2. INTRODUCTION OF THE PROJECT

The proposed Jotpur Dolomite mining is at Village: Jotpur, Tehsil: Baramkela and District:

Raigarh(Chhattisgarh). The mine area is proposed for Khasra No.: as mentioned above having area:

4.260 ha respectively. The above mining lease has been granted by the State Government over an

area of 4.260 ha for mineral stone on dated 27.08.2016 for a period of 50 years.

2.1 Identification of project and project proponent

The proposed Jotpur Dolomite mining is at Village: Jotpur, Tehsil: Baramkela and District:

Raigarh(Chhattisgarh). The mine area is proposed for Khasra No.: above mentioned having area:

4.260 ha respectively. Mine lease has been granted to M/s Balaji Mines & Minerals for Jotpur

Dolomite Deposit. The applicant/project proponent is Mr.Rajkumar Agrawal , who are working as

owner of this company.

2.2 Brief description of nature of the project

The mine area is proposed for Khasra No.: as mentioned above i n Village: Jotpur, Tehsil:

Baramkela and District: Raigarh(Chhattisgarh) respectively having a total area 4.260 ha. Mining will

be done in a semi mechanised way, i.e. by manual means and small machines no heavy machinery

will be deployed. Now, considering the demand and supply of Dolomite, lessee wants to apply

environmental clearance for his mine lease for Dolomite production. Hence he has applied as New

project and sought environmental clearance for this project from DEIAA.

2.3 Need for the project and its importance to the country

The economy of India is the eleventh largest in the world by nominal GDP and the third

largest by purchasing power parity. The p r imar y reason for the economic growth can be

attributed to the growth in infrastructural facilities such as roads, highways & buildings.

Infrastructural growth is directly proportional to the availability of raw materials such as soil,

stone, sand etc. With the growing infrastructural requirement of the India, the demand of raw

materials has increased geometrically. The stone is required in various construction activities and will

be sold to nearby markets to fulfill the requirement of local people.

2.4 Demand – Supply Gap

The growth in India’s economy and population, coupled with urbanization, has resulted in an

increasing demand for residential, commercial, industrial, public roads & highways as well as

other physical infrastructure. Considering the demand of the mineral and its sufficient availability in

this area, it is essential to have Dolomite mine to sustain the demand and supply gap.

2.5 Imports vs. Indigenous Production

There will be no imports for the proposed project. All the mined stone will be used in developing the

infrastructure.

2.6 Export Possibility

The present project does not seek the export possibility as it is a cheap mineral and the demand is high

in the local area.

2.7 Domestic/Export Markets

Excavated stone will be used for domestic market.

2.8 Employment generation (direct and indirect) due to the project.

The proposed Dolomite mining activity is envisaged to improve the socio-economic condition on a

micro-economic scale by generating local employment of approximately 30 peoples directly and

indirectly.

3. PROJECT DESCRIPTION

3.1 Type of project including interlinked and interdependent projects, if any.

The present project is an application for the fresh environmental clearance and it is neither

interlinked nor interdependent as the mined mineral will be sold to market directly.

3.2 Location (map showing general location, specific location, and project boundary &

project site layout) with coordinates

The mining lease area is located at Village: Jotpur, Tehsil: Baramkela, District: R a i ga r h

(Chhattisgarh). The mine area is proposed for Khasra No. as mentioned above respectively.

No ecological sensitive zone that lies within 10 km radius of the proposed mining area.

As per the EIA Notification 2006, the project will be considered as a Category ‘B2’ project.

3.3 Details of alternate sites considered and the basis of selecting the proposed site,

particularly the environmental considerations gone should be highlighted.

No alternate site was considered as the project is mineral specific. The mining lease area has already

been granted to the project proponent.

3.4 Size and Magnitude of operation

The average rated capacity of the project will be 28000.05 tonnes/year and the mining operations will

be confined to the lease area granted. The mine lease area is spread over an area of 4.260 ha at

Village: Jotpur Tehsil: Baramkela, District: Raigarh(Chhattisgarh).

3.5 Project description with process details

Dolomite mining will be done at the proposed site. Mining operations is to be carried out by opencast

method by manual means i.e. with the help of small machinery and by the manual means. Mining

will be carried out in the form of benches. The overburden removal from benches will be done by

drilling method with blasting is involved a long with deployment of small excavator and dumpers.

Mining operation is proposed in this small area for further five year plan. Drilling of Dolomite

boulders will be carried out by using wagon drill. For transporting waste to the respective dumping

sites, tippers and Hydraulic Tractor will be used.

