QUESTION 1 Closing and submission date of tender It was stated in the RFP, that proposals shall be submitted during office hours not later than 1200 hours Malaysian Time, 9th February 2012. In the newspapers (tender advertisement), the closing date was stated on 13th February 2012 before 12 noon. Which is the correct date? ANSWER 1 Regrettably, the closing date as printed in the newspaper was an error. The actual closing and submission date for the proposal is as stated in the RFP document which is 9 February 2012.
QUESTION 2 Liquidated Ascertained Damages (LAD) Can we assume that Liquidated Damages will not be applied due to delays beyond control of Contractor and Milestone starts on full agreement of detailed requirements?ANSWER 2Mechanics of the LAD will be agreed upon signing the Memorandum of Agreement between SPAD and the successful tenderer. SPAD wants to ensure the successful tenderer is fully committed and shall observe the agreed upon work schedule as well as completion of such milestones from the work schedule.
QUESTION 3 Withholding tax Please clarify that whether Withholding Tax is applicable to Malaysian Registered Companies.
ANSWER 3 Withholding tax will be applicable in accordance with Malaysian tax laws.
QUESTION 4 Integrity Pact In the RFP document, page 30, both clause 7.2.5 and clause 7.3 requires the submission of Appendix 3 – Integrity Pact. Do we have to include the form in both Volume 2 and Volume 3 submission? ANSWER 4 Yes, "Integrity Pact" will need to be submitted in both Financial Proposal volume and Financial Information volume.
QUESTION 5 Appendix 2 Item 11 – Tempoh Pembekalan Is this item referring information requested in item 9 and 10 of Appendix 2? ANSWER 5 Yes.
QUESTION 6 Appendix 4(i) – Proven Track Record Proven Track Record has been mentioned to be local and regional installation. We are working with an European party who has extensive experience and installation for the last 20 year but does not have local and regional installation. Can their track record from European Installation be considered to meet this requirement? ANSWER 6 Yes, tenderer may quote experience beyond the stated location.

Appendix 4(iv) PM is shall be base in SPAD office. We assume that the facilities shall be provided by SPAD and the tenderers need not to cost for the office space. The same question is also to be clarified for the OPTIONAL requirement for other key personnel. ANSWER 5 Yes.
QUESTION 6 Integration The integration cost between our proposed system and the existing system owned by SPAD or operators should be included in the price or not? ANSWER 6 Yes, however do note that integration between application software proposed by tenderer is not included as the product is expected to be integrated - refer to Appendix 5, Item 1.3.1.3.
QUESTION 7 Optional requirement The integration cost between our proposed system and the existing system owned by SPAD or operators should be included in the price or not? ANSWER 7 Yes, under separate table for optional pricing, Section 2 Appendices, Schedule C, Table 3.
QUESTION 8 Missing items Referring to the document - PMhS Project Proposal, for Item 5.2 Scope of Work, there are sub-items 5.2.1 to 5.2.7. However, in the document – RFP_PMhS_Appendix5_Technical Compliance, there are only items 5.2.1 to 5.2.4. Thus, should be exclude the missing portion in our price?
ANSWER 8 No, the Appendix 5 are added on requirement to those written in Section 5.2.1 to 5.2.7. Please refer to Section 7.1.
QUESTION 9 Missing items Referring to the document - PMhS Project Proposal, for Item 5.2 Scope of Work, there are sub-items 5.2.1 to 5.2.7. QUESTION 10 5 years operational cost Schedule D under Section 2 Appendix will not included as part of the pricing under Appendix 1 – Borang Tender? If yes, does the 5 years operation cost need to excluded from the Borang Tender ? ANSWER 10 Yes.
QUESTION 11 Page 54 – Table 4 under Schedule C of Section 2 Appendix Should there be a total line after line no. 3 ? As the column under Price (%) , need to based on which line total ? Further, under schedule (month)#, represent what? ANSWER 11 Please refer to the softcopy Microsoft Excel file - Schedule C, Table 4 for complete table view with additional notes.
QUESTION 12 Page 55 – Table 1 under Schedule C of Section 2 Appendix Is this a continuous page from previous page as the number start with 4? Otherwise, what is the different between page 53 and page 55? ANSWER 12 Please ignore the Table 1 in Page 55 (hardcopy and scanned copy in the CD_black and white version) as it is a scan error. Please refer to the softcopy Microsoft Excel file - Schedule C, Table 4 for complete table view with additional notes.
