Playtime in a Mountview park is not aspleasant as it should be due to unsafeequipment.
Residents living around the park in Dolo-mite Avenue say they fear the worst whentheir children make use of the recreationalfacility in the park which is more than 40years old.
One resident who did not want to benamed says she has two children who regu-larly play in the park.
“However, I do not allow them to go playthere alone. Some of the equipment is unsafefor any child to play on and I’m afraid theymight get hurt,” the concerned residentsays.
According to the mother her childrenhave not yet returned home with bruisescaused by the equipment in the park.
“They have come home with nicks and
bruises from playing in the park but thesewere not caused by the equipment itself.Sometimes children play carelessly and fallbut they should not have the added dangerof unsafe equipment,” she adds.
Another resident, Anthony Hooper, sayshe has complained about the state of theequipment before.
“It really is unsafe for children to play onequipment that could either cut them orleave them with other serious injuries.Something must be done to make the parksafer,” Hooper says.
He adds swift action must be taken by theCity of Cape Town or the park might attractunwanted elements.
“If the equipment is deemed unsafe andparents tell their children to stop coming tothepark then itwill becomeawhite elephantand that is something we definitely do notwant,” he says.
“If parks aren’t being used for their recre-ational purpose then we risk seeing the
space being used by unwanted elements.This would definitely be detrimental andshould be avoided for as long as possible.Our children need a safe place to play,”Hooper says.
He adds he has a “huge concern” whenparks are not being used for what they areintended.
“When people see the park just standingthere because nobody is using it they as-sume they can carry out their activitiesthere. This includes ill activity like smokingand drinking in the park. At the end of theday we also risk having vagrants move ontothe park. Something needs to be done beforeit could potentially get to that point.”
Ward councillor Antonio van der Rheedesays he has received complaints about thepark’s equipment from residents and hasforwarded their concerns to the City of CapeTown.
BelindaWalker,mayoral committeemem-ber for community services and special pro-
jects, says the City parks department “is notaware of any complaints with regard to thispark” and that the park is maintained regu-larly.
“It is raked on a weekly basis and cleanedtwice a week. The trees were pruned sixmonths ago. Expanded public works pro-gramme staff are also employed to water thepark, but with the onset of the winter rains,this will not need to occur as often over thenext few months, compared with other peri-ods in the year.”
She adds the play equipment receivedmaintenance twomonths ago but vandalismhas resulted in the equipment becoming un-safe.
“Vandalism to the equipment continues tobe a severe challenge. The swings, in partic-ular, tend to get cut by vandals. An order hasbeen placed to have the hanger for the swingreplaced, whilst the swings were paintedless than a month ago,” Walker explains.V Continued on page 3

