Pupils and community members were left reeling when they were told on Thursday morning that a classroom had been burnt and someone had been shot on the school- grounds in the early hours of Thursday. When People’s Post visited the school on Thursday afternoon, pupils pointed out bul- let holes in gutters and on the pavement. Grassy Park police spokesperson Warrant Officer Wynita Kleinsmith says a suspect was shot after he was caught setting a class- room on fire. “A man from Parkwood was shot after he was caught in the act by an ADT officer at about 00:13 on Wednesday. A scuffle between the two occurred,” she says. The intruder was shot several times. He was then rushed to hospital. Arson and business burglary are being in- vestigated by police. No-one has been arrested yet. Parents and former pupils gathered at the school gate, saying they demanded better services at the school, citing that security was their main concern. One parent who is also a former pupil, Gal- iema Lawrence, said she was disgusted by the state of the school. “This used to be one of the top schools in Grassy Park. “But now if children hear of ‘Monties’ they tell you straight out they do not want to at- tend school here,” she said. Parents said their biggest concern was the lack of day-to-day security at the school and the lack of fencing around the premises. Maurita de Klerk said they were con- cerned for the safety of their children as the fencing and security at the school were not up to scratch. “The entire field at the back of the school is open. While travelling by train is still a trans-port priority formanyacross thePenin-

sula it is also a source of pleasure, offeringtrips to the seaside and other interesting pla-ces.Socialmediahavealso seen the rise inpeo-

ple using railway property, disused trainstations and tracks as backdrops for wed-ding and matric dance shoots, but is this le-gal?There aremany areaswhere communities

live next to tracks and invade these areas.Childrenbreak through fences andplaynextto tracks, raising concerns about their safe-ty.Madelein Williams, spokesperson of the

Railway Safety Regulator, gives some in-sight into what you can and cannot do onrailway property.She explains that railwayreserves areare-

as that are exclusively for train operations.“There are serious consequences for peo-

ple who illegally enter these reserves, be-cause it is private property,” she says.“As such, any person can be criminally

charged for trespassing and the regulationsempower operators to institute eviction pro-ceedings against any unlawful occupiers ofthe railway reserve or a land adjacent to therailway reserve. The same applies to peopleusing it for recreational purposes, like photoshoots or filming.“It is the primary responsibility of the op-

erator to protect its assets, and ensure thatnecessary legal action is taken against anytrespassers.

“This responsibility of the operator isclearly reflected in the National RailwaySafetyRegulatorAct. Section 5of theAct pla-ces the primary responsibility of ensuringsafe railway operations squarely on theshoulders of the operator.“In our attempt to address challengeswith

railway reserves, we have developed twosets of regulations.“The rail reserve regulations will oblige

railway operators to erect fences, buildwalls and bridges and put up signs to pre-vent any encroachment on the railway re-serve.”In addition to these regulations on railway

reserves, Williams says, the Railway SafetyRegulatorhasdeveloped regulations for rail-way security, which will require operatorsto develop, implement and maintain a planto tackle all securitymatters and challenges.“The regulation will require operators to

deploy security personnel or electronic devi-ces to monitor the perimeter of the railwayreserve fence or wall in built-up areas.”She also stresses the importance of pas-

sengers understanding railway safety.“Themost important safety aspect or chal-

lenge is the issue of people being struck bytrains,” she says.“Last year a total of 643 peoplewere struck

by trains. This is followed by electrocutionand crime that takes place within the re-serves, such as cable theft. The negative im-plications of such criminal activities to oureconomy are incalculable.”The Regulator was established to oversee

and promote safe railway operationsthrough appropriate support, monitoringand enforcement.

