1.0 INTRODUCTION
Cambium Inc. (Cambium) was retained by Peterborough Utilities Incorporated (PUI) to complete the necessary
documentation, in accordance with Ontario Regulation (O. Reg.) 359/09 – Renewable Energy Approvals under
Section V.0.1 of the Ontario Environmental Protection Act, for the operation of a Renewable Energy Generation
Facility at the Peterborough Waste Water Treatment Plant (WWTP) located at 425 Kennedy Road, in
Peterborough, Ontario (the Site).
The official name of the project is: Peterborough Waste Water Treatment Plant Generation Project.
PUI intends to design, build and commission a 400 kilowatt (kW) combined heat and power (CHP) facility by
utilizing methane generated at the Peterborough WWTP (the facility). As per O. Reg. 359/09, this is considered
to be a Class 3 anaerobic digestion facility that utilizes biomass organic matter.
Under O. Reg. 359/09 all projects that require a renewable energy approval must meet the requirements around
protected properties, archaeological and heritage resources as set out in the REA regulation. In July, 2012,
several amendments to O. Reg. 359/09 came into force and included some changes to the cultural heritage
requirements of the REA approval. Specifically, proponents are now able to undertake a self-assessment
screening process if there is reason to believe that there is low likelihood for archaeological and heritage
resources to be found at the project location. Checklists have been developed by the Ministry of Tourism, Culture
and Sport (MTCS) to guide applicable proponents through the self assessment process. This report has been
prepared in accordance with the guidance document entitled Cultural Heritage Resources: An Information Bulletin
for Projects Subject to Ontario Regulation 359/09 – Renewable Energy Approvals (Ministry of Tourism, Culture
and Sport, August 2013).
This report outlines the results of the self assessment process carried out for the project location and is submitted
as part of a Renewable Energy Approval (REA) application for the facility. A summary of these findings has also
been included in the Design and Operations Report for the proposed project.

1.2 PROJECT LOCATION
The facility is proposed to be located at the existing WWTP located at 425 Kennedy Road, in Peterborough,
Ontario, within the City limits of Peterborough. The facility will be situated on approximately 0.096 hectares (ha)
(0.24 acres) of land (the project location) located within the WWTP property boundary of 13.21 ha (32.66 acres).
The WWTP, operated by the City of Peterborough, is located approximately 1.2 kilometers (km) south‐south‐east
of downtown Peterborough. The regional location of the Peterborough WWTP is shown on Figure 1.
All project components, including primary project components as well as supplemental infrastructure such as
connection points, transformers, electrical lines, etc. will be contained within the identified project location. With
the exception of a small gas conditioning unit and a transformer, all project components will be housed within an
existing building on the Site. The project location, and a 300 metre (m) assessment area for adjacent cultural
heritage features, is illustrated on Figure 2.

2.0 PROTECTED PROPERTIES
O. Reg. 359/09 states that a proponent must determine if the project location is on, or abuts, a property
designated as protected under the Ontario Heritage Act (1990). In addition to protected properties located in
proximity to the project location, any other protected properties that may be negatively affected by a proposal
must be considered. The Ontario Heritage Properties Database was consulted to identify protected properties
within 300 m of the project location. Records were queried for all streets within the assessment area. The
following resources were consulted to determine whether the project location is on or adjacent to a protected
property:

No protected properties were identified within the search area. It is worth noting that this result is consistent with
the construction period of the surrounding residential subdivision area, which is estimated to be between 1970 -
1990. Correspondence related to the determination that no protected properties are located on or adjacent to the
project location has been included in Appendix A.
A broader search of protected properties was also completed for the City of Peterborough geographical area.
Within the City of Peterborough, there are 52 protected properties listed in the Ontario Heritage Database;
however it should be noted that the database has not been updated since 2005. According to the database
website, the MTCS is in the process of creating a more detailed and user friendly database for release to the
public. The nearest identified heritage property is located on the north side of Little Lake (Peck House)

approximately 2.6 km from the project location. There are no Heritage Conservation Districts or Canadian
Heritage Rivers in Peterborough.
Using the records from the existing database, as well as the information obtained from the other sources listed
above, an assessment was made as to whether any of these features can reasonably be expected to be
negatively impacted by the proposed project. Due to the characteristics of the project, which include minimal
disturbance to the exterior environment of an existing building located on the WWTP property because the
primary project components will be housed within the existing structure, as well as the recognition of overall
benefit to the community at large from this renewable energy project, there are no negative impacts anticipated to
any of the identified protected properties.

