At a meeting held on Tuesday 11 November at Steenberg Police Sta- tion, residents raised concern over the crime rate increasing in the precinct. Sector 3 manager Warrant Offic- er Donovan Constant confirmed that crime has been increasing in the area at an alarming rate, but everything is being done to bring it to a halt. “Allenby Drive has become a lu- crative spot for criminal activities and has since been identified as a crime hotspot. We have found that residents get robbed with firearms while using the road,” Constant said. He added that the police station is experiencing a shortage of staff at the moment but all will be done to create a working communica- tion channel between residents, neighbourhood watches and the police. Constant emphasised the need to recruit more neighbourhood watches in the precinct, saying this will “increase visibility as well as curb crime”. In addition to robberies, Con- stant confirmed that house break- ins have become more frequent in Allenby Drive. “We have found that there is a tuck shop in the road that closes past 22:00. This is beyond the al- lowed operating hours which caus- es people to walk around late at night because they need to go to the shop. These people become easy targets of crime,” Constant ex- plained. Retreat Steenberg Civic Associa- tion chairperson Mark Solomon says the organisation is aware of the crime increase. “It has come to our attention that Allenby Drive has become a prob- lem with regard to criminal activi- ties,” Solomon says. But it must be noted that it is not only Allenby Drive that is a hotspot at the moment. This is a problem that stretches across the entire precinct.” He adds the most frequent com- plaints he hears about are burgla- ries. “Even one of our members’ home got broken into a week ago. The fre- quency of these incidents is alarm- ing and something should definite- ly be done about it,” Solomon adds. He has called on all organisa- tions to join forces in a concerted effort to curb crime in the area. “We need an holistic approach and get all our roleplayers on board so we can fight crime togeth- er. We need to have a plan for the festive season which aims to root out crime.” Steenberg police spokesperson Constable Zodwa Kedama con- firms the most frequent offences in the precinct are robberies. “In an effort to curb crime the po- lice conduct regular patrols espe- cially in the early hours of the morning when the people are walk- ing to the station and taxi rank,” Kedama says. Police have warned residents and commuters to be wary of their surrounds. “Residents should be aware of guys on bicycles as most of the per- petrators use bicycles to flee from the scene,” she adds. Residents have also been advised to walk in groups and to refrain from walking with the cellphones and valuables on display. “Residents should also not carry large amounts of cash and valua- bles in their possession,” Kedama adds. C ar seats for infants are no longer anoption.With amendments to the National

Road Traffic Act (NRTA) parents and car-egivers are now forced to ensure childrenaged from 0 to three are buckled up.An announcement on the amendments

was made by provincial transport ministerDonald Grant last week where he made anappeal to parents to buckle young childrenin appropriate car seats and protect themfrom horrific injuries.In a statement, Grant explains the amend-

ments were promulgated on Friday 31 Octo-ber. He highlights the changes which stipu-late that all children from newborns to theage of three have to be transported in appro-priate child seats when travelling in privatevehicles.Alida Jones, former Fish Hoek resident

and founder of Drive More Safely, is excitedabout the amendments and has spent sever-al years lobbying for the changes.She explains after assisting at an accident

scene on the N1 in 2011 where a young childhad died, she studied the Act to see what the

stipulations were regarding car seats.“I noticed that therewasnothing to ensure

that young children were buckled up and itstated that children three and older shouldbe in a car seat if available,” she explains.Jones says she was concerned and started

lobbying for the law to be changed.She is happy about the changes but ques-

tions the enforcement thereof.According to the statement the penalty for

not obeying this new rule has not yet beendetermined.This will be based on a submission of rec-

ommendation to the chief magistrates of dif-ferent districts for consideration and ap-proval. “Recommendations will need to bemade in respect of all new offences that havebeen created by these amended regula-tions,” Grant adds.Grant explains an analysis conducted by