The group of pupils who gathered nearthe school gate chanted they were “gat-vol”, with their parents seeming to sup-port them.Parents said they were frustrated with

the principal as well as he would not ad-dress them at the school after hearing ofthe incidents. “The principal has notcome out once since we came to thisschool early this afternoon. He is avoid-ing us and the issue. I had to rush frommy workplace to the school because I amconcerned for my children,” ShireenMarthinus, a parent, said.At the time ofPeople’s Post’s visit to the

school, a meeting was underway betweenthe principal and the Department of Edu-

cation. A smell of damp smoke coveredthe school’s foyer from the burnt class-room which had been cordoned off by po-lice during the morning.Parents said further they could not un-

derstand how the school did not have anintercom system.Shameela Adams said she was disap-

pointed in the school for not allowing pu-pils to stay home on Thursday after theincident.“We sent our children to school and

they came here and were traumatised bythe scenes. Bullet holes and blood couldstill be seen this morning and they hadto witness it. They could have let the chil-dren stay home,” Adams said.

A burnt classroom at Montagues Gift Primary School was cordoned off during People’sPost’s visit on Thursday afternoon. Parents and former pupils protested at the schoolgate about the safety of the school’s current pupils.

Arsonists beware – a task team to investi-gate fires is hot on the heels of anyone start-ing fires in public areas.The fire task team, apartnershipbetween

theCity of CapeTown, police andSanparks,was created by the provincial police com-missioner in January.According to a statement by the Table

Mountain Safety Forum, the team is cur-rently investigating four criminal cases.“The task team was created in the wake

of a series of fires between November andJanuary, some of which were alleged tohave been set deliberately,” explains JPSmith, Mayco member for safety and secu-rity.The nine-member team comes from the

City’s special investigating unit and Fireand Rescue, Sanparks and the police.

Three suspects were arrested on charges ofpossession of an illegal firearm last Monday.Warrant Officer Wynita Kleinsmith,

Grassy Park police spokesperson, says LawEnforcement officers of the City of CapeTownwere busy in theOttery flats areawhenthey received informationof illegal activitiesat premises in Skyline court.“The members found 3 males, and upon

searching they found a black bag in the elec-tricity box in thekitchen. Inside thebag [theyfound] a 9mmPietroBerettawith a fully load-edmagazinewitha round in the chamberanda 7.65 magazine with 18 rounds. The serialnumber of the firearm had been filed off,”Kleinsmith says.The three men, aged 15, 27 and 30, were ar-

rested on charges of possession of an illegalfirearm and of ammunition.The suspects appeared in the Wynberg

Magistrate’s Court last Wednesday.Police station commander ShawnvanWyk

says police will continue clamping down oncrime and criminals.Van Wyk thanked the officers of Law En-

Six tons of fishdead in ZeekoevleiCHEVON BOOYSEN

Fifteen tons of dead fish was removedfroma section of Zeekoevlei betweenFri-

day andMonday afternoon. A total of about700 fish was removed from the vlei afterthey were found dead.The situation was reported to the City of

CapeTownwho thenhad lab tests done find-ing that the fish died of natural causes. Ina statement released by the City, they con-firmed that only one species of fish died.“Fish kills, which refer to a localised die-

off of fish populations, often occur at thistime of the year with the change of seasonswhen water levels are low and tempera-tures are high. Fish sometimes becomestressed during breeding and theymaypasson infectious disease due to the grouping oflarge numbers of adult fish together,” thestatement read. Mayco member for envi-ronmental and spatial planning Johan vanderMerwe said an estimated total of 20 tonsof carp have died and would be removed bythe end of today.“It is expected that all of the dead fishwill

be removedby todayprovided that there areno further deaths.Wewill continue tomoni-tor the site on an ongoing basis,” Van derMerwe said.The State Veterinarian is currently proc-

essing samples of the dead fish and the labo-ratory analysis of these samples is being

awaited upon.“Although the official cause of death has

not yet been confirmed, the symptomsof thecarp are consistent with the previous koiherpes virus outbreaks that have happenedin some of Cape Town’s marshes. The koiherpes virus is known to be present in carppopulations inCapeTown.The disease is of-ten dormant and is triggered by certain en-vironmental conditions which result in thecarp die-offs which have been witnessed inprevious years,” he says.Residents were urged not to eat the fish

