This comes after a threat to “take over the land” was made by community leaders and frustrated backyarders after a clean-up of the erf over the festive season. Situated adjacent to the Lansdowne Cor- ner Shopping Centre, the plot was ear- marked for the construction of 195 houses in 2003. Government, business owners and the surrounding community apparently signed an agreement that the houses would be built along with the construction of the mall. In addition, the business owners would of- fer financial assistance toward the commu- nity development and also grant each new homeowner R3000. The mall has been operating for the past two years, but plans for the housing develop- ment never got off the ground. Community worker Mario Wanza says business owners and government are “reap- ing the rewards of the shopping mall, but the community has been done a disservice be- cause they were promised homes and have got absolutely nothing out of the deal”. “They have let the people down, so our plan is to get the land in the hands of the peo- ple so that they can decide what needs to be done there,” he says. Ward councillor Antonio van der Rheede and the Hanover Park Housing Scheme have since set up a meeting with the Provincial Department of Transport and Public Works to make it legal for the land to be used for the community. The meeting is expected to take place next Wednesday. Madeleine Johnson from the Hanover Park Housing Scheme explains the contract which was signed for the homes to be built 11 years ago is now null and void as the or- ganisation set up to represent the residents no longer exists. “The people have been waiting for years to make use of the land,” Johnson says. “We have set up a meeting and are inter- acting with provincial government to decide what will be done with it.” Veronique Klassen (47), who lives in a wendy house with her family of six, is one of the residents who was promised a home on the erf 11 years ago. “I put my name on the list and I was told my family would get a house on that land, but more than 10 years later we are still waiting,” she says. “Government and these business people have robbed us because they made an agree- ment all those years ago. I would love to have better living conditions for my family be- cause we really struggle.” Klassen joined some of the other potential beneficiaries in a clean-up of the property on Saturday 14 December to signal the commu- nity’s intent to take ownership of the land. However, while the Hanover Park com- munity is adamant that the property be used for their benefit, the Department of Trans- port and Public Works is yet to decipher to whom the land belongs. Department spokesperson Al-Ameen Ka- faar says once ownership has been ascer- tained, the parties concerned can decide the best way forward. The erf number of this property was not on a list of erven owned by the department, he says. Pupils who did not meet the re-quirements to obtain their Mat-ric certificate are bracing them-selves for round two.

Supplementary exams are setto begin in February and contin-ue until March.

The closing date for applica-tions is Friday 24 January.

Candidates who have failed amaximum of two subjects quali-fy to re-write. Those who passedonly three subjects may apply towrite the 2014 National SeniorCertificate (NSC) exams.

Provincial education ministerDonald Grant says pupils whowere medically unfit to sit foroneormore exammayalso regis-ter for the supplementary ex-ams. They must, however, pro-vide a medical certificate.

Candidateswhoprovide documentary evi-dence showing that he or she qualifies foradmission to a university or for an occupa-tion, but does not satisfy the university’s re-

quirements or the requirements for thespecific occupation can also register to re-write a maximum of two subjects.

Class actThe provincial matric class of 2013 has

plenty to celebrate. Despite dropping tofourth place overall, the provincial educa-tion department says teachers and pupilscan be proud as there have been improve-ments in all areas, Grant says.

Increasing the number of candidateswriting and passing the NSC exams is oneof the strategic prioritieswithin the depart-ment, as it reflects the retention rate of pu-pils.

It is essential that the drop-out rate is re-duced and pupils have the opportunity towrite and ultimately pass their matric ex-ams, Grant says. “In 2013, we had a recordnumber of 40 558 candidates passing theNSC exams with a provincial pass rate of85.1%. We are very pleased that we exceed-ed our stretch target of 40 000 passes andthat the pass rate increased while thenumber of candidates grew so significant-ly.”

The total of 40 558 is the highest numberof passes yet achieved in the province sincethe inception of the NSC exams.

Ban printing matric resultsAnd while successful candidates were

thrilled to finally see their names in print,the Congress of South African Students(Cosas) is demanding newspapers no long-er publish matric results.

Western Cape convenorSiphakamise Ngxowa saysthe congress plans to launcha campaign to burn newspa-pers which print the namesof pupils who have passedmatric.

Cosas believes printingthe results is a violation ofcandidates’ privacy.