Safely Home, using audited fatality datafrom the Forensic Pathology Services of theprovincial health department, showed themajority of the bodies of young childrenwhodied as passengers in road crashes were re-

covered outside or under the vehicle. “Thepresence of the body outside the vehicle isa near-certain indicator that the child wasnot restrained or was improperly re-strained, as ejection does not occur when anappropriate child restraint is used,” he says.According to the statistics provided by the

department, 292 children aged from zero to14 were killed in accidents in the WesternCape between 2011 and 2013.Of this total, 27werebabies agedbelowone

year old and 36 were children aged betweentwo and four.Of the 27 babies, 11 were found outside the

vehicle and seven inside. It is unknownwhere the remaining nine were found.Of the 36 children aged between two and

four, 21 were found outside the vehicle, 10inside and the location of the remaining fiveare unknown.Commenting on the statistics, Grant says

the presence of the body inside the vehicleis not an exclusionary factor in determiningif the child was restrained or not.“The analysis therefore erred on the side

of caution by default,” he says.“The data is indicative of a minimum of

two small children being killed on WesternCape roads each month after being ejectedfrom a vehicle in a road crash,” he says.Grant further explains passengers ejected

from a crash face a 75% chance of beingkilled due to ground impact injuries and col-lisions with other objects and vehicles.In December 2011, Jones made an appeal

to Far South residents to donate unused carseats to the organisation.The car seats are then given a makeover

and the organisation ensures they are inworking order.Jones explains the car seats are then given

to familieswhoneed themand the first dona-tions were given in Fish Hoek in 2012.To date they have donatedmore than 4 000

car seats.She has now appealed for parents and car-

egivers to be responsible and ensure chil-dren are buckled up.“When you lose a child it is too late. It best

Some post offices in the Mother Cityhave apparently unexpectedly closedits doors as a result of rent arrears.

It seems at least eight post officesacross the peninsula were closed bylandlords on lastweekTuesday 18No-vember.

On the same day, the SouthAfricanPost Office reiterated that it is experi-encing a problem with cash flow,which contributed to the shuttingdown of the branches.

Mary Gilchrist, provincial Post Of-fice spokesperson, said they had “dis-covered” that the rent for certain of-fices were not paid.

She said it was unclear how manybranches were affected, but the rele-

vant branches are mainly located inshopping malls.Die Burger recently reported on the

Post Offices financial predicament,which included a loss of R500m in thepast six months.

Union members have been onstrike for the past four months.

In addition, theboardof thePostOf-fice resigned from their posts on Fri-day 7 November.

Gilchrist confirmed the followingbranches have been closed: SableSquare Shopping Centre, CenturyCity; Blue Route Mall, Tokai; West-gate Mall, Mitchell’s Plain; OtteryCentre;KenilworthCentre;RiversideMall, Rondebosch; Cavalier Mall,Blue Downs; and Eerste River. – DieBurger

What’s the plan?This is the question councillors at

the South Peninsula Subcouncilhave asked following a spate of break-insand vandalism at City of Cape Town facili-ties in Ocean View, Seawinds, Rocklandsand Strandfontein.

This, they claim, took place following thereduction of security personnel at variousfacilities.

According to City Mayoral Committeemember for Community Services and Spe-cial Projects, Belinda Walker, this was doneto remain within the allocated budget in thecurrent financial year for security services.

Speaking during the subcouncil meetinglast week, chairperson Felicity Purchasequestioned the cost of the damages to vari-ous facilities in the subcouncil.

In the previous meeting Purchase raisedthe burglary at councillor Shaun August’soffice in Seawinds.

In her report, she said: “The perpetratorsbroke the office door and stole office equip-ment. This highlights the fact that there isa reduction of security across the City be-cause of budgetary constraints and that thisis not always the best answer.”

Proportional councillor Patricia Franckesays in Ocean View the paving at the OceanViewCivicCentrehadbeenknockedout andstolen.

This, she says, happened after securityguards were removed from the site.

Walker says they are looking into the re-placement costs.

Francke also fears the multi-purpose cen-tre will be hit by thieves and vandals as the

security there has also been reduced.Strandfontein councillor Elton Jansen al-

so raised the alarm about break-ins at theRocklands and Strandfontein sports com-plexes.

Jansen says brazen thieves have targetedclub houses and removed everything seem-ingly of value including brass taps.