3.0 ARCHAEOLOGICAL RESOURCES
O. Reg. 359/09 requires applicants to determine the potential for archaeological resources to be affected by a
proposed project. As per O. Reg. 359/09, this project is considered to be a Class 3 anaerobic digestion facility
that utilizes biomass organic matter, and is therefore not considered a prescribed project under the regulation for
the purpose of assessing archaeological resources. Since the project is not considered a prescribed project and
it is anticipated that there is low potential for the discovery of archaeological resources due to historical land use,
the proponent has elected to undertake the self assessment process. A completed copy of the REA Checklist for
the Consideration of Potential for Archaeological Resources is included as Appendix B.
The project poses low potential risk to archaeological resources because the extent of the project location has
been subjected to extensive and deep ground disturbance including grading below topsoil and paving. The
proposed works include little ground disturbance, as the primary project components will be installed within an
existing building. Any ground disturbance that is proposed to take place for the installation of the transformer and
distribution line will be within the historically disturbed area of the property; therefore, archaeological resources
are not anticipated to be encountered within the project location.
Information provided in support of the conclusion of low potential for archaeological resources includes:
A map of the project area (Figure 1);
A map of the assessment area, including recent aerial imagery (Figure 2);
Copies of correspondence from appropriate authorities (Appendix A);
Photographs of the project location and surrounding area (Appendix C); and,
Documentation of recent extensive and deep ground disturbance (as described in the written summary
above).
Based on the results of the self assessment, Cambium has determined that the project poses low potential for
archaeological resources, and further archaeological assessment is not required.
Despite the self assessment having identified the project as having low potential for archaeological resources, the
applicant is aware that should archaeological resources be discovered at any time during project work all activities
must cease immediately, a qualified archaeologist must be contacted and field work completed in accordance
with Section 48(1) of the Ontario Heritage Act. The MTCS should also be notified of the discovery of any artifacts.
In the event that a burial site is encountered, the above noted authorities must be contacted immediately, in
addition to the police, coroner’s office and Registrar of Cemeteries.

3.1 CONSULTATION WITH FIRST NATIONS
The proponent has actively engaged potentially interested First Nations communities through the consultation
program for the Peterborough Waste Water Treatment Plant Generation Project. No Aboriginal or local
knowledge has been presented that suggests that the project location may contain or abut archaeological or
heritage resources. A summary of the consultations that have been undertaken with potentially affected First
Nations is included in the document entitled Consultation Report – Peterborough Waste Water Treatment Plant
Generation Project, which has been submitted with the REA application for this project.

4.0 HERITAGE RESOURCES
O. Reg. 359/09 requires applicants to determine the potential for heritage resources to be affected by a proposed
project. Qualified applicants are able to follow the self assessment process to identify potential heritage
resources on or adjacent to the project location. There are two (2) types of heritage resources considered in the
self assessment process; built heritage resources and cultural heritage landscapes. In addition to the resources
consulted to determine the location of protected properties in reference to the project location, as outlined in
Section 2.0, the following resources were consulted to determine the potential for impact to heritage resources:

In accordance with the self assessment process for heritage resources, the MTCS checklist entitled REA
Checklist for Consideration of Potential Heritage Resources was completed, and has been included as Appendix
D. A copy of the completed checklist is included herein as a component of the REA application, and a summary
of the results of the screening has been included in the Design and Operations Report for the project.
The WWTP property borders the Otonabee River, which is a part of the Trent Severn Waterway National Historic
Site of Canada; however, the project location does not abut this heritage feature. There is no proposed alteration
to the Otonabee River and the view of the project location from the River will not be changed as a result of the
proposed project. As such, there are no anticipated negative impacts to the National Historic Site as a result of
the proposed project.
The project location does not contain any buildings greater than 40 years old, which indicates that there is no
potential for heritage resources within this area. The building is proposed to be retrofit with the project
components, which may require modification to some of the features of the building including the possible
installation of new windows. For the most part, the exterior of the building will remain unchanged as a result of
the proposed project. The building was constructed in 2001 to accommodate infrastructure related to the
operation of the WWTP and due to the relatively new age of the structure, additional modifications to the inside of
this operational municipal infrastructure are not considered to pose a risk to heritage values.

