THE opening of a new scrap yard in Re-treat has sparked concerns over a poten-tial increase in theft.

Retreat alreadyhas at least two scrapyardsand the new addition, M&K Recycling, is setto open up meters away from the existingbusinesses in Tenth Avenue.Kevin Southgate, chairperson of the Steen-

berg Community Policing Forum (CPF), be-lieves the increased desire for scrap metalcould see more thefts in the area.“We have a high incident rate of property

crimes in the area, which means that housebreak-ins and breaking into businesses is aserious crime in our area,” says Southgate.“This means that whatever people steal,

they go and flog at scrap yards. So, yes, it isa threat (that crime could increase), but wehave to realise that people have the right toopen businesses.”Ward councillor Jan Burger echoed South-

gate’s sentiments.“Business is business, but if the communi-

ty at large is suffering with everything thatcan be sold being taken for their yards thenwhy (should there be) another scrap yard?”says Burger.“I would rather have a solution (to the

theft) than open another scrap yard. It seemswe are inviting crime. It is another placewhere you can dispose of your wares. We al-ready have two (scrap yards) in the vicinityand they are not even 500m from each other.”Burger says the Retreat residents he spoke

to were “very upset” and business owners inthe area were the most concerned.The scrap dealership M&K Recycling will

operate from 94 Tenth Avenue in Retreat byKaashif Bawa.Bawa does not knowwhen exactly the busi-

ness would start trading in Retreat.Bawa’s lawyer, Igshaan Higgins, from De

Klerk and Van Gend Attorneys, says there isno basis for Burger and Southgate’s beliefthat crime could increase.“It is illegal to buy stolen goods and if he

should do that he will wreck the entire busi-ness. There are checks and balances to avoidbuying anything that’s illegal or stolen,” saysHiggins.“The community can not be affected ad-

versely if he conducts his business in a legalmanner. Being a good and law abiding citizen

he is guidedby that (the law).Hewill actwith-in the parameters of the law and that will en-sure that the community is not adversely af-fected by the opening of another business likethat.”Bawareceiveda licence to openup thebusi-

ness after having his application was ap-proved by the police.

The application process includes a crimi-nal history check and requires the applicantto submit a zoning certificate, a list of employ-ees and their fingerprints, clearance from theSouth African Revenue Service (SARS) andeither a lease agreement or proof of owner-ship of the property.Theapplicationprocess didnot require any

public participation and the CPF and otherRetreat organisations were not informedabout the new scrap yard opening.Southgate says this has also caused con-

cern among the residents.The Steenberg CPF has requested to be no-

tified of any other applications for scrapyards in the area.

School hits back at complaintLIAM MOSES

THEVrygrondDevelopment Trust has hit backat claims that the acceptance requirements atCapricorn Primary School are too stringent.

The Trust and school, which has been foundedby the Trust, has come under scrutiny after pro-tests by Vrygrond residents who allege their chil-dren are being unfairly denied access to the school.They say only children who have siblings at the

school or who attended Sunrise Preschool, whichwas also founded by the Trust, are accepted at Cap-ricorn Primary.Jonathan Schrire, chairperson of the Vrygrond

Community Development Trust and the school’sgoverning body, says the claims are false.“Like every school, in the area when classes are

full the school cannot accept more applicants,”Schrire says.“Weaccept children intoGradeR fromall thepre-

schools in Vrygrond as long as the children areschool-ready and have received an appropriate pre-school education.“Sunrise is by far the biggest preschool in Vry-

grond and obviously delivers most of the childrento the primary school, but we take in children froma wide number of other preschools and crèches aswell.”Schrire adds it was “common policy” for a school

to give preference to applicants who already hada sibling enrolled.“Capricorn Primary School is a Western Cape

Education Department school and is subject to thepolicies of the department. There are over 750 pu-pils in the school from all over Vrygrond and Over-come Heights,” says Schrire.“The school has great sympathywith the parents

whose children need to be placed and we are work-ing with the education department to place themin nearby schools.”The protests on Monday, Tuesday and Wednes-

day last week were organised by the Vrygrond Cri-sis Committee.The committee alsometwith residents at the taxi

rank in the area, onlymeters away from the school,on Thursday evening.Isaac Goliat, chairperson of the committee, says

the school’s officials have not worked well with theVrygrond community.“Our children are going to school in far places.

