Greetings!

This years convention was a great success! Congratulations Dr. Venancio Lo and the rest of the convention staff for putting together a memorable and enjoyable one for all of us!!

Aside from the fun it also served to be an eye opening one. As we saw from many of the exhibits the options for cable operators are seemingly limitless. Content is growing exponentially. So many new channels, old channels rebranded and the flagship channels added even more popular content. Delivery options also grew. A plethora of new technologies made themselves known and as we look outward there are even

more. It highlights even more that the cable industry cannot remain static. Its time to SHIFT this is no longer a choice.

A shift in point of view is critical. Competition is no longer internal among pay TV operators nor is it within the countries borders. In a blink of an eye, one of the telco supported streaming services might eat into your subscriber base. A myriad of IPTV providers based outside the country are able to offer services here. Focus your energy on your neighbor and you might be blindsided by competition from another hemisphere.

A shift in business model is key. All over the world pay TV operators are trying to add as many additional services as possible. Most already have, while a lot of us still offer the same things we offered 20 years ago.

Convergence is not happening. It has happened. The industry as a whole has much bigger problems than we previously thought. There will be no better time for us to work together as an association and move together into the future. We need each other. It’s time too look at the big picture as one.

Lastly, I’d like to take this chance to thank Cedric Sazon our president, Allan Dungao, Dr. Venancio Lo, Atty. Goering Paderanga, Jr. Victoriano Sy, Romeo Zerrudo and Alex Paras for the service they’ve rendered to this association during their terms as directors.

The 23rd PCTA Convention: Content, Connectivity and Consumer

Another successful edition for the PCTA Convention emerged last March 24 – 27 at the SMX Convention Center – Manila. Last year’s records are outdated as

number of delegates, represented cable companies, and exhibiting companies are increased.

The week started with the Golf Tournament at The Manila Southwoods Golf & Country Club on March 24, 2015. In the afternoon of the same day, pre-convention sessions are held discussing topics on Renewable Energy, Disaster Alert, Pilipinas HD, and Media Awareness. The night was culminated by the PCTA Appreciation Night at Food Club Manila to welcome all participating sponsors and delegates, and to recognize all loyal members of the association.

The Exhibit Ribbon Cutting Ceremony took place on March 25, 2015, 10AM. Present are PCTA Chairman Mr. Allan Dungao, PCTA President Mr. Cedric Sazon, Over-all PCTA Convention Chairman Dr. Venancio Lo , together with the rest of the Board of Directors 2014-2015. The formal convention commencement has transpired right after. President Cedric Sazon lead the welcoming remarks with NTC Commissioner Hon. Gamaliel Cordoba as the guest speaker.

Fifty (50) companies led by Platinum Sponsor Creative Programs, Inc. and Gold Sponsors Asian Cable Communications, Inc., Cable Box Office Shows and Systems, Fox International Channels, Solar Entertainment Corporation, Trinity Broadcasting Network, and Viva Communications, Inc. showcased their most remarkable and recent displays and items of their brand. Also supported are Silver Sponsors Al Jazeera Media Network, Channel News Asia, Euronews, France Medias Monde, Home Box Office Asia, and TV5 Monde Asia Pacific.

Opening luncheon was hosted by Fox International Channels. Later in the afternoon, the annual PCTA General Membership Assembly occurred. PCTA’s President Mr. Cedric Sazon and Treasurer Mr. James Dumlao presented their particular addresses to the members. The electronic election materialized where fifteen (15) members are named as member of the board from June 1, 2015 – May

It was concluded with the announcement of new set of board of directors and adjournment of the assembly. The night has been jampacked with sponsoring parties such as Solar Entertainment Corporation’s Cocktail Party, Home Box Office’s Private Party, and Sony Television’s After Dinner Party held synchronously.

Sessions were held on the following day, March 26. Management sessions are parted per area of interest for delegates’ advantage. Content topics are held in the morning wherein Sports and the Filipino Viewers, Rise of Regional Programming, and a special topic from

The PCTA was invited to join the telecoms working group during APEC2015 in Boracay from May 10-16 and it proved to be an incredibly interesting

conference.