“Printing matric resultsis of nobenefit to pupils. Theonly ones who have some-thing to gain from this prac-tice are the newspaperswhoare cashing inonpublishingthese results,” Ngxowasays.

Muhammad KhalidSayed, provincial convenorof the ANC Youth League,agrees.

“To some it may be grati-fying to see their name inthe newspaper, but to many

it is embarrassing because too much undueinformation is made public, like access touniversity and not getting a distinctionwhen high expectations were created,” hesays.

Cosas has engaged with Minister of BasicEducation Angie Motshekga about theirconcerns.

Sayed says the ANCYL supports demandsby Cosas to Motshekga to desist from pub-lishing the names of those who have passedmatric. “This key milestone in life shouldrather be acknowledged by the school, fami-ly and the person involved without havingto go to agents or third parties,” he adds.

Future plansThe class of 2013 say while they are glad

Fed-up Lansdowne locals are threaten-ing to take the law into their own hands.

This comes after the amount of prosti-tutes operating on Wetton andLansdowne roads rapidly escalated overthe festive season.

Police attribute this to the interven-tion of a sex workers organisation whichinformed them that they cannot be har-assed or arrested unless they are caughtin the act.

The young women seen standing oncorners in skimpy outfits in an attemptto entice drivers are increasingly irkingresidents, who are now prepared to actif the problem persists.

The prostitution issue in the area hasresurfaced after a noticeable decline wasreported late last year thanks to com-bined efforts from police, law enforce-ment and the Wetlands NeighbourhoodWatch.

But residents say they have seen“more young girls than ever before” onthe roads in recent weeks.

Albert Road resident Kent Witten (38)says the team did a remarkable job in ad-dressing the scourge last year.

“But I have definitely noticed an in-crease in the number of these girls com-ing into the area in recent weeks,” Wit-ten says.

Aggravated residents have echoedWitten’s sentiments, adding that some-thing needs to be done or the communitywill start chasing the girls away them-selves.

Charlotte de Vries (51) told People’sPost that she has already spoken to someother residents in the area who are will-ing to team up to force the women out.

“I’m sick and tired of it really. I feel sor-ry for the girls, but it just cannot go onlike this,” she insists.

“It has clearly become a problem thatis not just going to disappear, so policeneed to get to the root it or we will haveto take matters into our own hands.”

De Vries says residents are prepared toconfront the women suspected of prosti-tution and chase them away – a tacticwhich is currently proving futile for po-lice.

Lansdowne police spokesperson Con-stable Nkululeko Mnyaka says the girlshave been informed of their rights by theSex Workers’ Education and AdvocacyTaskforce (SWEAT), who instructedthem to take out interdicts against offic-ers who try to arrest them.

“All we can do is monitor the situationand try to chase them away,” says Con-stable Mnyaka.

“We have visible policing and regularstop and searches throughout the dayand night, but we can only arrest themif they are caught in the act.”

Wetlands Neighbourhood Watchspokesperson Saawmiet Moos says whilethey have had success in curbing theproblem in the past, it is proving moredifficult to do so at present.

“While we are trying very hard to curbit, the girls have been getting advice re-garding their rights,” he says.

“A few months ago we had many suc-cesses, but as you can imagine regular pa-

trols and consistent monitoring costs a lot ofmoney which we have to raise from collec-tion drives and our members’ own contribu-tions.”.

SWEAT advocacy officer Ntokozo Yingwa-na says they are doing their best to advocatefor the recognition of the human rights ofconsenting adult sex workers, and the de-criminalisation of sex work in South Africa.

“We have been researching the abuse ofsex workers for the past two years, and outof the 308 sex workers interviewed, 70% re-ported having experienced some form of po-lice abuse,” she says.

“As the result of that study, SWEAT hasembarked on police sensitisation training,with the support of the Deputy Minister ofPolice Maggie Sotyu. We also conduct Hu-man Rights defence training with sex work-

ers across the country in order to assistthem in recognising their rights.”

What the organisation has found is thatbecause prostitution is criminalised, theprostitute often doesn’t realise that they stillhave human rights protecting them, Ying-wana says.

