Challenges  for  ci4es    •   Fast  urbaniza4on  process  especially  in  developing  countries  •   Land  use  compe44on  (less  space  for  water  …)  •   Increase  of  value  (goods)  •   Climate  evolu4on  •   Difficulty  to  integrate  “dynamic  standards”      •   Increase  of  vulnerability  •     Acceptability  of  level  of  risk  •   Need  for  developing  resilience  strategie    for  the  “City  system”

What  is  a  city?    Func4onal  analysis  /  Systemic  analysis  /  Holis4c  approach  Services  provided  to  popula4on  (spa4al  extend):

What  is  a  city?    Few  support  func4ons:

•   Energy  •   Water    •   Food    •   Waste  •   Transport

…  Networks  which  have  a  growing  inter-‐connec4vity

What  is  a  city?    Services  and  func4ons  are  covering  various  spa4al  scales  Evalua4on  made  according  the  4  basic  components:

•   parcel  /  building  •   block  •   district  •   city

Challenge  for  the  ci4es    •   How  the  system  is  affected  by  flooding  ?  •   Which  services  &  func4ons  are  affected?  •   What  are  priori4es  for  popula4on?  •   What  is  the  level  of  risk  acceptability?  •   Most  efficient  ac4ons  according  to  targets    &  evolu4on?  •     Which  strategy  for  resilience?

Type  of  flooding    •   Rivers  •   Groundwater    •   Coastal  •   Pluvial  flooding

•   Characteris4cs  &  consequences  are    linked  to  topography  /  morphology

Principles  for  resilience    •   From  ini4al  diagnos4c,  inden4fied  services  and  func4ons  mainly  affected  At  the  regional  level    •   Need  for  a  clear  policy  about  flooding  and  risk  •   Policy  has  to  address  the  various  spa4al  levels  and  especially  the  block  /district  level  which  the  most  func4onal  level  •   Responsibility  of  state  to  define  and  implement  this  policy  •   Based  on  land  use  regula4on  (density  and  type  of  building)    •   Define  level  of  risk

As  a  conclusion    •   Adapt  the  city  to  hazards  as  much  as  possible  (city,  district,  block,  parcel)  •   Develop  the  relevant  policy  •     Invest  in  ac4ons  in  order  to  support  services  and  func4ons  deeply  impacted  by  flood  •   Analyze  the  risk  and  monitor  it  (long  term  ac4on)  •   Open  debate  of  level  of  risk  &  living  with  flood  concept  •   Promote  culture  &  educa4on  about  risk  &  flooding
