EU contribution to ITER and associated Engineering and Services - EU ‘in-kind’ procurements (1)

The EU contribution to ITER is primarily consisting in the delivery of a number of systems or components already defined in the annexes to the ITER Treaty. This contribution is defined as ‘in-kind’ i.e. EU, on the basis of the specifications provided by the IO, procures the items. The costs are entirely paid by the EU.ITER provides the specifications at different level:• ‘Built-to-print’ Design Specs – Don’t require further engineering

(manufacturing engineering and drawings included in the supply contract)• Detailed Design Specs – Engineering is normally included in the supply

unless specific studies on alternatives for cost/schedule/risk are needed• Functional Specs – for conventional components the specs are

transferred directly to the Supplier. When useful R&D and engineering design is contracted to convert functional specs in more detailed specifications

In specific cases ITER may require support to prepare the design and specifications (e.g. where the actual detailed knowledge of design and technologies remains with parties’laboratories) . On request of ITER additional engineering and services can be provided by Das

EU ‘in-kind’ procurements One relevant example: Buildings

ITER provides ITER the functional specifications of the buildings intended as a complete set of documents, analyses, drawings and models in which the requirements, interfaces, preferred basic configuration and sizing of the buildings is documented. EU Das is expected to subdivide the detailed design and construction; Detailed design is assigned to one or more engineering companies, that develops the detailed design and the technical specification for the individual construction contracts and later support in tender selection and follow-up of construction (this function is referred to as Architect Engineer or A/E);Construction is assigned to one or more companies (using independent contracts or multiple stages of one contract) with a technical subdivision in self-standing independent packages.

EU contribution to ITER and associated Engineering and Services - ITER general design

ITER Organization may need support in system engineering and services in areas that are not associated to specific procurements (covering plasma engineering, system integration, overall plant organization and logistics etc.). At regime (i.e. when ITER organization is fully established) these services are expected to be directly contracted by ITER but as short term solution Das are the primary source of service supply via ‘national’ laboratories and industries Examples of foreseen short-term engineering services:

•Electromagnetic analyses. •Mechanical analysis.•Neutronics analysis.•Thermo-hydraulic analysis. •Analysis and interpretation of experiments.•Update of nuclear data libraries •Special purpose code development and their validation

Interest by companies (Market Survey);• Analysis of technical and Administrative information

supplied by companies;• Shortlist of suitable suppliers;• Call for tender for the supply based on full

specifications;• Evaluation of the offers and selection of the winner;• Administrative approval by the Executive Committee;• Final approval by F4E Director.

EIDI– The Industrial Database for ITER

Based on ESA and CERN experience for procurement of theirtheir systems;

The EIDI database (750 companies registered today) allows: • small small-medium enterprises to

present their skills as subcontractors;

• main contractors to identify minor industries with specific skills;

• small-medium enterprises to group together and participate to call for tenders;

• the Associations to know companies with specific expertise which can be of help in the manufacturing of heating systems and diagnostics;

Database will be handed over by EFDA to F4E to be used (although not exclusively) for ITER procurements;

Overview on QA and Common Tools

EFDA carried out activities to spread QA awareness among EU Associations to be prepared for ITER procurement. Exercises are being carried out with selected Associations to prepare Quality Plans as foreseen in the future system; Common tools for document and CAD models management are being developed, as well as a planning tool selected; A QA system is being proposed to F4E Director for being adopted for all F4E activitiesSuch system will be compatible with licensing requirements in France and will be submitted to ITER for approval. Once the loop will be completed, it will have to be followed by all suppliers.

QA Regulatory/Legal Requirements

Reference for QA, for Safety Important Components (SIC), given by French law,with the Order of August 10, 1984 concerning ‘Basic Nuclear Installation design, construction and operation quality and operation quality’ , and the associated , explicatory note that gives more extensive explanation on its application; The legal requirements are fulfilled by a QA system that complies with the rules of IAEA Safety Series GS IAEA Safety Series GS-R-3, and the instructions contained in the related Safety Guide, GS-G- 3.1; IAEA Safety Series largely equivalent to ISO 9001:2000 with a limited number of deviations and integrations.

QA System for Procurement

Control of suppliers’ activities made through 3 contractual documents dedicated and tailored for each contract placed by F4E to EU industry or laboratories: • technical specification defines object of the contract• management specification defines quality requirements to be met by

the supplier • contract defines commercial and legal requirements and applicable

provisions

These documents issued by F4E, reviewed and approved by ITER. They include quality classification of system/component; The supplier answers to the management specification by issuing a dedicated Quality Plan describing the quality provisions it will implement to perform the work. Compliance with Quality Plan shall replace certifications and shall be limited to the actual part (division, department, laboratory) of the company/laboratory performing the work.

Common Tools – Document Management - IDM

IDM (ITER Document Manager) also adopted by EFDA. Offered to all DAs. Also to be used by F4E for ITER-related technical documents; IDM manages data and metadata through user-friendly web interface. Security and user management features also included in application. Security settings allow read/write access and integrated workflow included; ITER to use IDM to share most of future ITER information with the other partners; The F4E QA requirements shall require that: • all documentation formally defined in the Quality Programme is physically

stored in IDM • the contractor has to give evidence and implement a document

management system for all background documentation.

Common Tools – CAD

Use of CATIA V5 project-wide. Different CAD systems might be allowed at level of F4E sub-contractors only in specific cases (e.g. buildings); F4E to use only CATIA V5 (same as ITER) for relationship with ITER

and EU suppliers. In specific cases (e.g. buildings) a different CAD system might be allowed at sub-contractor’s level; CATIA V5 (and other native files, if applicable) data storage in F4E for

all exchanged information (contractual issues) with approval procedure to validate all exchanged reference data (design milestones, contractual deliverables, etc.); Enovia-Smarteam (Product Lifecycle Management application) to be used with all EU suppliers to manage data with a link to the central F4E repository; Customized Enovia-LCA plug-in expected to be provided by ITER to directly interface to team in Cadarache; Phased implementation of SMARTEAM at F4E due to start ASAP;Draft of ITER Agreement with Dassault Systemes for the supply of CATIA/ENOVIA licenses at special conditions to laboratories and Industry

Final Remarks

In the area of engineering and services a relevant volume of activities is planned in the near term, in support of ITER general design, for specific requirement of the EU in-kind procurement and for general support to the EU DA (F4E).The scope of engineering activities covers a large range of specialization and provides opportunities also for small-medium enterprisesProcurement rules have been adopted by F4E that guarantee open access to qualified companiesITER quality requirements shall be met by a streamlined but rigorous QA system that is going to be followed, with appropriate grading in all engineering activities.Common Tools and procedures have been defined in the critical areas of document management, planning and CAD management
