The Mitchell’s Plain Cluster CPF Capacitation Workshop which was facilitated by the department of Community Safety (DoCS), was held on Saturday 30 July in the boardroom at the Mitchell’s Plain police station. This training intervention was aimed at capacitating CPF’s in un- derstanding their roles and respon- sibilities aimed at expanding stake- holder partnerships through civil- ian oversight. The workshop focused on: . Improved stakeholder commu- nication . Improved and re-affirmed stakeholder relationships between DoCs, the CPF and the police . Roles and responsibilities of CPF’s . Legal mandate and framework guiding CPF’s . Mitchell’s Plain CPF Cluster chairperson, Michael Jacobs, says the CPF have gone through a number of changes as well as hav- ing a new Uniform Constitution. The uniform CPF constitution for the Western Cape was adopted dur- ing October 2004 by the Provincial Board, after a Provincial CPF con- ference was held on 28-29 March 2003. Jacobs said: “During the period of 2006 we had the phasing out of the police area offices, which necessi- tated certain changes to the way the Provincial CPF Board are elected, as there was no structure to elect the Provincial CPF Board. In order to facilitate these chang- es starting in 2006 a number of con- sultative workshops as well as the establishment of a task team con- sisting of all the relevant role-play- ers were called into being to ensure that an inclusive product is derived at. The phasing out of the areas and the formation of Policing Clus- ters; . The institution of sector polic- ing; . The name changing of Station Commissioners to Station Com- manders; . The management, functioning and demands of neighbourhood watch structures. Jacobs added that it should be noted that the change from Sector Crime Forums to Community Po- lice Sub-Forums is not merely a name change, but “also a structural change”. “In the past Sector Crime Forums were not established in terms of the Constitution as it is a requirement with regards to the establishment of Community Police Sub-Forums. The Sub-Forums plays an integral part in the life, functioning and de- cision-making process of the CPF. All Community Safety and Victim Support Structures shall be regis- tered and be accountable to the Fo- rum or Sub-Forum of the area in which they operate,” he said. Jacobs continued that the neigh- bourhood watches’ activity due to its very invasive nature at times needs to be properly monitored as to balance the rights that citizen’s enjoy. “The neighbourhood watch in Mitchell’s Plain has done outstand- ing work and are still doing so and they play a very vital role in crime deterrence. The neighbourhood watch is not a replacement for po- lice or any other law enforcement agencies and it must be treated as such. Victim support structures are al- so active within the Sub-Forums where they reside. The victims live within the community so we need to reach out to that same communi- ty we profess to serve. The police station is but a mere building our support and services are needed in our community,” he added. Structures conduct will now be monitored to oversee the effective- ness and efficiency, to which all structures need to submit reports on their performance. Saluting a legend in his timeANDRE BAKKES

RESPECTED and renowned sportsjournalist, Brian Gaffney (59), has

joined the big newsroom in the sky onTuesday, 25 July, after a month long ill-ness.

The affectionately named “Uncle Brian”will be sorely missed by family and friendsand his passing has left a big Brian Gaffneyshaped hole in community sport as a whole.

This determined, multi-award winning“walking encyclopaedia” has, after all, graced countless of touchlines and thousandsof back pages since 1970.

Dr Ivan Meyer, MEC of Cultural Affairsand Sport, acknowledged that Brian played a“critical role” in promoting sport amongstthe people, particularly those living in theCape Flats.

“He was a tireless fighter and often fearlessin his quest to expose the wrongs in sport,”added Meyer.

Brian was born to accumulate a vast sumof knowledge and share it with people hecared about, so it comes as no surprise thatlong time friend Herman Gibbs said: “Hefound his niche in community newspapers.”

He was, first and foremost, a loving hus-band, father and grandfather.

His wife, Vanessa, has a hatful of fond mem-ories of their 24 years together. What will staywith her forever is how her “teddy bear” usedto spontaneously burst into his favouritesong, “I’m leaving, on a jet plane, don’t knowwhen I’ll be back again ...”

Before too long, a duet of perfect unity andunderstanding would permeate their world.

“Those were special moments,” she smiled.“We met on a sports field while I was play-

ing softball. He was a very good photogra-pher, because he ‘zoomed’ me in! It wasn’tlong before we were married.”

The two became four when Sasha (23) andCallan (19) were born and in 2009 the birthof Zarah made a grandfather of “Uncle Bri-an”.