SWEAT has also developed a police card,which is a printed version of their rights, toassist sex workers when they engage withpolice. “The police card seems to havehelped defuse certain situations between sexworkers and police, which might have re-sulted in abuse,” she says.

women that die in South Africa are killedfrom complications as a result of cervicalcancer.To help prevent this, provincial health

minister Theuns Botha says the depart-ment’s health teamswill be visiting all pub-lic and special education schools in theprovince during February and Septemberto administer free Human Papilloma Virus(HPV) vaccinations.Almost 80% of cervical cancers are

caused by this virus.If you are vaccinated, the vaccination

helps prevent the infection of the virusfrom developing on the cervix.These vaccinations will be given to girls

aged nine and older.Vaccinations will be done in two rounds.The first roundwill take place fromMon-

day 17 February until Friday 14 March andthe second round between Monday 29 Sep-tember and Friday 24 October.During the next three years, the depart-

ment will annually vaccinate all Grade 4girls. Parents arebeingurged to ensure thatthey have signed and returned the consentforms which they will receive from theschool that their child attends.No girl will be vaccinated without paren-

tal consent.The consent form will be sent to parents

during the next few weeks and will only begiven to those parents whose girls are eligi-ble for the vaccine.To qualify for the vaccination, girls must

attend a public or specialised educationschool, be in Grade 4, be nine and older bythe time the campaign starts on Monday 17February as well as have a signed consentform.Parents who would like to get their

daughters vaccinated but do not meet thecriteria can seek assistance from theirpharmacist. The vaccination is availableat pharmacies but a fee will be charged.According to the department, vaccina-

tion remains one of the most effective man-ners in which to prevent illnesses in chil-dren.

A man caught in possession of cut copperpipes worth over R2000 in Lansdowne hasbeen arrested.The 22-year-old suspectwasnabbed onhis

way to a local scrapyard last Thursdaymorning.Constables Glen Jasson and PatrickCupido were on patrol when they spottedthe suspect riding a bicycle inWetton Road,where he was racing off with a big bag onhis back.“They stopped the young man and asked

permission to search him. The officersfound 109 pieces of cut copper pipes,” saysLansdowne police spokesperson ConstableNkululeko Mnyaka.“When the officers questioned him, he

gave three different explanations whichthen led to his arrest.”The copper pipes were confiscated and

the suspect was arrested and charged withpossession of presumed stolen property.He appeared in theWynbergMagistrates’

Court on Friday.Meanwhile, two Malawian nationals

were also arrested in the Lansdowne areain separate armed robbery cases on Thurs-day.In the first incident, a 25-year-old male is

in custody after being involved in a busi-ness robbery at Silvertree Superette inLansdowne Road.According to a police report, a shop assist-

ant saw two males enter the store wearinghooded tops covering their heads.“They waited until the last customer left

before they closed the door and threatenedthe shop assistant with a firearm, demand-ing the cash in the till,” the report reads.“The suspects made off with R2500, ciga-

rettes and airtime valued at R4500 and fledthe scene in a maroon Nissan Sentra.”After reporting the incident, police

tracked the car and itwas spotted inManen-berg, where one suspect was arrested.Another suspect has been linked to the

crime.ConstableMnyaka says the other two sus-

pects are still at large and the firearm hasnot been recovered.“A case of business robbery was opened

at Lansdowne police for investigation. Thesuspect appeared in court last week Thurs-day.”Another Malawian national was arrested

after a robbery at Cake and Candy in Craw-ford.The 27-year-old man tried to escape along

with three other suspects, but failed to doso after the shopkeeper tackled him. Theother suspects fledon foot and the shopkeep-er managed to retrieve R1000 stolen fromthe till.“A case of business robbery was opened

for investigation. No shots were fired andno injuries were reported,” Mnyaka con-firms.“The suspect appeared in court on Mon-

day for a bail hearing. The firearm was notrecovered and the three suspects are still atlarge.”Anyone with information that could lead

Powering up has become easier ascouncil has appointed new prepaid

electricity service providers.Users will now be able to buy

prepaid electricity from theircellphones and online, as wellas from their usual vendors.

A new cellphone vendor has beenappointed by council, which will al-low consumers to nowmakemobilepurchases via SMSafter registeringon www.itronenergy.co.za.

Consumers will still be able tomake mobile electricity purchasesvia EFT fromwww.prepaid24.co.za.