and to stay clear of the area while the fishwere being collected.“In addition the public is reminded that

only non-contact or partial contact forms ofrecreation, which include sailing and row-ing, are advised in Zeekoevlei and Zandvleias well as other urban marshes which areoften affected by pollutants,” Van der Mer-we says.Lab results indicated low traces of algal

toxinswell below the guideline limits in theaffected area.Samples taken also indicated no toxins

present in the affected area. The fish bodieswere transported to the City’s Vissershoklandfill site. There has also been a fish killreported on another unconnected system(Keysers River/Westlake/Zandvlei area).Pictures of the dead fish went viral on Face-book on Friday resulting in outrage fromresidents.

Aproject which took three months to com-plete finally came to fruition when the

Cease Fire (Hanover Park) music video waslaunched.

The launch, which took place at the FirstCommunity Centre in Lansur Road lastTuesday, was received with adulation bythose present.

The Cease Fire programme is being runby the First Community Centre and is acommunity-based initiative in HanoverPark that uses reformed gangsters to medi-ate conflict and reduce gang shootings andgang-related violence.

The star of the Cease Fire music video,Glenn Hans, takes viewers on a journeywith lyrics about poverty and crime.

The track, which was the brainchild ofFirst Community Centre chairperson Pas-tor Craven Engel, has already been playedin taxis.

“After three months of working on thisproject I just decided to go out one day tothe taxi rank and asked a few taxi driversif they would play the song in their vans andwhen they heard it they said they would def-initely do so. That was one of the best mo-ments of just getting this message out there.People have been supportive and for that wecouldn’t be happier,” Hans says.

Engel explains Cease Fire is a project thatcame about when they wanted to find ahealth-themed approach to reducing gangviolence and shootings in the area.

“The idea is to design interrupters toserve as an antibiotic and for outreachworkers to act like a curative which in-cludes social workers and nurses. Thesepeople have been designed to work onlywith high-risk individuals,” Engel explains.

He adds the programme was not initially

aimed at the general community.“The programme is aimed at helping

going through a routine and I just knew Ihad to get them on board. They were veryeager to get started and this was very en-couraging. Children in the area were alsovery eager to join in the recording of the vid-eo as they could relate to the song,” he says.

Hans says although the lyrics send astrong message to gunmen involved ingangs, the message is aimed at the youthand community as a whole.

The City of Cape Town is hosting a seriesof career expos in the next month to bringprospective employers to young jobseek-ers’ doorsteps.

One of these expos will be held at the DeWet Hall in Ottery on Tuesday 15 Marchfrom 08:30 to 14:30.

The expos are part of the City’s transver-sal youth development strategy, which in-cludes personal development through lifeskills training, with a focus on unlockingeconomic opportunities.

“Statistics SA recently informed us thatthe national youth unemployment rate isjust under 35%. There are a number of rea-sons for this, including lack of access to in-formation and opportunities, young peoplewho are simply not work-ready and the factthat so many young people drop out ofschool without completing matric.

“The expos are about taking opportuni-ties to our young people and opening theireyes and minds to what is out there forthem if they’re prepared to work hard,”says Suzette Little, Mayco member for so-cial development and early childhood de-velopment.

The focus is on youth aged between 14and 25 years as they are leaving school andentering the workplace. Support will alsobe provided to those wanting to start theirown businesses.

Exhibitors like the police, the navy andrepresentatives from the banking industry,FET colleges, universities, specialised art,hotel and business schools, recruitmentcompanies, SETAs and other organisationswill be at the expos.

At the expo young people will also be ableto complete an aptitude test to assess theirstrengths and weaknesses.