BLASTING:

Blasting is proposed for the production of Dolomite, however blasting operation will be carried

out on strictly as per the provision of MMDR, 1961 under the strict supervision of qualified

persons and all safety precaution i.e. marking the danger zone with red flag, use of warning signals

and providing blasting shelter will be taken.

STORAGE OF EXPLOSIVES:

Explosive will be stored in a portable explosive magazine.

Mine-able Reserve of the lease area:

During the quarry operation, the total mineable reserve of dolomite is considering 95% due

to presence of intercalated clay and cavities in the deposit.

For calculation of mine-able reserve of dolomite following points have to be considered:

1) During the quarry operation restrictions applicable for Quarry limits, 7.5 mt.

area will be left along the lease boundary is restricted for statutory reason.

3.6 Raw material required along with estimated quantity, likely source, marketing area of final

product/s, Mode of transport of raw material and finished product

No raw material is required for the proposed Dolomite mining project. As it is a Dolomite mining

project the finished product is stone and small stone chips. The finished product will be carried out to

the local markets through dumper , tractors or trolleys.

3.7 Resource optimization/recycling and reuse envisaged in the project, if any, should be

briefly outlined.

Resource optimization/recycling and reuse are not envisaged. Negligible amount of waste water is

expected.

3.8 Availability of water its source, energy/power requirement and source should be given

Water is required for domestic purposes, dust suppression and plantation

purposes. Approximately, 3.5 KLD of water is required. No power is required for the mining

operations.

The fresh water for domestic and plantation purposes will be sourced from the nearby villages and

private water suppliers will be hired for dust suppression purposes.

3.9 Quantity of wastes to be generated (liquid and solid) and scheme for their management

/disposal.

Very less amount of waste water is expected at site. The generated waste water will be disposed

through soak pit. Small amount of solid waste will be generated which will be further cleared by the

workers itself. The overburden which will be generated at the site will be used in filling of low

lying areas, roads and excavated pits. Excavated soil will be used in plantation purposes along the

periphery of mine lease area.

The land parcel on which the mines lease area for Dolomite mining operations has been provided to

M/s Balaji Mines & Minerals. The existing land use of the land parcel is given in the table below.

4.3 Topography

Chhattisgarh lies between 17- 46’ North and 80-15 to 80-20’ east. It covers an area of 1, 37, 898

Sq. kms (as per 2013-2014 data) bordering six other states i.e. Uttar Pradesh in the North and

Jharkhand in the North- East, Orissa in the East, Maharashtra in the Southwest, Telengana in the

South, and Madhya Pradesh in the North West.

Chhattisgarh State largely consists of plateaus streaked with high range of spatulas in the north, the

river Mahanadi and its tributaries in the Central plains and the Jotpur Plateau in South. The Pats

(Hills) give rise to the main river systems Mahannadi, Hasdeo, Shivnath and Indravati. Intersected by

these meandering rivers and dotted with hills and plateaus, the State has a varied natural setting of

great beauty. The State consists of 27 districts, 149 Tehsils, 146 Development Blocks, 85 Tribal

Development blocks, 97 Towns and 20306 Villages.

4.4 Existing land use pattern (agriculture, non-agriculture, forest, water bodies including area

under CRZ), shortest distances from the periphery of the project to periphery of the forests,

national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of

the river), CRZ. In case of notified industrial area, a copy of the Gazette Notification should be

given.

There are no national parks, wildlife sanctuary and other notified eco sensitive areas within 10

km from the periphery of the project site.

4.5 Existing Infrastructure

There is no building & structure within mining lease area except some vegetation existing on the lease

4.6 Soil classification

The soils of Chhattisgarh vary considerably in the three-agro climatic zones. Though the

nomenclature is different, the types of the soils especially the physical properties are the same. The

different soils that exist in three-agro climatic zone as Chhattisgarh Plains, Jotpur Plateau, Northern

Hills, Bhata (Literati), Marhan coarse sandy, Hill soil, Batas (sandy loam), Tikra (sandy), Tikra,

Dorsa (Clay loam), Mal (sandy loam), Goda Chawar, Kanhar (Clay & Clay loam), Clawer

Bahara.

The regional geology of Dolomite deposit in and around Village Jotpur and Baramkela- Raigarh area

as published by GSI includes the rock formations which have been grouped under Chhattisgarh super

group and forms a part of the NE flanks of Chhattisgarh Basin. The thickness of soil cover & lateritic

is about 3.5 meters. The Chhattisgarh Basin is divided into two suites, namely-:

1. Calco- Magnesian Suite (Dolomite): Occupying Durg, Kumhari, Nandini and Akaltara,

Chhote- Hardi.

2. Magnesio- Calcareous Suite (Dolomite): Occupying Nipania, Hirri, Jairamnagar, Akaltara and

Baradwar, Chhote Hardi.