The first plenary discussion involved APEC member economies sharing regulatory and policy objectives and it showed how ambitious members are.

Australia is moving towards digitalization of the majority of government services. The idea being you can avail of all services via the internet. China is building one of the most robust networks in the world able to handle a projected 900 million data subscribers. Thats 10x more than the Philippines has people. New Zealand wants 90% of its population to have access to fiber optic internet connections. Most resonant to a cable operator, Chinese Taipei is encouraging cable operators to cover 90% of families through a plethora of incentives. The Philippines discussed the DOST program to have free public wifi.

One very popular theme was the internet of things and one

of the best examples came from a Singapore power company using TV white space frequencies to connect smart meters in Jurong East allowing them to collect consumption data and control the meters in the houses, turning the power off and on from a central location wirelessly.

The corresponding discussion on TV white space was also very fruitful. DOST discussed their successful pilots and the USA shared their experiences as well. One of the important keys which The Philippines has yet to adopt is a database that ties to the white space devices geolocations to ensure that the device is using a vacated frequency since the probability of a nationwide unused frequency is very low.

All in all this further highlights the rapid speed of technological advancement globally. The Philippines is one of the fastest growing economies in the world and bringing ours up to par with the rest will only speed up growth. As participants in the technology sector we need to move as well. Not only to boost our companies profits but to help our economy move into the future.

and nurturing of these sectors, undoubtedly constitute the so-called community standards or Filipino values which make up the norm for work of review and classification.

Kindly therefore look to the MTRCB as not only a regulator, but one that helps and empowers the Filipino family, and all those who watch cable television within Philippine territory, towards the audience – sensitive and Filipino – sensitive content.

My next point for your consideration is therefore empowerment and development. If you and I value the family, and all of us are part of a family, you will certainly find it compelling and imperative to join us in our Matalinong Panonood campaign. We ask you, as did the cable operators in Masbate, to open your community channels for us, for our infomercials, for our regional and provincial media literacy workshops. We ask you, as Fox International, Solar Television, the EWTN Foundation, among others, did, to participate in our engagement and learning gatherings for the development of the Philippines ratings systems. We renew our policy of cooperation and active engagement with partners with government, such as the NTC (which generously sent resource persons to one of our board meetings, together with the PCTA and other industry players), the NYC, he IACAT (for concerns like broadcasting being means of promoting trafficking and the violation of the confidentiality rule protecting victims,and the NCDA. Finally, we renew our spirit of engagement with the PCTA, especially towards the country’s ongoing migration to digital terrestrial television broadcast.

I just challenge you as stalwarts and leaders of your families to always consider how you can, under the norm of citizenship, which is my third point of consideration, help our country,other families – for as the song goes – walang sinuman ang nabubuhay para sa sarili lamang, especially the more vulnerable sectors in media (including senior citizens and those affected by religious or other forms of stereotyping) THROUGH THE MTRCB. Look at our activities and initiatives that we have as those of your family. Look at the fees that you pay to defray the costs of administration and regulation, not as expenses, but loving contributions for the benefit of the Filipino family, especially the young.

But then again, and borne by the reciprocity and spirit of engagement lived by your officers, I am pleased to confirm that the Board unanimously resolved before the end of 2014 not to implement the scheduled

Thank you for giving me the opportunity and privilege to be with you to in behalf of the Vice-Chairperson, Members, officers and staff of the Movie and Television Review and Classification Board (MTRCB), I congratulate PCTA for this 23rd edition of your annual convention. It is by no means an easy feat to bring together the various players and stakeholders in the cable television industry. I also wish to thank those who have significantly participated and contributed to the MTRCB’s nationwide Matalinong Panonood para sa Pamilya at Lipunan nina Juan at Juana campaign.