QUESTION 13 Licenses in Schedule D and Schedule C, Table 2 What is the difference between licenses in Schedule D and that of Schedule C Table 2 where category heading is also license? ANSWER 13 The licenses in Table 5 refer to annual renewal of licenses with fees. Table 1 refers to license fees to be paid upon procurement and installation of software during project installation.
QUESTION 14 Section 2, Schedule D Is tenderer allowed to change wordings of Description? ANSWER 14 Yes, although tenderer is highly encouraged to maintain the breakdowns and flow for ease of evaluation.

QUESTION 15 Video feed The video that need to be pulled from LLM TMC and DBKL ITIS to SPAD control
centre is in continues real-time video feed or delayed video feed with certain time slot? ANSWER 15 Video feed to be similar to the view by LLM and DBKL.
QUESTION 16 PMhS future expansion: Paragraph 4.2 – page 18 SPAD’s roadmap for the future is to expand the PMhS from stage bus monitoring in Greater Kuala Lumpur / Klang Valley, to other mode of public transportation and other cities/region. In Section 2 Appendices, Schedule C, Table 2, No 4.2.1 – page 54, are we to quote capacity and cost based on 1,000 assets only? ANSWER 16 Tenders are expected to quote procurement of OBU of 1,000 units for Greater KL/Klang Valley while back-end capacity is able to handle greater number of vehicles, refer to Appendix 5, Item 2.3.5.
QUESTION 17 Disaster Recovery: Appendix 5, Technical Compliance, No 2.1.4 – page 39 Please clarify whether the Disaster Recovery (DR) will mirror the primary site which consists of only control centre hardware or mirror the hosting site for all servers? ANSWER 17 Mirror Primary site's back-end to provide continuous application access especially when the system is web-based.
QUESTION 18 Disaster Recovery and communication link: Appendix 5, Technical Compliance, No 2.1.4 – page 39 Whether the communication link between SPAD’s office, Sentral KL / Hosting Facility and Disaster Recovery (DR) to be provided by Tenderer or SPAD? ANSWER 18 M Optional, refer to Section 2 Appendices, Schedule C, Table 3.
QUESTION 19 Video data: Appendix 5, Technical Compliance, No 2.3.5 – page 40 Please elucidate the video data size as per below:a. 48 hours of video data for 100 CCTVb. Video data for 1 year in production environmentc. Video data for 7 years archive ANSWER 19 Video data will be stored for 48 hours or longer (in terms of hours / days) but not 1 nor 7 years archive.
QUESTION 20 CCTV Please elaborate on item 4.1.6 in Appendix 5 on CCTV. What will be the main function of the CCTV? ANSWER 20 CCTV for visual monitoring and surveillance around OBU.
QUESTION 21 PID power source Appendix 5, item 4.3.1.3 stated the source of power for PID will be either from nearby TNB, stops or rail. Kindly elaborate more on this and who will be responsible to communicate with the source and bear the electricity bill. ANSWER 21 Tenderers are expected to coordinate with property / site owner for approvals and installation work. SPAD will facilitate where needed.
QUESTION 22 Command & Control Center What is the main function of Command & Control Center, and do we need to propose Call Center for public to call in?
ANSWER 22 CCC is to be the main control hub for public transport tracking, monitoring and information centralisation. Tenderer may propose public users Call Centre as optional scope.
QUESTION 23 Bandwidth integration Do we need to establish connection from SPAD to External Partner (eg: LLM) for the integration? How much the bandwidth required? ANSWER 23 Please refer to Section 5.2.5.b, Page 20.
QUESTION 24 PID Please elaborate more on item 1.3.4.1 in Appendix 5 “Ability to display bus information including route, estimated time arrival within 1 minute at designated PID? ANSWER 24 Information pushed by PIS to contained bus information as stated into individual PID where the information is unique to location of PID.
QUESTION 25 GIS What does it means by “ability to modify timetables logging” in item 1.3.4.7, Appendix 5? Does it meant for PID, or GIS? ANSWER 25 It refers to GIS.
