi Fraternity, Inc. for the past two years, winning ‗Guide Right‘ and
‗Chapter of the Year‘ awards at the provincial level. Giving back to the com-
munity has continued to be the focus under his leadership. On June 13th
the Phoenix Alumni Chapter celebrated 62 years of being a supportive or-
ganization in the Valley at their ‗Charter Day‘ event held at the home of Po-
lemarch Otis Perkins. It was a great time to reflect on the past and prepare
for the future. At the celebration Ray LaStrape was awarded the ‗Joseph S.
Flipper Kappa of the Year Award‘ and Breck Cook was awarded the
‗Polemarch‘s Kappa of the Year Award‘ ―In retrospect these two brothers
have been instrumental in the success of our chapter and the province over
the last few years and we expect them to continue contributing at the high-
est levels,‖ as Polemarch Otis Perkins so aptly put it.

Phoenix Alumni Chapter The Fraternal Year in Review
The 2009-2010 fraternal year marked another successful year for the Phoenix Alumni Chapter. Brothers of the chapter have participated in key community activities. We supported the Valley Christian Center by volunteering to help feed the less fortunate at Thanksgiving and Christmas. We had a strong turn out of both Kappas and Kappa Leaguers in support of the 2010 MLK parade. We added an additional community service event this year by volunteering to help the Keys Community Service pass out backpacks. The Brothers have continued to support and mentor the Gamma Iota Chapter at Arizona State University. Based on feedback from parents and Kappa Leaguers, we took our award winning Kappa League Program to the next level of excel-lence by increasing the quality of instruction during the Kappa League ses-sions. Again , recognizing the need for social activity within and for the commu-nity the chapter continued to be the leader by providing quality social events such as quarterly wine tastings, Kappa Kostume and New Years Eve party. Our annual Kappa Kook-out was another highlight of our social cal-endar. Not only are members of Greek organizations invited, but the com-munity at large is invited as well. During the event, Phoenix Alumni Chap-ter sponsored the 3rd Annual Speedy Hart Invitational Basketball Tourna-ment with participants from youth organizations.

Review—continued
We again participated in the National St. Jude ―Day of Hope‖ program. Unfortunately, the poor economy and the Haiti crisis kept local Churches from participating but $1000.00 was donated from our chapter to support this worthy cause. The chapter continued to be involved with other Greek organizations and
provided support to their efforts of raising funds for scholarships and
other programs to benefit the youth of the community. We volunteered
with other Pan-Hellenic Fraternities and Sororities at First Institutional
Baptist Church to feed the homeless. In addition, we supported the ―Live
It!Change It‖ organization by volunteering to work a booth providing
members of our communication valuable information regarding health
and safe sex choices. The Collegiate chapter has also been involved with
supporting these efforts: Those Greek organization activities included
Founders Day celebrations, Alpha Kappa Alpha Fashionetta, Alpha Phi Al-
pha Thurgood Marshall Scholarship Breakfast and Delta Sigma Theta Su-
perbowl bowling event.
We have continued to build on our ―leadership training‖ program attended
by Kappa Leaguers, Collegiate Brothers and Brothers in the Phoenix
Alumni Chapter. This year‘s activities have stressed entrepreneurship
training, proper use of credit using the ―CARE‖ program, and dining and
dress etiquette just to name a few.
We are proud to offer this submission for the James O. Whaley
Western Province Chapter of the Year.

Senior Kappa Programs—continued
―Adopt a Senior‖ Program
We continued to have several officers and members to have the responsi-
bility to maintain contact with specific seniors. These brothers are the first
line of regular contact with our senior Kappas. They decide what assis-
tance and services need to be provided by other brothers and by the chap-
ter as a whole.
Communication
Chapter Officers and members maintain regular contact with Senior Kap-
pas. It is ensured that all correspondence is addressed appropriately to
these brothers. All are included on e-mail distribution lists and if e-mail is
unavailable, hard copy is sent to their homes.
Officers regularly contact the Senior Kappas by telephone to ensure they
are aware of chapter activities and to determine if the brother is in need of
any assistance.
Involvement
This year all of our social events catered to Senior Kappas by utilizing ven-
ues that had multiple rooms. A room was specifically was set up for Senior
Kappas with music from their era.
Support
The chapter reduced local dues for Senior Kappas by 50% this fraternal
year. This applied to senior Kappas with 50 or more years in the Bond or
65 or older.
Chapter Invisible
Unfortunately, we lost two of our Senior Kappas this Fraternal year. The
last living Phoenix Alumni Chapter Founding Member Brother Joseph
Flipper and Past Grand Board of Director Melvin Barber.
Senior Kappa Programs—continued
Senior brothers are provided transportation to and from events such as Founders Day, the Kappa Kook-out and other formal gatherings as neces-sary. Arrangements are made to transport the Senior Kappas to general and board meetings. Seniors are charged reduced fees to participate in chapter events.
Key events in the Senior Kappa‘s life are recognized and celebrated by the chapter. This includes birthdays, anniversaries and other lifetime events.
Bro. Melvin Barber left in his Trust a $10,000 scholarship to be awarded to one deserving
high school student.