Walker says the Rocklands complex hassuffered repeatedacts of vandalismsince thelast week of August.

She explains there has been substantialtheft and damage occurred to a range of fit-tings and fixtures. “Extensive damage hasoccurred to basic equipment and amenitiesthat render the facility less user-friendly.These repeated acts come at the expense ofthe City andmean that communities are notable to fully access and enjoy this facility,”she adds.

Since security at the Strandfontein facili-ty was removed, Jansen says he fears for thesafety of children using the field.

“I was alerted to a report of a robberywhere men came onto the field and held agroup of boys at knifepoint,” says a con-cerned Jansen.

According to Walker the facility was van-dalised in the first week of November anddamagewas done to the ablution block in or-der to access the plumbing and piping fix-tures. Jansen also says after agreeing to sup-plying R140 000 from ward allocation fundsto upgrading the Strandfontein facility, hefelt stuck.

“The money will be wasted if there is nosecurity but theward allocationhas been ap-proved and I can’t pull the funds back,” hesays.

Speaking at the meeting, Jansen said fol-lowing the reduction in security services the

City’s Sports, Recreation and Amenities De-partment were told they needed a plan.

“What is their plan?” he asked.Councillors agreed and requested a report

on the issue. Walker says the departmentmanages a large number of public facilitiesand has identified hotspots where facilitiesare particularly vulnerable to theft and van-dalism and security personnel will bepresent at these facilities.

“The department is closely monitoringthese facilities with the aim of finding themost effective and financially sustainableoptions for securing them against theft andvandalism.”

Asked whether they had a plan, Walkersaid: “Yes, a report was presented to man-

agement for consideration and securitynorms and standards have also been devel-oped by the City’s security forum.”

She further says keeping public spacessafe is a shared effort and residents neededto partner with the City and report criminalactivity, faulty or damaged infrastructure.

“We appeal to the local community in theimmediate neighbourhood to please assistthe City by reporting any suspicious behav-iour, either to City law enforcement or thepolice. Loukmaan and Alistair eventually gettinginvolved with the Kramer/Petersen produc-tions.All of them played the role of Broertjie in

District Six – The Musical at one stage.Theywerealsopart of thephenomenalKat

and the Kings that toured internationallyand won a Laurence Olivier Award in Lon-don.Alistair smiles when he recalls those

heady days when they were performing andtouring with the best on the local entertain-ment scene.“The Rockets andAl Etto played a big part

in taking our talent to another level, eventhough we were so young,” he said.“Loukman and myself were part of a tour

to Japan as part of Ricardo and Friends.When we got back we were joined by Emoand Ramaine who added another dimensionto our sounds and we were encouraged toform the group Nu Fancy.“This was about 1990, and we first record-

ed with the Rockets and then on our own.Remember that the recording studio was

next to Club Fame in Elsies River.”Looking back Alistair feels that this start

into the entertainment business made them

realise their destiny.“I think after a few years we realised this

is what we were designed to do with ourlives. All of us had music in our back-grounds,” he said.“The Adams’ always had some people

practising there for the minstrels or the Ma-lay Choirs. They participated in those com-petitions from young.“At Ramaine’s place the whole family

loved music; she was always singing tothem. And inmine therewere somany fami-ly members who played music but I am theone that took to it professionally and haveno regrets.”The concert will also feature the Sama-

Peace and quiet have eludedmany residentsof Emerald Crescent in Sharedon Park afterthe establishment of a shebeen in their nar-row street.A local shebeenwhichhas been in the area

for many years has been causing headachesfor surrounding residents as, they say, pa-trons to the shebeen are a nuisance.The owner of the shebeen could not be

reached for comment during a People’s Postvisit to the premises.A resident, who requested anonymity,

claims underage children are able to buy al-cohol with no proof of identification.

“We worry about our children in the area.They are subjected to this daily and thinkit is right. We need to make a plan to get theowner to either stop selling or to get a li-cense,” he says.