Vanessa concedes that she also likes sport, but unlike her husband, she wasn’t “110% ob-sessed” with it.

“He never stopped talking about it. At 01:00in bed he would tell me that I’m good compa-ny and then continued talking about sport.”

This insatiable appetite for sport and a dili-gent pursuit of perfection in his chosen pro-fession meant he was destined for greatness.

The first editor of People’s Post, AnnelienDean, recognised these rare qualities imme-diately.

“I remember when I interviewed him in2006 for the position of sports journalist. Hehad an immense knowledge of the subject andI felt a deep urge to bring him in,” she said.

It was a decision she never regretted. In2009 Brian was awarded the runner-up prizein the Sanlam National Community PressAwards in the sports writing category and in2010 he was awarded the Vodacom RegionalJournalist Award for his exposé titled, “NoSaints at all”.

Dean continued: “Having been able to workwith him was a privilege. He was a consum-mate gentleman with compelling authority.”

Brian’s good friend and People’s Post pho-tographer, Rashied Isaacs, said that this au-thority translated into respect.

“All the photographers at the World Cupknew him. Uncle Brian was like a daddy tous.”

Isaacs reckons the World Cup was a high-light for Brian. “I might think after a gamethat it was a boring draw, but he would ana-lyse it from a different perspective. He wasone of a kind. I lost a dear friend and mentor.”

Gilbert Kruger knew Brian for 30 years andsaid he will always remember him for his“thoroughness and fairness”, his willingness

to assist someone in need and his constantpresence next to the sports fields.

Even though Brian and sport were synony-mous, acting editor of People’s Post, FerozaMiller-Isaacs, emphasises that one shouldn’tforget about all the other legacies he left be-hind when she concluded: “It was reassuringto pass Brian’s desk and engage in some chat-ter about his love of gardening and cooking, his pride in his wife’s catering business andhis adoration of his grandchild.”

For a brief moment Vanessa’s eyes spar-kled with tears. “We will all miss him.”

She looks at her husband’s temporarily un-kempt garden and is comforted by thethought that theStrelitziawould soonbeblos-soming with orange flowers once again.

The family invite representatives of sportsorganisations to pay tribute to Brian duringa memorial service on Wednesday 3 Augustat 19:30 at St Cyprian’s Anglican Church onthe corner of Consort Road and 5th Avenuein Retreat. The funeral will be held at thesame church on Saturday, 6 August, at 10:00.

For any enquiries or directions phone Va-nessa on 072 370 3078.

HONOURED: Brian was one of a select crowd of 40 who were invited to meet Nelson Mandelain 2002.

MORE AND MORE ACCOLADES: In 2008, Brian won the print media category in the provincialDepartment of Sports and Culture’s Western Province Sports Awards.

FAMILY MAN: Those who knew Brian agreethat his family always came first. Here is Brianwith wife Vanessa, and the children, Sasha andCallan.

Land invaders fight continuesMELISSA PAPIER

TAFELSIG land invaderswill have to wait until 30

August to hear if their caseagainst the City of Cape Townwill be successful.

Last Wednesday (27 July) thou-sand of members of the Mitchell’sPlain Backyard Dwellers and Resi-dents’ Association (MPBYRA), to-gether with backyard dwellersfrom across Cape Town protestedoutside the Cape High Court.

The case was postponed and theorganisation handed over a Memo-randum to the mayor of CapeTown, Patricia De Lille.

The assocation was supportedby various organisations such asAbahlali base Mjondolo WesternCape, Communities for SocialChange, Western Cape Anti Evic-tion Campaign, Mandela ParkBackyarders, and many othercommunity based organisations tooppose the interdict from the Cityof Cape Town, which follows occu-pation of vacant land in SwartklipSports field and Kapteinsklip sta-tion in May (“Weekend of vio-lence,” People’s Post, 17 May).

What was planned as a “peace-ful” land occupation to highlightthe desperate need for housing inMitchell’s Plain, led to violentclashes between Metro Police of-ficers and the backyard dwellers of

the area – resulting in several inju-ries.

The arrests came after thou-sands of people from Mitchell’sPlain and other areas invaded va-cant land at Swartklip Sports fieldand Kapteinsklip Station in Tafel-sig. Thepeoplewhoparticipated inthis mass action were mostly reg-istered members of the MPBYRA.