QUESTION 26 Video data or file Appendix 5, item 2.3.5 stated that all data will be stored for 1 year and archive for 7 years. Is it for data only or inclusive of video file? ANSWER 26 Exclude video files.
QUESTION 27 Bus arrival medium In item 4.3.1.7 Appendix 5, please elaborate on medium to be used to announce bus arrival. (eg: text display or audio)? ANSWER 27 Text display.
QUESTION 28 OBU OBU to be 4G compliance. Do you need the current unit to be 4G enabled during the initial stage of installation, or it can be an added module to OBU once the 4G technology is available? ANSWER 28 The OBU required being able to support future 4G by minimal change or add-on performed to the device.
QUESTION 29 Backup We would like to clarify in term of backup and recovery. Backup servers will be placed in main production servers site which DR (Recovery) will be place in the site in Putrajaya, what is the expectation of the DR site? ANSWER 29
Yes, backup will be at Primary site, KL Sentral and DR will be at Putrajaya.
QUESTION 30 Bandwidth communication There is a proposed of 5Mb, who will be using the 5Mb. What about the bandwidth that will be use to communicate with all PIS, OBU, integration parties, end user at different states, is it included in the 5Mb? What if we find that the bandwidth may not be enough, can we quote higher? ANSWER 30 5MB connection is expected for use of PMhS only including communication with all PID, OBU and external integration. Yes, you may quote higher bandwidth as required.
QUESTION 31 Intrusion detection system Intrusion detection system, do SPAD have any requirement that it need to be a software based or hardware based? ANSWER 31 Tenderer may quote the appropriate technology.
QUESTION 32 Optional CCTV built in the OBU CCTV built in the OBU (optional), will it only store video in a storage device in the bus or will it require streaming to CCC? ANSWER 32 The video file will be stored in bus for offline offloading.

Optional CCTV built in the OBU In regard to 1.3.4.7 and 1.3.4.8, it stated (i) ability to modify timetables going (ii) Ability to perform address search on roadmap, can you explain this two features? ANSWER 33 i) Display timetable of each route can be changed based on external event (e.g. temporary road closure, diversion, flood etc)ii) It refers to GIS.
QUESTION 34 MyKad usage Is the national registration identity card, passport number for identification or registration purposes on the OBU? If MyKad is spoiled, how can we proceed? ANSWER 34 The use of NRIC is for logging in by driver for each trip. Alternative logging will be manual entry e.g. key pad on OBU Appendix 5, Item 4.3.2.1.
QUESTION 35 OBU power The requirement for power on OBU is 12V, what happen if the equipment was built for 24V, will it be an issue, as most of the busses have 24V system? ANSWER 35 The exact quantity (if any) for voltage that differ from 12V will be identified during start of project with operators.
QUESTION 36 Server sizing The unit must be able to support 1000 OBU connection and moving forward to about 10000 units. My questions is.. in term of server sizing, do you want to have servers that can meet future requirement, or we are looking at adding the server when time comes? ANSWER 36
The servers able to meet the demand of 10,000 units of OBU, refer to Appendix 5, Item 2.3.5.
QUESTION 37 Ability to estimate bus departure time at end station: Clause 1.3.2.4 Please elaborate on expectation of the departure time as typically the departure time is based on the pre-determined bus schedule. Our solution can determine the delays in reaching to a destination but departure of a bus from a bus stop or a bus station could be subject to other operations (passenger on boarding or getting down from bus, cleaning, maintenance etc.) which has direct impact on the departure time of the bus from the end station? ANSWER 37 End station refers to the final stop or depot where the scheduled departure time and compare against actual time.
QUESTION 38 Ability to notify unusual activities via visual warning or alarm: Clause 1.3.2.5 1) Please clarify who needs to be notified?2) What are the activities that can be classified as "unusual" ?3) Who would determine that an activity is unusual enough to warrant a notification. ANSWER 38 1. Notification to personnel in CCC.2. Example, bus stops at non-designated stops or mid way longer than usual, signal by driver due to breakdowns.3. The type of events will be defined at the start of project.
QUESTION 39 Ability to track, measure and report quality of service: Clause 1.3.2.6 What is the "quality of service"? What is the frequency of the tracking, measurements and reporting? ANSWER 39 Example of quality of service, the frequency, speed profile, on time (compare against schedule) etc. The details of tracking, measurement and reporting will be agreed at the start of project.
