Students treatkids for Easter

Students at Varsity College in Rondeb-osch are proving that caring for their

community is part of college life at thecampus.

Last week the students hosted someyoungsters from Saint Anne’s Home inWoodstock, the Marsh Memorial Home inRondebosch and Heaven’s Nest in Otteryfor a fun day of Easter activities that in-cluded an Easter egg hunt.

Daniella Hayman, spokesperson andevents coordinator, explained that thiswas an annual event that was part of thecollege community engagement calen-der.

“This event is a combined initiative be-tween the student body and VC Cares,”

she said.“The purpose of VC Cares is to create

awareness and involve the wider studentbody in community projects with the aimof helping those less fortunate. The mainfocus is on social responsibility and em-powerment.

“We work together to identify localcharities and communities that will ben-efit from organised projects and fun-draising activities.”

On arrival, the children were treatedto a Nal’ibali storytelling session, fol-lowed by cupcakes and craft activities or-ganised by students and the VC Carescommittee.

This was followed by the children be-ing partnered with a student who helpedthem during the hunt in which they hadto perform tasks to collect eggs.

‘Kids’ education matters’The Life Matters Foundation in Meadow-

ridge is trying to focus on what reallymatters in life.They work in schools in Westlake, Steen-

berg and Retreat. Children also come to thefoundation who travel from Lavender Hill,Grassy Park and Capricorn.They currently run four literacy and two

numeracy centres based at the schools theywork in.Started in 2002 by the then Meadowridge

BaptistChurch, nowcalledConnectChurch,they responded to the need for counsellingservices in underprivileged schools. Theysoon realised that the need for academic andlife skills interventions were imperative tohelp combat the drop-out rate.They now have an academic programme

which focuses on numeracy and literacy in-tervention for Grade 1 to 3 pupils. Their lifeskills programmeprovides counselling to allpupils and mentoring and life skills pro-grammes to mainly Grade 6 and 7 pupils.Their life skills programme offers a path-

finders camp for Grade 7 pupils of fourschools where the pupils are encouraged byspeakers, from the communities they comefrom, to value their education andmake pos-itive life choices.They are also running eight mentoring

groups for Grade 6 and 7 pupils which aimto bring rolemodels to pupils and offer themguidance with academic and life choices.Their teenage awareness programme pro-

vides speakers and workshops for Grade 7pupils to prepare them for the challenges ofhigh school.Alnere Turck, executive director of the

foundation, says children in the communi-ties they work in have huge obstacles tolearning.“Not only are they in underresourced

schools with large numbers of pupils perclass but they live in communities fraughtwith gangsterism, drugs and high teen preg-nancy rates.“We believe that by providing both aca-

demic and life skills support to our pupilswe are offering them the best possiblechance to succeed in the environment theyfind themselves in. Every child deserves theright to a decent education and every childdeserves to be inspired andmotivated to ful-fil his potential. We believe that this is whatour programmes bring to the children wework with.“It is the responsibility of every South Af-

rican to be involved in making a differencein this country. Only by all of us taking astand and forcing equality in areas wherethat right has been denied, will we seegrowth and healing in broken places. Equal-ity in education is possible. Hope motivatesus!” she says.The foundation raises funds from compa-

nies, organisations, individuals, churchesand schools. They also apply for grant fund-ing and annually host a dinner and auctionevent to cover operating expenses. Variouscampaigns also help create awareness andencourage people to donate.The foundation makes use of volunteers.

Although the animal bylaw in respect ofbarking dogs is frowned upon bymany resi-dents as nonsensical, the City of Cape Townis adamant that this bylaw can and is stillenforced in a very practical sense.People’s Post regularly receives com-

plaints from readers about their rowdyneigbourhood dogs, coupled with the City’sinability to enforce the bylaw.In most cases it so happens that the nui-

sance dog, after being reported to Law En-forcement, will be considerably quieterwhen City officers arrive on the premises.The case is subsequently closed, until an-other is opened.In terms of the bylaw no dog is allowed

to bark for more than three minutes in halfan hour or for more than six minutes in anhour.But how do you prove this?As is the case in any other legal matter,

sufficient evidence isneeded toprosecute inthe municipal courts.In this instance, a complete “barking

monitoring schedule”, as well as audio-vi-sual material, would be needed, accordingto JP Smith, Mayco member of safety andsecurity.

Smith says just because many of the com-plaints reported cannot be corroborated bythe investigating officerswhohave tomoni-tor the dogs at the identified locations, itdoesnotmean thebylaw isnot being contra-vened.“Obviously the officers cannot monitor

the location on a 24-hour basis,” he says.“Enforcement action will therefore in-

volve an initial compliance notice directingthe dog owner to remedy the situation. Inthe event of non-compliance this will be fol-lowed, in most cases, by the compilation ofa docket containing the complainant’s affi-davit, which includes a barkingmonitoringschedule and whatever audio-visual evi-dence is available, so that the dog owner canbe summoned to court on the prosecutor’sinstruction,” he says.However, he doesn’t clarify how this

would be done in the absence of officers toconstantly monitor the premises.The officer, he says, may also opt to issue

a written notice to appear in court with theoption of paying an admission of guilt fine.“In the meantime, and particularly when

the officer has also established that there isindeed a contravention in terms of the bark-ingprovision,which theownerhasnot rem-edied or where they have failed to ensurecompliance, the dogs may be impounded.”

