However, the Collville Residents’ Associ- ation says this development had been in the business plan for Colorado Park over five years ago when the local community hall was built on Rosewood Drive. It is now being proposed that a clinic, li- brary and houses be built on the corners of Highlands Drive and Eisleben Road. Ward councillor Natalie Bent has served a motion to senior officials at the City of Cape Town to approve plans for the develop- ment. The ward is made up of Colorado Park, London Village, Morgans Village, Westgate, Wildwood, Rondevlei Park, Woodlands, Weltevreden Valley, Highlands Village, Hyde Park and Philippi. Ashley Abbott, a Colorado Park resident who serves on the association’s executive, says residents are not being selfish when they ask for what was promised to them by Bent’s predecessor. “A clinic, library, swimming pool and school were supposed to be built on the land where the community hall is. This was part of a five-phase plan which was in the pipe- line before the hall was even built,” he says. But Bent says the land previously ear- marked for the facilities has since been sold and she is pushing for amenities to be built on the corners of Highlands Drive and Eisle- ben Road to serve a larger group of people in her ward. “I have served a motion to the mayor and the relevant Mayoral Committee members for a mixed development. The cost estimate I have received from the health department for the clinic is R90 million,” she says. Bent says the closest libraries are not within in walking distance. “The closest li- braries are in Lentegeur, Westridge and Samora Machel. The socio-economic cir- cumstances of people living in this ward in- dicate that the poorer communities of New Woodlands, The Leagues and Heinz Park are not by the financial means to take public transport. Working parents are unable to take their children to the library during the week. The Integrated Development Plan al- so proves that the community requests that a library and clinic be built,” she explains. Eugene Windell, the chairperson of the Colville Residents’ Association, says while they welcome the development, it had been in the business plan for Colorado Park all those years ago when the community hall was constructed. He says the community is in dire need of facilities. However the Collville Residents’ Associa- tion says that Bent is undermining their democratic processes. The executive members of the association say Bent is not taking the community’s needs seriously as she makes decision on their behalf without consulting residents. Speaking at a recent meeting Bent said: “Councillors and I make the decisions. Resi- dents of Colorado Park and London Village need to understand they are not the only are- as I serve. There are many other areas in my ward that I need to provide for. Residents must stop being selfish and start thinking about other people in the ward besides them- selves.” This comment triggered the crowd’s outrage. Windell says: “At the risk of sounding self- ish, we still want it in Colorado Park as for all these years we have had to leave our area to go to a clinic, library or school. As a resi- dent who has been living here for over 20 years, who has been fighting for these facili- ties for all these years, it is welcomed. But so much time has gone by since the residents were promised these facilities. Adopting a complacent ap-proach and assuring yourselfthat you will find another jobsoonmay be nothing but a fantasy. If we areto survive joblessness, an innovative ap-proach is needed – one of entrepreneurshipand collaboration.

Explore your options and empower your-self on how tomarket your skills and gener-ate an income.

The cold fact is that the shrinking jobmarket is unable to absorb our growingpopulation.

While technology has brought a host ofadvances and opportunities, it has alsomade thousands of jobs redundant,while si-multaneously creating even more. It is inthis field that parents should be encourag-ing their children to study.

The human side of retrenchments is atragic one as companies have to lose skillsand investment in employees. It placesstrain on both employers and workers. Joblosses impact on those who lose their posi-tions and their colleagues left behind to ab-sorb additional work.

Closer to home, affected families have torethink their survival strate-gy; some have to sell theirhomes and cars, and changeplans to place their childrenin expensive schools.

Others have to consider re-locating to find employmentelsewhere.

There is also thepsychologi-cal impact of facing an uncer-tain financial future. Formany, their careers are theirpurpose.

Most, if not all, people workbecause they must.

However, if one looks at the plus side ofretrenchment (and there is such a thing ifyou’re creative!), there’s the wonderfulpromise of a long vacation, waving goodbyeto work pressures, saving petrol, sleepingin, reading the day away...

VINCENT VAN RHEEDE is searching forthe family of his father, Norman.

Van Rheede is in the process of compilingthe family tree, but seeks information on hisfamily.

“My fatherwas born on 1October 1923 andenlisted in the army in 1941,” he says.

“My mother was listed as a Mrs W Petersand the address given was in Burnley Road,Crawford.”

Upon his return from the war, Normanwas injured in a motorcycle accident, withhis medical records listing his next of kinas his sister, who lived in Mawson Avenue,Garden Village, Maitland.

“After the war he worked for African CarHire,” he adds.