A site visit was completed on April 23, 2014, and pictures taken of the project location are included as Appendix
C. Based on the use of the building, the common construction type and materials, the age of the structure and
the location within the broader context of the operational WWTP, the project location is not considered to contain
any heritage resources.

5.0 CONCLUSIONS
This Protected Properties, Archaeological and Heritage Resources Self-Assessment Report has been prepared in
accordance with Sections 19 through 23 of O. Reg. 359/09 and will be submitted as part of a REA application for
the Peterborough Waste Water Treatment Plant Generation Project as an appendix to the Design and Operations
Plan. Based on this self-assessment, further assessment of archaeological and heritage resources is not
warranted for this project.

The Ministry of Tourism, Culture and Sport’s (MTCS) interest in this REAproject relates to our mandate for the conservation of cultural heritage resources including, archaeological resources, built heritage resources, and cultural heritage landscapes. Both checklists include extensive explanatory notes to assist you. The checklists also provided links on how to find additional information (e.g. background for question 2 includes contact for the Archaeological Data Coordinator). Please be aware that whether or not you proceed with an archaeological assessment (Stage 1 etc.), that if you encounter archaeological or cultural material during the course of your project work, you need to know that previously unknown or unassessed archaeological material are subject to section 48(1) of the Ontario Heritage Act. All activities impacting the archaeological material must cease immediately and a licensed archaeologist is to carry out archaeological fieldwork, in compliance with sec. 48(1) of the OHA. In the event that human remains are encountered during project work, you must immediately notify the police, the coroner's office and the Registrar of Cemeteries. The Cemeteries Regulation Unit of the Ministry of Consumer Services may be contacted at toll free 1‐800‐889‐9768. In situations where the remains are associated with archaeological resources, the Ministry of Tourism and Culture should also be notified to ensure that the site is not subject to unlicensed alterations which would be a contravention of the Ontario Heritage Act. (Cambium) is in the process of assisting Peterborough Utilities Inc. (PUI) with a Renewable Energy Act (REA) approval for enhancements to the waste water treatment plant (WWTP) facility at 425 Kennedy Road in the City of Peterborough. The REA approval would allow for the capture of biogas from the existing process at the facility and conversion of the biogas to energy. The facility is intended to be a 400 kilowatt (kW) combined heat and power (CHP) facility. As per Ontario Regulation 359/09, the proponent is required to determine whether the proposed project may have an impact on archaeological and/or cultural heritage values. I have attached a Figure that illustrates the Project Location, and the area identified includes the full extent of the area in which works (including temporary construction disturbance/materials storage) are proposed to be completed. With the exception of the installation of a small transformer and a pad to hold a generator, all of the works will be contained within an existing building on the Site. The building is within the identified Project Location on the attached Figure. The generator pad and all materials storage/construction area will be on an existing paved surface outside of the building. The only disturbance to the ground surface will be for the installation of the transformer and the subsurface

power line between the transformer and the building (the line will be beneath an existing paved surface). Due to the historically developed nature of the Site, the entire project area has been previously disturbed/graded. Can you please inform me of what additional information you require to assess the potential archaeological/cultural implications of the proposed project? You will note that the Otonabee River is approximately 85 m to the north of the proposed Project Location, and also that the surrounding area is densely developed for residential use. In my approximation, the housing in the vicinity of the Site would range in age from 15‐50 years, with the development immediately to the east of the Site being the most recent and the housing on the opposite side of the Otonabee being older. If you require further information to assess the requirements, or clarification of the enclosed, please do not hesitate to contact me at your convenience. The first Public Information Centre for this project is to be held March 6, 2014; therefore, a response to this inquiry prior to that date would be greatly appreciated.