Collegiate Support
Phoenix Alumni has a certified chapter advisor for Gamma Iota (ASU) and
meets regularly with the Polemarch and the membership. Support is provided
in dealing with university officials at various levels. Financial guarantees have
been made when needed. Collegiates are also invited to participate in the
alumni chapter‘s Kappa League and have participated regularly.
This was the second year of our scholarship program where the Phoenix
Alumni Chapter recognizes high academic achievement, contributions to the
academic society at large and contributions to Kappa Alpha Psi by a member
of the Gamma Iota Chapter. The second $500 Award was presented to
Gamma Iota Chapter Polemarch, Percy Wells III.
On average, 4-6 Gamma Iota members attend every one of our monthly Kappa
League and general meetings. Gamma Iota was there to support our program
as we fed disadvantaged families, at the MLK March, and at our social fund-
raisers.
The Arizona Guide Right Foundation continues to support us in their presence
at our events and through immeasurable financial donations. As a chapter
Phoenix Alumni has stepped up both through their financial donations and
giving of their valuable time to make sure that we have a successful program

The Phoenix Alumni Chapter Website
We have continued to maintain, to update and to improve the chapter
website in communicating the activities of Phoenix Alumni Chapter to lo-
cal and remote brothers as well as the community at large.
The site allows direct e-mail communication to all officers, identifies active
members of the fraternity and provides direct links to other Kappa Alpha
Phi Fraternity sites of interest.
The chapter has continued to embrace technology by allowing Brothers the
option to pay their dues online using the ―PayPal‖ system. Patrons of our
events can also use the online system to purchase tickets, etc.. This has
been of considerable benefit to the chapter during 2009-10.
The website has been enhanced to allow a ―members only‖ section requir-
ing a login in which the member directory is available along with other in-
formation dedicated to Kappas only. The site will also be enhanced to al-
low for business referrals between brothers in the chapter.

Charter Day 2009
The annual charter day celebration was held at the home of Polemarch
Otis Perkins. The 2009 celebration marked our 62nd year of service to
the fraternity.

Kappa Kook-out Community Turn Out for Kappa Alpha Psi Picnic
On March 20, 2010, the Phoenix Alumni Chapter of Kappa Alpha Psi Fra-
ternity, Inc. at Kiwanis Park in Tempe hosted their annual picnic. The pic-
nic included a basketball tournament for youth in honor of Brother Alcee
―Speedy‖ Hart and held a basketball game between the Kappa Brothers
and the Kappa Leaguers.
Some referred to the day as ―Kappa Day.‖ Brother Sekou Jackson, event
chairman viewed it as a day to bring the community together. ―We work
exceptionally hard all year to be able to give back to the community and
thanks to their support we are able to sponsor a free cook-out recognizing
their support for Kappas according to Polemarch Perkins.‖

Black and White Ball
The Wyndham Hotel downtown Phoenix was the site of our 60th annual Black
and White Ball. Chairman Tim Woods and his committee has been working hard
on this event for several months to make it as successful as it was last year. This
is an annual event that many in the community look forward to attending. This
year we have saxophonist Dominic Amato and his band for entertainment.

Once again the Arizona area chapters celebrated the Founders‘ Day event
together and the Phoenix Alumni Chapter and Gamma Iota Chapters
hosted the event in Phoenix at the Wyndham Hotel on January 16, 2010.
Phoenix Alumni Chapter representatives also attended National Founders‘
Day in Miami on January 9, 2010.

Achievement On Every Level
The 2009-2010 year for our Kappa League Program marked another successful
year as we continue to cultivate the leadership skills in each and every member.
The Kappa League Program holds its monthly meetings at the Community Le-
gal Services building in Central Phoenix, where Polemarch Otis Perkins is em-
ployed as their Finance and Information systems director.
The past year culminated two years of outstanding leadership by outgoing Di-
rector Bro. Dr. Michael Flemister. Bro. Reuben Miller, and long-time mentor
and stout supporter of the Kappa League Program has assumed the leadership
for this year.
We ended the year with our 6th Annual Kappa League Showcase honoring all
members and allowing each of our seniors to perform using their God given
talents. Sean Woods, Kappa League President, celebrated his fourth year in
the program. Dontae Marshall, Vice-President, also participated for four years.
All the seniors graduated and attended their respective universities. Corderro
McMurry, Secretary for the 2008-09, stepped up and served as President for
2009-10. The program went back with an increased focus to bring in more
Freshmen and to track their development and performance during their term
in the Kappa League Program. The program has elevated to a level where it
does not have to publicize anymore incoming freshmen are anxiously antici-
pating the start of every year so that they can be a part of Internationally re-

The Kappa League Showcase continues to be the highlight of the Kappa
League year. The keynote speaker was our own Polemarch Otis Perkins.