In addition, consumers can regis-ter on www.mobilepower.co.za,where all credit cards and StandardBank, Nedbank and Absa debitcards are accepted.

Capetonians can also log ontowww.ibuy.co.za to order electricityvia the internet with their Master-card or Visa Credit card.

Those who prefer not to use tech-nology can use a new service pro-vider which will see scratch cardsbeing made available at all petrolstation forecourts.

Point of service outlets will re-main as is, with the existing service

providers re-appointed.The new contracts were awarded

after the previous ones expired, ex-plains Mayoral Committee mem-ber for Utility Services Ernest Son-nenberg, and the extra service pro-vider was appointed to increaseefficiency. “Should one providerexperience technical issues, theconsumerwill haveanother option.Consumers will continue to be ableto instantly purchase electricityfrom the comfort of their ownhome,” he says.

There is no cost to the customerin the form of credit fees, Sonnen-berg continues. “The only cost thecustomer carries when purchasingvia their cellphone is the SMS feethat their cellphone service provid-er charges,” he says.

User LesleyMarshal has been us-ing cellphone banking to buy herprepaid electricity and is pleased

that more options have been madeavailable. “It’s convenient and fastand I don’t have to go to the shop.My family has started taking advan-tage of it and now always ask me tobuy electricity for them,” she says.

Charmaine Jacobs says she willgladly switch tobuyingher electrici-ty via her cellphone.

“It would definitely help us be-cause it ismuchquicker. Sometimesthe shops are offline and then youhave to pay the cost to travel to an-other shop,” she explains.

“It’s also safer because if you runout of units in the evening or atnight, you don’t have to walk in thestreets, which can be dangerous. Ijust worry that it will become costlyto send an SMS if you buy smallamounts often.”

The 107 emergency hotline received27 536 calls in the first two weeks ofDecember and over 30% of themwere prank calls, authorities con-firm.

Pranksters are holding up emer-gency calls and could potentiallyrob someone with a real emergencyfrom receiving assistance timeous-ly. So says Mayoral Committeemember for Safety and Security JPSmith.

The 107 line is a single emergency

number for use by all people livingin and visiting Cape Town.

Call centre agents are trained toconnect callers to the nearest rele-vant emergency service provider,such as the ambulance, fire, policeor traffic service.

Statistics show an increase ofnearly 8000 calls in December 2012,compared to the month before andafter.Medical emergencies account-ed for 23% of the 57 406 calls fieldedin December 2012 while prank calls

accounted for 36%.The number of prank calls in-

creases during the school holidays,as children call from telephones athome and even public telephonesknowing that it is a free call, Smithsays. “Prank calls are nothing new.We also know that prank calls arenot the work of children only, so I’dlike to appeal to families and com-munities to help us by discouragingthis kind of behaviour. Ultimately,it could save a life or lives.”

Growing concerns regarding the develop-ment of a portion of the Philippi Horticultur-al Area have been laid to rest.

The provincial Department of Environ-mental Affairs and Development Planningdecided not to approve an application by adevelopment company, which hoped tobuild a housing development on the land.

Philippi Horticultural Area committeechairperson Nazeer Ahmed Sonday was de-lighted to hear the final outcome and con-firms “the matter is now put to bed”.

“This is a victory for the people of CapeTown by the people of Cape Town, becausethat land can benefit so many,” he says.

Sonday explains that the water and soilquality of the land proposed for developmentwas preferred among the farming communi-ty.

“It would have been very bad if we lost thatpiece of land because it is of real quality tofarmers,” he says.

The outcry started when the City of CapeTown decided to amend the urban edge of theland to allow for possible development.

The erven in question is owned by privatedevelopers who were in the process of apply-

ing to build a mixed-use housing develop-ment in the area in excess of 5000 units(“‘Bread basket’ under threat”, People’sPost, 30 July 2013).

Anton Bredell, provincial minister of theDepartment of Environmental Affairs andDevelopment Planning, explains that thenorthern sector of the area should be the fo-cus of an updated viability study.

This may lead to the “agricultural viabili-ty line” being redefined in collaborationwith council.

“Such a review process may open the pos-sibility of releasing some well-located agri-cultural reservation land for urban devel-opment, the scale of which remains to bedetermined,” Bredell says.