A section of the Firearms Control ActAmendment Bill is in the firing line.
The amendment proposes a new trackingsystem for guns by rolling out the use of mi-crodots and ballistic sampling.Within a year of the date of the bill, police
will have to have all firearms logged. Theballistic logging will then be rolled out tothe security industry and lastly to privategun owners during their relicensing.
StriationsBut firearm owner and dealer Alan Mar-
theze says ballistic sampling is a measurethat only works faultlessly on TV shows, asstriations on a cartridge do not remain thesame indefinitely.Ben Coetzee, arms management project
manager of the Institute for Security Stud-ies, says the striations on a cartridge willchange with use over time.“They can also be altered because of rust
froma lack ofmaintenance and care or evenby cleaning the weapon with brushes andscrapers that are harder than the surfacesthey are used on,” he explains.Traceability Solutions’ Kyle Parker, who
specialises in the marking, managementand reporting ofweapons, says it is not diffi-cult to purposely alter these striations.Using microdots to trace firearms is just
as impractical, Martheze believes, as stan-dard gun cleaningwill easily removemicro-dots over time.
ImplementationThe implementation of the amendment
bill poses challenges too, Coetzee believes.Testing firearms will require them to be
brought to a specific testing location.“The most serious concern is the number
of firearms thatwill be congregated at a spe-cific point for the test to be performed. Secu-rity during these tests will be a nightmare,and every person that is on his way to thetest site will be at risk,” he says.The manpower to carry out tests is also
lacking. With an estimated 2.5m privatelyowned firearms, itwould takeyears to carryout the process, Coetzee estimates.This year, a similar law in the United
States was repealed after attempts to imple-ment an imaging database for 15 years. Thelawwas described as “simply not working”.
AlternativesParker believes there are other solutions
that will be easier to implement if manage-ment issues are ironed out.“All the weapons (over 99%) in the police
are marked with our technology. A legalbattle with the company that did the soft-ware that uses our marking systems meansthey arenot able to use the solution as itwasintended. Get a new provider of the plat-form, use what is marked now and get atighter grip on the police as well as privatesecurity and civilian weapons,” he sug-gests.The proposed sampling will have signifi-
cant impact on legal firearm owners, saysJohn Welch of the South African Gun Own-ers’Association. “The firearmowner is sup-posed to supply at least five rounds of am-munition for ballistic sampling. Some am-munition is priced up to R2000 percartridge. Collectors’ pieces are to be keptin pristine condition and are not to befired,” he says.
Ballistics still neededAlthough the process will have signifi-
cant costs “with little return on invest-ment”, there is still a place for ballistic sam-pling. “There are many different uses forfirearms and taking ballistic samples mayhelp to recover these firearms or at leastcontribute to the process of linking the fire-arm to a crime. As prevention, state-ownedfirearms should be sampled because theyare rumoured to be rented to criminals,”Coetzee says.The process may also be a deterrent to
criminals but there is not likely to be a sig-nificant decrease in firearm-related crime,he says. “I cannot reconcile the idea of alegal firearm owner lurking about in thedark shooting people and then going hometo lock their registered firearm safely in theSABS-approved safe in his home. I also donot think the criminal will care if the fire-arm that he obtained illegally was ballisti-cally sampled and I do not think that willdeter him from using the weapon in anycrime.”
‘Gangs hold ourhealth hostage’Gang violence inManenberg has disrupt-ed services at the local clinic and at therecently launched substance abuse treat-ment site. City staff there have beenforced to work under extremely volatileconditions.Siyabulela Mamkeli, mayoral commit-
tee member for health, says the City ofCape Town’s health directorate has no-ticed a marked impact on its ability toprovide services in Manenberg in recentweeks as a result of ongoing gang vio-lence.
Fear for safetyStaff have reported a drop in group at-tendance and the assessment numbers atthe new substance abuse treatment site.Feedback received from clients is thatthey are unable to come to their appoint-ments as they fear for their safety. Thishas affected the continuity of the pro-gramme as well as clients’ treatmentprogress.Some new clients, when enquiring
about the service, have also expressedconcerns about their safety.“The gangs are effectively holding us
hostage. It is very difficult to providehealthcare under these circumstancesand I would appeal to those involved inthe conflict to bear in mind that they areeffectively denying their neighbours andmore than likely their own families theopportunity of a better quality of life. I ap-peal to the police to step up their patrolsaround our facilities in a bid to ensuresafe passage for our clients as well as our
staff,” he says.Mamkeli says he will continue to en-
gage with the City’s law enforcementagencies about their assistance. He asksresidents to help by reporting criminaland gang activity.
Inadequate staffHe added that the City health departmenthas received several requests for stafftransfers to other sites. This could poten-tially result in the clinic being left with-out adequate staff. Stock deliveries to thefacilities are also affected, as well astransport routes to and from the clinic forservice providers, staff and clients.“Manenberg Clinic as well as the sub-
stance abuse treatment site have had tobe closed early every time there is aneruption of violence, because we cannotcompromise the safety of our staff and cli-ents. Every time we are forced to closeourdoors,wearedenying the communityaccess to critical health services.
Failing targets“All of the planned outreach pro-grammes, including tracking defaultingpatients for various programmes, havebeen cancelled due to the violence. Statis-tics indicate that the clinic is failing tomeet its targets on HIV testing, cervicalcancer screening and immunisations be-cause clients are simply not willing torisk their safety to visit the clinic. The sit-uation is also impacting on oversight vis-its bymanagement and other support ser-vices,” adds Mamkeli.

Dirt and debris litter different areas inward 46, which has ignited complaints
by residents to have the dirt removed.Residents of the ward, which includes
parts of Manenberg, Newfields, Pinati andPenlyn Estates, say they are happy that awaste drop-off facility will soon be seen inthe area.
One resident who requested to remainanonymous says she is happy the drop-offfacility is coming to the area but she has herdoubts about it too.
“Who says these people will make use ofthe facility once it’s here? These culpritsdon’t care where they leave their rubbishand don’t know how to dispose of it proper-ly,” she says.
The woman, who is a Hanover Park resi-dent, says the site where the facility will beis near a scrapyard on Turfhall Road.
“The people who bring their goods to thescrapyard clean their stuff in the road. The
mess is then left there for days and is a realeyesore. Hopefully this will be a thing of thepast,” she adds.
Ward councillor Junade Hoosain saysduring site visits in his ward he noticed var-ious instances of dumping.
He says residents in the area are to blamefor the dumping issues.
“Homeowners are getting others to go anddump their waste on the open fields and al-lowing them to use their wheelie bins to cartthe debris in. This happens all over the met-ro,” Hoosain says.
He has encouraged residents to reportany dumping in the area.
“The City of Cape Town can only act ifsomeone reports it. They can provide uswith a registration number, the date andtime and where it occurred,” he adds.

