The meeting for formal and informal trad- ers was called by ward 48 councillor Magedi- en Davids to talk about economic develop- ment and to engage with traders on their concerns for the Gatesville shopping hub. People’s Post has previously reported on a motion handed to subcouncil by Davids that claimed a few structures built in the road- way were causes for “concern and conflict” (“Structures cause for concern”, 30 June). Subcouncil chairperson Edgar Carollisen stressed during the meeting that there was a misconception that the “livelihood of trad- ers would be taken away from them”. “This is however not true. We will just be moving forward in the best way and reach firm decisions on what it is that will be done for economic development in the Gatesville CBD,” said Carollisen. Business owner Rafiek Tape spoke on be- half of formal traders and raised concerns about drain covers not being replaced in the Gatesville shopping square, as well as main- tenance. “General maintenance in the area is not being done, even though our traders pay their rates and taxes. We have paving in front of our stores that are caving in and our customers are falling. Drain covers are also not being fixed after being vandalised. What will be done in this regard?” Tape asked. Garreth Bloor, mayoral committee mem- ber for tourism, events and economic devel- opment, said the concerns raised by traders were valid and “these are short-term main- tenance issues”. Bloor added that these issues would be seen to by the responsible City departments and a meeting would be held with Tape dur- ing the week to further address his concerns. Another issue that came up during the meeting was the lack of ablution facilities at the Gatesville square. “The only available facility is at the post office. This is a strange dinosaur, which was a historical inheritance. The facility is not close to where there is a big concentration of traders and only serves until 15:00. Busi- nesses trade later than that,” Carollisen said. Shahied Adams, who represented sports and recreation, responded, saying that the department had met as a focus group to dis- cuss the issue. “We currently have a tender out dealing with this issue where we will negotiate to ex- tend the operating times of the toilet,” Ad- ams said. More issues included that of traffic regula- tion along Klipfontein Road as well as per- mit checks of formal and informal traders in the square. Bloor also confirmed that the informal trading industry would receive a boost in re- sources in the next financial year of R3m. Bloor committed to having another meet- ing with traders on Tuesday 1 December to monitor progress on undertakings by the various City departments.

the festive season.Manenberg police conducted an operation

in the area to make the community awareof safety during the festive season.According to Manenberg police spokes-

awareness. We find that individuals actrecklessly and this leads to criminals takingadvantage of a vulnerable situation. Also re-porting of criminal activity so that it can beaddressed immediately.”He said the second part of the operation

Man arrested for murder of bystandersA 38-year-old suspect has been arrestedafter the killing of two men, aged 30 and33.Philippi police spokesperson Lieuten-

ant Lance Goliath says the “two innocentmen got caught in crossfire onWednesdayon the corner ofHanoverParkAvenueandSurran Road, Hanover Park.“A manhunt was launched almost im-

mediately after information on the sus-pect became known. Police tapped into allsources they could in order to apprehendthe suspect. By then the incident receivedwidespread media coverage,” Goliathsays.In the early hours of Thursday police

Teen killed in Hanover Park

Almost 500 suspects were arrested last weekas police in the Mitchell’s Plain policingcluster clamped down on criminals in theirarea.A total of 457 suspects were arrested for

various crimes. Half of these suspects werearrested on charges relating to the posses-sion of and dealing in drugs, such as tik, her-oin, mandrax and dagga, with an estimatedstreet value of R29 870.Police also clamped down on illegal liquor

outlets and arrested two suspects on liquor-related charges.A total of 61 976F of alcohol was confiscat-

ed. Integrated policing roadblockswere heldthroughout the cluster and 86 fines totallingR117 200 were issued.Twenty-three suspects were arrested for

crimes against women and children.A 43-year-old man was arrested on Satur-

day at 14:30 after police responded to a tip-offat De Villiers Court, Lavender Hill.The suspect will appear in the Wynberg

Magistrates’ Court on charges relating tothe illegal possession of firearms and ammu-nition.Athlone police searched a dwelling in Vy-

gieskraal informal settlement in Belgraviaon Friday at 05:30 when they followed up oninformation received about a firearm thathad been used in a robbery in Athlone.A 30-year-oldmanwas arrested for the ille-

gal possession of a firearm and ammunitionand is due to appear in the Athlone Magis-trates’ Court.Mitchell’s Plain police arrested a 33-year-

old man and 20-year-old man for the illegalpossession of firearms and ammunition onFriday.Almost 100 suspects were arrested during

