Requests have been made with the City of Cape Town to close alleyways as they are be- lieved to be “perfect spots for criminal” ac- tivity. Clive Jacobs, a community leader, is frus- trated at the lack of action by Steenberg po- lice and the City when it comes to alleyways. “Robberies in alleyways are a real con- cern which is growing by the day and no- body is tackling the problem,” he says. Jacobs says a few alleyways have been la- belled as dangerous. He has suggested they be closed off to avoid further incidents. “People are losing their hard-earned mon- ies because there are plenty drug addicts sit- ting and waiting for their next target,” he al- leges. “The Council are relying on the police to monitor the situation too much. They can al- so be doing things to prevent this from hap- pening.” Seawinds resident Sadeeqah Kalam has been a victim of robbery twice in one month. On both occasions she was making her way down the alleyway running parallel to Prince George Drive. “I use that alley as a shortcut to get to work and have been using it for years,” she says. “Two guys just jumped out from the canal, threw me against the wall and ran off with my bag.” Kalam is not convinced closing off the al- ley is a real solution. She would, instead, like to see more visible policing at the “hotspot”. The alley between Sonata and Beethoven streets, better know as “The Waterfront”, is infamous for several incidents in the past. It remains a concern to residents. Lavender Hill resident Anton Patterson has borne the brunt of robbers at The Water- front. Patterson, as well as his two daughters, were robbed at that spot on three occasions. “It’s just people who are becoming really desperate and they need to feed their drug habits,” he says. “These thieves will sit there all day until the perfect opportunity to rob somebody arises.” Patterson also does not agree with closing off the alleyways as, he says, many people use it as shortcuts. “I don’t see why people’s lives should be inconvenienced. Police should make sure they patrol these problem alleys, because everybody knows how bad the situation is at The Waterfront,” he says. Steenberg police spokesperson Constable Zodwa Kedama confirms robberies in the precinct are becoming a problem. “Police are making lots of arrests and they are all robbery-related crimes,” she says. Sonata and Beethoven streets in Lavender Hill have been identified by police as hotspots. The most recent arrest for robbery was made at the corner of Ravel and Wagna roads in Steenberg on Tuesday 1 October. “The police will tackle this problem by providing police visibility, patrols and stop- and-search operations,” Kedama says. Citizen journalism: Bam leads the wayMeet People’s Post’sfirst citizen journal-ist.Philip Bam was

born in Hardevlei on 25 October 1948. Hematriculated from South Peninsula HighSchool in 1966 and went on to study at theCalvinist Theological Seminary, where hewas ordained in 1973.He also holds a Diploma in Business Ad-

ministration, 1st Class fromExecutive Edu-cation in Cape Town, as well as in PublicRelations from the Centre for ManagementDevelopment.In 1979 Bam stepped down from full-time

ministry, because of his great interest in theaffairs of the visually handicapped commu-nity. He became executive director of theLeague of Friends of the Blind (Lofob), a po-sition he very recently stepped down from– he will officially step down at the end ofthe month.He still remained active in the church,

heading up the church’scommission on dogmatics,and chaired the commissionfor the official journal of thechurch. Bam was honouredby theCity of CapeTown, re-ceiving the Mayor’s Medalfor Community Service in2009. COMMUNITY SAFETY: SMS SERVICE EXTENDED

While reporting safety concerns is on-ly a text away, the effectiveness ofa relaunched crime line is being

questioned.The SMS number 35395, initially

launched as part of the provincial Depart-ment for Community Safety’s Reward aCop/Report a Cop programme where thepublic could report or compliment the po-lice, now comes with extra services.

But some are questioning how efficientthe service will be.

Provincial minister for Community Safe-ty Dan Plato says the department expandedthe service to allow the public to lodge com-munity needs, find out about traffic on theprovince’s national roads and receive tipson safety and fatigue. “We are not stoppingthe Reward a Cop/Report a Cop pro-gramme. The public are still encouraged touse it for reporting police and traffic servic-es. In the absence of regular crime statis-tics, we are focusing on collecting policingneeds and priority information for all com-munities in the province,” he says.

