He says he is looking for- ward to his new designation and working with the community. “The station where I am coming from has similar crimes – the gangsterism (and) prop- erty crimes. The type of crime is not new to me, I dealt with those at the previous station,” says Seals. “I met the community on Wednesday night. We spoke a bit and from there I could sense that working with them is going to be a good experience.” Seals adds he will start to “assess the situa- tion and personnel” at Steenberg soon. He will replace Colonel Cass Goolam, who was seconded to Steenberg from Mitchell’s Plain in October. Goolam will return to his post as station commissioner at Mitchell’s Plain. Goolam was meant to have returned to Mitchell’s Plain in December, but he will re- main in Steenberg until Friday 25 January to ensure a smooth transition. He is set to replace Brigadier Johan Brand, who has been promoted to cluster command- er in the place of General Jeremy Vearey, while Vearey has taken up a role at provincial level. Goolam says that while he enjoyed working with the NGOs, CPF, neighbourhood watches and other community organisations, he ex- pects to enjoy his time in Mitchell’s Plain just as much. “I am looking forward (to it) because the structures that are there were the initiative of General Veary, but I was part of their estab- lishment and growth,” says Goolam. “There have been some officers who have been promoted out of Mitchell’s Plain so they need some operational leadership.” Initially the CPF and neighbourhood watch members were worried that losing Goolam would result in a return to the high levels of crime which plagued the area last year. But Kevin Southgate, chairperson of the Steenberg CPF, says they were reassured af- ter meeting with Seals and General Peter Jacobs, Western Cape Deputy Provincial Commissioner of Operational Services, on Wednesday. “General Jacobs has told us the new station commissioner has been sourced by taking in- to consideration the requirements of the Steenberg policing precinct,” says Southgate. “He has also committed to ensure the new station commander will get the same type of support from the provincial office as was af- forded to Colonel Goolam. Let’s talkabout sexTEENAGERS can now legally engage inconsensual sexual activities with one an-other.

This comesafter JudgePierreRabie report-edly ruled that two sections of the Sexual Of-fence Act are “invalid” and “inconsistentwith the constitution”. Sexual activities ex-changed between children older than 12 butyounger than 16 years old, including kissingin public, used to be seen as a criminal of-fence. With consensual sexual activities nowlegal for children between the age of 12 and16 years old, People’s Post interns Luzuko Zi-ni and Tarren-Lee Habelgaarn took to thestreets to poll readers on their opinions onthe ruling.

CONFUSED:Maarten van den Elsaker, from theNetherlands, says he finds it hard to under-stand why there even has to be a law concern-ing sex and minors. “If you are 12 years oldyou shouldn’t even be thinking of having sex.At that age children should be riding bikes andplaying outside.”

UNACCEPTABLE: Jamiel Carelse says hedoesn’t agree with the ruling as as this couldlead to children having even less respect forthe authority of their parents. “Now everythingis going to fall apart. If children are having sexthey will think they are adults and will thinktheir parents can’t tell them what to do.”

TOO YOUNG: Sarah Jones says: “They are chil-dren, they can’t make decisions like that andthey are not aware of the consequences. I thinkthe legal age to have sex is 18 years.”

LITTLE INFORMATION:Max Rittner says: “Hav-ing sex is something natural but 12 to 16 yearolds are very young to be engaging in sex. Atthat age they don’t know enough about theconsequences of sex.”

SERIOUSMATTER: Ella Daniels says: “Childrenare informed about sex these days”. “I thinkthey might be vaguely aware of the conse-quences but not the severity of them.”

DAMAGING: Nadia Pontello says: “Childrenshould be kept active so that sex is not theirpriority at the age of 12 and 16.”

SCHOOLS in Lavender Hill and Retreathave been forced to shut their doors tolate applicants after reaching capacity.

Delta Primary School in Retreat and Lav-ender Hill High School have both informedPeople’s Post that several pupils were turnedaway recently because of a lack of space.

Delta, in particular, has been forced to re-ject more applications than usual this yearbecause the school building will undergo amajor renovation.

Bridgette Jacobs, Delta’s principal forover nine years, says the school will be mov-ing to mobile classrooms on the field whilerenovations take place.