This is the warning sounded to tuck shopowners.The City of Cape Town says businesses

should register and complywith the lawregu-lating their trade or face being shut down.However, registered shop owners are ques-

tioning why they have had to fork out thou-sands of rands to register their home-basedbusinesses when the City of Cape Town is notdoing inspections and many tuck shops areoperating without the necessary consent use,or temporary departure or a rezoning certifi-cate.A 28-year-old tuck shop owner from

Westridge says he has parted with almostR6 000 to have his business registered.Speaking to People’s Post on condition of

anonymity for fear of being victimised, hesays he feels it is unfair that so many othershop owners are being allowed to operatewithout a trading licence. “When I called theCity to inform them of house shops tradingwithout a licence, they said I would have tofill in a complaints form which would identi-fy me as the complainant. I refused to do thisas I fear being victimised by the other shopowners. Inspectors should be doing their joband coming out to see who is trading withoutthe necessary licences,” he says.He complained that the application process

is far too lengthy. “I waited a year-and-a-halffor my application to be processed. Therewere several delays which sent me on a wild-goose chase as the relevant line departmentswithin the City had not informed me of thedelays or the process of my application,” hefumes.Belinda Walker, the Mayco Member for

Economic, Environmental and Spatial Plan-ning, says the City does not do inspections onhome-run businesses unless prompted to doso by complaints received.She says: “It must be noted that the Depart-

ment’s modus operandi in terms of legisla-tion is complaints-driven, which means theCitywill only act on an illegal home-run busi-ness when a complaint is received from theneighbours, a City Department or the Mitch-ell’s Plain Police.”Walker says a consent use, temporary de-

parture or a rezoning certificate need to beobtained to legalise a home-run business.“Mitchell’s Plain tuck shop owners can ap-

ply at the Khayelitsha Land Use office for atemporary departure or a consent use to oper-ate their home-run business legally.“They will be advised accordingly by

trained staff at that office. Their operatinghours are Monday to Friday from 08:30 until14:30,” she says.A consent use application costs R2 674.This excludes themoney shop owners have

to forkout for a title deed, drawings anda con-veyance certificate.Gregg Flick, who inspects businesses, cau-

tions against people taking the law into theirown hands.

“People must not take the law into theirown hands as there are many shops ownedby foreigners that have been registered andlicensedwith us. These tuck shops are a greatservice to their communities,” Flick ex-plains.He says it is the responsibility of the City

to inform all small businesses of the proce-dures needed to be followed to legalise theirbusiness. “If the City wishes to assist smallbusinesses in legalising them, I will suggestthe City warns all small businesses in all are-as. There are hundreds of illegal businesseswho want to register, but have no clue whereto begin.“Fining them thousands of rands only

makes things worse as tuck shop owners inmany cases don’t havemoney to pay the finesor for their registrations. Many are poor peo-ple who are trying their best to make an hon-est living,” Flick explains.He suggests tuck shop owners been given

a deadline bywhich to comply and assistancein registering their small business.“We know it is illegal to trade without a

business license and registration and sup-port the clamping down on all illegal busi-nesses, but would prefer that small business-es be assisted instead of fined,” Flick says.Walker says only a court of law can shut

down home-run shops operating illegally.“Only a court of law has the discretion to

close down an illegally-operated home-runbusiness and only after the shop owner hasbeen found guilty by a magistrate,” she says.People are not allowed to operate business-

es fromCity rental stock,Walker emphasises.“These properties are obviously tenanted

and the tenants have to adhere to the termsof the rental agreement. Therefore, these ten-ants will not be in a position to apply for aconsent use or temporary departure as theyaremerely tenants and not the property own-er,” she explains.

The show is a tell-all aboutthe funny truths and quirksof South Africa’s colourfulpopulation, especially peo-ple living on the Cape Flats.

McKay visited People’sPost last week and gave thisreporter the low down on his up-and-comingshow which happens at the Spine Road Highauditorium on Friday 16 November. It is forone night only.

Born with the talent to be funny and thegift to amuse, McKay says his experience onthe Cape Flats has shaped his comedy acts.

“I am a Kensington boy who moved toMitchell’s Plain when I started primaryschool. I got to know the people of the areaand they became like family. I am bringingthe show back to where I started,” he ex-plains.

“My comedy is based on life as a coloured,something a lot of my fan base can relate to.I speak about our people and the experiencesI have had growing up.”

While a lot of his material may be basedon life on the Cape Flats, he says this showis a round-up of comedy which touches onwhat has been happening in South Africa andabroad and is not only about people from

Mitchell’s Plain.“It is a roller-coaster

comedy show,” McKaysays.