Chhattisgarh basin has provided an extensive synclinorial base for deposition of such sediments. The

deposit finds its classified position under Raipur state and Sakoli fold belt. The whole series is

characterized by alternating bands of Magnesium Shale and Shaley Dolomite. Dolomite deposit is

suitable in Steel industry as a Flux. The Dolomite deposit is formed due to dolomitisation i.e. by

epigenetic replacement of calcareous sediments.

There are three types of formations in the area:

(a) Alluvial Soil- The Dolomite deposit of projected area is underlain by 2.0 to 5.0 m thick of alluvial

soil and grey to black in color. The average excavation of overburden has been considered

3.5m based on the pit and boreholes excavation.

(b) Dolomite- The Dolomite is available in the entire area below the thick overburden of the alluvial

soil as above. The Dolomite is grey in color. The grain size of the Dolomite is free from medium to

coarse grained. It occurs in massive as well as banded form. The strike of Dolomite is NW- SE and

the dip is about 40

to 50

towards NE.

(c) Shale- The oldest rock unit of the prospected area is the shale underlain by Dolomite. They are

prominently grey to black in color; very fine grained, laminated, and fractured. The fractures are

sometimes filled with calcite veins.

Shale is occurring only in borehole no.4 in Southern portion of the projected area.

4.7 Climate data from secondary sources

The State receives average rainfall ranging from 1200 to 1600 mm with over 94% of the precipitation

taking place during July- October, the peak being spread over two months. The Climate of

Chhattisgarh is mainly tropical, humid and sub- humid. The climate is hot because of its positioning

on the tropic of cancer. May is the hottest month and December- January is the coldest ones. The

State is completely dependent on the monsoons for rains. Chhattisgarh has mainly 3 seasons a year

i.e. Rainy (June- September: SW Monsoon: October- November: NE Monsoon), summer (April-

July) and winter (mid- October- February). The conditions are generally arid to semi-arid.

The climate of this region is extreme, temperature rising as high as 47°c during summers and

dropping as low as 9°c during winters. The average rainfall is around 1200mm. with maximum

precipitation during monsoon months, commencing from mid Jun to mid September.

4.8 Geology

In the area, the dolomite of Chandi formation of Raipur group is present in the form of inliers within

pink stromatolite limestone/shale sequence of the same formation .The exposures are present in the

form of floating mounds of dolomite in laterite soil cover. The dolomite is grey in color (showing

different shades), compact, massive, fine to medium grained and hard. It breaks with sub–conchoidal

fractures.

Some thin stringers of argillaceous material are seen. No quartz or chert bands are seen in samples.

Some cavities are observed in the Bore hole. These cavities are filled with clayey soil.

The typical elephant skin weathering shows on the surface of the dolomite. The dolomite outcrops are

not observed in the lease area.

Geology of the applied area comes under the Baradwar sub basin of Chhattisgarh basin (i.e.

Chhattisgarh super group). This sub basin is situated in the East-Central part of Chhattisgarh

Sedimentary Basin. Chhathisgarh basin consists of sub horizontally disposed sedimentary succession

of mostly Sandstone, Shale, Limestone and dolomite of upper Proterozoic age. The generalized

Local Geology :

In the lease area mostly Dolomite of Chandi formation of Raipur group are present. The general strike

of the Dolomite is NE-SW. In most of the Northern central and Southern part of the lease area, grey

Dolomite is present under thick (about 1.2 m) over burden ( average 3.26m) of Lateritic soil. In the

Western part of the lease area shale of Bamandihi formation of Raipur group is present. On the surface

this shale has mostly been altered in to lateritic soil. In Western part the village jotpur contact between

shale (Bamandihi fm.) and Dolomite (Saradih fm.) is scarp and rectilinear suggesting a faulted

contact between them. The sub parallel drainage pattern and rectilinear flow of Mahanadi and its

tributaries also suggest presence of faults and major fractures in the area.

Structurally the area is moderately disturbed. The rocks are sub horizontally disposed. The general

Strike is NE-SW, and the dip is towards NW, The amount of dip ranges from approx. 40 to 5

0. Local

warping in all direction is seen in the Dolomite of the area. The angle of inclination related to these

warping have occurred 120 to 20

0. These local warping has occurred appropriately due to differential

compaction of argillaceous pond in Dolomite due to gravity.

Details already been discussed in approved mining plan.

The details of various litho-units are as follows:

Soil -The area has a thin layer soil, which is brown in color with a average thickness of alluvial

soil 2.12 meters and lateritic soil is 1.14m respectively.

Grey Dolomite - The Dolomite is available in the entire area below the overburden of the soil.