Family and society… we wall belong to them. This leads me to the first consideration that I want to share with you this afternoon. Unity. It is true that the law, particularly but not limited to, Section 10, sub-par. 2, in relation to Section 7 and 3 of PD 1986 which includes within the definition of television broadcasting subject to the MTRCB jurisdiction “cable television and other limited audience distribution,” gives to the MTRCB the role of classifier and regulator. But then again, I ask all here to go down to the basics… we are all members of families, as fathers, mothers, uncles, aunts, elder brothers and sisters, guardians – all of whom have an interest in the kind of entertainment the family, especially its younger members see. We note the fragility of our younger audience in processing and understanding, strong and mature mixtures of images and sound, wrought by their lack of experience in meeting life’s challenges. We also note the sensitivities of various sectors like women and persons with disability, who are both entitled to protection against stereotyping, vilification, and discrimination under their respective Magna Cartas now forming part of the law of the land. Our respect

Do you need your own IP addresses? Introducing APNIC MTRCB Chair Message{by Jose Luis E. Dabao}

Organizations with their own networks require IP addresses (IPv4 and IPv6) and Autonomous System Numbers (ASNs) to communicate over the Internet.

Known as Internet number resources, these numbers are globally unique identifiers.

In the 56 economies of the Asia Pacific, Internet number resources are managed and distributed by APNIC, a not-for-profit, membership-based organization that works to support a global, open, stable, and secure Internet that serves the entire Asia Pacific community.

APNIC’s community is large and diverse; its Members are more than just Internet Service Providers, regulators and technical organizations. Members include broadcasters, financial institutions, government departments, universities and manufacturers – in fact, any organization with a significant network infrastructure.

APNIC delegates Internet number resources according to the policies established through an open, collaborative Policy Development Process (PDP). All decisions about the distribution of Internet number resources in the region are discussed and agreed to by the community through the PDP and then implemented by APNIC.

APNIC also manages reverse DNS zone delegations and a public Who is Database, which is the official record of organizations that hold Internet number resources in the region.

Having your own resources

Organizations that build their networks with their own Internet number resources benefit from better availability, reliability and performance. It also allows them to consider

other options for their network, such as multi-homing.

APNIC Members gain access to MyAPNIC, a Member-only portal where they can manage and request additional resources, or implement security measures for their resources such as Resource Certification and Domain Name Security Extensions (DNSSEC).

Developing the Internet in the Asia-Pacific

Training

APNIC provides training on the technical skills required for building and managing Internet networks. Courses offered include BGP Basics, Network Security Fundamentals, Internet Resource Management and IPv6 Deployment. Members are eligible for discounts. The top three who moved on to the final round were Rogelio A. Gat-eb Jr., Manolo Umali, and Randell Aquino, they all competed on fiber splicing during the finals.

After deliberation, here are the final rankings:

The 12th Cablelympics happened on the third day of PCTA Convention 2015 at the SMX Convention Center. The quiz master for the edition was Engr.

Fernando “Nanding” Morales, while the following panel judges were from the technical committee namely, Engr. Neil C. Tagabi of Asian Vision Cable Holdings, Inc., Engr. Ronaldo G. Tuzon of Sky Cable Corp., Engr. Jesse Glenn Z. Thiam of Cable Television Network, Inc. and Engr. Pere Esquillo.

As always, Cablelympics started with an elimination round, where ten questions were asked to fourteen participants. Ten participants moved to the quarterfinal round where each participant was given five minutes to perform drop cable splicing, graded based on speed and accuracy.

Five participants advanced to the semi-final round and were asked to perform the UTP splicing procedure after the thorough demonstration of Engr. Jesse Glenn Z. Thiam. This round was also graded based on their speed and accuracy.

Simultaneously, technical sessions such On LTE Interference, How can Cable Operator Leverage DOCSIS 3.1?, Why FTTX (Fiber-to the-X)?, Innovative Wireless Services via Cloud, CGN Logger Solution, Internet Exchange: Improving Internet Connectivity, International Best Practices for Solar Power Projects, Delivering Video Over Cable / Fiber IP Networks, and a special topic from TESDA have been discussed as well.

The most awaited PCTA Fellowship Night happened later on at One Esplanade sponsored by Creative Programs, Inc. and Discovery Networks Asia-Pacific. Cable BOSS once again highlighted its strong partnership with its affiliates and program provider partners during the 2015 PCTA Convention. The three-day event themed, “Content. Connectivity. Consumer. Cable TV: Improving Our Lives”, was held at the SMX Convention Center in Pasay City from March 25 – 27, 2015.