Hanover Park residents have been urgedto join hands with the police and law en-

forcement agencies while gang-relatedshootings continue in the area.This was the plea by provincial health

minister Nomafrench Mbombo, who visitedthe community on Tuesday afternoon lastweek after reports aboutthreats to the local clinic.Mbombo said she

wanted to respond tothe reports as soon aspossible and showthat “the departmentcares for the well-beingof our staff aswell as ourpatients”.“We are here today so

we may reach a solutionto what is happening in thecommunity. The ongoingshootings are notjust some-thing that af-fects a mi-nority; it af-fectsevery-body,” shesaid.Over the

last fewweeks thehealth de-partmentwas forcedto shutdown op-erations attheHanoverPark clinicdue to gang vi-olence that endan-gered the lives ofthe workers andpatients at theclinic.“The safety of

our carers andpatients is our responsibility.Communities need to play an active role infighting these acts of violence that plague so-ciety daily.”Mbombo focused on the constraints be-

tween availability and accessibility in thecommunity.“At the moment we have facilities for our

community, but it is not accessible. Peopleare too afraid to leave their homes to receivetreatment and this poses a huge problem.The pain that I have is that we have the ser-vice but people are unable to use it becausethey fear what’s happening outside,” shesaid.Mbombo added that security at the day

hospital “goes further than high walls andsecurity. Our staff’s safety is being compro-mised.”“Our staff are being threatened and they

are scared to come to work now due to the

shootings in the area. But theywant to ren-der their service, asking what will happento the patients if they aren’t there to takecare of them. At the end of the day evengangsters are patients when they comethrough the hospital’s doors,” Mbombosaid.

Staff safetyDr Beth Engelbrecht from the health de-

partment agreed that the safety of staff wasa big issue.“Our nurses are always walking the ex-

tra mile. We want to also thank those whodiligently come to work and remain com-mitted,” she said.

Engelbrecht said the department alsoengaged with law enforcement and thepolice.

“But prima-ry health-care is in-tegral toour com-munities.However,theshoot-ingsforc-ing fa-cili-ties toshutdown

aredriving us

to not provide that ser-vice,” she added.

Staff at the HanoverPark hospital alsoaired their grievan-ces, saying that fearhas now escalatedto anger.

“Staff are angry,because they wantto know what is be-ing done for them.We can’t deliver aservice if we are

fearful for our lives.”Subdistrict manager Koena Nkoko said

the issue had gotten out of hand “where weare now evacuating premises almost twiceevery month”.“This has gone too far and our staff can-

not take it anymore. Our staff are humanstoo and it’s difficult to provide quality ser-vice when you’re caught between gangcrossfire,” Nkoko said. He added that resi-dents were responsible for a safe environ-ment as well.“We had instanceswhere police respond-

ed to a scene but then the community cov-ered up for these gangsters,” Nkoko said,adding that staff were now even lying totheir families about going to work.“They toldme that their families are con-

cerned about them coming into the volatileareas andworking, but theywant to contin-ue their duties.”

Philippi police station commander Lieu-tenant-Colonel Desmond Laing echoed thatfor the community of more than 70 000 resi-dents “security is not adequate”.“It’s all good and well to have a protocol

in place for a situation but if a panic situa-tion is created and the security panics, auto-matically staff will panic too. Patients andstaff feel unsafe too.“A week ago we had a situation where

gangsters were outside the gate after amem-ber was stabbed. Staff refused to let them inand first called the assistance of the policebut by the time police arrived the gate wasalready damaged,” Laing said.

Laing added that neighbourhood watchesand street committees had since been estab-lished.Ward councillor Antonio van der Rheede

said that it was unrealistic to apply normalrules to an abnormal situation.“Gangsters don’t think when they shoot.

There is a huge gap in our community andI plan to address this by having a meetingwithmothers andwomen in our communitybecause they are the ones who can help,”Van der Rheede said.Last week’s visit was one of many more

in the community to follow, Mbombo prom-ised.