The MPBYRA has been mobilis-ing backyard dwellers and thoseon the council’s housing waitinglist to take action as they feel “thepeople of Mitchell’s Plain havebeen failed by politicians and thegovernment”.

Chairperson of the MBYRA,Charles Adams, says the City is“playing games” with the peopleby having the case constantly post-poned. “We want to get the peopleback on the land as many of themare now homeless and have nowhere to go. Some people are stillon the land but are constantly be-ing harrassed by the City’s Anti-Land invasion Unit,” says Adams.

He said the organisation handeda Memorandum to the mayor, Pa-tricia de Lille, outlining their grie-vences.

“We gave the mayor 14 days toget back to us with a date so thepoints raised in the Memorandumcan be addressed,” he says. The or-ganisation is demanding that:

. The City withdraws the caselodged in the Cape High Court

against the community.. The City withdraws

the public violence casesagainst residents.

. The City compen-

sates the victims who were injuredandwho lost their possessionsdur-ing the acts of violence on 15 May.

. The Anti-Land Invasion Unitbe scrapped, as the unit is still con-tinuing to terrorise the communi-ty.

. The City meets with the com-munity and organisations to findalternative ways to resolve the im-mediate Mitchell’s Plain Housingmatter.

Engage in partnerships with thecommunity to convene and holda Housing and Land summit to dis-cuss the budget tabled for housing.

“We are angry at the response ofthe council and the councillorswho have turned a blind eye to thepeople’s needs. All we want isproper houses for the people,” Ad-ams added.

The backyard dwellers are pro-testing against an interdict pre-venting them from building on va-cant land in Mitchell’s Plain.

The backyard dwellers had until17 June to lodge their applicationto oppose the interdict and evic-tion order that was granted to theCity to have them removed fromthe land. Some families are stillliving on the fields and in the bush-es.

Despite illness, physical hard-ships and the challenges presentedby the elements – rain, wind andstorms – these remaining familiesare digging in their heels.

Sulyman Stellenboom, area co-ordinator for Communities for So-cial Change, says the organisationwill continue support the orgain-sation in their plight for houses.

Choose your builder wiselyTHE Building Industry Bargain-ing Council (BIBC) has issued a re-minder to all homeowners choos-ing contractors, that they have acivil obligation to check that theircontractor is compliant with theminimum employment condi-tions.

“Many homeowners have reno-vations and repairs done to theirproperties during this time of theyear, often contracting out to theperson who quotes the lowestprice regardless of the competen-cies of the contractor and hisworkers and with no regards as tohow much or how little the con-tractor is paying his workers,” ex-plained Arnold Williams, secre-tary for the BIBC. He added thatthe public has a social responsibil-ity towards anyone working forthem – to see that the “chains ofpoverty” are broken, for no other

reason that it is the right thing todo. Before you hire a building con-tractor you need to:

. Phone the BIBC and askwhether a builder is registeredand compliant. Phone 021 950 7400.

The group will present a workshop themed“How to do business with the City”.

“Tenders are open to everyone but mostpeople don’t know how to go about gettingthis. Some people make silly errors whichprohibits them from getting the contract. Atotal of 80% are unsuccessful because ofsmall errors,” Prinsloo says.

The information sessions will focus on thefollowing aspects:

• Social Entrepreneurship• Skills Development Training• Tender Training and Advice• Bookkeeping Training• Various Company and Entity Registra-

tions and Business Administration• Business Plan and Proposal Writing and

by the prevailing social and economic ills ofthe country where many people still live be-low the poverty line and the unemploymentrate is still very high.

“The academy therefore operates withinthe social and economic developmentalsphere in an attempt to assist in achievingthe developmental targets of all threespheres of government,” he says.

City honours staff of ThinkTwice recycling campaignPAPER and cardboard recycling has beenimplemented in parts of the city since theearly 1950s, a renewed commitment to recy-cling the City’s own waste paper and card-board was demonstrated in 2006 through itsIntegrated Waste Management Policy, in-structing all City Departments to implementwaste minimization initiatives.

From this Policy the Think Twice – Recy-cle your waste paper! programme was born.

It was implemented in 40 of the City’s ad-ministrative buildings over the past twoyears and has facilitated the beneficiation ofmore than 270 tons of waste paper and card-board. To start the campaign, the City dis-tributed yellow, blue and green wheelie bins

for the sorting of cardboard, mixed paperand white paper. A contract was awarded toMondi Recycling in May 2009 for the collec-tion of the waste paper and cardboard. Thiscontract will soon expire.

