One Somali national was killed and his worker wounded. Another Somali had a gun pointed at him. And finally, a shop was looted. Reeva Fortune, public relations officer for the Mitchell’s Plain CPF, says they have been warning shop- keepers to close their shops earlier and switch off the lights. But a leader of the Somali com- munity in Mitchell’s Plain says the incidents are isolated and not xeno- phobia-related. Fortune says that early in March, a shop was looted in Vancouver Road in Hyde Park, Tafelsig. “I am not sure about the details, but when we got there a whole lot of people were carrying things out of the shop. We advised the foreign owner to close his shop,” she says. This incident has put the CPF on high alert. “We are worried. Many of the for- eigners keep their shops open until so late. This makes them more vul- nerable,” she says. Aghmat Osman (20) was buried two weeks ago after he was shot in the stomach and killed during a business robbery in Sharon Street, Tafelsig on Monday 21 March at 21:25. His assistant, known only as Ali, was also shot in the arm during the attack. He was taken to GF Jooste Hospi- tal and later released. Cape Flats Somali Community chairperson, Abdulkadir Karak- oos, says the robbers took about R2 000 in cash, plus cigarettes and airtime. Mitchell’s Plain Police spokes- person, Constable Jerome Voegt, said: “Upon arrival, police found a Somali national who had been fatal- ly wounded in his stomach, lying in the tuckshop.” Just over a week lat- er, on Wednesday 30 March, another Soma- li had a gun pointed at him while he was in- side his tuckshop in Tafelsig. A neighbourhood watch member, who did not want to be named, says the shop- keeper called her be- tween 20:00 and 21:00 to complain that a few boys in the area were throwing stones at his container. The watch member immediately called the police for help. But the Somali called her three more times after that to say the boys would not stop harassing him. Then at 22:30, the foreigner called her again to say that a man was pointing a gun at him. “He was frantic. He said that the police had still not come to his shop and now there was some- one pointing a gun at him,” she says. His phone was switched off and when the watch member tried to call him back, his phone was on voicemail. “I called the police and left it as is,” she says. The watch member says that when she heard no news of a shoot- ing the next day, she assumed that he was safe. “No one was hurt and it was not a robbery. “I think that the men were just trying to get on his nerves or some- thing,” she says. When People’s Post called the shopkeeper, he denied that he had any such incident at his shop. “No it’s not me. I was in Bellville. There are many people with my name,” he said. The watch member said that it was indeed his number that came up on the cellphone and that she suspected he was afraid to speak. Police could not con- firm the incident. Voegt said: “I have checked and there was no such case opened up.” Karakoos maintains the latest spate of inci- dents are “not xenophobic attacks”. “With the drug problem in the Western Cape, this is the normal thing happening,” he says. Karakoos says that Osman ar- rived in South Africa a year ago. He left behind his wife and three children in Somali so that he could earn money and send it back home. Police have arrested two men – both 20 years old – for the attempted robbery and murder of Osman and attempted murder of his assistant. Police could not confirm the date of their next appearance. Braam Hanekom, from People Against Suffering, Oppression and Poverty (PASSOP), an organisation representing the rights of foreign nationals, says: “We cannot call it xenophobia. It is important that we recognise that Somalis and other foreign nationals are considered vulnerable because they would not receive the same backing from the community as someone from the ar- ea who has their roots in the com- munity. These incidents should be taken very seriously by the police.” . In a separate incident in Tafel- sig, a man (37) was shot in the face in Irene Street on Tuesday 29 March at 20:10. Police are investigating an attempted murder case. Voegt said: “We are investigating the circumstances surrounding the shooting.” Anyone with information can contact the police on (021) 370-1600. Drug survey findings ‘rock solid’MELISSA PAPIER

WHILE acknowledging thatdrug use in the area is a problem, community leaders are challeng-ing the findings of a drug surveyconducted in Mitchell’s Plain –but the head researcher main-tains that the scientific resultsare “rock solid” as they havebeen analysed and approved bystatisticians of the University ofStellenbosch.