“Our school is in a difficult position as weare getting a new building. We are going toget 23 mobile classrooms so we had to cutsome of the pupils,” says Jacobs.

“Some of the teachers have 50 pupils in theclass. I don’t like to send a child away. I willmake space and the teachers will make spacefor the child, but we can’t do it.”

The school currently has 864 pupils in 23classes, most of which have between 30 and40 pupils each. Jacobs adds that the schoolhas had to cut the number of classes in sever-al grades this year.

“Instead of having four pre-primary class-rooms we have three. Instead of having fiveGrade 5 classes we only have three. All theclasses are overloaded.”

Construction at Delta is set to start at theend of the month and, when the refurbish-ment finishes in December, the school willhave two computer labs, a separate sectionfor Grade Rs, a media centre and a hall with

a kitchen.Lavender Hill High had only a handful of

places left on Thursday 17 January, the sec-ond day of school for this year, but stillturned away several pupils.

Faseeg Manie, the principal, says he hasbeen forced to reject pupils from neighbour-ing areas and schools who failed last year.

“We are almost at the point where we aretotally full. We make allowances for our ownpupils who are repeating and also the Grade8 pupils who have come into system,” saysManie.

“What happens is that failures from neigh-bouring schools or from other schools havelooked for a place at our school. We are will-ing to accommodate them within reason, butwe are limited as we have space con-straints.”

Lavender Hill has 26 classes, four morethan the last year, with up to 40 pupils ineach class. Manie adds that the school hasalmost reached its 1088 pupil maximum.

The education department has advisedthat all children will be accommodated andurged parents to be patient.

Education minister Donald Grant said ina statement some parents are to blame fortheir children not being enrolled at schools.

“Some of these parents have legitimatereasons for late application. However, thereis a small minority of parents that have sim-ply left enrolment too late,” says Grant.

“It is the parents’ responsibility to ensurethey enrol their children at schools early.Their in-action in this regard could have im-plications – in that they will not get theirchildren at their first schools of choice. Atthis stage, many of the schools are full.”

The partnership combines exper-tise which will make this Mardi Grasthe best yet. The con-cept of the entertainment is to caterfor various age categories incorporat-ing the “carnival spirit” of Cape Town,says Bardien.

The Miss Mardi Gras, the highlightof the annual event, will host 20 of thetop local community ladies, with pre-shows to be held at Club Galaxy andClub Downtown. The event nowmoves from Friday night to Saturdaynight as part of the new feel of theshow.

With the support of the local FMCand CCC some of the costs to host theevent have been covered by the sportsand recreation department. Howeverthis is still far off from actual costs asprofits are to be utilised to invest insport development at the facility.

CDFA president Winston Engeldoehas urged the public to come out onthe Wednesday and Thursday of Mar-di Gras to support the various teamstaking part in the Champions Cup,which will see the winners of the Su-per League and Premier Division ineach age group battling it out to becrowned the Champs at Mardi Gras.

Engeldoe says: “We are happy tohave such a tournament form part ofMardi Gras as it is a fantastic platformfor exposure of the talent within CD-FA.”

Deon Cleinwerck – from ExtremeConcepts SA, an events company withover 20 years’ experience in the localand international arena – says thepublic is in for a treat. He adds theevent organisers have reached the fi-nal stage of planning for Mardi Grasand that he has moved on site to startthe set-up of the Mardi Gras village onFriday 18 January. “You will start tosee the village grow with the arrivalof the amusement rides and mar-quees, and this will signal to the pub-lic that Mardi Gras is almost here.”

Trading times are Wednesday 30January from 17:00 to 23:00; Thursday31 January from 17:00 to 23:00; Friday1 February from 17:00 to 00:00; and Sat-urday 2 February from 11:00 to 23:00.Entry for adults is R20, while childrenwill pay R10. Pensioners who producetheir card will enter for free.

‘No wheelchairs’ at health centreJUANITA WILLIAMS

A CARDIAC patient, who was in pain atthe time, has had to walk to the entranceof Retreat Community Health Centre be-cause there was nowheelchair available.

The complaint comes from Marlene Sata-rein, of Lavender Hill. She is the daughterof the cardiac patient, Mary Petersen.

“On Saturday 29 December at 3:30 werushedmymom to the Day Hospital becauseshe was suffering from severe backache anda tight chest. I ran into the hospital to fetcha wheelchair, but there were none available.The man at reception window five told meto take a seat and wait.”