The project facilitation team, MayedwaPerhe and King Poswa of Solid Waste Man-agement, relied heavily on enthusiasticchampions of the cause to spread the mes-sage to all staff.

The City of Cape Town’s Mayoral Commit-tee Member for Utility Service, CouncillorShehaam Sims, honoured staff members ata special ceremony in Bellville for their con-tributions to ensure the success of the cam-paign.

Schools receives donations to start renovationsNINE Mitchell’s Plain Primary

Schools will soon start with build-ing renovations at the respectiveschools, after being selected as recipi-ants of the Art-at-Heart campaign.

The schools that will benefit from theCashbuild Art-at-Heart donations are Al-pine, Ridgeville, AZ Berman, Lantana,Westpoort, Cornflower, Hyacinth, Merry-dale and Woodville Primary Schools.

Cornflower and Lantana Primary inLentegeur, plan to build carports as a shel-ter for the pupils who participate in theschool’s feeding scheme.

Another school, Alpine Primary Schoolin Beacon Valley, will build a stage intheir courtyard and renovate the school’sbathrooms.

These structural additions has beenmade possible due to the schools’ entriesinto the Cashbuild Art-at-Heart competi-tion.

The Art-at-Heart campaign waslaunched ten years ago and Cashbuild hashelped more than a thousand schools withover R10 million worth of building materi-als.

“Every time a store is opened, relocatedor refurbished, Cashbuild not only makesdonations to local schools, but also createsjobs for community members,” said ElizeEngle, from Wired Communications – thePR company for Cashbuild.

Engle adds that the Art-at-Heart compe-tition is a southern African Cashbuild ini-tiative whereby donations are made tosome of the region’s most needy schools.

At the official Cashbuild store openingon last Thursday 21 July in Mitchell’sPlain, vouchers totaling R108 000 was pre-sented to all nine schools, with the chil-dren entertaining everyone with singing, cultural dances and theatrical perform-ances.

“The Cashbuild Art-at-Heart competi-tion entails pupils from each school sub-mitting their best artwork to Cashbuild.

This artwork is displayed at the ceremonyand then remains on display in the Cash-build store for the next five years.

Artwork were judged and three winnersfrom each school named. Winners re-ceived Cashbuild Art-at-Heart gold, silverand bronze certificates for first, secondand third place respectively.

The Manager’s Choice award was pre-sented to the lucky winner. This awardwas announced on the day and the winnerreceived a stationery pack and a glass tro-phy,” she said.

Each school received a Cashbuild build-ing materials voucher worth R12 000.

Mogamad Labeeb Gasant, principal ofLantana Primary school, said he can’twait to start their building project.

“We want to build a carport for the 250pupils who participates in our feedingscheme.

“This idea came about when we realisedthat because there is no covering, theywere often exposed to the harsh elementsof winter and summer, and this led to allsorts of illnesses.

“We believe a carport will serve as agreat shelter for these learners. Thankyou Cashbuild for being the bearer of goodnews,” Gasant said.

“The school plans to purchase sufficientbuilding materials and various resourcesin order to build a stage in our courtyard,”said Mogammad Ashraff Patel, deputyprincipal of Alpine Primary School.

“There are often assemblies, special ac-tivities and events such as modelling com-petitions and fundraisers in the court-yard. When making announcements, thelearners struggle to see us and this makesit difficult to get our messages across. That’s why we want a stage to be built.

With the help of this voucher, many ren-ovations will take place within our school, such as replacing toilets and tiling in thebathrooms. We are so grateful to Cash-build for helping us to improve ourschool,” he added.

Knockout successTHE successful culmination of the under-17Engen Knockout Challenge over the week-end, is testimony to the power of creative andpositive community initiatives,

The tournament saw a display of the bestyoung football talent our City has to offer.

In the end, Ajax Cape Town booted theirway to glory against defending champs AfricaSoccer Development (ASD).

While one team took home the ultimateprize, there was no doubt in anyone’s mindthat every single young player was a champin his own right.