The results of the survey indicatethat substance abuse prevalence inMitchell’s Plain is three times high-er than that of the rest of South Afri-ca.

Based on the results, Mitchell’sPlain has now been dubbed the“teen drug capital of South Africa”.This has caused a stir among com-munity leaders, who have a differ-ent opinion on the incidence of druguse in their area.

The study was headed by Dr AliHamdulay, healthcare executive athealth risk management companyQualsa, who said that the data hadbeen analysed and approved bystatisticians at the University ofStellenbosch.

Michael Jacobs, cluster chairper-son of the Community Policing Fo-rum (CPF), is one of the communityleaders claiming that the surveyfindings is “not a true reflection” ofwhat is happening in the communi-ty.

He questions the accuracy of theresults, saying that “no key role-players were contacted about thesurvey”.

“People come to Mitchell’s Plain

and conduct surveys without con-tacting the police or the CPF andother roleplayers. Once they aredone, they release statistics to themedia which are not a true reflec-tion as to what is happening onground level within the communi-ty.”

Hamdulay responded to Jacobs’comment, saying: “The study was ascientific process and we ap-proached the Western Cape Educa-tion Department to do the research, who granted us permission to dothe survey.”

He adds: “Consent was also givenby the school principals, as well asthe pupils. This was done on the ba-sis that all information remainstrictly confidential.”

The survey was conducted by theUniversity of Stellenbosch Divisionof Family Medicine and FamilyCare, and is based on a question-naire completed by Grade 8 andGrade 11 pupils drawn from 12Mitchell’s Plain high schools in2007. The results were publishedlast Wednesday in the South Afri-can Family Practice Journal.

The study revealed that dagga isstill the most widely used illicitdrug in Mitchell’s Plain. Its use isthree times higher than the nation-al average, with an estimated 40 000Mitchell’s Plain teenagers havingused it in the year prior to the sur-vey.

In his research, Hamdulay saidhe found that dagga has the mostdamaging effect on school perform-ance, as it impairs comprehension, time perception, verbal recall andthe conversion of short-term memo-ry to long-term memory.

“This is attributed to the wide-spread use of the drug by teenagersas it’s easily available and cheap. Ithas been found that dagga users arefar more likely also to use more ad-dictive drugs; the most addictiveand popular being crystal metham-phetamine, commonly known astik.

A shocking 9% of Mitchell’s Plainteens have used tik in their lifetime, while one in 20 of the suburb’s teen-age schoolgoers surveyed had usedtik in the previous year in compari-son to the one in 100 who had usedcocaine.

Jacobs says though that he hadpersonally visited schools in the ar-ea and spoken to learners about thesurvey. “Many of them boastedabout lying in the survey, so howcan the results be a true reflection?”he asks.

“In Mitchell’s Plain there areschool officers at all primary andhigh schools. If there are problemsat the schools, the principals havedirect access to the police to dealwith the issues promptly. Theschool officers also patrol at theschool in the morning and in the af-ternoons and provide pupils withextramural activities and sports af-ter school,” he said.

Further findings from the studyreveal that drug abuse by teenagersis strongly associated with the useof drugs by others in the household, carrying a knife, attempted suicideand high-risk sexual behaviour,Hamdulay says.

“We acknowledge that drugs area problem in the area,” said Jacobs.“However, the police in partner-ship with the CPF, have implement-

ed various intervention pro-grammes to address the issues atschools.”

Chairperson of the Mitchell’sPlain Neighbourhood Watch Asso-ciation (MPNWA) Vernon Fortuin, sayshe cannot commenton the situ-ation at schools, but adds that therehas been a “significant decrease inthe number of people with drugs” inthe area.