maintain good health. All self-regulatorysystems in the body, such as temperaturecontrol, require energy. Exposure to coldweather with improper warm clothing willresult in an increased use of food energy for
body temperature regulation. This will in-crease food energy requirements in winter,”Francis says.The challenges of hunger are greatest in the
morning hours, and this is particularly rele-vant to children, who do the bulk of theirlearning before midday.
A study of children found a significantdifference in fatigue levels two hours afterbreakfast, between breakfast eaters andbreakfast skippers.Those children that had not eaten since
the night before reported a greater feelingof fatigue at the mid-morning mark of the
day.The study also found that eating a break-

A 27-year-old businessman was found deadwithmultiple gunshotwounds the day afterhe was hijacked.Lansdowne police spokesperson Ser-
geant Nkululeko Mnyaka says the hijack-ing occurred on Friday at about 18:00 whenImraan Daya and a friend were sitting out-side a home in his car in Belgravia Avenue,Rondebosch. They were approached by un-known men.“A gold Opel Astra with an unknown reg-
istration came close to them and an un-knownman jumped out of the Astra. He ap-proached them while they were sitting inthe vehicle and threatened themwith a fire-arm,” Mnyaka says.Daya’s friend got out of the car, but the
slain man was left inside the car.“Then anotherman camewith a rifle gun
and drove off with Daya’s vehicle, a whiteVW Golf 6.”The suspects fled with the Durban-regis-
tration car in an unknown direction, hesays.It is alleged that Daya was driven around
various areas to withdraw money from hisbank account to the total value of R25 000.His stolen cellphone was also picked up
outside an Ottery pharmacy on Fridayevening.The stolen car was found abandoned in
the parking lot of the McDonald's in Otteryat about 21:30 the same evening.“The vehicle has since been taken to Bell-
ville,” Mnyaka confirms.Daya’s body was found with two bullet
wounds to his head on Saturday at about06:00.“The body of the victim was found at the
corners of Swartklip Road and Baden Pow-ell Drive at the Wolfgat Nature Reserve inMitchell’s Plain.”A case of carjacking, kidnapping and
murder was opened at Lansdowne policestation for investigation.The police have urged anyone with infor-

More arrests during Fiela operationThe Manenberg police, army,
metro police and traffic servi-ces coordinated another integratedoperation on Thursday last week.Manenberg police spokesperson
Lieutenant Ian Bennett says theaim was to target a hotspot in thearea “due to the ongoing gang con-flict and the lack of informationfrom the community”.“The Manenberg police drove
the initiative to do another cordon-off search within an identified hot-spot,” Bennett explains.The operation started at 03:00 in
areas between Red River, Reno-ster, Rio Grande, Pecos and Tugelaroads.“Wemoved intoManenberg once
again and did a thorough door-to-door search. This operation has al-so focused on outstanding wantedpersons,” he says.“The success lies in gaining the
trust of the community and ensur-ing the steady flow of informationregarding concerns of the commu-nity that we could address effi-ciently by arresting perpetrators.”Arrests included 14 men arrest-
ed for “various outstanding casesdating back to 2013”.A 23-year-old man was arrested
in Manenberg Avenue for the pos-session of an unlicensed 9mm pis-tol, with 51 9mm live rounds.A woman, aged 43, was arrested
for the possession of five packets oftik. A 31-year oldmanwas arrestedfor the possession of illegal coun-terfeit cigarettes.“The community was quite sur-
prised that we followed upwith an-
other operation within a week ofthe first operation. TheManenbergpolicewants to show the communi-ty that we are serious in bringingcalm to the area and ensuring ev-eryone’s safety.”The day after the operation a 22-
year-old woman and 44-year-oldman were arrested at about 07:00for the possession of an illegal fire-
arm and ammunition.“Police members received infor-
mation of illegal firearms and am-munition at an address inRenosterRoad. This is where gunfire can beheard regularly,” Bennett says.Officers from the Manenberg po-
lice station then executed a searchat the address and found the fire-arm hidden in a false panel in the
bed. Sixteen 9mm rounds was con-fiscated with the 9mm pistol.The suspectswill appear in court