He adds that residents in the area some-times cannot access their own driveways be-cause customers to the shebeen block thenarrow road while buying alcohol.“At most times we are afraid of approach-

ing these people who buy at the shebeen. Wedo not want to confront them as we havedone this before but they become aggressiveand at times violent,” he adds.This has resulted in residents fearing for

their lives and instead quietly live with theinconvenience. “The place does not even

have set operating hours. People come hereat all hours of the night andmake a nuisanceof themselves.”According to another resident, who also

requested anonymity, they have called po-lice on numerous occasions to conduct raidsat the shebeen.“When the police come they confiscate her

wine but days later you will see the shebeenoperating again. It is as if they have no re-gard for the law,” she says.The residents insist that these raids need

to take place more frequently.“She should be fined as well. Or else all

this activity will be ongoing and we sufferat the end of the day.”Muizenberg police spokesperson Captain

Stephen Knapp says according to informa-tion received, the owner has applied for a li-cense and they are in the process of havingthe shebeen trade legally.“Admittedly, we do sometimes forget to

conduct patrols at the shebeen as we deploylots of manpower to concentrate on Vry-grond recently,” Knapp explains.However,Knappassures residents that ac-

tion will be taken.“We cannot be everywhere at once and pa-

trol at one specific place all day. However,we will ensure that there are frequent pa-trols at the shebeen.”He adds since the beginning of the year,

four raids have taken place at the shebeenwith the most recent confiscation in June.

City­wide free Wi­Fi by mid­2015The City of Cape Town plans to provide freeWi-Fi at 61 of its buildings by the end ofJune 2015.

This free service will be provided both in-side public buildings – via the city’s 102SmartCape Computer facilities – and out-side via 61 public access hotspots, wherepeople congregate and queue for services,a statement said.

These amenities include clinics, adminis-tration buildings, traffic departments, firestations and public transport interchanges,said Hayley van der Woude, the city’s mediacoordinator.

She said certain areas will be serviced byDecember.

“Each access point will cost betweenR60 000 and R100 000 to install,” said Vander Woude.

The City partnered with service provid-ers MWEB, Internet Solutions and Orange,a Paris-based telecommunications compa-ny. “Orange will offer a free 200 MB databundle a day. Internet Solutions will offera free data bundle of 50 MB a day, whileMWEB will provide an uncapped data bun-dle for the trial period,” she added.

The digital inclusion project forms partof the City’s R1.3bn programme to completethe roll-out over the next seven years in sup-port of economic development and opportu-nity expansion.

The storm over a proposed waste drop-off facility in Parkwood continues un-abated as the public participation

process is still going through its first phase.People’s Post previously reported on the

facility (“Rubbish days are numbered”, 21October) which has been met with muchcontest fromthe residents inParkwoodandsurrounds.

Residents are disputing the site andstrongly oppose the facility in their com-munity, saying it is a “dump site”.

The facility, which is proposed to behoused on Prince George Drive, will be sit-uated adjacent to the Klip Road Cemetery.

At recentmeetings held at subcouncils 18and 20, a presentation was put forward byAlison Davidson from of the City of CapeTown’s Solid Waste Department.

Davidson explained the public participa-tion process started on 23 September.

Parkwood residents, however, disputethis saying they were unaware of a publicparticipation process until they read aboutit in People’s Post.

Davidson explained the public participa-tion process has been extended by a monthand will now end on Sunday 30 November.

“We have decided to extend the publicparticipation process by 30 days to get com-ment from the public as well as input frompeople who will be affected by the site.”

A second round of public participationwill be done during January or Februarybut dates are to be confirmed, she said.

She added the facility will operate fromMonday to Saturday from 08:00 until 20:00.

The site will also form part of the R300link-up.

After the presentation, councillors were

given the opportunity to pose questions re-lating to the proposed site.

Councillor Garin Cavanagh suggested aname change to the site as a result of theconflict from Parkwood residents.

“Residents from the area are upset dueto the negative connotations to the name asit is continuously referred to as the ‘Park-wood’ site. A name change should be con-sidered so residents don’t feel as thoughthey will be living near a dump,” said Cav-anagh.

Councillors in attendance agreed to thissuggestion offering Prince George DriveWaste Drop Off Facility and Walmer RoadWaste Drop Off Facility as suggestions.