“Neighbourhood watch membershave found that while patrollingthey have found fewer people withdrugs, regardless if it was schoolchildrenor otherpeople. This is duemainly to the many busts by the po-lice and the neighbourhood watch-es working in partnership, whichhas lead to the decrease in the sup-ply of drugs in the community,”Fortuin says.

He adds that it is becoming moredifficult for drug dealers to sellfrom home as constant raids fromthe police are prompting dealers tosell from the street.

“Dealing from the street has alsobecome more difficult, with thestrong neighbourhood watch pres-ence. As we apprehend and searchsuspicious-looking people we arefinding that very seldom, peoplecarry drugs on them,” he says.

Oneof themost shocking findingsis that up to 70% of adolescents whouse illicit substances have a so-called “co-morbid” mental illness, with major affective disorder beingthe most prevalent and depressionthe most lethal. One in three of thelearners surveyed, who reportedusing illicit substances, had at-tempted suicide.

“Alcohol abuse remains as seri-

ous a concern as the abuse of anyillicit drug. Binge drinking, definedas having more than five drinks ata single session, was reported by21% of the learners, with an aver-age age of just 15. Learners have al-so admitted to having done so onmore than three occasions in theprevious month. Alcohol abuse wasmost often linked to violent inter-personal behaviour,” Humdulayadds. Lee Theron, a social workerat the Cape Town Drug CounsellingCentre, adds that the statistics inMitchell’s Plain do not show what’shappening in the community onground level. “Out stats from ourMitchell’s Plain office show that tikand dagga are the most prevalentcases that are treated at the offices;however recent stats have indicat-ed that there has been an increasein heroin usage,” she says.

Labour union first forMitchell’s PlainLIAM MOSES

THE first-ever worker’s unionoffice in Mitchell’s Plain official-ly opened its doors last week.

The Independent Labour Unionof South Africa (Ilusa) opened itsfirst branch office at the Mitchell’sPlain Town Centre on Thursday 31March.

According to Sebastian Julie, theunion’s general secretary, Ilusachose Mitchell’s Plain because itsresidents work in many differentindustries.

“This is the first time ever that aunion has opened an office inMitchell’s Plain,” said Julie.

“The reason we chose to open theoffice here is because we found thatno matter what employer you go toin any area in Cape Town, you willalways find someone who lives inMitchell’s Plain working there.”

Julie added that it was also con-venient for workers from other are-as to travel to Mitchell’s Plain.

The union, which has over 2 000members, was started in Vreden-burg in 2008, after the foundingmembers grew tired of the poor sup-port they received from larger un-ions.

Johan Greef, president of the un-ion, criticised the Confederation ofSouth African Trade Unions (Co-satu), and said Ilusa would not jointhe worker’s union federation.

“We aren’t joining Cosatu, and wehave our reasons why,” said Greef.“I want this union to be like unionsin the 80s, when the workers were incontrol, and not the officials, when

the workers made the decisions.”

Greef also highlighted that, unlikelarger unions, Ilusa allowed workersto join as individuals, and did nothave requirements about thenumber of staff at the company theyworked for, or require over 50% ofthe staff to join at once.

The office has been open and oper-ating for around two months, and, according to Julie, the biggest prob-lem affecting the workers of Mitch-ell’s Plain is unfair retrench-ments.“Our biggest problem inMitchell’s Plain so far has been dis-

missals,” said Julie.

“We’ve found that in most casesemployees create opportunities todismiss people. And if it’s an incor-rect dismissal we will fight it at theCCMA.”

Julie added that Ilusa’s goal inMitchell’s Plain and Cape Town is toeducate workers about their rightsand responsibilities.

The Ilusa office is open from 08:30till 16:00 on weekdays, and 08:30 until11:00 on Saturdays.

Theoffice canbe contactedon (021)820 3817.