Outside thehospital three ambulancedriv-ers offered to help and they went to look fora wheelchair.

Satarein became too alarmed to wait, asher mother was getting so short of breaththat she couldn’t speak. She struggled to gether mother out of the car and walked herslowly into the Day Hospital.

Eventually the ambulance staff returnedwith a wheelchair and wheeled her motherto the trauma unit.

“While we were waiting for my mother tobe treated, another woman came into thehospital looking for a wheelchair for hermother who had a swollen foot. Becausetherewere nowheelchairs, the injuredwom-an had to hop to the bench.”

The only wheelchair available was in useby Petersen. “A man sitting next to me hada badly swollen foot with pus running fromit,” says Satarein. “They transferred mymom from the wheelchair to a chair andwheeled the man away to the toilet and backto sit on the hard bench, because another pa-tient needed the wheelchair. What will hap-penwhen twoemergencycases turnup?Whyis it that government hospitals are being soneglected? It is pathetic how disadvantaged

the hospital, apologised for the lack of wheel-chairs and inconvenience.

“Five transporter wheelchairs were or-dered in October 2012 for replacement ofwheelchairs that were unlawfully removedfrom the premises by the public. We haveurged patients and security personnel tolook after the Western Cape GovernmentHealth Assets.”

She says that new wheelchairs are expect-ed to be delivered by the end of this month.

“In the interim, local management has re-placed the wheelchairs at Retreat Communi-ty Health Centre through inter-facility coop-eration and loans.”

Satarein was also troubled by the attitudeof nursing staff at the hospital. “I heard thesister in charge telling my mom ‘not tobreathe so hard’ as she is making herselftired. Is it possible tobreathe softlywhenyouhave a tight chest and such severe pain thatyou can’t sleep?”

Mahomba says: “We strongly support a pa-tient-centred approach where we show careand compassion towards patients. We wel-come constructive engagementwith the pub-lic and address shortcomings perceived inour service.

“All the prioritised funded posts have beenfilled, but the demand on public health serv-ices often exceeds resources. The WesternCape Government Health services has seengrowth in staff members in the past fewyears.”

She says major renovations have takenplace and additonal work is scheduled forthis year.

Trevor Pols, director of the South AfricanMedical and Education Foundation (SAME),has also been involved with improving con-ditions at this hospital.

SAME is an NGO which works to create“an environment where quality health care

and education is available to everyone”, saysits website.

“SAME was asked to provide the (RetreatCHC) with an HIV/TB Treatment and Coun-selling Unit. We built them a five-roomed In-fectiousDiseasesUnit fully equippedwithallthe necessary medical equipment. Theseproblems at the Retreat (CHC) are very un-fortunate”.

He says budget constraints prevent publichospitals from being on par with private fa-cilities. “This is why we appeal to the busi-ness community to invest in the country’shealth by partnering with the foundation.”

PLANS are afoot to turnaround the poor results andhigh drop-out rate at Laven-der Hill High School.

Faseeg Manie, the school’sprincipal, believes that the sub-standard performance of theschool’s pupils, together withthe failure to remain in schooluntil matric, is a direct results ofthe “poverty, gangsterism andsubstance abuse” in LavenderHill.

On Friday 18 January all 1088pupils at the school were givenT-shirts emblazoned with posi-tive messages as part of theYouth Empowerment throughSchool (YES) campaign and giv-en motivational talks at a specialassembly.

Manie hopes the T-shirts andother future aspects of the cam-paign will give his pupils theconfidence and desire to com-plete their schooling.

“The net result of all of this isto introduce a spirit of positivityin the school, of self-esteem, ofself-belief and of not making ex-cuses for not wanting toachieve,” says Manie.

“That is often the situation forworking class children. Weblame our apartheid past anduse it as an excuse of why wecan’t (achieve success).

“The YES campaign is aboutmindset change, about changingattitudes and about self-belief. Ifthe mind doesn’t change, youaren’t going to change.”

The YES programme was firstintroduced at schools last year.During the initial roll-out,Grade 8 pupils were given T-shirts which said “I am a 2016matriculant”.