Provincial health minister Nomafrench Mbombovisited Hanover Park and addressed residentsafter the day hospital had to be closed downduring gang­related shootings in the area.

The City of Cape Town’s fire andrescue services has just beennamed the best in South Africa.It is the overall winner of the

South African Emergency Servi-ces Institute (Saesi) challenge, aft-er scooping more than half of theprizes in the individual items ofthe challenge. The rescue chal-lenge, which took place inGautenglast week, lets all professional fireand rescue service departmentsaround the country competeagainst each other.

The City’s fire and rescue ser-vice team excelled in the separatechallenges:

. The City won second placeoverall, receiving the Best Techni-

cal Team prize, in the vehicle extri-cation challenge.

. The City won first and secondprize overall in the medical chal-lenge.

.TheCitywon first prize overallin the high-angle challenge.

. The City took first, second andthird place (in both individualmen, women and mixed team cate-gories) in the firefighter team chal-lenge.

. The City took first place in thefirefighter challenge for men over35.

. The City scooped all the posi-tions from second to eighth placein the firefighter challenge formenunder 35.

. The City won first place, andwon the Best Medic Award, in thewomen’s firefighter challenge.

Capetonians rely onbest rescuers in country

There is a new non-profit organisationon the block and it is ready to make adifference.

Restoring Hope is an organisation basedin Retreat dedicated to bringing about a pos-itive change and hope to previously disad-vantaged communities.The concept and idea came about when

founders Mikhail Kroutz and Kelly Jacobsrealised there was serious need and a lackof positive activities and initiatives in localcommunities.“We are currently facing a time where

gangviolence, drug abuse, alcohol abuse, do-mestic violence, lack of community owner-ship, poverty and a lack of respect and disci-pline are prominent in our communities,”Dale Hendricks, director, says.Hendricks says due to the lack of positive

activity youngsters are feeling despondent.“They feel that turning to gangsterism,

drug dealing and other mischievous activi-ties are the only way out of their daily strug-gles and pain they are living in,” he says.The RestoringHope organisationwants to

change this mindset and its stigma amongyoungsters and even adults affected by thenegativity. By organising outreach initia-tives they want to put emphasis on the factthat there is hope and that you can achieve

your goals and dreams regardless of the situ-ation or position you find yourself in.The organisation’s objectives are aimed at

promoting community developmentthrough service provision, income-generat-ing projects, strengthening overall commu-nication and collaboration within the com-munity.Hendricks says they also focus on bring-

ing about positive change in the broadercommunity, adding value to the lives of peo-

ple, doing youth development through sportand recreation, organising community de-velopment and decreasing social problemslike drug and alcohol abuse and gang vio-lence. “Wealsowant to create a sense of own-ershipwithin the communities by ‘restoringhope’ in those who lost all hope, through im-plementing positive initiatives within thecommunity to create unity among people,”he says.

The organisation runs a number of initia-

tives, which include food and clothingdrives, motivational speaking and work-shops (at schools, community centres, pris-ons and events), sport initiatives and out-reach programmes at hospitals, orphanagesand old-age homes.

“We encourage residents, youth and any-one interested in bringing about positivechange to get involved in our volunteer pro-grammes, community cleaning, gardeningand recycling projects,” he says.

Mountview residents can sleep easier atnight knowing they have brave crime-

fighters keeping criminals at bay.Established in 2010, the Mountview

Crime Watch has been committed to mak-ing the area a safe one for all. ChairpersonFaiek Salie says this has proven to be suc-cessful.He says the neighbourhoodwatch was es-

tablishedwhenheandothers sawsuspectedcriminals prowling the area.“We noticed that a lot of unsavoury char-

acterswere roaming our streets and the vis-ibility of trolleys were becoming more andmore evident and therewerehijackings andburglaries. We needed to do something sothat the [criminals] could see that there isvisible patrolling in the area,” he explains.Currently made up of 15 members, the

neighbourhood watch patrols regularly.Salie explains the boundaries of the

neighbourhood watch are fromMountviewup to Belmore Avenue, but they also part-ner with Penlyn neighbourhood watch, au-tomatically covering more ground and in-creasing visibility.Salie says the neighbourhood watch has