As a Gold Sponsor, Cable BOSS celebrated the biggest event in the Philippine Pay TV Industry in a bigger and better exhibition of its banner channels with the help of Panasonic Philippines and San Mig Coffee.

Staying true to its objective of featuring Funny, Furry, Fresh, and Familiar Family Favorites to the Filipino households, Boomerang brought the all-time favorite, Tom and Jerry to the convention while Da Vinci Learning Channel conducted an exciting game that tested the delegates’ scientific wit. The attendees also won exclusive premium items from Warner TV, Cartoon Network, Toonami, CNN International, DIVA, E!, Nickelodeon and MTV Pinoy,

during the pick-a-prize game. They also lined up to the NHK World roulette game to receive more freebies personally handed by Aimi Maruyama and Yuri Sato, executives of Japan International Broadcasting, Inc. (JIB). Finally, Spongebob Squarepants and Patrick arrived on the third day of the convention driving all their fans crazy! After 3 exhausting days of meetings, seminars, parties and other activities it was time to pamper 30 lucky affiliates as DIVA and E! held the Affiliate Spa Indulgence in Nail-a-Holics, Mall of Asia.

3rd tranche of fee increases for 2015. And we have started the process to secure legal requirements, after study and consultation, to adopt within the year a rationalized fee structure scheme for the registration of cable TV and operators based on their LGU classification. We see this as a big help to those who operate in less economically active areas. Thank you again PCTA for this opportunity. MTRCB is looking forward for a more strengthened and sustainable partnership with the cable industry.

To further strengthen its position in the Philippine Pay-TV Industry, Turner International Asia Pacific invited 7 affiliates from all over the country as well as the Cable BOSS Sales and Marketing teams to Hong Kong from February 25 – 27, 2015 to have a first-hand experience of the CNNI Newsroom as well as product trainings of other Turner Channels

CNN International Affiliates’ Tour, Hong Kongnamely Cartoon Network, Toonami, Boomerang, TCM and Warner TV. Affiliates who flew from the Philippines are Ricbenson Marasigan (President, Tamaraw Vision, Inc.), Atty. G2 Paderanga (COO, Misamis Cable TV), Leizl Lim Gregorio (General Manager, Bohol Community Cable TV), Dr. Cecila Dy (President, CMD Cable Vision), Cedric Sazon (President, Kalibo Cable TV), Ralph Casino (President and CEO, Southern Cable Vision) and Norman Anacay (President, Naic Cable TV). The delegates were personally welcomed to the CNNI Asia Headquarters in Quarry Bay by Gregory Ho, Vice President – Corporate Communications and Marketing. Irene Lo, Director of Brand and Affiliate Marketing and Alisa Matthews, Marketing Coordinator, on the other hand, hosted the affiliates for the rest of their stay in Hong Kong and spearheaded the product training of CNNI that mainly revolved around why CNN International remains to be the number 1 and premium news channel

Many prestigious award-giving bodies like the Asian Television Awards and Royal Television Society never shied away from recognizing CNN International, constantly winning numerous awards and recognitions year by year. After the training, the affiliates had a guided tour in the newsroom where they got to see top-of-the-line equipment used in news-gathering & content production and meet some of CNNI’s editorial staff. They even got the chance to meet the host of News Stream and Asian Television Awards Best Current Affairs Presenter for 2014, Kristie Lu Stout.

Meanwhile, Nichole Schneiderjohn, Director of Marketing

and PR for SEA, conducted the trainings for Turner kids’ and general entertainment channels. Capping off the trainings was an orientation on CNNI Digital, the channel’s online and mobile platform, given by Paul Armstrong, Editor for News and Programming.

The tour was officially concluded by Turner International Asia Pacific’s Managing Director and Senior Vice President - SEA/ North Asia, Phil Nelson during a sumptuous dim sum lunch. A perfect way to end 3 days of trainings, tours, meeting friends from the industry and cementing an everlasting rapport towards the hosts and among the delegates.
