TML Has Designed PublicFunds Investment Act

Training to Fit All Your Needs

The Public Funds Investment Act governs theinvestment of government funds in Texas.Under this law, specific parameters are set for Texas cities, requiring them to adopt an investment policy and to designate an investment officer who is required to attend an approved training course.

The treasurer, the chief financial officer (if thetreasurer is not the chief financial officer),and the investment officer must attend atleast one training session, ten hours inlength, within 12 months after taking officeand must take ten hours of instruction everytwo years.

The TML workshops and online training meetthe training requirements under state law andare designed for beginners and professionals,including elected and appointed city officials,with little expertise in managing investmentportfolios.

The PFIA workshop for small cities providesall the necessary information, but with afocus on the special needs of cities with populations of 15,000 and less.

PFIA ONLINE TRAINING TML partners with Virtual Learning Concepts(VLC) to offer the Public Funds InvestmentAct (PFIA) training online for TML members.This online course is the equivalent of the full ten hours of training, but it allows a participant to certify from the comfort ofhome or office. All material needed to complete the PFIA-Online course is includedwithin the course. No additional books orother material is required. Members whochoose the online option may enroll at anytime and will have a full 90 days from thedate of enrollment to complete the course.Testing will take place as sections of the material are completed. On Thursday, Bennett and Linda will be available for brief individual consultations. Due to the number of participants, theywill not be able to meet with everyone, but they will visit with asmany people as possible. Be prepared with specific questions youwould like to have addressed. A sign-up sheet will be available atthe registration desk.

PREREQUISITESNo prerequisites are required to attend the TML PFIA Workshop.

WHAT DO I NEED TO DO NOW?To comply with state law regarding the investment of publicfunds, you should identify who from your city needs to attend aTML PFIA training program. Remember, the law requires the investment officer, chief financial officer (if the treasurer is not thechief financial officer), and treasurer to attend training. In somecities, the same person holds all three positions; in others, the positions are held by different individuals.

WHAT DO I NEED TO DO AFTER I COMPLETE THE TRAINING?After completing the TML PFIA training, you should adoptan investment policy for your city. As part of the TML PFIAtraining, you will receive a sample resolution to help youwith this compliance. You will also receive a sample investment policy that you can modify for your city’s particular needs.

CONTINUING EDUCATION CREDITAn application has been approved by the State Board of Accountancy for CPE credit for attending the PFIA Workshop. Also, elected officials (mayors and councilmembers) can earn up to ten Texas Municipal League Institute (TMLI) credits for completing the PFIAtraining.