Comedy has taken thisartist across the globe,something he never expect-ed.

“I just returned fromheadlining the NamibiaComedy Festival. It is in-teresting to see where mycareer is going. It is simplehow one video can changeyour life.”

McKay did a demo of hisstand-up comedy act backin 2004. He says it is thisvideo which launched hiscareer.

McKay’s one-hour stintfollows an hour of enter-

tainment from a number of up and comingartists.

This local comedian says the length of hisshows is determined by the audience’s re-sponse to his act.

“You feed off the audience and their re-sponse, so you tend to go overboard some-times. My critics informed me that my showswere too long, so I write as I go along,” McKayexplains.

There is expected to be ample parking andsecurity at the venue on the night of theshow.

POLICE have come under fire for stand-ing by idly and watching a man getrobbed.

A Tafelsig resident was recently accostedin Spine Road just metres from three policeofficers in a patrol van.

Carl Mafakala says he was walking homeat about 16:30 when he was ambushed bythree men.

“They hitme over the headwith a firearm,took my cellphone and walked away. I ranover to police who were parked at the robotsonAZBermanDrive.When I informed themof what had happened, they drove off. Thesuspects were still in plain sight at thisstage, but officers said there was nothingthey could do,” Mafakala fumes.

He says he has not laid a charge with thepolice as he feels they have failed him.

However, police officials say inaction byofficers is punishable by law and should bereported.

Mafakala says: “Through all the confu-sion, I wanted to take the number plate ofthepatrol vehicle, but thoughtwhyworry re-porting the robbery if this happens in frontof police and nothing gets done about it? Ireally have lost all faith in our police servic-es and would not bother with them becausethey are hopeless.

“I have received good service from policeon previous occasions, so this kind of com-placency is new to me,” he explains.

Brigadier Johan Brand, the station com-missioner at Mitchell’s Plain Police Station,says he and the station management strong-ly condemn this behaviour and regard theconduct of these police officers as unaccepta-ble – if found to be the truth.

He says the Criminal Procedure Act evengives a police officer the right to arrest a per-son without a warrant who commits or at-tempts to commit a crime in his or her pres-ence. “It is therefore clear that should a po-lice officer fail to act, it does not only amountto failure to act in terms of the police regula-tion and procedures, but is in contradictionwith the law,whichamounts to defeating the

ends of justice, the latter being criminallypunishable.

“The SouthAfrican law guides the actionsand responsibilities of police officers.Should a crime be reported in the presenceof a police officer, the police officer must actand assist the victim of the crime,” Brandexplains.

Mitchell’s PlainCommunityPoliceForumchairpersonAbie Isaacs says police inactionis unacceptable.

“By looking awaywhena crime is commit-ted, they are neglecting their duty as policeofficers and need to be fired. We will not tol-erate this kind of inaction. I would suggestcomplainants lay a formal charge at the po-lice station so that thematter can be investi-gated,” he says.

“It gives abad reflectionon thepolice serv-ices when one or two officers do not executetheir mandate to combat crime and thisleads to a lack of faith in the police.”

Brand urges people to report such inci-dents.

“Should a police officer fail to assist a vic-tim of crime, the victim should try andrecord as much information as possibleabout the failure of the police officer, vehicleregistration number, surname of the officerand date and time of the incident. This infor-mation canbeuseful afterwards inadiscipli-nary or even criminal investigation,” hesays.

Complainants are requested to contact the24-hour operational room at 0 (021) 370 1706and request the duty officer to immediatelycontact them when they are not assisted bypolice officers who witness a crime takingplace. Shoulda complainant still not be satis-fied, they can call Brand on 0 082 576 2813.

Brandsays complainantsneed to come for-wardwith information so that a thorough in-vestigation can be launched.

“This will allow all of us to get closure andto get to the truth of what really happenedand to act harshly against police miscon-duct. It will also act as a deterrent to otherpolice members,” Brand adds.

THE disappearance of little Kau-thar Bobbs nearly four weeksago has rallied Freedom Parkmothers to start taking theirroles as parents more seriously.

