(Urby Jr., McEntire & Peters, 2010) Infrastructure, homes and schools were completely wiped away. Sistema Nacional De Defensa Civil (SINADECI) Govern and lead the National System of Civil Defense to develop and promote the implementation of policies, legislation, plans and programs for the prevention and relief with the participation of authorities and population in order to protect life and property, and contribute to sustainable development. Article 1 D.L. 19338 of the Peruvian Constitution states that SINADECI serves to protect the people of Peru, prevents damages, provides appropriate assistance, and assists with the populations rehabilitation no matter the origin of a disaster or calamity. El Instututo Nacional de Defensa Civil (INDECI) INDECI promotes constant capacity of manpower and resources, helps those in need, operates the center of emergency operations, establishes programs to help citizens become sustainable, promotes works related to prevention, conducts cleaning operations and also oversees simulation exercises and activities related to diffusion.
