6.0 FIELD INVESTIGATION
6.1 SITE INSPECTION
KGE Engineering conducted a Site inspection on October 9, 2010. The Site layout is depicted on
Figure ##. Photographs of the site appear in Appendix #. The property is located in the San
Gabriel Valley within the greater Los Angeles metropolitan area.
The Site inspection consisted of walking the Site and the Site vicinity, noting the current Site
use, the land use on surrounding properties and to look for evidence of hazardous materials use
or storage. The site is located on the south side of East Bonita Avenue, between Kimball Avenue
and Towne Avenue in Pomona, California. The site is bordered to the west by a business park,
to the north by Bonita Ave, to the east by commercial/industrial buildings, and to the south by
an AT&SF Railroad right of way.
The Site property is comprised of an irregularly shaped parcel, approximately 19.8-acres in size.
The east central portion of the site is currently developed with a single story, 155,000 ft², which
is concrete tilt-up building surrounded by asphaltic concrete pavements. The northeast portion
of the site is vacant. Ground surface cover in this area consists o f gravel, exposed soil, and
remains of asphaltic concrete strips.
The western portion of the Site is comprised of an 8.4 acre, rectangular parcel surrounded by a
6-foot high, chain-link fence. This portion of the site has been partially developed for the
construction of a residual subdivision. The Site is currently owned by Moine Brothers. Comment [KJ1]: (Reference documents Tra

7.0 Historical Review Findings
7.1 Local Agency File Review
KGE Engineering personnel visited the City of Pomona Building department and Public
Works Department, the Los Angeles County Fire Department (LACFD), The Los Angeles
County Department of Public Works (LACDPW) the fourth quarter 2010, and California
Regional Water Quality Control Board (RWQCB) on November 4 th, 2010.
The City of Pomona, Building Department maintained the following relevant documents: PC
Resolution No. (Amendment Final Development Plan), Letter of Community Development,
Mitigation Plan Application, Work Plan For Removal Of Industrial Waste Water Clarifier,
Site Safety And Health And Safety Plan for the property and Clarifier No. 2 Removal Closure
Report.
LACFD maintained UP Forms-Hazardous Materials State Reporting Packet which containsconsolidated contingency plan for our specific site.
KGE Engineering personnel contacted LACDPW, but LACDPW handed over the entire file
for 600 E. Bonita Avenue in Pomona to CRWQB.
CRWQB conserved the following relevant documents: Subsurface Investigation Summary
Report, Summary Report for the Supplemental Phase II Subsurface Investigation, Phase I
Environmental Site Assessment and Focused Phase II Subsurface Investigation, Soil Vapor
and Groundwater Assessment Report, Supplemental Soil Matrix and Soil Gas Sampling
Report for Parcel B.
7.2 Historical Aerial Photographs
KGE Engineering reviewed aerial photographs of the site and surrounding area, dated
1938, 1948, 1953, 1959, 1965, 1972, 198 0, 2003, and 2005, which were gained fromhistorical aerials. The aerial photographs obtained from NETRonline are contained in
Appendix X. The description of the aerial photography is listed in Table Y.

Property: The property appears to be utilized for agricultural
purposes. A residence/farmhouse was noted to the east of the
property approximately 250 feet west of Towne Avenue. An
apparent irrigation water tank was located northeast of the
property. Additionally, a paved road (Bonita Avenue) was noted
north of the property.
Surrounding Area: The immediate surrounding areas were
utilized for agricultural purposes. Railroad tracks were visible
south and adjacent to the property.