Manie believes that the cam-paign has already borne fruit be-cause only 17 people in the 2012Grade 8 class failed.

The T-shirts were co-spon-sored by textile manufacturingfirm Seardel and HCI Founda-tion, the corporate social invest-ment arm of Hosken Consolidat-ed Investments, Seardel’s parentcompany.

HCI Foundation focused on ed-ucation-related projects at alllevels and have been involvedwith Lavender Hill High forabout two years.

Carol van der Rheede, the or-ganisation’s social project man-ager, says HCI chose to invest inthe school because of Manie’spassion for education and hisstaff.

“Lavender Hill must be one ofthe most impoverished areas inthe Western Cape. It has majorsocial challenges,” says Van DerRheede.

“The children come from verypoor economic conditions, withlots of social issues like gang-sterism and drugs. You need togive pupils who grow up in thatenvironment something to as-pire to and sometimes they needa helping hand.”

Manie says that the T-shirtsand motivational speeches areonly the first step in the ongoingcampaign.

“The T-shirt is just the sym-bol; it is just something to wear.It shouldn’t end there. If it does,its going to flop. The T-shirt cam-paign is part of a longer pro-gramme to turn the schoolaround,” he says.

“With the T-shirt campaignwe have started to change theirminds, but then you must also bepart of extra-mural activities af-ter school.

Manie adds: “There is a feed-ing scheme to keep people atschool, we have a homeworkcentre, we have teachers with af-ternoon classes, we don’t usecorporal punishment, we don’tinsult them and we want to raisetheir self-esteem.”

R50 and, if she loses, her children will gohungry for the rest of the week.

Basheda is oneof countless gamblers finan-cially depending on the spin of the wheel.She earns R400 a week working at a shoefactory and is up to her ears in debt, some-thingwhichhas givenher countless sleeplessnights.While well-dressed women and men pullout stacks of R100 notes fromexpensive leath-er wallets, the mother of four takes her cashfrom thebrownwage envelope she puts in theback of her faded jeans.She first got the taste of fast money twoyears ago while visiting family inWorcester.“We were simply going to have supper, butsomething about those bright lights andsound effects drew me to the gambling floor.I had a couple of bucks and decided to giveit a shot,” she recalls.From the R50 she fed into the machine, shewalked away with R540.“It would have taken me a week – and twonights of overtime – to earn that atwork,” shesays. “I kept checking my back pocket to seeif it was still there. In my book, I was rich.If you’re used to not having money layingaround, extras mean the world.”She has since spent every Saturday at thecasino, at times spending every cent.“Once I won R2 000,” the 35-year-old sayswith a glimmer in her eyes before admittingshe lost it all within two hours.She doesn’t believe she has a problem, de-spite admitting she once stole R200 from hersister-in-law. Neighbours have even phonedSocial Services after she left her children –aged two, six, nine and 13 – alone for a full

weekend while she gambled her wages away.“I don’t knowwhat the fusswas about,” shesays, irritably. “My eldest daughter is per-fectly capable of taking care of the rest.”Research conducted by the National Re-sponsible Gambling Programme indicatesthat while 50% of the country’s populationdoes not gamble at all, 2.5% are problem gam-blers.A total of 40% are recreational gamblersand 0.5% are pathological gamblers who re-quire medication to stop.The difference between a recreational andproblemgambler is that oneunderstands thatgambling is simply a form of entertainment,explains Professor Peter Collins, the execu-tive director of the programme.“Recreational gamblers only do it for the

adrenaline and excitement while problemgamblers believe gambling is a good way ofsolving their financial problems. They be-lieve there’s a system to making money andthat they canbeat the oddswhile a logical per-son would know that winning is purechance,” he says.Gambling addiction is similar to alcohol-ism as the addict has lost all self-control, Col-lins continues. “Usually the person is de-pressed or a substance abuser. It is rare thatthe addict’s only addiction is gambling.”The only way to properly kick the habit isthrough behavioural therapy, Collins stress-es. “But the real tragedy is most don’t wantto admit to having a problem as they are tooashamed or too hooked to take that first step.According to evidence gathered from around