experienced challenges when out on patrol.“Initially we had many unwanted feet

walking through the area. On a busy nightwe would get up to 20 guys gallivanting,looking for a car to break into or a batteryto steal. Over time, however, due to regularpatrols and visibility of the neighbourhoodwatch, this number has decreased signifi-cantly. That being said, we have the chal-lenge of sustaining this presence as the

amount of guys patrolling has dwindled.”He adds they feel they’re not getting the

necessary support from the police.“Unfortunately, the assistance we get

from police has been irregular. Certaintimes their response has been within 15minutes, while other times we could bewaiting for well over an hour. We’ve alsofound that these varying response timesand treatment by the police is dependent onwhich team is on shift.”Initially the neighbourhood watch mem-

bers patrolled every night, he says.“Over time, however, we’ve identified ac-

tivities on particular days or nights of theweek and also at particular times. We nowtry to patrol twonights in theweekandonceon the weekend. Our members also do adrive around after sunset in the area on theevenings which we don’t patrol,” he says.Residents are kept up to date about activi-

ty in the area via social media and informa-tion is mostly shared on WhatsApp groups,Salie says.Salie says they urge more residents to

come on board as they need the manpower.The neighbourhood watch has also start-

ed running projects in the area and they arecurrently looking forward to the next event– a lunch at the Cheshire Home on Wednes-day 16 December.Future plans for the neighbourhood

watch include putting up visible signage toshow that an active neighbourhood watchis in the area.“And we are also looking at installing

CCTV cameras. We are currently trying toget sponsorship, otherwise we will have tofund it ourselves from our fundraisers andmembers’ pockets,” he says.

It’s beenabout ayear since internation-al singer Charl “Babyboy” Pilwan toldPeople’s Post he wanted to return toSouth Africa.Born and raised in Retreat, Charl,

who now lives in Woodstock, has spentthe last 13 years working in Asia andAmerica, but says he’s been spending alot more time at “home” lately.After releasing his single “Apple

green Datsun” earlier this year, Charlsays he’s been in Cape Town sinceMay,which has been the longest time he’sspent in the city for years.The song, which celebrates Cape

Town, has been received very well. Itwas downloaded 5000 times within thefirst week of its release and Charl saysfans can expect to hear a house remixof “Apple green Datsun” soon.“It’s been amazing,” he says.

Music video winsCharl, who has previously said that

he is always going to be “a coloured boyfrom Retreat”, received arguably thebest welcome home when he was ac-knowledged at the Cape Flats Film Fes-tival.He won the Best Video award for the

music video of “Voice of reason”, his pre-vious single.“I really didn’t expect towin . . . Like re-

ally.”It’s the first time he’s been recognised

in this way in his home country.The festival took place across Cape

Town and the nominated music videoswere screened at schools across the Cape

Flats and pupils got to vote for their fa-vourites. He points out that they did havequestions, like why “a coloured boy fromRetreat” was singing predominantly En-glish songs.Charl grew up speaking English and

studies abroad, giving him a “morerounded” sound, which also helps him ca-ter to a larger audience.His new single “Can’t figure it out” is

currently playing on Heart 104.9FM and

other radio stations, but he’s alreadyworking on new material, includinghouse versions of this single and hisnext one, “Love is something else”.His main focus at the moment is

promoting his music locally. Charl,who has worked with the likes ofChris Brown, Nelly and Ne-Yo, isworking on building a sustainable ca-reer for himself in Cape Town, so thathe can eventually live here perma-nently.He plans to play many shows and

festivals in the area over the festiveseason. “I’m enjoying being home.”

Future plansThat being said, he’s still writing

and producing for international art-ists.He is planning to fly musicians in

from New York and Liverpool to helphim work on his new album in SouthAfrica.He hopes to release it in May, as a

birthday present to himself.In between, Charl is also working

on his autobiography with Dallasghost writer Jenny Block, to tell thestory of his career which has takenhim across the globe.

