Please find enclosed a Resolution signed by 214 prominent citizens that respectfully request

that the Board of Governors of the State University System vote to delay a vote on the

separation of USFPolytechnic from USFfor at least a year and that in the interim the University

System conduct a thorough,objective, public, fact-based analysis of the issues and impacts to

support a rational future decision that is best for both schools and for all concerned parties.

We feel that the issue of separation is being politically driven and is not in the best interest of

education for our county and our region especially in this time of economic turmoil.

OCTOBER 15,2011

EXECUTIVE SUM1vlARY: There is an aggressive and fast-moving effort underway to establish USF

Polytechnic as an independent Florida university, separate from the Polytechnic's current parent, USF. This

effort is being driven by a few political and educational leaders of considerable influence who have rapidlyobtained resolutions of support for separation from chambers of commerce, economic development groups,

local governments and local politicians. Almost without exception, those resolutions have been obtained with

little debate on the advantages and disadvantages of separation. Further, the impacts of separating (or of not

separating) have not been objectively examined. We believe that these costs and OTHER impacts are significant

and that separation MAY not be in the best interests of our state, the schools or the students.

Unfortunately, the decision process is on an unusually fast track, with little opportunity for discussion or dissent.

The Board of Governors of the State University System is scheduled to vote on this issue on November 9, 2011.

The signers of this resolution are strong supporters of USF and of USF Polytechnic. As a group, we are Dot yet

in formal opposition to separation ..We ARE very much opposed to the speed and lack of objective analysis with

which this decision is being driven, particularly as it appears to be driven by parties who have a strong bias in

favor of separation. Importantly, we believe that much of the support from the business and economic

development community has been driven by support for the Polytechnic 'in general, rather than by the merits of

separation. We believe that this support of USF Poly is so strong that the requests to support separation were

granted withoutcareful consideration of the issues.

RESOLUTION: We see no reason for an immediate decision on separation. Therefore, we call on the Board. of

Governors to delay this decision for at least a year, to allow time for an objective, public review of the costs,

benefits and other impacts of separating, or not separating, the two institutions. This review should be carried

out by disinterested parties who have no bias towards, or interest in, the outcome of the review,

ISSUES TO BE ADDRESSED: We believe that thereare many issues to be evaluated that have not been

objectively reviewed. So far, most of the "analysis" has been driven by the Regional Chancellor of USF

Polytechnic and the Chairman of the State Senate Budget Committee, both of whom have a pub lic1y stated bias.The Administration of USF, the Polytechnic's parent, has been strangely passive. Following are the issues that

the signers of this Resolution believe need to be obj ectivelyand publicly reviewed:

1. SEPARATION COSTS: Polytechnic staff issued an "FAQ" document claiming that separation incurs no

costs. We believe that statement wilt not withstand objective review. It is difficult to understand how two

institutions wil1 operate more cheaply than one. Further, there are both capital and operating funds already

invested that would have to be "unwound" in the event of separation.

2. ONGOING FUNDING: The current 11 state universities are all struggling for funding. How can the state

afford to start a 12th independent university? Funding involves both capital and operating dollars, with those

demands continuing indefinitely. There has been no long-range estimate of what the costs are to the state and to

the public under the two scenarios (separating or nor separating),

3. STUDENT JIl.{PACTS: Students are the current and future customers of the schools, but they have not been

consulted. We have talked with leaders of student government and their surveys indicate overwhelming support

(in the range of 85%) for continued affiliation of the two schools. Many indicate that they would withdraw from

USF Poly if it separated from USF. Ofeven greater concern is that if the Polytechnic withdraws from USF, then

it is conceivable that USF would withdraw entirely from Polk County, leaving Polk, Highlands and Hardee

counties without the USF presence so critical to students who are not involved with the Polytechnic model.

4. FACULTY IMPACTS: There has been no objective, confidential survey of faculty on this issue. Faculty are

very unlikely to speak out in opposition to the Regional Chancellor or the politicians who control program

funding. We are bard pressed to believe that faculty would support leaving a nationally recognized research

university to join a small, independent, unproven university. The difficulties at New College should not beignored.