They are getting robbed. The children shouldn’thave to walk to a far area while we have schoolshere,” he says.“The school must be an open book to the commu-

nity and if the school is full then the communitymust be the first to know and then they should dosomething about it. They must put money togetherto expand the school or they must go to the educa-tion department.”

New beginnings forVrygrond crecheCHILDREN attending Masikhule Educarein Vrygrond will start the new year in afreshly-renovated building.This comes after the creche, which cares

for 53 children aged from 18 months to sixyears, was rebuilt by NPO True North.The official opening of the creche, run by

Miriam Solani, was held late last year.The remodelling forms part of True

North’s commitment to improve the stand-ard of 1 700 unregistered creches in the prov-ince.The new building is four times the size of

the old creche and will accommodate 200children. It also has a large garden and playarea.“We will use the same light steel frame

construction building method as we usedpreviously as this seems to be the most costeffective way to build at the moment,” saysVicky Kumm, True North CEO.“The building is superior to the normal

brick and mortar type constructions in thatit is fire resistant, well insulated, impervi-ous to mildew and insects and, because ofthe insulation, will be energy efficient in thefuture.”The upgrade was made possible by spon-

Peace vsprotestsVIOLENT protests about service deliveryhave in recent months marred the politi-cal landscape. People’s Post interns Tar-ren-LeeHabelgaarn andLuzukoZini tookto the streets and asked readers if the vio-lence is justified or it is a sign of despera-tion.

DESPERATE: Steve Fraser says while hedoesn’t condone violence, when people arehopeless they get desperate. “If people can’tget their point across what other option dothey have? Something needs to be done, butit all boils down to education; it allows you todecide what is right and wrong.”

UNACCEPTABLE: Stirling Damain-Harris saysviolence is never justified. He thinks peopleprotest when they have come to the end oftheir patience. At that point, he says, there isno other way but violence. “I feel particularlysorry for the farmworkers who work in rain andsun, but get R50.”

NEVER VIOLENCE: Thelma Harris says vio-lence should never be an option. She says itis particularly frustrating when protestersdon’t think of the inconvenience caused tothemselves and others. “If you take the farmorkers: when they go back to work the stuff(property) is broken. It is unfair towards them-selves and the farmers.”

ELECT LEADERS: Taariq Samuels says: “That’stheir way of getting what they want, but it doesnot always go their way. Protesters shouldelect someone who will speak on their behalfto the people, company or government so thatthings can be resolved in a peaceful way.”

NOT IDEAL: Kay-Leigh Meistre believes pro-testing is a way for protesters to get attention,but believes violence is not the way. “Protest-ers need to speak up and voice their concernsinstead of being violent. Violence has neversolved anything but only makes things worse.”

UNJUST: Andiswa Sam says: “Violence is notthe way because it only makes things worse.Violence is not a sign of desperation, but anopportunity (for some people) to ruin what hasalready been done for them. The only way for-ward is to address issues in a civilised way.”

OTHER MEANS: Zach Simpson believes thereare other ways of dealing with the protesters’concerns. “The violence may be a sign of des-peration, but there is no need for it. They shoulduse peaceful methods of protest that haveserved this and other countries well.”

Family waits for water, electricityLIAM MOSES

A RONDEVLEI family says they havebeen living without running water orelectricity for more than two months.

Natasha Oliver, who shares the dwellingwith her husband, Malcolm, and their fivechildren, says they were placed in Rondevleiby the City of Cape Town in November. Theyhave been without water and electricitysince, she says.

She adds the move was a temporary reloca-tion until the Rondevlei Housing Develop-ment in Lavender Hill is completed.

Rondevlei is adjacent to Prince GeorgeDrive.

However, the development is only expectedto be completed next year and Oliver has

asked that her family be provided with basicinfrastructure until then. The dwelling nextto hers already has electricity and water, shesays.

“I want my own toilet, my own bin and atap because every time I have to go into theneighbour’s yard to get water there,” says Ol-iver.

“Sometimes the gate is locked or she is busywith the washing machine and then we can’tuse the tap.”

Oliver previously lived in Village Heightsand says she was placed in Rondevlei after ap-proaching the Council Housing Office in Ot-tery.

She says she was placed in Rondevlei with-out a starter pack or any other material tobuild a home.