As the official print media sponsor of thetournament for five years running, People’sPost is proud to be associated with an eventof this calibre. Kudos to Tournament DirectorGilbert Kruger and his team for staging a bril-liant professional show; and to all the spon-sors – Engen, Santos, Umbro and Coca-Cola– for their commitment to nurturing youngtalent.

It was like the World Cup all over again, ona Mitchell’s Plain stage.

Hosted by the Engen Santos FC, the tourna-ment looks set for a long run.

The 16 teams who competed at the StephenReagan sports complex in Mitchell’s Plain, at-tracted more than 4 000 spectators, demon-strating the vital role and need for team sport.

Corporates would benefit from thowingtheir weight behind initiatives such as this, which gives our youth choices, and chancesto celebrate achievements; scope to becomethe next great soccer legends.

The beautiful game transcends just scoringgoals and winning; its beauty lies in the unitycreated both on the field and off; in themonths of training and preparation, being atrue team player; and finally, stepping up tothe podium to claim well-earned prizes andsilverware with pride and joy.

For eight years, the prestigious Engenknockout challenge has succeeded in elevat-ing local young players to higher playingfields on the football landscape, taking themone step closer to a goal-directed life.

Hattrick Engen win for AjaxHattrick Engen win for AjaxTASMIN CUPIDO

AFTER months of preparationand an exhilarating three-daytournament, the 2011 u/17 En-gen Knockout Challenge will beremembered as one of the best-staged tournaments to date.

Hosted by the Engen Santos FC,the tournament, now in its eighthyear, saw 16 teams from across theCapePeninsulaparticipate inagru-elling competition at the StephenReagan sports complex inWestridge, Mitchell’s Plain fromFriday to Sunday; with more than4 000 spectators entering the gates.

People’s Post has been the printmedia partner of the tournamentfor five consecutive years.

After a nailbiting final betweenAjax Cape Town and Africa SoccerDevelopment (ASD), it was theyoungsters of Ajax CT who willhave the bragging rights for the restof the year, as they edged out the de-fending champions 2-1 to becrowned the 2011 Engen KnockoutChallenge champions.

At the halftime whistle it wasAjax who led 2-0 with a Justin Jaco-bus volley in the 15th minute andanother goal by midfielder, RiyaadNorodien, just 15 minutes later.

The fast-paced game continued

throughout, with ASD looking toclaw their war back into the match.

A penalty to ASD after an in-fringement in the box led to the de-fending champions, the scorelineread 2-1, with only a couple of min-utes to play.

A last-minute penalty was also

awarded to Ajax, but was saved byASD goalkeeper, Tristan Woud-berg.

This victory sees Ajax CT com-pleting a hat-trick of Engen Knock-out Challenge championships –they previously won the tourna-ment in 2008 and 2009.

Noel Cousins, youth coach at theAjax CT Academy, said they arepleased with the win, because theirclub has always been about the de-velopment of young, talented play-ers.

“To see the team be victorious ina rather gruelling tournament ispleasing and really satisfying,” hesaid.

“We put a lot of effort into prepar-ing the boys mentally and physical-ly for the event – they remainedwell-disci-plined and ourhard work paidoff.

“The intensi-ty of our prepa-ration was ofsuch a naturethat we did notexpect any-thing less thanwinning thetournament. The boys reallydeserve this.”

Ajax walked off with R10 000 andkit from Umbro (the technical spon-sors), while ASD received R2 500 inprizemoney.

Engen Group Sponsorship Man-ager, Brad Bergh, again expressedhis joy at being able to sponsor sucha “prestigious” tournament.

Goolam Allie, chairperson of En-gen Santos, congratulated all theparticipating teams and encour-aged the youth to continue playingfootball, while also concentratingon their education.

Tournament Director, GilbertKruger, said they are pleased withthe overall run of this year’s tour-nament. “The feedback from thecommunity has been excellent, thus far,” Kruger said.

“With this we are pleased, be-

cause this is as much a communityevent as it is a football event. Weagain want to thank our sponsorsfor making this event a success –without them this event would nothave been possible.”

“People’s Post is proud and hon-oured to be the print media partnerof an event such as this, which nur-tures young sports talent in ourcommunities and creates positiveopportunities for our future genera-tion,” said Acting People’s Post Edi-tor, Feroza Miller-Isaacs.

“Well done to Gilbert Kruger andhis team, and everyone else whoproduced another successful EngenKnockout Challenge.

“We look forward to a continuedpositive association with the tour-nament.”