Users can SMS the word “safe” to 35395and an official will call them to gather infor-mation on what they feel is important forcommunity safety, crimesaffecting commu-nities and policing challenges and success-es.

“People not always at liberty to speakopenly at policing meetings where we usu-ally gather information. They can now sendanSMSat aminimal cost andwewill returntheir call to hear what they have to say,”Plato says.

“For traffic updates and road safety peo-ple can SMS the word ‘info’. Once the mes-

sage has been received, the service will pro-vide safety and traffic information, and – ifneeded – an official will contact the persondirectly.”

While the initiative gives citizens the op-portunity to voice their concerns about po-licing, the SMS line will inevitably not helpprevent offences from taking place in thefirst place, argues volunteer crime fighterHanif Loonat.

“The department needs to come up withpro-active projects when addressing crime.This SMS line is a reactive project whichencourages the public to work against thepolice when they’re supposed to beworkingwith them,” he says.

“The police are not committing crimes;people are responsible for crime in our com-munities. The police only arrive at thescene after a crime was committed. The de-partment should instead be implementingprojects which educate communities to re-frain from crime.”

Plato’s spokesperson Greg Wagnercounters the department has been pro-ac-tive about crime by hosting annual policingneeds and priorities meetings, which pro-vide a platform for the public, communitypolicing forums, NGOs, neighbourhoodwatches, business owners and representa-tives of the religious fraternity.

“Minister Plato also attends public meet-ings where communities can raise safetyconcerns which are explored by the depart-ment and relayed to relevant authoritiessuch as the police or the Independent PoliceInvestigative Directorate for further inves-tigation,” Wagner says.

“Safety information pamphlets are alsodistributed at public meetings and duringcommunity walkabouts with theminister.”

Kalk Bay resident Aashiq Newman, whois also chairperson of the Fisherman’s Flatsbody corporate, says he informed the com-munity about the SMS line.

He claims they reported their communityneeds but, to date, no one received respons-es.

“It was a bad service and I doubt whetherit will work. If people are enquiring abouttraffic, the department needs to ensure thattheir response is immediate or else peoplewill get frustrated,” he says.

A city neighbourhood watch memberYasmena Ajam says she frequently reportscrime to the police and to the emergencynumber 10111 with very little success.

“I hope this SMS line will be effective, be-cause we’ve had numerous problems withpolice not arriving at reported scenes. I’mconcerned about my community. All I needis someone to assist me quickly when I re-port a crime,” she says.

A city community improvement districtmanager, Shirley Aldum says it is difficultto determine how helpful the SMS line willbe for the province.

“How much more difficult won’t it be forpeople trying to pinpoint roads across theprovince?” she asks.

But Zweli Mnisi, spokesperson for Minis-ter of Police Nathi Mthethwa, says peopleshould not be too critical about the service.He suggested communities give it a chancebefore writing it off.

The liquor licence application submittedfor a new outlet of a national chainstore in Retreat continues to be met

with some resistance.This comes in the wake of a wave of objec-

tions to a liquor licence application for a Sec-ondAvenue house (“Liquor application fansflames of rage”,People’s Post, 24 September).The report focused on the liquor problem

currently plaguing the community.Meanwhile, a handful of residents ques-

tioned why Shoprite, which has yet to open,was allowed to apply for a liquor licence de-spite claims that the liquor problem is grow-ing out of hand in Retreat.Jennifer Nielsen, a former shebeen owner

in Steenberg, has had her business closeddown and was subsequently denied a liquorlicence.“I cannot understand why is it right for

Shoprite to have a liquor licence when eve-rybody seems to think that Retreat has aproblem with alcohol,” a puzzled Nielsensays.In 2002, sheapplied for a liquor licence, but

the community objected.Kevin Southgate, chairperson of the

Steenberg Community Police Forum (CPF),says there is a vast difference between thetwo types of applications.He says shebeens have no boundaries,

claiming owners sell to under-18s and alsoto people who are already intoxicated.Shebeens within a residential area also

endupcausinghugeanti-social problems forresidents.