CLIMBING THE RANKS: The old South AfricanPolice force is remembered for its militaristic, patriarchal and separatist policies. The firstintake of coloured women only occurred in1981, and 19yearold Constable SharonGeldenhuys (now Major General SharonJephta) was in that group. On Friday 1 Aprilshe became the Deputy Provincial Commissioner responsible for policing in the WesternCape. She is pictured here with Western CapePolice Commissioner, Lieutenant General Arno Lamoer. Taking up her post, she said oneof her priorities would be an aggressive crimeprevention drive focused on drugs, liquor andfirearms, as these are considered the maincontributors to serious and violent crimes.Jephta first started working at Manenberg Police Station. Soon after that she had a sevenyear stint as an instructor at the Bishop LavisPolice College. In 1988 she was promoted toGrassy Park as a branch commander. She vividly remembers her commander’s motivation, which read: “She’s on equal ground with hermale colleagues.” She then made a consciousdecision not to be equal to her male colleagues, but “to be head and shoulders abovethe rest”. Jephta also spent time in Mitchell’sPlain as a branch commander, and later visiblepolice commander, where she started the firstcommunity policing partnership. In 1998, shebecame the station commander of Philippi Police Station, in a time of gang violence. Herinterventions, coupled with community involvement, managed to contain the violenceto some extent. The station also then established its Victim Empowerment Room. Photo:Supplied

Drug abuse shockSHOCKING statistics in a study conducted bythe University of Stellenbosch serve as a re-minder to parents to consider serious meas-ures to protect the next generation in a fast-paced world plagued by substance abuse.

The study, which targeted 400 pupils from12 high schools in Mitchell’s Plain, was pub-lished by the SA Family Practice Journal lastweek. The study found that teenage substanceabusers living in Mitchell’s Plain are youngerthan their European peers, increasing the riskof dependency at a younger age. It also re-vealed that the substance of choice for pupilsin the area is tik, with its use having surpassedthe use of ecstasy, cocaine and crack.

Based on the study, dagga smoking in Mitch-ell’s Plainwas ratedat three times thenationalaverage of 10%, determined in 2007.

But while results such as these are indeedshocking, the question remains: how will au-thorities and the families of youths respond tothis information to make a tangible differ-ence? Even if you are not immediately affectedby drug abuse, you’re bound to feel the effectsin terms of drug-related crime in your localneighbourhood. The police can only fight oneaspect of this scourge – dealing with the crimi-nals who perpetrate the crimes.

The state is drowning under the ever-in-creasing pressure of drug addicted youths, with only a handful of state-run drug rehabcentres serving the broader Cape Town area.

In the case of adolescents and teens, it is real-ly up to their parents, relatives, teachers andactive NGOs to make the biggest impact onpersonal decisions. Parents, relatives andteachers are the roleplayers who should con-stantly serve as a moral compass in young peo-ple’s development towards adulthood. Havinghonest conversations about drug use andabuse, and using over-the-counter drug testsas tools to identify potential problems, couldalso be considered a tool.

With local pupils currently on a week-longbreak, have you asked yourself what your chil-dren are up to? More importantly, should youfind out what you’ve always dreaded, whatwill you do about it?

Please take action. I also live near

Ian Neilson: You say there is no need for peopleto protest – just ask your Mitchell’s Plain councillorshow many public meetings they had with their com-munities, and ask for the attendance registers andminutes of these meetings, then after you have readthose non-existent minutes, you will be able to under-stand why there is a need for the people to protest.

Sorry I almost forgot that you don’t stay in Mitchell’sPlain, so how can I expect you to understand? Youneed to go and train your staff at the rent offices onthe principle of handling customers, and above all tohave respect forpeoplewhocouldbe their parents andgrandparents. Your staff has no respect for our com-munity, and they are as arrogant as your councillors.

. Zolile Basholo: How is it possible for your depart-ment to provide free running water taps 24-hours-a-day, not to mention the electricity to our neighboursin Crossroads and Philippi, while you cut, drip andillegally threaten our people for water bills. Put yourunreliable water meters in their properties, why areyou applying double standards, in the same munici-pality? Please don’t use the old worn-out excuse thatthey are staying in shacks, because there are only asmall number of shacks left in those areas. How is itpossible for a household of five people including threechildren to use up 10 500 litres per month? Thatequates to 350 litres per person per day, and still runinto arrears of R90 000? Lastly if your water metersare SABS approved why all the complaints?