5. FACULTY RECRUITMENT IMPACTS: USF is one of our country's premier research universities. This has

been, we believe, an important factor in recruiting faculty from all over the world to come and work at USF

Poly. We have credible information that the Polytechnic may have more difficulty in recruiting senior faculty as

a small, unproven university. Again the New College example is instructive.

6. ALUMNIIFUND RAISING IMPACTS: USF has graduated 285,000 people since its founding. Of these, only

a few are from the Lakeland campus (approximately 3,000 since 1999). Separation from USF may deprive the

Polytechnic of substantial support from the large USF alumni pooL These alumni are critical to long term

financial and political support. To the best ofour knowledge, neither alumni pool has been consulted, There is

ample anecdotal evidence that the local alumni pool includes a large number of people opposed to separation.

7. ACCREDITATION IMPACTS; USF Poly now operates under USFaccreditation. With news of possible

separation, the Polytechnic's application for independent accreditation has been put on hold. No one currently

knows how long accreditation will take or what its costs will be, if done independently. When USF was first

establ ished in 1960, accredi tation did not come for 5 years. Without accreditati on, it is exceptionally difficult to

attract faculty or students. Without accreditation there are no federal funds, grants, scholarships or student loans.

This issue alone, in our judgment, argues for postponing any discussion of separation until USF Poly is solidly

established, fully accredited, and financially mature enough to stand on its own.

8. REGIONAL VS. POLK COUNTY IMPACTS; To date, nearly all of the public "support" that has been

recruited by the forces favoring separation has come from Polk County where the leaders of this effort have the

most influence. However, USF Polytechnic was always intended to be a development with regional impact. It

does not appear that the regional stake-holders have been consulted in any substantive fashion. One of thecommon arguments for separation bas been that it will provide greater "local control", By definition, a great

state research university cannot be "great" if it is contra lled by a small sub-set of local stakeholders.

9. DONATION IMPACTS: In bringing USF Poly to its current state, certain key stakeholders such as the City

of Lakeland, Polk County, and the Williams Company have made significant financial and property

gifts/pledges to the school. It is not at aU clear how separation will impact those donors, both as regards current

and future gifts.

10. PROCESS ISSUES: We are concerned that the drive for separation has become a steamroller, with a goal of

ramming separation through before opposition can form. AB a result, we see Polytechnic staff, led by the

Regional Chancellor, advocating for separation rather than being neutral, a clear conflict of interest. Several

claims advanced by staff clearly do not bear objective scrutiny. We see persons with different opinions stifled by

implied threats regarding future funding for the schools. We see the USF Administration silent to a degree that

is of great concern. We see citizens unable to distinguish between support for the Polytechnic and support for

separation. And we see funding needs (for construction, capital and operations) that are not well-defined and

almost unlimited, at a time when the State cannot afford extra spending. The entire issue calls for objective,

thorough review of the subject, strictly on the merits. That diligence and objectivity have been sorely lacking.

As you probably know, there is a current initiative being supported by many Polk County government officials and

private business persons, as well as one of our most powerful state legislators, to allow USF Polytechnic in Lakeland t

separate from the USF system. This initiative has been push along at a very fast pace without ample or proper open

discussion of the merits and benefits of such a separation.

There are a number of concerned citizens that believe the matter has not been properly or openly vetted so that a fa

impartial and thorough discussion of the pros and cons can and will be available to all the citizens of Polk County.

The ultimate decision on separation should not be left solely to "special interests" who's objectives and possible

"ulterior motives" have not be disclosed. The success of the Polytechnic campus is vital to everyone in Polk County a

needs to have its future openly discussed and thoroughly thought through.

With the objective to allow such an open and thorough discussion of the "Pros" and "Cons" of the separation of USF

from the USF system, several concerned business leaders have prepared the attached resolution for your consideratioThe resolution does not support or oppose the USF Poly separation. The resolution requests that the State Board of

Governors D E L A Y any final decision on separation until the issue of separation is objectively and thoroughly reviewed

ALL parties.
