CHILD TRAFFICKING: NEW RULE FROM DEPARTMENT OF HOME AFFAIRS

Securing future generationsIn an effort to reduce child trafficking in

South Africa, the Department of HomeAf-fairs has issued a newandunique require-

ment that will come into effect on Wednes-day 1 October.

In a press release, the Department ofHome Affairs revealed children under theage of 18 will be required to produce an una-bridged birth certificate in addition to apassportwhenentering ordeparting or tran-siting South Africa.

The Amendment Acts and the new regula-tions came into effect on 26 May. The newregulation was initially going to be in effectas of 1 July. However the Department ofHome Affairs has provided a grace period toallow children to travel with parents orguardians without an unabridged birth cer-tificate until the end of September.

This means that families will be able totravel with children even for the comingschool holidays as some would have madethe necessary arrangements ahead of thenew regulation commencing.

Thedepartment urges citizens and foreignnationals to heed the call to apply for una-bridged birth certificates for children. Anunabridged birth certificate of the child re-flecting the particulars of the parents is re-quired in terms of the Immigration Regula-tion 6 (12)(a) for children travellingwith par-ents.

This new requirement must be adhered toregardless of the nationality, whether thechild is travelling with parents, with otheradults or unaccompanied.

June Crawford, CEO of the Board of Air-line Representatives SA (Barsa), says SouthAfrica will be the only country in the worldmandating this for travellers by air and, asa result, will cause “mass confusion and dis-

ruption” to tourists andair travellers global-ly.

“Air travellers and travel agents in SouthAfrica and overseas just don’t know aboutthis requirement. Why would they? A pass-port is the globally recognised travel docu-ment,” she says. Crawford says from 1 Julyairlines will be “forced” to refuse travel tofamilies not in possession of these docu-ments and as a result will cause disruptionto travel plans, financial impact on serviceproviders and reputational damage forSouth Africa is inevitable. “The policy tim-ing could not be worse as South Africa pre-

pares to welcome tourists over the peak Eu-ropean school holiday travel season.”

The Department of Home Affairs statesthat the purpose of the unabridged birth cer-tificate requirement is to create an addition-al verification to deter child trafficking andwhile the goal is well-meaning, the unin-tended consequences of the resulting confu-sion is significant.

The home affairs department started issu-ing unabridged birth certificates for new-borns from 4 March 2013, on the spot, at nocost. This followed the department’s reviewof theBirthandDeathAct (1992) and theCiti-

zenship Act (1995) which culminated in theSouth African Citizenship Amendment Act2010.

The unabridged birth certificate is moresecure and reliable with added informationas it contains particulars of both parents,where possible, and their ID numbers andtherefore supports the drive to secure theNational Population Register so that all peo-ple in the country are and feel safe.

The application can be made at any homeaffairs office, by the parents (guardian), whoshould take along their identity documentsand the child’s abridged certificate.

These changes will also promote the de-partment’s main function of issuing secure,credible and accurate birth certificates aswell as identity documents to all citizens.

Matipa Mwamuka, counter traffickingproject coordinator for NPO Activists Net-working against the Exploitation of Chil-dren, agrees with the protection measure.“Although we have not looked at the newregulations thoroughly, we do welcome it.This will especially assist with childrentravelling from war torn countries makingit easier to track them,” she says.

This will also assist in tracking childrenin cases where their parents are separatedand the child travels with one parent, Mwa-mukaadds. “Wealsoneed to seewhichbarri-ers exist. Wewant to know how easily acces-sible this document is to parents and guardi-ans, especially those living in remote areas,”she says.

Mwamuka further says the home affairsdepartment needs to look beyond the surfaceof this newregulation. “Weask that a systembe put in place to monitor the application,process and accessibility of this document.V For more information visit www.dha.gov.za.

Plans to upgrade the Kalk Bay tidalpools and to repair the Glencairn tidalpool have been delayed.

This was revealed by Byron Kemp, an of-ficial from the City of Cape Town’s sportsand recreation department last week.