The Dolomite is grey in color. The grain size of the Dolomite is from medium to coarse

grained. It occurs in massive as well as banded form. The strike of Dolomite is NE-SW and the

dip is about 40 to 5

0 towards SE. This formation is criss crossed with varying thickness of

Quartz veins cutting across the dolomite formation.

Dolomite Deposit of the Jotpur : The Dolomite of the area belongs to the Raigarh formation

in Raigarh group of Chhattisgarh super group. The predominant litho unit of charmuria and

gunderdehi formation is dolomite shale and some chery bands are mstly observed in the area.

The dolomite is occurred around village bosanpali, tarda , narayakpara , turang, ordekera,

Machida, nawapalli, sarangarh, chikhapali, dipapara, semalia, lara, saraipali, jotpur, katingpali

etc . The dolomite is mostly light grey in colors. It is medium grained hard compact &

massive in nature. The bedding plans are poorly developed. These sets of vertical joints &

sub horizontal bedding planes help in quarry operaations. The dolomite breaks easily during

the blasting along these weak planes. Many old working dolomite mines are present in the

surrounding areas.

5. PLANNING BRIEF

5.1 Planning concept (type of industries, facilities and transportation etc.) town and

The present project is stone mining project mainly Dolomite.

5.2 Population Projection

The manpower proposed for the project is 30 people. Local people will be given employment. They

will be hired from nearby villages. No influx of people is anticipated. Hence, there will be no change

in the demographic structure of the area where the project is proposed.

5.3 Land use Planning (Breakup along with green belt etc.)

The Dolomite mining will be carried out on an area of 4.260 hac. Green belt will be developed

along the periphery of the mine lease area and the areas suggested by local gram panchayat.

5.4 Assessment of infrastructure demand (physical & social)

5.4.1 Physical

Conditions of roads are moderate and needs to upgrade.

5.4.2 Social

The good numbers of educational facilities are available in the study area.

Medical facilities are lacking in the local villages.

The study area is rural type.

The lease area is well connected by National Highway NH-200 road at a distance of approx. 9 km

in NE direction from the mining site. And the village road is approx.. 0.5km from Katingpali village

Approach road is of kuccha type.

6.5 Drinking water management (source & supply of water)

The daily water demand including for process & domestic water will be 0.9 KLD which will be

supplied by the water tanker and from nearby villages.

6.6 Sewerage system

The domestic effluent from the mining site will be managed through soak pit.

6.7 Industrial waste management

There will not be any industrial waste generation.

6.8 Solid waste management

Solid waste generated will be of domestic in nature and separate bins will be used for collection of

organic, inorganic and inert waste. No littering will be allowed in the mine site. Overburden will be

used in filling of low lying areas, excavated pits and plantation purposes.

The mining would be manual. Electrical power will not be required at the site. Transportation will

be done through tractor/trolleys operating on diesel.

7. REHABILITATION AND RESETTLEMENT (R&R) PLAN

7.1 Policy to be adopted (central/state) in respect of the project affected persons including

home oustees, land oustees and landless laborers (a brief outline to be given)

Since there are no people living at the project site. The resettlement and rehabilitation is not

applicable.

8. PROJECT SCHEDULE & COST ESTIMATES

8.1 Likely date of start of construction and likely date of completion (time schedule for the

project to be given)

The project activity will be taken up in parallel along with the opening of mine, after the

Environmental Clearance is granted. The production will commence after the grant of Environmental

Clearance. The project will be completed when the entire mineral will be excavated.

8.2 Estimated project cost along with analysis in terms of economic viability of the project The

project proponent will incurred a total cost of Rs. 25 lacs and may vary from place to place and with

magnitude of the Dolomite mining. This will include the rent/lease for land, cost of labor, cost of

transportation, fuel charges etc.

8.3 CSR Budget

The following CSR activities were taken in the past:

Donation to youth club for sports development.

Distributed mosquito nets to the poor villagers.

Donation to poor students for books and school bags.

Provided medicine to poor people.

Total Cost of the project – Rs. 25 lacs

Yearly CSR Cost – approx.. 3-4 lac per annum will be spending on the CSR activity.

9. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

9.1 Financial and social benefits with special emphasis on the benefit to the local people

including tribal population, if any, in the area

The project will bring economical benefits to the state by the way of royalty for mineral and

people by the way of direct (30 laborers) and secondary employment (5 persons for transport)

opportunities. The mine management will be helping nearby villages by providing aid to school,

conducting medical and social awareness camps, helping in formation of self help groups etc

especially keeping in the view the tribal and economically backward population in the area as part

of its corporate social responsibility. Thus the project will bring out socio-economic improvement of

the area and will prove beneficial to the area.