“There is a difference, because we knowthat Shoprite will not be as irresponsibleand they will be selling alcohol within theboundaries of the law,” Southgate says.Shoprite spokesperson Sarita van Wyk

says the store is not planning to open a liq-uor outlet in Retreat.She says the supermarket has applied to

sell wine in the new store.“The application is pending with the Liq-

uor Board and during this process the boardwill also give consideration to any com-ments that may be brought forward by thecommunity,” she says.VanWyk says Shoprite “adheres to all ap-

plicable liquor regulations” such as not sell-ing wine to under-18s, observing wine trad-ing times and subscribing to the body thatdealswith issues surrounding alcohol abuse(the Industry Association for ResponsibleAlcohol Use or ARA).Shoprite wine departments only sell wine

in bottles and boxes which does not exceedthe 14% alcohol limit. “No ‘papsakke’ orplastic containers are stocked.”Southgate confirms the application had

recently been discussed by the CPF and noobjections were raised.Steenberg police spokesperson Constable

More people in the Western Cape havelodged complaints against police officersduring the financial year than those inother parts of the country.Independent Police Investigative Di-

rectorate (IPID) officials investigated 857complaints against Western Cape policeofficers in 2011/12. In the past financialyear, there were 1 640 complaints.Nationally 6 728 complaints against po-

lice officers were investigated.The charges include deaths in police

custody; deaths as a result of police ac-tion; discharge of a service firearm; rapeby a police officer; rape while in policecustody; torture or assault; corruption;other criminal matters; systemic corrup-tion; and violations of the IPID Act.Figures in IPID’s annual report show

that 37 Western Cape police officers wereinvestigated for rape. Seven of the rapesoccurredwhile police officerswere ondu-ty and the other 30while the officerswere

off duty.A total of 277 police officers were also

investigated in connectionwith the firingof a service firearm – 169 casesmore thanthe 108 cases investigated in the EasternCape.In addition, 1 142 police officers in the

province were under investigation aftercomplaints of torture or assault.In terms the IPID Act all incidents in

which police officers are seen as perpe-trators must be investigated, whetherthese are committed while they were onduty or not.Meanwhile, IPID officials in the prov-

ince completed only 35% of the investi-gated cases.According to the report it represents

598 of the cases reported to IPID.A total of 61 caseswerealsobrought for-

ward from the previous financial year.The report states that 28 of the rape in-

vestigations have been completed. Six ofthe officers accused of rape were dis-missed from the police.

A community activist hopes to use hisnewly-released album as a weapon tofight the “oppression” which current-

ly has a firm grip over the community ofVrygrond.Isaac Goliat, who worked on his album atthe Westlake Studios, aims to bring allSouth Africans closer together.Goliat’s first album is titled Africa.His first song, titled We pray for Africa,speaks of howbeautiful the continent is andhow badly the people living here need topray to preserve the beauty of the conti-nent.The album, with influences of reggae,came about after Goliat claims to have wit-nessed “his own people” being oppressedand neglected in the community.“The people, especially those living inVrygrond, are really suffering, but nobodywants to stand up for themselves andwouldrather just put up with whatever getsthrown at them,” he says.Goliat is amember of theVrygrondCrisisCommittee, an organisation representingsome residents in Vrygrond, as well as of

the youth section of the Ward Forum Com-mittee.He feels the community of Vrygrond haslong been in need of some positive influenc-es and hopes this can come through his al-bum. “The album is really powerful and Ihope people (residents of Vrygrond) willwake up and not wait for government to dothings for them,” Goliat says.When not cranking out the beats againstoppression, Goliat spends time fighting avery different sort of battle.Kitted with gloves and headgear, Goliatis also involvedwith the community boxingclub as a boxing promoter seeking new tal-ents.“Vrygrond has so much to offer, but thepeople are not confident enough to believethey are worth anything,” he says.“I will carry on about this, but I want myalbum to make people see there is a betterlife for them. DIAL-A-RIDE PUBLIC TRANSPORT SERVICEInvitation to people living with disabilitiesThe Dial-a-Ride public transport service is a scheduled service for people whose physicaldisabilities render them unable to use mainstream public transport.