Speaking during the South PeninsulaSubcouncil meeting last week, Kemp saidthe planned upgrade which included re-moving the wall between the two pools inKalk Bay were subject to an EnvironmentalImpact Assessment (EIA).

This, he said, was due to the close proxim-ity of the pools to the ocean.

Tony Trimmel, chairperson of the KalkBay/St James Residents’ and Ratepayers’Association (KBSJRRA), says residents areconcerned about the delays after beingpromised the upgrade would commence lastyear.

He explains the association suggestedseveral improvements to make the pools us-er-friendly.

“There has been no progress and we wantto know what the City plans to do,” saysTrimmel.

South Peninsula Subcouncil chairpersonFelicity Purchase says after a request fromthe association and in consultation with of-ficials it was decided due to the shallow na-ture of the long pool the wall should be re-moved.

“This would also allow for actual swim-ming by those who use it as a means of keep-ing fit. It would be a reasonable size,” shesays.

During the meeting councillors ques-tioned the progress.

Kemp said a new coastal coordinator hadbeen appointed and was devising a tidalpool management plan to assist with up-grades and repairs.

Chuckles could be heard in the chamberwhen Kalk Bay ward councillor Dave D’Al-ton asked whether the upgrade would hap-pen “before he dies”.

The wall at the Glencairn tidal pool wasdamaged by waves and is also in need of re-pairs.

Commenting on the repairs ward council-

lor Simon Liell-Cock said while fundingwas available, they were informed an EIAwas needed for the pathway.

“In that case the EIA had nothing to dowith the pool; only the pathway, but repairwork has still not been carried out,” he said.

Five applications by liquor outlets totrade on Sundays were given thethumbs down last week.

The applications from various establish-ments from Muizenberg to Simon’s Townwere refused by the South Peninsula Sub-council.Under the new Western Cape Liquor Act

establishments wishing to increase theirtrading hours or to trade on Sundays haveto apply for permission from theCity ofCapeTown.Speaking during the subcouncil meeting

last week, chairperson Felicity Purchaseasked councillors for their comments on aseries of applications.The first applicationwasmade by Simon’s

Town Bottle Store who applied to trade onSundays and to extend their trading hoursin theweek. The first applicationwas unani-mously turned down by councillors and per-mission to extend trading hours to 19:00from Monday to Saturday was granted.Ward councillor Simon Liell-Cock called

for councillors to be consistent when mak-ing decisions regarding liquor licences.The subcouncil has also denied earlier ap-

plications to trade on Sundays and grantedpermission for other establishments to tradeuntil 19:00. At the time, Purchase said thiswas to assist establishments where custom-ers arrived home after 18:00.“In many of the cases people get home

when the stores are closedwhichmeant theyoften went to illegal establishments,” shesaid.Sharki’s Koop and Loop in Ocean View

made two applications. In the report by the

City’s health department it says no com-plaintshavebeen receivedand the establish-ment was given permission to trade until19:00 during theweekanddeniedpermissionto trade on Sundays.Blue Bottle Liquors in Muizenberg and

Kalk Bay also submitted applications. In themotivation for permission to trade on Sun-days, owner John Cullinan said off-con-

sumption outlets were unable to compete inthe tourism sector by not being allowed totrade on Sundays.He said the rules regarding Sunday trade

should be the same for on-consumption andoff-consumption establishments.A Muizenberg retailer was also turned

down and only given permission to trade un-til 19:00 in the week. The final application

was made by Aroma Drop Inn which did notapply to trade on Sundays but asked for per-mission to extend trading hours in theweek.The establishment at SunnyAcres ShoppingMall was given permission to trade until19:00 in the week.V What are your thoughts on liquor trading on Sun­days? . I strongly object to the restaurant or anymore commercial activity along NoordhoekMain Road. It will change the open, countryfeel which is what everyone enjoys aboutNoordhoek.