Spending weeks without water at homehas been an ordeal for a New Horizons

woman.Resident Patricia Lemmetjies says her

water supply has been interrupted on twooccasions since last year and shenowwantsanswers from the City of Cape Town.“I moved recently from Lansdowne to

New Horizons. I just have one major prob-lem. My water was disconnected last yearfrom 19 December until 15 January,” shesays.The water was again disconnected on

Tuesday 3 March. She is still without watertoday.Lemmetjies says she does not see a reason

for her service being cut.“I’m not even in arrears because I’m on

the 350F per day system,” she says.Lemmetjies reported the matter.“I’ve been to water works in Plumstead,

the Civic Centre in the city centre and thewater department inWynberg and inMead-owridge,” she says.Lemmetjies adds she received a reference

number for her complaint but to date noth-ing has been done.“I spoke to [someone at] water works in

Wynberg and she gave me her office num-ber, but still nothing happened. Accordingto the council it’s the contractors who in-stalled those meters who must come andsort out the problem,” Lemmetjies says.She adds she is infuriated that she has not

received any response from any depart-ment.

“I’m without water for three weeks now.How is it possible that the council couldpass these faulty meters if they knew thatit’s going to be problematic? How can youlive in a newly developed area with no run-ning water for three weeks and still thecouncil doesn’t do anything about it?” sheasks.“It’s unconstitutional to be without wa-

ter. I am a professional person and it’s un-healthy and unhygienic to live in these con-ditions. I am at my wit’s end now with thecouncil and its empty promises,” Lemme-tjies says.Ernest Sonnenberg, Mayco member for

utility services, says an official was sent toLemmetjies’s home last Thursday.“A senior official from the City’s water

and sanitationmanagement department vi-sited the property and found thatwater sup-ply to the propertywas fully connected. Thewater has not been restricted for non-pay-ment but the property has been fitted withawatermanagement device,with a set limitof 350F per day,” Sonnenberg says.The official left his direct contact details

with Lemmetjies for when supply shutdown unexpectedly.“The City will be monitoring the device

over the next week to determine whetherthere is any defect or if the daily allocationis sufficient. This will inform the decisionof whether the device needs to be replacedor if the resident needs to apply for an in-crease in daily allocation, based on afforda-bility.“We will be in contact with the resident

until such time as this investigation hasbeen concluded,” Sonnenberg promises.

City dangles carrot for home compostingIn an attempt to reduce waste dumped inlandfills, the City of Cape Town council is

embarking on a project to encourage resi-dents to make compost at home.TheCitywillmake 5 000 home-composting

containers available for free to qualifyinghomeowners. The distribution follows a re-

search project carried out at over 600 homesin Heathfield, Edgemead, Bongweni andScottsville in 2013 and 2014.The project, which also included commu-

nity centres in Kensington, Atlantis andKhayelitsha, showed a 91% participationrate. On average 17kg of household waste

and 13kgofwastewerediverted at communi-ty organisations every month.The study found that almost all of the par-

ticipants had previously thrown their or-ganic waste away, but after the study three-quarters of them were composting at home.Based on this, theCity agreed to distribute

the 5 000 containers. The same number ofcontainers will be distributed for the nextthree years.Residents can apply and will be placed on

a waiting list. The homeowner will have tohave a secure garden with at least 1m² anda minimum of 30m² of greenery. Only thehomeowner may apply and only single resi-dences will be considered.The project is expected to be launched and

advertised next month.

or flashiest car we can afford, drivers thesedays seem to forget howmuchof a responsi-bility it is to be in control of a vehicle.In a rush to get where we need to be, the

common courtesies that need to be shownwhile driving, especially on our nationalroads, are blatantly ignored by some.This morning, on my 44km commute to

the office, my driver-side mirror became acasualty of what can only be referred to asnegligent driving.Driving at 120km/H in the fast lane on

one of our national roads, I was met withthe unwelcome invasion of a work truckwhose driver felt it was okay to cross threelanes straight from the off-ramp.In a bid to avoid an accident that could

have claimed my life (and maybe the truckdriver’s too, seeing as he was not wearinghis seat belt) I swerved onto the shoulder,hitting my mirror on the barrier wall. Thetruck was right next to my car at the time.To many this may not seem like a big

deal, but the other driver refused to ac-knowledge anywrongdoing and flashedmethe almighty middle finger.A quick check of your blindspot before

changing lanes would be appreciated nexttime.It is behaviour like this that really needs

to change. The road is for us all. Not onlyfor those drivers who continue to force oth-ers off the road, who think the safe follow-ing distance is an invitation to changelanes, who drive as if their tyres are not al-lowed to touch the tar and especially thosewho are irresponsible in thinking their ac-tions will not affect others.Robots, stop and yield signs, speed limits

and other road rules are not suggestions.The most dangerous drivers are not only

those who drive drunk, it is especiallythosewho drive for themselves. The realityis when you get behind the wheel, you takethe lives of all the other drivers around youin your hands.Next time you drive, think about your ac-

tions.