Davidson said shewould take the sugges-tions back to the department for considera-tion.

Subcouncil 18 chairperson Monty Oliverexpressed concern as to why the item wasonly brought to council “at such a maturestage”.

“We feel the subcouncil was disregardedin this process and it is unfair that this itemonly appears on our desks now. The com-munity is infuriated and wanted answersfrom us,” he said.

Ward 66 councillor Melanie Arendsequestioned which other sites were visitedduring the identification process.

“We hear other sites were visited and wewould like to know where these sites are.

“Our biggest problem remains that coun-cillors were not informed about this facili-ty and the community was uninformed,”Arendse said.

Davidson noted a suggestion from coun-cillors that a site visit should be arrangedto a similar site where a select few commu-nitymembers can go to and the functionali-ty of the site be explained so they may re-port back to the community.

Police meeting enlighteningI thoroughly enjoyed and learnt much fromthe Policing Needs and Priorities meetingfor the Wynberg Police Cluster which washeld atGrassyParkCivicCentre onTuesday4 November. The event was hosted by West-ernCapeSafety andSecurityMECDanPlatoand his team.I thought the event was well-organised

and attended by, among others, police depu-ty commanders, councillors, City of CapeTown officials, neighbourhood watches,community police forums and a street com-mittee in Grassy Park.Meetings such as these make me happy to

be living in the Western Cape, in that it al-lows one to feel part of the solution amid themany problems we face.In my view, the big problem is how our

youngsters are let loose by absent parentsand the sundry miscreants who make it

their life’s work to lead our young peopleastray. I, too, am very concerned about theyoungsterswho smoke dagga, use drugs, aredisrespectful, play truant, have a lack of self-confidence and indulge in a false sense ofbravado.We need to care enough about our young-

sters to do our best to help them even if itmeans getting tough with them.Too many parents and guardians turn a

blind eye to the misdeeds of their charges.That, to me, is unacceptable no matter whatthe reasons are.Iwish to, as amember of the LavenderHill

We are the victims who are sufferingphysically, financially, emotionally andspiritually because our [government] is do-ing absolutely nothing to stop this wave ofterror. Survey givesmore insightThe first of a three-phase project to

improve a response to the plight ofstreet people has been completed.

This according to the City of CapeTown’s Social Development and EarlyChildhood Development Directorate.A street people survey was conducted

in shelters and on the streets over a four-day period in June by 220 trained field-workers.The survey included a head count and

the completion of questionnaires to es-tablish how long respondents have beenon the streets, their communities of ori-gin, what they do to survive on thestreets, andwhether or not theyuse shel-ters and services within the city, ex-plains Mayoral Committee member forSocial Development and Early Child-hood Development Suzette Little.“We already have numerous interven-

tions in place. These interventions are,however, based on estimates datingbacka number of years. We therefore decidedto gain a better understanding over timeof how many people we are dealing withand look to repurposing our interven-tions if need be,” she says.Over 2 500 people took part in the sur-

vey. Of the 1 593 who reported on thelength of time that they have been on thestreet, 17% had been on the street for be-tween one and five years with 15% fairlynewarrivalswhohad been on the streetsfor less than one to six months.Geographically, thehighest number of

respondents was counted in the CapeTown City Bowl. About 15% of the sam-ple reported being on the street out ofchoice, withmost reporting lack of hous-ing (26%), the loss of family (18%), sub-stance abuse (15%), and unemploymentand economic factors (15%) as reasonsfor their continued stay on the street.There was a significant difference in

the income strategies between those liv-ing on the street and those in shelters.When living on the street, income waspredominately generated from begging(45%), temporary or contract employ-ment (37%) and social grants (2%).Those in shelters had more access to

temporary employment (43%), socialgrants (29%) and fewer than 8% resortedto begging on the street.The next phase of the project is to com-

pare the latest data with the findings ofprevious surveys and establish trendsthat could further shape the directo-rate’s street people interventions.“Once we finish phase two, we’ll move

on to the final phase which is the estab-lishment of a database, using this datathat we have collected as a foundation,”says Little.A number of street children were ob-

served during the survey and the Citywill propose a similar enumeration fo-cusing on children to the provincial De-partment of Social Development as theresponsible authority in terms of theChild Care Act.