The City of Cape Town’s approval of therestaurant is a consequence of people sup-porting other illegal commercial develop-ments in Noordhoek, such as Cape PointVineyards market, restaurant, picnics, con-certs and functions – all illegal, but ignoredby council because people support it. Theyhave set a precedent for inappropriate com-mercial development in Noordhoek. Per-haps peoplewill realisewhat they have donenow it’s in their backyard. It’s a sad day forNoordhoek.

. It is worrying that the corner of Avond-rust Circle and Chapman’s Peak Drive beconsideredas apublic venue requiringpark-ing, including tourist buses,when this inter-section is already dangerous. Noordhoekresidents approach itwith care. Traffic pass-ing through is fast and frequent, with notraffic calming in place. Noordhoek does notneed another restaurant. Environmentally,if it was approved, it would be the beginningof the end of what remains of the rural na-ture of Noordhoek. The common across the

road is a place of peaceand recreation for peopleand nature. We need topreserve the littlewehaveleft.

. The existing restau-rant causes parking prob-lems. This corner is a riskto cars entering speedingtraffic on Chapman’sPeakDrive, plus it will de-stroy the peaceful com-mon.Ben andMary Turok

. Why another restau-rant and in that specificlocation? Porcupine,toads, buck, gennets andother creatures are beingthreatened in one of thefew remaining ruralneighbourhoods. Thereare plenty other moresuitable locations – ratherthan this postage stampsize piece of land.

. I am furious that an-other restaurant will bebuilt. There are five res-taurants within 600m from the proposedsite. Avondrust is a very narrow road. Whymust I be inconvenienced in my travels toand from my home by the overflow of carsparking in Avondrust Road, never mind thefact that now there has to be parking for bus-es aswell? Themayor and council have com-pletely ignored the very valid objectionssent through. I wonder who I am going tovote for in the future, as theDA totally disre-garded its voters’ valid opposition to the re-zoning. Christine Miller

We definitely do not need another res-taurant in Noordhoek, especially sincemostof the nine restaurants that already exist arehardly supported – especially in winter.Over and above that, this particular restau-rant will be the start of the destruction ofNoordhoek’s exquisite rural atmosphere. Atleast the other nine restaurants blend inwith their surroundings.

. I live in Noordhoek and do not want an-other restaurant here. It’s a rural area andwill loose what makes it special for localsand tourists with more development.

. The proposed building of this restau-rant is a disgrace. Give the residents a voiceand the authorities don’t listen. Buildingthis restaurant sets a bad developmentalprecedence for the area – one that is endan-gered in kind and beauty.

. What a farce of democracy and stink ofcorruption. It just proves residents’ will andopinion mean nothing and cash is king.

. How sad that this restaurant might goahead – perhaps all the adults involved inthis decision should ask our children’s opin-ion and sit downwith them towatch or readThe Lorax by Dr Seuss?

. No, Noordhoek has nine restaurantswith varied menus and costs within 2km ofthis site and loads of choicewithin 5km.Thisis about opportunistic commercial develop-ment,withnogain for tourismor jobs.Thosearguments are fallacious, faulty, mislead-

Traffic along Main Road just outsideMurdoch Valley and Boyes Drive inKalk Bay was brought to a grinding

halt last week after mud- and rockslides.According to a report fromTraffic Servic-

es spokesperson Richard Coleman, themudslide on Boyes Drive occurred onThursday 19 June.The roadways between Boyes Drive and

Clairvaux Road, as well as Boyes and OldBoyes have been closed to vehicular and pe-destrian traffic.“There is no collateral damage and no in-

jurieswere reported. It is suspected that themudslides and rockfalls were caused by theheavy rains over the past few days,” hesays.Clean-up operations have begun and the

City of Cape Town’s roads and stormwaterdepartment is carrying out emergency re-pair work and reinforcing the mountainslopes.

