    Pet Owner Rights and ObligationsREPUBLIC ACT NO. 9482 Anti -Rabies Act of 2007

    AN ACT PROVIDING FOR THE CONTROL AND ELIMINATION OF HUMANAND ANIMAL RABIES,PRESCRIBING PENALTIES FOR VIOLATION THEREOF AND APPROPRIATINGFUNDS THEREFOR

    RA 9482 provides for a multi-agency approach to rabies control. TheDepartment of Agriculture (presumably through the Bureau of Animal

    Industry) has the lead role providing, among other measures, free anti-rabies vaccination of dogs, creating an animal rabies surveillance system,strengthening education and conducting research.

    Sec. 5. Responsibilities of Pet Owner. - All Pet Owners shall be requiredto:(a) Have their Dog regularly vaccinated against Rabies and maintain aregistration card which shall contain all vaccinat ions conducted on theirDog, for accurate record purposes.(b) Submit their Dogs for mandatory registration.(c) Maintain control over their Dog and not allow it to roam the streets orany Public Place without a leash.

    (d) Be a responsible Owner by providing their Dog with proper grooming,adequate food and clean shelter.(e) Within twenty-four (24) hours, report immediately any Dog bitingincident to the Concerned Officials for investigation or for anyappropriate action and place such Dog under observation by agovernment or private veterinarian.(f) Assist the Dog bite victim immediately and shoulder the medicalexpenses incurred and other incidental expenses relative to the victimsinjuries.

    [REPUBLIC ACT NO. 8485]AN ACT TO PROMOTE ANIMAL WELFARE IN THE PHILIPPINES,OTHERWISE KNOWN AS THE ANIMAL WELFARE ACT OF 1998

    SECTION I. It is the purpose of this Act to protect and promote thewelfare of all animals in the Philippines by supervising and regulating theestablishment and operations of all facilities utilized for breeding,maintaining, keeping, treating or training of all animals either as objectsof trade or as household pets. For purposes of this Act, pet animal shallinclude birds.

    It shall be unlawful for any person to torture any animal or to neglect toprovide adequate care, sustenance or shelter, or maltreat any animal orto subject any dog or horse to dogfights or horsefights, kill or cause orprocure to be tortured or deprived of adequate care sustenance orshelter, or maltreat or use the same in research or experiments notexpressly authorized by the Committee on Animal Welfare.

    SECTION 7. It shall be the duty of every person to protect thenatural habitat of the wildlife. The destruction of said habitatshall be considered as a form of cruelty to animals and itspreservation is a way of protecting the animals.

    REPUBLIC ACT NO. 1071AN ACT TO REGULATE THE SALE OF VETERINARY BIOLOGICS AND MEDICINALPREPARATION

    House pets are those animals which are kept in homes like the dogs, cats, rabbits, birds, etc.Livestock comprises the mammalian animals, and poultry, the avian animals which are domesticated and kept or raised inbackyards or on farms.

    SECTION 2. It shall be unlawful for any agency or store or sell to the public veterinary biologics and medicinal preparations otherthan registered pharmacies or drugstores (boticas), biological laboratories, veterinary clinics and government veterinary agencies.

    Proclamation No. 571 Declaring the first week of October as AnimalWelfare WeekThis was deemed necessary in order to inculcate in the hearts and mindsof the Filipino youth the imperative to be kind to all kinds of animal,domesticated or in wildlife. Proclamation No. 537 subsequently declaredthe fourth day of October as Kindness to Animals Day.

    LOCAL GOVERNMENT CODE OF 1991 (R.A. 7160)

    Article 19, Section 489 states that "The appointment of a veterinarianofficer is mandatory for provincial and city government."Article 19, Section 489.3.iv further states that the provincial or cityveterinarian shall: "Enforce all laws and regulations for the prevention

    of cruelty to animals."

    The Basic Freedom of animals are the following as adopted by Committeeon Animal Welfare and Animal Welfare Division:

Upon selling theanimal, the owner should be advised to consult a veterinarian forcontinuation of a health program.

    being promulgated for the protection of all dogs and cats being transported under inhumane conditions or thosebeing subjected to inhumane treatment and conditions during transport,display/exhibit, storage/ maintenance during trading or sale, forwhateverpurpose, thereby subjecting the said dogs and cats to inhumaneconditions. It is however, understood that owners of pet dogs and catsmay transport not more than 5 animals with val id rabies vaccinationcertificate/s issued by a licensed veterinarian.

    SECTION 4. Vaccination. - All dog owners within Metropolitan Manilashall submit their dogs for anti-rabies vaccination by a licensed private orgovernment veterinarian initially three (3) months immediately afterbirth, or within five (5) days from arrival within the area unlesspreviously immunized and regularly thereafter as determined by acompetent veterinary officer. The owner shall at all times be prepared topresent a current certificate of vaccination to the proper authorities upondemand.

    SECTION 5. Registration. - All dogs within Metro Manila shall beregistered with the Office of the Barangay Chairman concerned withinone (1) week after birth or within five (5) days from date of arrival withinthe barangay if the same was brought from elsewhere.

Decisions regarding animal care, use, and welfare shall be made bybalancingscientific knowledge and professional judgment with consideration of ethical andsocietal values;(b) Animals must be provided water, food, proper handling, health care,and anenvironment appropriate to their care and use, with thoughtfulconsideration for theirspecies-typical biology and behaviour;(c) Animals should be cared for in ways that minimize fear, pain, stress,and suffering;(d) Conservation and management of animal populations should behumane, sociallyresponsible, and scientifically prudent;(e) Protection of animal habitat is an animal welfare consideration;(f) Consider the five basic freedom of animals: (1) Freedom from thirst,hunger and

    malnutrition; (2) Freedom from physical discomfort and pain; (3)Freedom from injuryand disease; (4) Freedom to conform to essential behavioral pattern; and(5) Freedomfrom fear and distress