Beware ATM crimeThank you for alerting the public aboutthe ATM gangs in the city centre area(“ATM gangs ‘well dressed’ ”, People’sPost, 22 March). I have observed somesuspicious people loitering and offeringhelp in Strand Street. Inside the Pick nPay supermarket are (both Absa andStandard Bank) ATMs. I have alertedthe security who are usually reluctantto help. Sometimes I call police, but Iam not sure if they take it seriously.

The last time was two weeks agowhen I saw one security officer con-fronting two other security officers whowork inside the Pick n Pay area. Hewas shouting at them that they werepart of the crime as they did not takeany action.

What City, residentsdo with shack firesWith winter on our doorstep and the firstchill felt in the Mother City, we dreadthe devastation and loss of life andproperty suffered by shack dwellers ininformal settlements.

Ongoing education regarding the threatof open fires remains a priority, andsome media reports purport that theblame must be placed on local govern-ment in respect of the cause of shackfires.

The misleading reports cover most ofthe bases, except for explaining thenarrative and implications of informalsettlements on private land.

Legally, the City of Cape Town, provin-cial government or other authorities areprohibited from building electrical orplumbing infrastructure on private landwhere informal settlements have sprungup.

But the City is proactive in supplyingportable toilets to prevent the potentialspread of disease.Another stumbling block, as reported,

is that local informal settlement residentsironically stone firefighters and incurmuch damage to firefighting vehicleswhen arriving to extinguish fires.These brave officials are deployed to

help the very shack dwellers.To alleviate their plight of experiencing

devastating fires, the initiative to usealternative solar energy and photovoltaicinstallations by the community leader-ship of the Siqalo informal settlement inMitchell’s Plain has been welcomed.“God gave us the sun and the wind.

Heroes gave us our rightsOn 21 March, South Africans officiallycelebrate Human Rights Day, declared apublic holiday in 1994 following theinauguration of then president NelsonMandela.

Monday’s celebration paid tribute tothose 69 unarmed persons who lost theirlives and the countless injured in theirpursuit to ensure freedom, fairness andopportunities for all South Africans.

The protest was against the pass lawsat the time. The pass law was alsohumiliatingly referred to as the dompasand was a particular indignation forblack men who had to produce it ondemand and could be arrested on the spotif they did not have it on them.

Also referred to as heroes’ day, theevent marked an awakening across theworld to the inhumanity of the apartheid

regime. However, it also meant the startof the end for peaceful protests againstapartheid in South Africa.My appeal to you, the unregistered

voter, the one who enjoys the freedom ofreligion, belief and opinion, freedom ofexpression, freedom of association andthe right to education is to be remindedof those who lost their lives to ensure wehave these rights. In addition to access-ing these rights let all of us be mindful ofthe associated responsibilities.So, don’t say “I don’t need to vote” or

Apiece ofCapeTown’s historyhas goneupfor sale this week as the first public tele-

scope placed on TableMountain in 1930 waslisted on www.gumtree.co.za.

The telescope was purchased in 1991 byUCT employee Julian Meyer, a collector oftelescopes, from the chief technical officerfor a brass scrap price.

At the time, the telescope had fallen outofuseas its objective lenswasbadly crackedand the prisms were chipped.

However, this does notmean that the tele-scope has lost any of its historical value.

“This is obviously a very, very rare pieceand would be an amazing restorationproject or an extremely valuable collectable

for display.“Some very important people looked

through this telescope during the years itwas on the mountain,” says Meyer.The telescope was mounted for public

viewing next to the upper cable station in1930, just after the opening of the cable car.Some of the illustrious visitors who may

have peered through its lenses include theBritish Royal family during their 1947SouthAfrican tour – where theywere greet-ed by the then 77-year old Prime Minister,Jan Smuts.Smuts not only hiked to the top of the

mountain tomeet them, but arrived back intown in time for a joint sitting of the Housesof Parliament.Meyer was able to confirm the telescope’s

authenticity through the South African As-tronomical Observatory. He also unearthedfrom online archives a picture of it in itsplace on the mountain.A former Zeiss employee visiting Cape

Town fromtheUnitedStateswasable topro-vide the exact manufacture date and sentMeyer the original token used to test thetimingmechanism,which takes the place ofthe coins that thepublicused topay for theirview of the city and the ocean.After trying to get the telescope refur-

bished by the now defunct SA Navy OpticalWorkshop and by the Table Mountain Aeri-al Cableway Company as a possible publicexhibit, Meyer reluctantly put it up for sale.“I hope whoever buys it will have better

luck than I did in getting this wonderful tel-escope back into working condition.”