Roadworks are expected to be completedlater this week.South Peninsula Subcouncil chairperson

Felicity Purchase says the mudslide on themountain slope at Miller’s Point wascaused by a burst water pipe.She says workers were on site over the

weekend and the road had been opened.“Stop and go sections will be implemen-

ted where necessary,” she says.Purchase explains work being carried

out is only remedial and the actual repairswill only commence in the next 15 months.“Motorists are urged to practise caution

during this time,” she adds.In addition, road works between Atlantic

Road and Casa Labia in Muizenberg arescheduled to commence shortly. This ispart of Phase 3 of the rehabilitation pro-gramme which will see the introduction ofstop and go sections along to the road.“Lots of congestionwill occur during this

period especially since Boyes Drive is cur-rently closed.Weaskmotorists tobepatientand practise caution,” Purchase says.

Disruption in water supplyThere will be a disruption in the water sup-ply across the Far South today (Thursday26 June) and tomorrow (Friday 27 June) fol-lowing the installation of new pressure andflow management equipment.TheCity ofCapeTownsays ina statement

that the affected areas include Noordhoek,Sun Valley, Capri, Masiphumelele, OceanView, Kommetjie and Scarborough.

The shutdown will take place overnightfrom 22:00 today to 04:00 tomorrow.This work forms part of the City’s water

demandmanagement planwhich addressesthe reduction of pressure in the water sup-ply pipelines during periodswhen the drawis low.This is to reduce pipe bursts and prevent

The One Learner – One Estate Agency in-ternship programme recently launched bythe Department of Human Settlements andthe EAAB (Estate Agency Affairs Board),aims to create an internship position at eachof the estimated 10 000 estate agencies oper-ating in South Africa.

The idea is to open up the sector for youngpeople, including women and those frompreviously disadvantaged backgrounds. Ap-plicants must be below 35 years of age.

The average age of an estate agent current-ly is 58.

This is according to EAAB chairpersonProfessor Kwandiwe Kondlo, who says theprogramme will run over three years, end-

ing in March 2017 and enabling school-leav-ers and tertiary students to become one of10 000 new real estate agents.

The project will consist of a mandatoryyear-long internship during which theEAAB has committed to monitor and facili-tate each internshipposition, thereby ensur-ing that each new entrant receives valuabletheoretical and practical learning.

Rebosa (Real Estate Business Owners ofSouth Africa) chief executive Jan le Rouxsays: “Rebosa is excited by a project of thisnature as it is something the sector has been

lacking for years; it’s not an industry thathas traditionally been easily accessible bypeople without resources and this pro-gramme could make significant inroads. Re-bosa is, however, concerned about how itwill be funded as details regarding this areyet to be announced.”

One of the largest factors prohibiting theentrance of women, previously advantagedand/or young people has been the cost.When rookie agents first start working itcould take a while before they sell a proper-ty, and even if they start selling quickly it

will still take months for the transaction togo through and their commission to be paid.As such, they need the funds to keep them-selves going for the first six to nine months.This necessitates some form of sponsorshipwhichbothnewentrants andestate agenciesstruggle to obtain.

Hannes Mouton, CEO of Services Seta,says its board had committed to the pro-gramme and was to have determined thefunding and disbursement mechanisms at ameeting last month.

This has, however, not happened.LeRouxsays: “Wesupport this project and

will do what we can to see it come to fruition.It is sad that this project was mooted in Octo-ber [and] launched this May, but [that thereare] no details regarding funding.”

Although Danni CarreraBeanz knows she’s gor-geous, digging holes isher favourite activity.

Danni digs, but she hasplenty more to offer thanjust holes in the ground.She is a “therapy dog”.

And her human, EdithKriel of Jelly Beanz, is al-so a therapist.People’s Post patted

Danni and spoke to Edithrecently about the “thera-py dog” initiative by theTable View-based non-profit organisation thatgives hope to children af-fected by trauma andabuse.

“We called her Danni so a child could seeher as a boy or a girl,” says Edith. “As partof Danni’s work, children might projecttheir own issues ontoher, so they can choosewhat they want Danni to be.”

Dog daysDanni, who has been involved in playful

tug-of-war with a rope, stops briefly and tiltsher head quizzically.

“Her surname, Beanz, is self-explanatory,and hermiddle name comes from the PorcheCarerra model. Porche were our initialsponsors,” says Edith.