QUESTION 40 Ability to communicate with drivers: Clause 1.3.2.7 1) Is this related and limited to voice communication in case of emergencies as there is a driving safety implication due to distraction?2) Who would initiate this communication? One way or two way? ANSWER 40 Tenderer may propose either voice and/or text communication. Communication is generally initiated by driver.
QUESTION 41 Ability to store and playback bus operations: Clause 1.3.2.8 1) Please elaborate on meaning of "Bus Operations".2) What is the duration for storing the information about the bus operations?3) What is the expectation and purpose of "playback" of the bus operation? Is this same as ability to trace back route of a bus journey to identify if the bus remained on the predefined route or deviated from it? ANSWER 41 1 & 3. Using stored bus information such as coordinates/location, time, speed etc, the system is able to recreate (tracing) the movement/operation of bus.2. Refer to Appendix 5, Item 2.3.5 of the RFP.
QUESTION 42 Ability to recall or view bus information during monitoring: Clause 1.3.3.2 What is the meaning of "Bus Information" in context of this clause? What information needs to be displayed? ANSWER 42 Bus information stored in FMS can be displayed on screen by selecting the bus / route on screen.
QUESTION 43 Ability to automate data entry (bus information suc as route, driver, schedule, rostering etc): Clause 1.3.3.3 1) Is it correct to assume that the data for "Bus Information" shall be provided by the respective "Bus Operator" and proposed solution must be able to integrate these information in automated manner, without requiring manual data entry?2) Is it correct to assume that Bus Operators would have their own fleet management system from which they would provide the "Bus Information" ? ANSWER 43 1. Yes.2. Not all operators have its own fleet management system.
QUESTION 44 Ability to provide zonal, stage, route, hubs and bus stops data such as GPS positioning coordinates etc: Clause 1.3.3.4 1) Is it correct to assume that "Bus Operator" would provide this data to be integrated in the proposed solution?2) It is correct to assume that GPS coordinates for bus stops would be provided by the respective Bus Operators?3) Does data coming from Prasarana FMS include these information? ANSWER 44 1. Only bus related services and operator's information by bus operators.2. No, it will be part of tenderers' scope of service. SPAD will facilitate where necessary.3. Yes.
QUESTION 45 Ability to perform digital real time synchronization automatically: Clause 1.3.4.4 1) Please elaborate on real time synchronization, what information is to be synchronized? ANSWER 45 Synchronisation of display time.
QUESTION 46 Ability to modify timetables logging: Clause 1.3.4.7 1) Please elaborate on meaning of "modify time tables logging"?2) Is this supposed to be a feature of Journey Planner? ANSWER 46 Display timetable of each route can be changed based on external event (e.g. temporary road closure, diversion, flood etc).
QUESTION 47 Ability to perform address search on road map: Clause 1.3.4.8 1) Is this supposed to be a feature of Journey Planner? ANSWER 47 This feature is usable by personnel in CCC.
QUESTION 48 Primary site from SPAD's office - Sentral, Kuala LumpurDisaster recovery (DR) site from SPAD's other office premise - Menara Usahawan, Putrajaya: Clause 2.1.4 The DR site would be COLD DR (not doing active work) or HOT (doing active work) DR? ANSWER 48 Tenderer may propose either choice by detailing clearly how the proposed solution is able to meet or exceed the required performance, Appendix 5, Item 2.3.3.

QUESTION 50 Tenderers may assume (for sizing) video from external sources to be retained for 48 hours or longer based on first-in-first-out. Assume 100 CCTVs.
All data will be stored for 1 year or longer in production environment and archieve for 7 years
The PMhS is expected to also cater for not just the purchased 1,000 units of OBU and bus information from Prasarana; but also all stage buses and express buses in the country. Hence, sizing of capacity and performance will include these, estimate 10,000.