All potential passengers must be assessed by an appointed occupational therapist to ensurethat as many people as possible, who meet the qualifying criteria, can be accommodated.The City invites all those who are currently not accommodated but wish to make use of theservice to make an appointment for an assessment.

Appointments can be made any day of the week between 12:00 and 20:00 bycalling 0800 600 895.

Those with appointments will be collected from their homes, taken to Tygerberg Hospital,assessed and returned home.

Public poolsopen for summerCooling down this summer is as easy asheading over to your nearest municipalpool.

Most of the City’s pools are open between10:00 and 17:00 or from 08:00 to 17:00 on par-ticularly hot days.

City officials say safety at these publicspaces remains a priority.

A record number of over one million peo-ple visited the City’s swimming pools lastsummer. Mnandi and the Sea Point Pavil-ion swimming pools were the most popularwith over 70 000 visitors each.

Despite the high usage over the summerseason, there were no drownings or seriousincidents at any of the City’s pools, officialssay.

Mayoral Committee member for Commu-nity Services and Special Projects, BelindaWalker says the City has intensified safetymeasures at all public swimming pools.

There will be over 200 senior and multi-skilled lifeguards working at the publicpools this summer.

“We would like to appeal to all pool usersto obey the instructions and guidance oflifeguards and City staff. A lifeguard’s mostimportant role is the prevention of drown-ing incidents, but they also serve to teachpool users about water safety.

“Our municipal pools should be places offun and recreation, without any fear of irre-sponsible behaviour that can place otherbathers at risk,” she says.

The City regularly hosts Learn to Swimprogrammes. With 460 drowning incidentsreported annually in South Africa, Learn toSwim programmes are a priority for the De-

partment of Sport, Recreation and Ameni-ties.

“Many people are prevented from learn-ing to swim due to a lack of access to swim-ming pools. The City is committed to pro-viding increased access to swimming poolsas well as water education programmes,”Walker says.

The municipal Retreat Swimming pool isexpected to undergo upgrades which willinclude the construction of a new roof. Asa result, it will not be able to open at thestart of the season, but is expected to opentowards the end of February 2014 and willthen stay open throughout the whole yearas an indoor swimming pool.

In addition, the Bellville South municipalpool is scheduled to close in February 2014for repairs and maintenance.

No children under the age of seven willbe allowed to enter any of the swimmingpools without being accompanied by some-one who is 18 or older.

Parents or guardians who accompany thechildren to the City’s swimming poolsshould not leave the children on their ownand then leave the facilities.

The public are encouraged to familiarisethemselves with the rules when visitingpublic pools.

No alcohol or banned substances may bebrought into the facility; no glass contain-ers are allowed in the facility; no weaponsof any kind are allowed on the premises; norunning or horse-play is allowed in andaround the pool; no dunking or diving offother people’s shoulders is allowed; and noball games are allowed in or outside.

Silvertree Baseball Club has set modestgoals for its first season back in theMa-jor League after 18 years.

The Southfield club won promotion lastyear after finishing at the summit of theBaseball Western Province’s PromotionLeague with 18 wins in 21 games.Coach and club deputy chairpersonAnton

Maraise says avoiding relegation this sea-son will be a success for the club.“Our goal is just to stay afloat this year.

The competition in the Major League is to-tally different,” he says.“We have to stay in themiddle of the table.