She has directed her appeal for help to the

Housing Office and ward councillor ShanenRossouw.

Peter Scott, who lives nearby in one of theformal houses, says he, too, has raised thematter with Rossouw.

“I got hold of councillor Shanen Rossouwand she made quite a few promises. Thesethings were said months ago,” says Scott.

“I feel sorry for the family because theydon’t eat properly. They have to make a fireevery night so that they can survive. She hasfive children and I think the youngest isabout one. All they need is help.”

Rossouw, however, denies having madeany promises and says she forwarded all Oliv-er’s requests to the correct City of Cape Towndepartments.

“When someone calls me I go and investi-gate completely. I took the officials with to see

Natasha Oliver with Peter Scott. I didn’tmake any promises to anybody because Idon’t put in electricity boxes,” says Rossouw.

“I reported everything to the different de-partments and they are still busy with it. I trymy utmost. I understand the frustration ofthe community. At least now they are goingget an electrical box.”

Rossouw said that Oliver and her familywould receive electricity soon, but could notsay exactly when.

Business survey in RetreatJUANITA WILLIAMS

A PLAN to uplift and increase employ-ment opportunities in the Retreat area ison the cards.

The City’s Department of Economic Devel-opment has appointed development econo-mists to survey the current economic situa-tion and design a business retention and ex-pansion plan.

Nianda van der Westhuizen of Urban-Econexplained that the aim is to create a strategyto support companies operating within thearea, and assist them to stabilise and becomemore sustainable.

Ward 72 councillor Jan Burger hopes this

survey will attract more small businessesand skilled training opportunities to the un-employed in the community. “We have beentrying since 2006, but there has been no ac-tion. I amworking directly with the City Eco-nomic Development Department and mustcongratulate Richard White and Deon Louwfor their persistence and efforts to help thecommunities.”

The surveywill focus on businesses and in-dustries located alongRetreatMainRoad (be-tween Prince George Drive and Retreat Sta-tion); Military Road (between Prince GeorgeDrive and the railway line) and Retreat In-dustria (the area bordered by Station Road,Main Road, Military Road and the railwayline).

The first phase of the process entails an in-depth audit of all the businesses within thestudy area. This business audit is expected tobe completed by month-end.

A sample of businesses will be selected totake part in a survey which will identify spe-cific needs and issues affecting the business-es.

Van der Westhuizen says: “Although notevery business will be approached, the sam-ple selection will include all types and sizesof businesses.”

Specific challenges facedby these business-es will be identified and addressed by theteam.

The process will be kickstarted by meet-ings with the owners/managers at the busi-ness premises or at Retreat Civic Centre.

The survey is scheduled for completion bythe end of February and the results of theanalysis will be presented to the local busi-nesses in two separate meetings scheduledfor mid-March. The final document will bemade available for public comment.

Councillor Penny East, whose ward in-cludes the area between Main Road and therailway line, welcomed any initiative whichwill improve business opportunities in thearea.

that the Home is in dire straits, anevents company was spurred intoaction to host a fundraiser calledComedy and Jazz on The Greenz.The event will be held at the Vo-

dacom Golf Driving Range in Ros-mead Avenue, Wynberg, on Satur-day 2 February. It starts at 19:00 andthe cover charge is R100.The artist line-up is enough to

make any jazz lover’s mouth water.It includes well-known and much-loved Cape Town jazz musician Ri-chard Ceasar, the sultry MelanieScholtz,OpenMicJazzContestwin-ner Candice Thornton, jazz duoTheRuben Dale Band andall-girl group G-Major.They will be supported by come-

diansDalinOliver, DevonGray andCalvin Benson who have all beenmaking serious headway on thecomedy scene.Fred Daniels, CEO of the Home,

says funds have “all but dried up,as the Home struggles to stayafloat”. Established 43 years agoand now home to 90 residents, theHome gets by on a shoestring budg-et.“Municipal bills are in the region

of R30 000 a month and in winterthis can skyrocket. This excludesthe salaries for the staff, as well asfood and other essentials,” saysDaniels.He adds the event “may not be

able to cover all costs”.While most of the residents need

24-hour, specialised nursing andmedical care, the Home’s “biggestchallenge is covering staff sala-ries”.The facility employs 63 staff

working on 12-hour shifts a day.“We need professional caregiversand nurses to attend to our resi-dents. In an ideal world we wouldneed one professional nurse for eve-ry two residents,” Daniels says.“But the nurses need to be paid upto R12 500 a month. We do not havethis kind of money.”Towards the end of last year, the

Home’s Board was faced with thechallenging decision of downscal-ing or closing the doors to the facili-ty.