For other data, estimation will be based on tenderer's recommendation: Clause 2.3.5 QUESTION 50 (cont’d) 1) Please provide total storage space required for Video data coming from all sources for 24 hours.2) Is it correct to assume that network connectivity from 100 CCTV to SPAD primary office will be provided?3) Is it correct to assume that after 48 hours, video data is not required and hence discarded so as to reuse the storage space?4) Per SPAD plans, the coverage for all stage and express buses in country will happen only at Y3 for which date is not specified. Hence why does SPAD want to invest in infrastructure upfront which will remain unused for next few years? ANSWER 50 1. Tenderer is expected to perform its estimation2. QUESTION 53 For DR recovery site..Menara Usahawan Putrajaya , can proposer build a new connectivity link in to the site or need to integrate with existing current connectivity – 2.1.4 ANSWER 53 Tenderer may propose options for the connectivity.

QUESTION 58 Item 1.3.1.8_Support multi-monitors means:1. Multi-monitors for each workstation OR2. Different monitoring capabilities for each workstation ANSWER 58 The application is able to optimised / leverage on multi-monitors displaying information on each workstation.
QUESTION 59 Item 1.3.4.4. Ability to perform digital real time synchronization automatically, Can you please elaborate on the meaning of “digital real time synchronization automatically”? Do you mean that all the elements in the system keep the same clock source? ANSWER 59 Synchronisation of display time.
QUESTION 60 Assuming that SPAD has its own PMO, does the Tenderer needs to set up another PMO? Or the Tenderer shall only offer its Project Management service?
ANSWER 60 The PMO is dedicated for PMhS project and liaise with SPAD's project division.
QUESTION 61 What is the require display character height for the 3 lines and 5 lines Public Information Display? ANSWER 61 Tenderer may quote a reasonable size of character that is visible around a stop.
QUESTION 62 Do we need to keep spare for the display & OBU? How many spare units that the tenderer need to provide? ANSWER 62 Spare units will be managed by tenderer to ensure repair and replacement does not affect operations.
QUESTION 63 Can we get more information on the external systems - like RapidKL, Prasarana's fleet management system, LLM, IT IS and any others that the new solution would have to integrate with. Appreciate if SPAD can share the detailed interfaces, protocol and inbound / outbound messages that these applications currently support. ANSWER 63 Tenderer is required to estimate and provide reasonable assumption to scope and size the integration based on available information. Specifics will be obtained by tenderer during project where SPAD will facilitate where necessary.
QUESTION 64 PMhS will be able to control Prasaranna's PIDs when necessary? Can you provide detailed requirement for this? ANSWER 64
PMhS will be able to control the content to be displayed on Prasarana's PID.
QUESTION 65 What is SPAD's requirement for SLAs on remediating faulty OBUs and PIDs? ANSWER 65 The SLA will be defined and agreed with tenderer during project before rollout of devices.
QUESTION 66 What format will the data be fed into the SPAD system , will it be real time or batch integration? ANSWER 66 The type of data will need to be more specific. For example, bus location information will be real time.
QUESTION 67 Could you please clarify the scope of predictive analysis tool in terms of modelling and data mining requirements? ANSWER 67 The predictive ability refers to estimation time of arrival at each stops, refer to Appendix 5, Item 1.3.2.3.
QUESTION 68 Who will run and staff the Comand and Control Center (CCC)? ANSWER 68 The CCC will be operated and staffed by personnel from SPAD.
QUESTION 69 The list of external system to be integrated with is not exhaustive. Could you help us in clarify which could be the “cap” in terms of number of interface and typology of integration protocols could be the best? ANSWER 69 Reference to Section 5.2.5.b.i, Page 20 - the uncertainty in numbers of external system is other operators. At time of writing, 1 other operator have an FMS/FTS.
QUESTION 70 What is the expectation of number of buses and bus stops over the next five years?ANSWER 70 Estimated number of buses will be 10,000 and bus stops information is not available.
QUESTION 71 For item 1.3.4.6 Ability to provide journey planner accessible via other mediums, i.e. web browsers and smart phones. For smart phones, what platform that SPAD want to enable? (such as IOS, Android, Windows Mobile, Symbian?) ANSWER 71 It should support major operating system's browsers, i.e. IOS, Android, Windows etc.
QUESTION 72 Appendix 5 item 4.1.6 – Could we know number of cameras, this primary function and DVR requirements. Are the cameras of IP or Analogue type. ANSWER 72 Tenderer is required to estimate and provide reasonable assumption to scope and size the integration based on available information.