But this is not an easy path totravel, as mothers told Mitchell’sPlain Police Station commissioner,Brigadier Johan Brand at a publicmeeting on Thursday.Parents say gangsterism and

drugs are easily taking first place intheir children’s lives and makesparenting much harder.

easy to keep track of my children’sdoings. I have to work to put foodon the table and leave in the earlyhours of the morning. I can tell my22-year-old son is on drugs, butwhat can I do? I do not give himmoney for drugs, he gets drugs fromhis friends,” she says.Christian has lived in Freedom

Park for 13 years and says drugdealers must go.It is believed that a drug dealer

lives just two or three doors awayfrom the Bobbs’ residence.Speaking on the disappearance of

Bobbs, she says the mother had infact checked up on her child on the

day of her disappearance. “Kau-thar’smother checked up on her be-fore shewentmissing. Children areforced to play far from home some-times as there is only one park inthe area,” she explains.Mitchell’s Plain Community Po-

lice Forum chairperson, AbieIsaacs, says the community shouldallow police to do their work afterChristians complained about policenot wanting the public to search forBobbs on their own.“Let the police deal with missing

children. Let us dealwith the youngchildrenwho are causing trouble inour area,” Isaacs says.

Pali Lehohla, has surpassed the 50 millionmark. There are now 51,8 million people inthe country – seven million up from the 2001poll, representing a 15,5%population growth.The Western Cape is the fastest growing

province in South Africa at 29% followed byGauteng, Mpumalanga and North Westwhich grew collectively at 26% between thetwo censuses. The rest of the provinces grewat 6%, says Lehohla.The findings indicate that one million peo-

ple have relocated to Gauteng in the past 10years, with only 56% of people living in Gau-teng today having been born there.About 2.2 million people were born outside

South Africa, according to the 2011 Census,compared to 1.2 million in the previous Cen-sus. Other findings in this, the third nationalpopulation and housing count in post-apart-heid SouthAfrica, couldhardly comeas a sur-prise. The survey found that the there are 27million women in South Africa – there aretwo million more women in the country thanmen. There has been a nominal increase of113% in average household income, with thehighest average household income in Gau-teng standing at R156 243, compared to thelowest in Limpopo at R56 844.The average household income for black

Africans was R60 613, while whites was high-est at R365 134. The Census statistics indicateeducation, employment, housing, refuse re-moval and toilet access, access to pipedwater,the type of energy households use, and accessto internet.Stats SA employed 156 000 field workers to

countmore than 14,6millionhouseholds. Per-haps what Lehohla would have liked to knowis how to halt the brain drain, how to improvethe morale of South Africans and how to en-sure a secure future for thematrics currentlysitting for the exams.If only he could see into the future.

MEMBERS of a newly formedMitchell’s Plain powerliftingclubhave set their sightsondom-inating the sport in the Peninsu-la.

The Mitchell’s Pain PowerliftingClub was officially launched at theend of October, but members havebeen training sinceApril. It alreadyboasts with more than 50 members.Founder Faik Pregnolato discov-

ered the sport this year after look-ing for a way to test the limits of hisson’s sudden increase in strength.He says he decided to establish

the club to help grow the sport inMitchell’s Plain, while also givingthe recreation-starved children ofthe area a productive hobby.“A lot of people in Mitchell’s

Plain don’t know about powerlift-ing, but a lot of people bench and goto gym,” says Pregnolato.“I know of about 10 unofficial

gyms in the area. (Wewant to incor-porate everyone. It’s also about get-tingkids off the street. I knowof twoof them who used to do drugs andthey camehere and stopped. The in-terest is here now, but let’s see if itkeeps up.“If you give children something

towork towards theywill stay here.

But if it’s just this, then it probablywon’t work.”The club is housed in Pregnola-

to’s garage and, although they haveonly basic equipment and onlyformed recently, they have alreadyproduced three champions.Pregnolato’s oldest son, Umar

(18), claimed gold in the sub-junior(under-18) category at the WesternProvince Championships in April,gold and bronze in the sub-juniorand junior (under-23) categories atthe South African PowerliftingChampionships in June and gold inthe sub-junior category at the Inter-Provincial Championships in Au-gust.The youngster also set a new na-

tional record for the bench pressdiscipline in June and placed 12thin the world at the InternationalPowerlifting Federation (IPF)World Championships in Poland inSeptember.Umar achieved this after only six

months of training at home and hisfather believes the other youthshave the potential to emulate him.“He won South African Champi-

onships and he only started inMarch. It took him six months towin the national competition,” saysPregnolato.“There is a lot of hidden talent in

Mitchell’s Plain. There are children

here who can already compete withUmar and they just started now. Allwe have to do is introduce them tothe sport.”Pregnolato’s younger son Ebra-

him (15) has also won medals in hisweight division, and so has club

member Tashriq Hendricks (16).The club founder has already ap-

proached several groups of infor-mal body builders in Mitchell’sPlain and Philippi, in hopes ofgrowing the sport. He plans to havean inter-club competition in the

next few months.Pregnolato says his goal is to

have all 50 members compete at thenext Western Province and SouthAfrican Championships, and even-tually have some of them win med-als at the Commonwealth Games.