We don’t want to go in and get relegated nextyear. We will just try to stay within the topfive. We don’t want to push the goals toohigh, because we’ll lose focus of what wewant to do.”Silvertree’s path back to the upper eche-

lons of Cape Town baseball has been a longone.The club struggled after being relegated 18

years ago, and completely shut down thesenior section because of dwindling playernumbers in 2003.The senior section remained dormant for

five years, but during that period the clubwas hard at work plotting a comeback.“We worked on a five-year plan to restart

the senior ranks,” Marais says.“We slowly got a third team going, who

won their division and we went to the pro-motion league. For three years we wereknocking at the door for promotion, finish-ing second. Last year we took it all the way.”Marais says the club fought its way back

to the top by focusing on their junior ranksuntil they had produced enough players fora senior team.“Our senior players have been playing

here since t-ball years. We groomed them toadvance to the senior ranks and we havebuilt a phenomenal side, with talentedyoungsters.”The Major League team members have

been at the club since age of 10.Ottery resident Dean Jacobs (22) is one of

the club’s biggest success stories. He startedat Silvertree at just nine years old and hasgone on to earn a Western Province call upand the club captaincy.

“I have been through all the ranks; it’s likea dream come true to be in themajor league,the highest division in South Africa,” hesays.“I am very proud of my club. We finally

made it and we made history for Silvertree.I would like us to stay in the Major League.It’s our first year so it’s going to be tough,but we need to stay strong and confident.”Earning promotion to the Major League

means that Silvertree’s juniors have also

been promoted.Marais says the club now needs to restart

the production cycle and has urged anyyoung players to join.“We don’t actually take on older players;

A group of 16 karateka are set tocompete in one of the world’smostprestigious mixed martial artstournaments.The group, who train at the

Seishinkai Motobu-Ha Shito-Ryudojos in Bo-Kaap, Walmer Estate,Manenberg and Mitchell’s Plain,qualified for the ISKAWorld Mar-tial Arts Championships tourna-ment by claiming medals at theDestiny SA Open tournament lastmonth.In total the dojo won 56 medals

in almost every age group fromsix-years-old to the seniors.Cassiem Davids, sensei at the

Bo-Kaap, Walmer Estate andManenberg dojos, attributes hisstudents success to their experi-ence.“Our kareteka have a lot of experience, es-

pecially in the 14-years-old to the seniorgroup,” he says.“They have experience at provincial, na-

tional and international level. Quite a few ofthemcompeted at theWorldChampionshipsin Malaysia last year, the CommonwealthGames in Australia and in Mozambique re-cently; and they did extremely well. They dowell in every tournament in which theycompete.”TheDestinyOpen sees fighters compete in

several different martial arts disciplines,such as kata and tile breaking, aswell as fivedifferent styles of fighting. Fighters competein traditional karate, mixed martial arts(MMA), jiu-jitsu, kick boxing and grapplingbouts at the same tournament.After winning their division in one of

these disciplines, fighters then go on to facethe winners of the other four disciplines forthe title of Grand Champion.TheBo-Kaapdojowon fiveGrandChampi-

onships, with Mitchell’s Plain’s ChanelleGewers winning the senior women’s titleand Waggedien Davids being crowned thesenior men’s champion.Davids, Gewers and Yumna Isaacs also

won Grand Championships for kata.Gewers (18) has been participating in the

sport for 13 years and says her success is theresult of hard work.

“I was very tired in the Grand Champion-ship fights, because competing for two con-secutive days, until late at night is very tir-ing,” she says.“This was the second time I participated

and it’s the first time Iwon theGrandCham-pionships. It’s a feeling that I will never for-get, because I went there with the aim ofbringing home one of those trophies – andI did. I wanted to win last year, but I didn’t.After that I worked hard because I knew Iwanted a trophy this year. I guess all myhard work paid off.”The ISKA World Martial Arts Champion-

ships will be held in Florida, USA in July2014.Davids is confident his students have

what it takes to rake in the medals again.“They all definitely have a chance of win-

ning oversees,” he says.“The standard is very high international-

ly but, as far as I have experienced as an in-structor and coach, the kids who have goneto Japan and America had great success.They came home with first and second plac-es.”The trip will cost each participant around

R25 000.Davids says the club will commence with