He adds that one of the main reasons forturning down the application was that theland in the south-western sector of the areawas observed to be productive and a provid-er of many job opportunities.

“To release any more of the activelyfarmed land for development purposeswould not be responsible governance by ei-ther the City or the Province,” Bredel says.

Phillip Bam, chairperson of the LotusRiver, Ottery and Grassy Park Ratepayers’Association and committee member of theRed Flag Vlei, says the decision to refuse

the relaxing of the urban edge is a “welcomereprieve”.

“A valuable resource in an important sec-tion of the Cape Flats food basket will be savedfor future generations,” Bam says.

He explains that the horticultural area hasgreat potential for creative farming options

and should be used to introduce new farm-ers.

Bam hopes similar news will be receivedregarding Princess Vlei, as the mall debaclecontinues. “I am sure ... he will revisit hisdecision about Princess Vlei and help us tosave that important resource as well.”

Province Rugby Union structures and willwork closely with the Western ProvinceRugby Institute in Stellenbosch.The Institutewas founded in 2007 and has

produced several excellent players.Springboks Eben Etzebeth, Siya Kolisi

and Juan de Jongh are all former gradu-ates, as areStormersScarraNtubeni, FransMalherbe, Nizaam Carr, Louis Schreuderand Cheslin Kolbe.The academy was founded with hopes of

replicating this success.But while the institute caters for only un-

der-19 players who spend just one year inthe programme before either being profes-sionally contracted or released, the acade-my accepts players between the ages of 18and 21.“You may get a player who gets injured

while at the institute, sometimes early onhis stint there, and that ruins his under-19year,” Milner says.“That player may have had the potential

to step up to the professional ranks. Weneed tomake sure he can stay in the systemand in a high performance programme.”Milner adds the academy will also pro-

vide opportunities to “hidden gems” play-ing outside the top levels of school rugby.While the Institute’s 2014 intake included

players almost exclusively from rugbystrongholds like Paarl Gymnasium, PaarlBoys’ High and BolandAgricultural Schoolor southern suburbs powerhouses such asWynbergBoys’High andRondeboschBoys’High, the Academy has also seen playersfrom Steenberg, FishHoek, Camps Bay andSimon’s Town high schools selected.“We want to ensure that we (involve)

players who ordinarily would not be on thestage where they would get recognised,” hesays.“We know there is a hidden gem sitting

in most schools. We have gone out andfound playerswho have the talent, but needto be given the opportunity. The institutedoesn’t have the time to put the feelers outinto the schools.”Both the academy and institute players

will follow the same programme and willtrain together at least once a week.Academy members will also receive life

skills training frompsychologists and busi-ness experts. Players who are not studyingwill also be enrolled in sports related terti-ary programmes.Any players interested in joining the

Milano United will hope to return tothe summit of the National First Di-vision this weekend but a win may

not be enough.The Grassy Park side dropped points in

a 2-2 draw against local rivals FC CapeTown over the weekend and were overtak-en by Chippa United as a result.

Now Milano will be rooting for FC CapeTown to pull off another upset in their fix-ture against Chippa on Saturday.

Milano were expected to brush past FCCape Town, who were languishing near thebottom of the table at the time.

Things seemed to be going to plan for theBlack and Yellow, who opened the scoringin the third minute. Brandon “Junior”Theron headed home from a well workedattack down the left by Ganief Stellenboom.The visitors soon replied through SiphiweGwala, with the striker giving Milano goal-keeper Tashrique Goldman no chance and

calmly tucking the ball into the right cor-ner.

Things got worse for Milano in the 25thminute when top scorer Lesvin Stoffels re-ceived a straight red card for a challengeon Jarrod Moroole. Despite being down to10 men, Milano took the lead for a secondtime when Chad Robertson forced the ballover the line.

The home side’s hopes of a memorablewin were undone when super-sub Mpho Er-asmus headed home late in the game.

Milano United managed to maintaintheir unbeaten home record for the season,but dropped down to second place on the ta-ble.

FC Cape Town’s Zaphaniah “Zeff”Mbokoma and Gwala both came close tostealing all three points in the dying min-utes of the encounter, but Goldman kept histeam alive to ensure a share of the spoils.

Milano will hope to return to winningways when they face Jomo Cosmos in Jo-hannesburg on Saturday.