This year the Kappa Leaguers worked with Valley Christian Center to pro-vide Thanksgiving and Christmas meals for the community. They partici-pated in the Dr. Martin Luther King Jr. March.

Kappa League Showcase—Awarded 8 Scholarships
Kappa League Credit Abuse Resistance Education (C.A.R.E.)
Credit Abuse Resistance Education is a program that is sup-
ported by our fraternity and one that provides invaluable infor-
mation to our youth as they are becoming part of our financial
community.
Knowing how to manage money, choose credit carefully, and understanding the difference between ‗wants‘ and ‗needs‘ are requisites to building a foundation that will allow our Kappa Leaguers to make better financial decisions. This year‘s CARE presentation was held on February 13, 2010 at the Community
Legal Services building.
On Sept 26, 2009, we had three of the Kappa Leaguers accom-
pany the Kappa‘s to the Alpha Phi Alpha Fraternity Inc.‘s Thur-
good Marshall College Fund Breakfast. The keynote speaker
was Kevinn Powell in which the Kappa Leaguers had a chance to
meet after the Breakfast.
Our Chapter was a strong participant in the Fraternity‘s part-
nership with the National Dental Association. Our own Dr. Ah-
med Collins provided an overview of the Dentistry profession.
He also made arrangements for the Kappa Leaguers to visit the
local AT Still Dental School. He also provided an opportunity to
shadow him at his dentistry practice.
Community Service continues to be the way that
the Kappa Leaguers give back. They do this as a
joint effort with the Phoenix Alumni Chapter

Valley Christian Centers, Phoenix Alumni Chapter of Kappa Alpha Psi, members of their youth program Kappa League, and numerous volunteers served fThanksgiving dinners to families on November 19, 2009.
The kitchen looked like a well oiled machine and the smell of turkey, dressing, and numerous other foods filled the air. There were pans of food being brought in from the kitchen to the staging area as volunteers, Kap-pas, and Kappa Leaguers worked as servers getting meals to the senior citi-zens coming to enjoy a festive environment and a good meal.
Al Harris, Kappa chairman of this event, was elated that over 15 represen-tatives from Phoenix Alumni and the Kappa League Program showed up to volunteer their time to serve the community. ―We have been doing this for years as well as our joint Christmas dinner but today we had a very effi-cient system and were able to serve every kid and family within an hour that‘s incredible,‖ Harris shared.

It has become a tradition for the Phoenix Alumni Chapter,
Kappa Leaguers and Gamma Iota members to participate in
the Dr. Martin Luther King, Jr. March each year and this year
was no exception.

mitted to the philosophy that all individuals with disabilities are enti-
tled to equal opportunities for achieving self-fulfillment and independ-
ence as well as acceptance and full participation in the community.

Brother Jones is employed by the City of Phoenix as a Police Lieuten-
ant. He is also an Active member Arizona Law Enforcement Agency
and the National Organization of Black Law Enforcement (NOBLE).

Brother Cleveland plays an active part in the Phoenix community. He
serves as members to the Phoenix Rotary 100, Goodwill Industries, the
Greater Phoenix Urban League, National Association of Insurance and
Financial Advisors, Citizen Advisor Team – Junior Achievement of Ari-
zona and Military Academy Liaison – United States Military Academy .

can Affairs and is involved in the natural conservancy movement
in Arizona. He also organizes and con ducts the African American
Legislative Days.

The Certified Public Manager Program is a broad-based management
development program, designed to provide public sector professionals
with a unique training experience that translates into maximizing the
effectiveness of government organizations. As part of a national con-
sortium, this certificate program offers practitioner-oriented course
work consisting of fresh approaches, new ideas, and usable informa-
tion. The 300-hour (172 class hours) program consists of sequential
levels of instruction in management theory and practice.
Brother Cecil Patterson
Brother Cecil Patterson is a retired Judge. Brother Patterson is em-
ployed by the City of Phoenix as a Police Lieutenant. He is also an Ac-
tive member Arizona Law Enforcement Agency and the National Or-
ganization of Black Law Enforcement (NOBLE). National Association
of Attorneys General Civil Rights Commission, the Board of Directors
at the Maricopa County Branch of the NAACP, the Maricopa County
Red Cross, and Southminster Community Services Forum. Brother
Patterson also sits on the Board of Directors of the Arizona Early
Childhood Development Board. Brother Patterson was recently in-
ducted into the Maricopa County Bar Associations Hall of Fame.

Inc. Ray was appointed to the board of directors for ―The New
Foundation‖ and was a 2010 honoree for AZ‘s Finest for his

Tim was appointed as the Western Province Keeper of Records
and Exchequer. Tim is up for a promotion to Lieutenant with
the Phoenix Police Department.