It is in light of this that they haveembarked on The Save DouglasMurray Home Campaign and thisfundraiser forms part of the cam-paign. The campaign is aimed atgalvanising the support of the com-munity and creating awareness tothe plight of the Home.“We have received tremendous

support since we have been afford-ed the opportunity to tell our storyin the previous article and in vari-ous interviews. The reality, howev-er, is that the Home needs this to beongoing as we still have a long wayto go and may find ourselves in thesame position sooner thanwe thinkif interest in the Home starts towane.”Businesses looking for branding

The City of Cape Town’s Tourism, Events and Marketing Directorate is inviting applicationsfor funding from arts organisations/institutions within the municipal boundaries of the Cityin one of the following areas:

1. Productions for a Performing Arts Festival in July 2014. Performing arts companies andgroups (in drama, dance, music, opera, and spoken word) are invited to submit proposalsfor original productions.

2. Events with a national and/or international impact (July 2013 – June 2014).Only applications for existing events taking place in Cape Town that include adevelopmental component will be viewed favourably.

Applicants need to indicate:(a) numbers attending the event in the last 2 – 3 years,(b) media value attained, and(c) economic impact (if possible).

All applicants must have a proven track record of no less than 2-3 years. A portfolioincluding press releases is required.

The City of Cape Town expects all applicants to have multiple sources of income and willnot provide bulk funding or fund entire proposals. Proof of funds raised or successful pastexperience at raising funds needs to be shown.

Supporting documents must include proof of bank details, NPO certificate, valid taxclearance certificate, latest municipal rates account and most recent audited financialstatements. All documents must be certified.

Applicants must complete the prescribed application form, which is available at our office onthe 14th Floor, Telkom Tower, Standard Bank Centre, Hertzog Boulevard, Cape Town, or can bedownloaded from www.capetown.gov.za, or by contacting Natalie Harper on tel 021 417 4101.The original form must be submitted – no photocopies, faxes or e-mails will be considered.

Late submissions will not be considered.

A RETREAT karateka returned from Eu-rope and Asia boasting two medals, frominternational tournaments, around hisneck.

Byron Wessels (18) has been practising ka-rate since 2000 and is fast becoming one of themost accomplished young exponents in theprovince.Wessels visited Kazakhstan and India this

month, where he claimed bronze in the Kaza-kh Kures Traditional Wrestling tournamentand the Asian Kickboxing Championships.The Premier College student first took up

the sport to learn self-defence – and then thekarate bug bit him.“I used to get bullied at primary school, so

I decided to join a karate club,” saysWessels.

“I have been training with (my sensei) forquite a bit now. I (no longer) get bullied, be-cause I am more respected, after (my peerswitnessed) all the things I can do.”The trip to India and Kazakhstan was

Wessels’ first time outside of South Africaand he was accompanied by his sensei.“It is a great achievement. I experienced

lots of things there that I never actually didbefore,” he adds.Hoosain Narker, Wessels’ instructor and

grandmaster of theAshiharaKarate Interna-tional (AKI), first started karate in 1974 andopened his first school six years later.He established AKI in 1998 and the organi-

sation has since spread the style of karate to48 different countries.Narker says despite the rapid growth and

international acclaim, he still considers hisdojo in Retreat a community organisation.

“Because of our community involvementwe consider ourselves asmore than just a ka-rate school – we are an educational institu-tion,” he says.“(Students) need to bring me their school

reports and we actually check whether theyare doing well. We don’t only want to developkarate people, but also people who can be abenefit to their communities.”Narker has been to several countries in

Asia, Europe and South America, and trav-elled all across the US and Canada teachingand competing in martial arts events.He will travel to Thailand to attend the

World Kumite Organisation South East AsiaCup, along with five students, at the end ofthe month.AKIwill also host teams from 18 other Afri-

can nations for the first African Festival ofTraditional Wrestling and Ashihara Karateat the Western Province Sports School inKuils River fromMonday 25 February to Sat-urday 2 March.