Akio Toyoda has seen the fu-ture and it’s called Mirai.That’s the name of Toyota’s

new fuel-cell car which the compa-ny’s president announced in a vid-eo the day before the car’s officiallaunch.Mirai, which means ‘future’ in

Japanese, is said by the automakerto be a turning point for the auto-motive industry with the promise“of a world that is safer, greenerand easier for everyone”.In Toyoda’s words: “This is a car

that lets you have it all with nocompromises.”Toyota says the car has the cruis-

ing range of a conventional saloon,can be refuelled in less than five

minutes, and emits only water va-pour.The four-door will launch in Ja-

pan with the price-tag reading $57500 - about R637 000 and a heavyprice for a modest, if rather sexy,family car. Toyota is hoping for 400sales in 2015 followed by Americanconsumption of 3 000 a year by2017.All that’s needednow is an ad-equate number of hydrogen fuel-ling stations.This is what Toyoda said in the

video: “Today, we are at a turningpoint in automotive history wherepeople will embrace a new, envi-ronmentally-friendly car that is apleasure to drive. A turning pointwhere a four-door sedan can travel

500km on a single tank of hydro-gen, can be refuelled in under fiveminutes and emit only water va-pour. Getting closer to autonomous carsAs millions of cars are under recall forpotentially lethal air bags, designers aretrying to reduce the need for the device- using sensors, radar, cameras and la-sers to prevent collisions in the firstplace.With driver error blamed for over 90%

of road crashes, the thinking is it wouldbe better to have them do less of the driv-ing. TheUS Insurance Institute forHigh-way Safety found that forward-collisionwarning systems cut vehicle-to-vehiclecrashes by 7% - not a huge leap,but a po-tential life saver. Nearly 31 000 peopledied in car crashes in the USA in 2012.Thomas Weber, global R&D head at

Mercedes-Benz, said: “Passive safety fea-tures will stay important, and we needthem. The next level is now visible. Au-tonomousdriving forus is clearly a strat-egy to realise our vision for accident-freedriving.”While giving a computer full control of

a car is some way off, there’s a lot it cando in the meantime.For now, in some cars you can take

your foot off the pedal and hands off thewheel in slow-moving traffic, and the carwill keep pace with the vehicle in front;it can jolt you awake if it senses you’renodding off; alert you if you’re crossinginto another lane; and brake automati-cally if you don’t react to warnings of ahazard ahead.How close this all comes to leaving the

driver out of the equationwas illustratedbyanexperiment atDaimler in 2013: add-ing just a few off-the-shelf components toaMercedes-Benz S-Class, a teamwent ona 100km ride in Germany without hu-man intervention.Team member David Pfeiffer said:

Such features, however, require solv-ing thorny problems, including how toavoid pedestrians. While in-car camerasare good at identifying and classifyingobjects, they don’t work so well in fog orat night. Radar, on the other hand, cancalculate the speed, distance and direc-tion of objects, and works well in limitedlight, but can’t tell between a pedestrianand a pole. While traffic signs are sta-tionary and similar in shape, people areoften neither. For a better fix on direc-tion there’s LiDAR - a combination oflight and radar - which creates a pictureof objects using lasers. Velodyne’s sen-sors on Google’s autonomous car, for ex-ample, use up to 64 laser beams spinning20 times per second to create a 360-de-gree, 3D view of up to several hundredmetres around the car.Mercedes’ ‘Stop-and-Go Pilot’ feature

matches the speed of the car in front inslow traffic and adjusts steering to stayin lane using two ultrasonic detectors,five cameras and six radar sensors.“This technology is a first major step,”said R&D chief Weber. “(However dis-tracted the driver is), the system miti-gates any accident risk in front.”The next stage, experts say, is a road

network which talks to cars, and wherecars talk to other cars. Other approaches in-clude using cameras tomonitor the driv-er. Not everyone, though, welcomes thisprogress. Some drivers complain thetechnology is intrusive, or is inconsist-ent.