THE disparity between Milano United’shome and away form was again evidentwhen the Grassy Park team achieved twocontrasting results in the National FirstDivision last week.

United despatched Thanda Royal Zulu 3-1at a windswept Rooikraans Sports Complexlast Wednesday (31 October), but then stut-tered to a 0-0 draw away to Sivutsa Stars atKanyamazane Stadium in Mpumalanga.Milano were also held to draws against

United FC in a home game played at theWyn-berg Military base and in a clash against Dy-namos in Limpopo, while they suffered theironly defeat of the season against Jomo Cos-mos in Johannesburg.Theo Henpe, Milano head coach, attributes

the lukewarm away results to strong opposi-tion and the toll of travelling.“I think the only game where we should

have had a better result was against JomoCosmos, because wemissed a lot of chances,”says Henpe.“The one draw was against Dynamo and

that’s always a difficult place to play. Thesame goes for Sivutsa Stars, where we had totravel for four hours to get to the stadium.The weather there is also difficult to play in.“As a new team it’s always going to be a

challenge to play there, but I think we keptour own in the away games.”Henpe adds playing in suchunfamiliar sur-

OLD MUTUAL ACADEMY suc-cessfully defended their MrPrice Parkhurst Academy un-der-15 tournament title thisweekend, after beating Mon-tague Spurs in the final on Sun-day.

The Pinelands-based club havebeen in imperious form this season,winning the under-11 and under-15titles at the Kensington AFC YouthCup and reaching the latter stagesof almost every other competitionin which they have participated.Montague Spurs, from Grassy

Park,were completely outplayedonthe day and lost 3-0 in the end. Teamcoach Faiek Stoffels says experi-ence gave Mutual the edge over histeam.“I thinkwe should have practised

more before the game, but other-wise we did quite well,” says Stof-fels.“Mutual had the experience over

us. They know exactly where to putthe ball, whereas our boys are veryinexperienced. That is theway theylearn and its good experience forthem.”Mutual signalled their intentions

to keep the Parkhurst trophy intheir possession at the start of the

day’s play, when they thrashed At-lantic Nacional 5-0 in the quarter-fi-nals.The defending champions could

not replicate their dominance inthe semi-finals against Masithan-dane FC and won 5-4 on penalties,after regular time finished goalless.Spurs, meanwhile, thumped

Masidlale Academy 3-0 in the quar-ters and beat Kuils River FC 2-1 inthe semi-finals.In the final, Old Mutual dominat-

ed from the opening whistle andscored early through Gary Haven-ga. The defender hit a shot from justinside the opposition half and oppo-sition goalkeeper Ra’oof Hendricks

pushed the ball onto the cross barbefore it rebounded off him andover the line.Mutual doubled the lead a few

minutes later when a long ball fellto JuanitoManuel in the oppositionbox and he angled the ball just in-side the far post.Roger Link’s charges completed

the rout in the second half when anincisive through-ball found JesseLangenhoven in space, andhe calm-ly side-footed the ball past Hen-dricks.Stoffels says he was happy with

his team’s performance despite theheavy defeat. “It’s the first time weare playing in this tournament andthe level of football is high. I thinkit’s a good experience for us,” saysStoffels.“We are actually supposed to be

theunderdogs. I thinkwehavedonewell to get in the final; we shouldgive ourselves a round of applausefor that.”In the mid-section, Two Oceans

AcademyandYMOStLuke’smet inthe final after beating Bayhill Unit-ed and Vasco da Gama respectivelyin the semis. St Luke’s won 4-2 onpenalties after a 3-3 draw, whileTwo Oceans snatched a 1-0 victory.Two Oceans took the title thanks toa 4-0 victory in the final.Pinelands based JeanMarc Ithier

Academy beat Morgenster United5-4 on penalties in the plate sectionsemis after the game finished with-out goals, and Hanover Park FCbooked their place in the final witha 1-0 win over Idas Valley.Hanover Park, whose senior

team recently won the Coca-ColaCup, triumphed 3-1 in the final.

TWICE THE FUN: Old Mutual Academy won the Mr Price Parkhurst under­15 tournament for the second consecutiveyear on Saturday, after defeating Grassy Park side Montague Spurs in the final at Westridge High School.