. Charles Kadalie: Go and install those same watermeters in our neighbours in Crossroads and Philippias well and than report back to us how that communi-ty reacts. Please apply your policy across all commu-nities and suburbs equally, then we in Mitchell’sPlain will understand.DANNY RASSChairperson of MPPF

I WANT to commend the mayor onhis one-month cleaning pro-gramme for the campaign month. It is always good to create jobs forthe unemployed. It is just very sadthat this opportunity is only forone month. The people in our com-munities need more permanentwork. The street-cleaning initia-

tive that we see that involves the“people in the green overalls” hasbeen a welcome relief to many, butthere are still so many others whoat some point or other placed theirnames on a list and are still wait-ing for a response. What is verydisturbing is that one of these com-panies, I will not mention the

name, at the start of the contractemployed much fewer people thanwas prescribed to them.

Certain teams that should havecomprised 10 people only had fivepeople. Later that company had toemploy some of the “old” staff ona casual basis in order to try andfill the teams. All this while somany people were still waiting foran answer.

Local councillors should bemore involved in seeing thatthings are done properly, and thatpeople inneed receive thehelp thatthey deserve.MICHAEL MARCUSMitchell’s Plain

PETROL is due to increase on Wednesdayand Eskom has increased its cost of elec-tricity by 25.8%.

Petrol will cost just under R10 a litreonce the price increase kicks in at mid-

night on Tuesday.Commentators are concerned about

the knock-on effects of these two price in-creases, which are expected to filter intofood costs.

With food, petrol and electricity cos-ting more and more, consumer spendingpatterns are expected to revert to the con-servatism and caution displayed in therecession in 2008.

Premier Cup vibe engrosses soccerPremier Cup vibe engrosses soccerBRIAN GAFFNEY

THE Metropolitan Premier Cupfor under-19s reached newheights when some of the who’swho in South African footballrendered impetus to the launchof the 23rd cup championship atCape Town Stadium.

Twomuch-reveredVIPguests atthe launch were the legendaryDutch coach Foppe de Haan – nowat the helm of Ajax Cape TownFC – and former Bafana Bafanastar Sibusiso Zuma.

De Haan was the keynote speak-er, while Zuma – currently spear-heading the Vasco da Gama FC at-tack in the Premier SoccerLeague – was honoured as the firsttournament ambassador.

The Premier Cup champion-ship – that carries R30 000 in prizemoney for the winners – will takeplace at Erica Park in Belhar fromWednesday 20 until Monday 25April (Easter Monday).

De Haan said he regarded thePremier Cup championship as be-ing on par with the major youthchampionships in Europe.

“When I watched the youth cupmatches for the first time last yearI was impressed by the footballpassion that prevailed, as well asthe top-class organisation of theevent.”

De Haan, who ironically an-nounced his retirement from top-level coaching a day after thelaunch on Tuesday 29 March, urged young footballers to “livetheir dreams” and stressed that in-tense dedication and disciplineshould not be compromised ifplayers want to play internationalsoccer.

The Ajax coach will return toHolland in May to spend time withhis family.

Zuma said that it was an honourfor him to be named as the ambas-sador of a tournament with sucha proud history of being a spring-board for several of South Africa’sfinest footballers.

Bafana Bafana players like Ben-ni McCarthy, Muneeb Josephs,Steven Pienaar, Thulani Sereroand Matthew Booth, among oth-

ers, have progressed through thePremier Cup ranks to internation-al level.

“We need to pass on our knowl-edge and experiences to the cur-rent crop of players so that theytoo can succeed in life and becomethe legends of tomorrow,” said Zu-ma, who has accepted a lucrativetransfer from Vasco to SuperSport

UnitedFCat the endof this season.Zuma’s tasks will include men-

toring the youth footballers on thelife skills programmes at Belhar.