Another expo will be held at Spine RoadHigh School in Mitchell’s Plain on Friday18 and Saturday 19 March from 08:00 to16:00. An expo will also be held at RylandsCivic Centre on Tuesday 1 April from 08:00to 14:30.

Two elderly residents of CuckooCrescent,Parkwood say they are fed up with a di-

lapidated house between their homes.Betty Uren and Elizabeth Fortuin say un-

savoury characters are keeping themawake when they visit what remains of aprivately owned, vandalised home.“Every day here are people coming in and

out. They bring stolen goods here to eitherburn or chop up in the yard. They also dodrugs in this yard and one cannot get anyrest because you always have to look out foryour own safety,” Fortuin says.“This place has no doors and the roof has

burnt down as well. The home burnt onthree occasions already and each time wehad to leave our homes and hope the firewon’t spread to our side. I have a husband

who is in a wheelchair and one night whenthe house next door burned, I had to takemy husband into the street after 03:00.“It really is unfair for us to suffer at the

hands of people who do not even belong onthe property,” Fortuin says.Uren and Fortuin says their complaints

have fallen on deaf ears.“We have gone to the City already as well

as the rent office but because the home isprivately owned they say they can’t do any-thing. Even our police have not assisted usmuch in this regard because when we com-plain and call them they tell us they alsocan’t do anything. So what should we do?”they ask.JP Smith, Mayco member for safety and

security, says they have not received com-plaints about activity at the house.“The City’s problem buildings unit will

follow up on the matter,” he says.

hope to bring their supporters together tocelebrate their existence.Veteran Philadelphian Chris Petersen

says: “Our group started as an a capellagroup, but as the years went on we addedinstruments. Since our inception we havetravelled all over the Peninsula, singing atvarious churchesandhosting concerts,”Pe-tersen says.The group that started in Heideveld will

be taking its free anniversary concert backto this area. Former pupils ofHeideveld Pri-mary School are urged to support the cele-bration.“Our group was launched at Heideveld

Primary and we would love all our support-ers from those years to also join the celebra-tion. We want people from all over the Pen-

insula to come and share in the day withus,” Petersen says.Since its inception, the group has re-

leased two CDs - Burdens Lifted at Calvaryin 1993 and Christmas with the Philadelphi-ans in 1994. Petersen lets slip there areplansin the pipeline for a new CD.The group currently consists of eight

members, with four of the original mem-bers still singing in the group.“With the new guyswe have on board our

audience can look forward to some fresh en-tertainment and good surprises. We havenew ideas that came in but we are still thegroup all our supporters have come to loveand we can’t wait to share the day withthem,” he says.Other groups and entertainers will also

perform in the anniversary concert whichwill be hosted at the Heideveld United Re-formedChurchwith a thanksgiving servicethemorning and a concert in the afternoon.The free concert will take place at 15:00

TheAthlone committee of the CancerAssociation of South Africa’s (Cansa)will be hosting its ninth annual Relayfor Life at the Vygieskraal Stadiumon Friday 18 March from 18:00. It willconclude the next day at 06:00.Relay teams, caregivers and cancer

survivors, who are honorary guests,will take part in the relay. Teams taketo the track for 12 hours to identifywith the suffering of cancer patients.Visitors are also welcome to attend

the relay from 17:00 to midnight. Theentrance fee for adults isR30 eachandchildren under the age of 12 pay R20each.Registration takesplaceat the team

captains’ meetings, which are held atSurrey Estate Primary School in Plu-to Road, Surrey Estate every Satur-day morning.Registration opens at 10:30, while

the captains’ meeting starts at 11:00.The cost per team is R650 with a

maximum number of 15 people perteam. A deposit of R150 will secure aspot for a team.The relay is one of Cansa’s main

fundraising events.“We are also encouraging teams to

raise additional funds of R1000 if pos-sible,” says Mandy Adams, a volun-teer and secretary of Cansa Relay forLife Athlone.The event is limited to 150 teams.