Bigger budgetfor speed humpsCity council has set aside a special budgetof R18m to implement 270 traffic-calming

projects across the city before the middle ofnext year.This includes Manenberg. Joe Slovo

Street will get five speed humps.Manenberg Avenue will get two raised in-

tersections – at George and York streets.Ruimte Road will get three speed humps

and two raised pedestrian crossings at theschool.Brett Herron, mayoral committee mem-

ber for transport, says: “The purpose of theprojects is first and foremost to protect themost vulnerable road users among us: Chil-dren, those with special needs, cyclists andother pedestrians.”“Apart from establishing a sustainable

and responsive regime for the provision of

traffic-calmingmeasures across the city, thenew policy also addresses the current back-log of 500 traffic-calming projects to the val-ue of R30m. Going forward, the City will im-plement traffic-calming measures at 50schools each financial year, as well as a fur-ther 150 projects from the list of approvedprojects, subject to available funding,” Her-ron says.Each year the City receives more than 400

requests for new traffic-calming measures,Herron says.“We are trying our best to make our roads

as safe as possible for all road users, in par-ticular for our children, but we cannot dothis on our own. We need our residents toalso play their part by obeying the rules ofthe road – be it motorists, cyclists or pedes-trians.”

“Not having the 15-year-oldage group available is quitechallenging in any sport, andfor us as a committee this is oneof the biggest challenges, as weneed them to fill senior levels,”says Noore Nacerodien, CTSAchairperson.

“There are not enough seniorteams and we would like the 15-year-olds, when they go beyondtheir age group, to play in thefourth league with seniors.”

However, CTSA is positiveabout the growth in the sportand says the way forward nowis to build relationships withschools.

This comes after government,Sascoc and Softball South Afri-ca instructed federations to ad-minister school sport.

According to CTSA the onlyway it will be beneficial for bothparties is to have a partnership.

“Many schools have alreadyapproached the federation di-rectly to play in the leagues.

“It is also possible for schoolsto play in our youth league un-der the school’s name. We willthen allocate a club to ‘adopt’

that school, and this is only ifthe school is not able to play inthe school league,” says Nacero-dien.

He also says in order to in-crease the number of childrenplaying, the sport should be de-centralised, as clubs are bat-tling financially to transport theplayers to Turfhall softball sta-dium every week.

“There are many venuesavailable that we can usethroughout the Cape metropole.This initiative will commenceon 28 November, where gameswill be played at the new softballfacility in Bishop Lavis.”

But apart from finding u.15sat schools, Pam Fredericks, alsoa committee member of CTSA,is already busy laying the foun-dation, starting with the PeeWee players (4 to 7 years old).

Fredericks, who initially re-quested Pee Wee softball fourseasons ago, feels there is a needto develop youngsters at an ear-ly age where they could betaught the basics first beforeprogressing to tee ball.

“Many little ones from theages of four played tee ball andwould be left out because theyare not aware of what to do. Atthe tender age of four, their con-centration span is very short.You need to meet them at theirlevel, which is why I requestedPee Wee softball.

The players of St Martins soft-ball club were put throughtheir paces by Tantasports in

a Cape Town Softball Associationmatch at Turfhall on Saturday.

Had it not been for the eight runsscored in the sixth and seventh

frames, St Martins would havebeen staring down a comprehen-sive defeat in a tightly fought en-counter. Tantasport will feel harddone by following the hard work itput into the five frames precedingthe St Martins onslaught.

Tanta sprung into a 4-0 lead afterthe opening four frames, but couldnot add to its tally as it would suc-cumb 8-4 to St Martins.

The match saw five pitchersthrown into rotation, where Saintsmade use of three pitchers – Sha-nine Groepies, Lindsay Damonand Bonita Cloete. Between thethree of them, they saw off sevenbatters, striking one out while let-ting another three walk, concedingthree well-deserved hits, resultingin runs, where one intentionalwalk was conceded.

Saints’s third pitcher, Cloete,saw off 13 batters, striking out one,while conceding a hit through afielding error.

Only Aneeqa Davids (1-3) enKathryn van Boom (1-4) achievedjoy with the bat, being the onlyTantasport batters to obtain hits.

Nevertheless, they kept Saintshonest until conceding 9 hits offpitching sisters Roxanne Albertyn(5) and Justine Stewart (4).

For Saints, Danielle Ford (1-3)and Robin Packery (2-4) hit a homerun each and also accounted for six

RBIs amongst each other, whileAime Ford (1-2), Damon (1-2) andHanlynne Cast (2-3) also performedwell with powerful bats.