the world, two thirds of people who soughtprofessional help were problem-free a yearlater. It is possible to imagine a life withoutthe addiction,” he says.Mike van Vuuren, the general manager ofGrandWest Casino which is part of the SunInternational Group, explains a gambler canhave himself “self-excluded” from the casinoshould gambling become problematic.“The Sun International Group regards self-exclusion contracts as legal and binding doc-uments that can’t be overturned. It remainsin place for a year and extends to all proper-ties in the group which in the Western Capeincludes GrandWest and Golden Valley inWorcester. At the end of the period it is possi-ble to have the contract extended,” he says.Banning, on the other hand, is institutedagainst patrons for not complying with therule of lawor for violatingGrandWest compa-ny policy, Van Vuuren explains.Contraventions leading to this ranges fromdisorderly behaviour to leaving children un-attended. Offenders can be prohibited fromentering thepremises for periodsbetween sixmonths and five years.However, he clarifies the difference be-tween the two is that problem gamblers arebarred voluntarily.“As with all addictions, treatment beginswith admitting you have a problem. They candiscuss self-exclusion with a manager whowill advise them to contact the counsellingline and will assist them in completing therelevant forms which are signed by both thecasino and the problem gambler.“However, this is not a quick-fix problemsolver. It is still up to the gambler to seektreatment and to honour the terms of the con-tract inwhich he or she effectively agrees notto enter any Sun International property fora period of one year.”

Thousands to walk for charityABOUT 40 000 feet will tread thestreets of Green Point and Sea Pointin aid of charity on Sunday 3 Marchwhen the 14th annual Sunshine D Po-lar Ice Cream 10km Big Walk takesplace.

Over 7 000 people attended the inaugu-ral Big Walk in 2000 and the event hassince grown into one of the biggest sport-ing events in Cape Town, attractingmore than 20 000 participants annually.People’s Post is the print media sponsor.Walkers are expected to turn out in

their numbers again this year, and DrElias Parker, convenor of the executivecommittee, believes the walk owes itspopularity to the family friendly atmos-phere.“This is a clean, family fun-filled road

walking event,” says Parker, addingwhile the event attracts many seriouswalkers it also has a “bigger social con-text. The fundraising aspect (also playsa part in which) people identify with theobjectives and the fun-filled nature ofthe event”.This year the Red Cross Children’s

Hospital Trust and Islamic Library willagain be the beneficiaries of the moneyraised by the walkers.Since the first event over R1.35m has

been raised for the Hospital Trust andbeen used to upgrade and maintain thehospital’s facilities and improve life forthe hospital’s many sickly children.

Last year aloneR150 000was raised forthe hospital, and substantial sums havealso beendonated to the IslamicLibrary,the organisation’s other main charitybeneficiary.The Big Walk has also donated large

sums of money to the League of theFriends of the Blind and Gift of the Giv-ers.Any funds donated to the Hospital

This after they went down 3-2 in the finaltest at Hartleyvale Stadium on Saturday.

The side’s had been deadlocked 2-2 at half-time but Louise Versavel, after a well-struckcross from the right, slapped home the win-ner with 15 minutes left on the clock.

The goalkeepers were kept busy in the end-to-end goalmouth action, but the strikers gotenough past them to have been reasonablysatisfied with their afternoon.

The scoreline opened when SA keeper Sa-nani Mangisa saved a shot from Jill Boon. Apenalty corner then saw Stephanie de Groofstepping up to power in a rasping flick rico-cheted off the stopper’s body into the net.

SA hit back five minutes later when Quan-ita Bobbs fed an early pass to Jade Mayne,who fired a blitzing backhand shot from the

edge of the strike zone.Despite SA playing a more patient, meas-

ured game than in the previous tests, Bel-gium again took the lead via the stick of DeGroof.

SA’s final first-half equaliser came fromLilian du Plessis following two consecutivepenalty corners.

Both sides had goals disallowed, but SA suf-fered the mortification of seeing Izelle Late-gan’s slashing strike from the left side of thestrike zone in the second-half smash into the

post and stay out.Going into the match South Africa were

looking for a morale-boosting win – and Bel-gium a series whitewash – ahead of the WorldLeague round two competition.

The international tournament kicked off atHartleyvale Stadium in Observatory yester-day (Monday).

South Africa’s campaign starts with amatch against Ghana at 19:00 today (Tuesday)and they will be boosted by the return of cap-tain Marsha Marescia.