Danni is still undergoing obedience train-ing, but she has already left hermark on Jel-ly Beanz.

“We went to a school recently and talkedabout how dogs could be used in work, suchas police dogs. After the assembly a little girlwent to her teacher and told her about trau-ma in her own life, something she has nevertold anyone before. The girl then asked theteacher if she could go talk to Danni aboutit – and the lady who belongs to Danni. I be-came sort of insignificant, because Danni isnow the drawcard,” explains Edith.

And Danni is happy to listen to children’sfears and help them wipe away their tears.

All she asks in return is a tummy scratchand food.

“She likes food,” saysEdith.

Danni sits bolt uprightat the mention of food.

On the website your-purebredpuppy.com, theNewfoundland is de-scribed as being “calm,dignified and generallyquiet”.

They forgot to add theconditional clause “aslong as you don’t mentionfood”.

“She loves her pelletsand eats a relatively largeamount of food everyday... So we would love itif someonehelpedus spon-sor her food for a while,”says Edith.

Any mention of foodgets Danni’s full attention, possibly also be-cause food is used as an effective means tomotivate her, as it is in most dog training.

But her long lustrous coat also needs at-tention.

Edith says Danni is groomed twice amonth at a pet parlour.

This is all to keep Danni looking good forthe important work she has to do. “Themostimportant aspect is, of course, the roleDanniwill be playing at Jelly Beanz.

If a child sees Danni make a mistake thenit’s a very useful place to begin a conversa-tion about how we all make mistakes, howwe manage it and how people respond to it.

“Many taxpayers have already beenscammed and countless others have tele-phoned to enquire about this email,” saysa spokesperson at Sars whowarns tax pay-ers not to respond to this email.

“The particular email address does notbelong tous andSarswill never prompt an-yone, even e-filers, to provide banking de-tails. If a payment is to be made by us, wewill automatically deposit it into yourbank account,” he says.

“In addition, tax return filing date onlyopens on Tuesday 1 July, and no returnpayouts could have been made yet.”

tion on the table, Bay head coach Jono vander Walt says its too early to start thinkingabout the Community Cup.“We are on four-week break from play.We

Klopper from the Na-tional SeaRescue Insti-tute, a volunteer crewwas dispatched on Sat-urday at 11:00 to assistthe man. “We receivedreports of a five-meterski-boat withoutmotorpower off-shore of theKommetjie slipwaywith one person on-board,” Klopper says.The man was safe on

his boat and explainedhe had just installedtwo new motors to hisvessel, but on acceler-ating for the first timethebracket snappedoffthe back of the boatand both motors felloff. “Left with no pow-er, a local fishing boathad come to the man’said and had towed himabout 25m into thesafety of the Kom-metjie channel wherewewaded in andpulledthe boat safely toshore,” Klopper says.The boat owner was

able to recover one ofthe motors and rescueswimmers tried to lo-cate the second one,but were unsuccessful.

plans for the Ocean View CentralBusiness District (CBD) wereraisedbyOceanViewCivicAssoci-ation vice-chairperson PatrickJoseph at the SouthPeninsula Sub-council meeting.Joseph said the buildings have

fallen into a state of disrepair andbecome a haven for criminals.He explains the buildings have

been stripped of anything seeming-ly of value, including taps and elec-trical wires.“The buildings have become a

nuisance and are a sickening eye-sore. The area has the potential tobecome a commercial zone for thecommunity,” he explains.Joseph says the expense associ-

ated with travelling to shoppingmalls was having a negative im-pact on elderly residents and thosereceiving social grants.South Peninsula Subcouncil

assessment on the impact of a wa-ter outlet on the BokramspruitRiver. He said there were betweenfour to five outlets into the river.“The main one is along PegasusRoad and I am not sure of the envi-ronmental impact,” he said.In response Liell-Cock said it ap-

peared there was raw sewerage be-

ing pumped into the river. This, hesaid, appeared to be a result ofbackyard dwellings which do nothave proper ablution facilities or adesign flaw.City officials will now look into