Ajax Cape Town FC, Santos FC,Vasco Da Gama FC, MamelodiSundowns FC, Moroka Swallows,Bloemfontein Celtic, KaizerChiefs and SuperSport Unitedwere among the seeded teams in

the draw.The Cape Town-based clubs

have in recent years been over-shadowed by their rivals from thenorth, with SuperSport United(2010), Sundowns (2009), BrightStars (2007) and Harmony Acade-my (2006) making their presencefelt.

Ajax Cape Town – with ThulaniSerero and Sameehg Doutie play-ing prominent roles won the – cupin 2008 and 2005, while Santos tri-umphed in 2005.

This year marks the biggest Af-rican contingent since the tourna-ment’s inception, with clubs fromLesotho, Zimbabwe, Angola, Na-mibia and Botswana confirmingtheir entries.

The South Nottingham Collegefrom England will be the other for-eign team taking part in the 32-club championship.

GROUPSGroup A: SuperSport United,

Red alertRed alert for StormersTASMIN CUPIDO

RUNNING and elusive rugby should beon display when the DHL Stormers take

on the Queensland Reds in round seven ofthe Super Rugby competition at DHL New-lands on Saturday.

Both teams have always been intent on mov-ing the ball through the backline, with “hard-to-pin-down” backs often gaining valuable metresand scoring on attack.

The men from the Cape returned from Dur-ban as the only unbeaten team in the Super Rug-by competition, after beating the Sharks 16-6 ina tightly-contested match at Mr Price KingsPark on Saturday evening.

They also ended the weekend on the top ofboth the South African conference and com-bined logs after the win.

The win in the Shark Tank was the Stormers’first since 2004, and head coach, Allister Co-etzee, was impressed with his troops’ resiliencein wet conditions.

“The result certainly was pleasing; it’s toughplaying in front of a packed Durban crowd,” hesaid.

“The side showed resilience and composurein difficult circumstances. Despite an unset-tling couple of minutes up front, they managedto gain composure and keep possession.”

A lone try from skipper, Schalk Burger, wasalso lauded by the man in charge.

He added that his team’s performance at thebreakdown has been impressive. “With thisStormers team you can expect a physical en-counter each time they play,” Coetzee said.

“Their ability to handle, and more recentlyapply, pressure has been impressive. The entireteam’s physicality is intense.”

An overall effort was displayed by the men innavy blue, with outside centre, Jaque Fourie, again impressing on defence and attack.

Meanwhile, Coetzee and his charges’ atten-tion now shifts to the men from Down Under, who managed to beat the Lions 30-25 at Coca-Co-la Park in Johannesburg on Saturday after-noon.

The last time the two sides met it was the Redswho came out victorious, in a closely-fought 16-13 encounter in Brisbane.

And undoubtedly the biggest battle will be the

one between the fly-halves of both teams, PeterGrant (Stormers) and Quade Cooper (Reds). Both fly-halves have been in form, with Grantcontrolling the Stormers’ backline like a drillsergeant and Cooper using his ability to creategaps to get over the advantage line and breakthe opposition’s line of defence.

And, with Cooper being in contention for aWallaby spot, it will also be an opportunity forPeter de Villiers and the national selectors toassess how Grant would perform on interna-tional level.

The battle up in the engine room will, morethan likely, determine the winner in the end.But while most Stormers supporters would be-lieve their team is likely to take home the spoilsagainst the Reds, Coetzee is under no illusion.“Our focus is now on the Reds, who are a diffi-cult team to stop once they get into the swingof things,” he said.

“The competition is still young and we needto focus on each match individually and main-tain our current performance levels.”

SURE SHOT: DHL Stormers Peter Grant will be going up against inform and illusive QueenslandReds flyhalf, Quade Cooper.
