Leave the rat race behindTERESA FISCHER

“THERE are a lot of elderly gentle-men walking around Fish Hoek,”says René Lion-Cachet, there tofeed the birds.

“My wife is getting more boringby the day – since I bought her aniPad, I can’t get a word out of her– so I ignored her and went to sitnext to this grey-haired gentlemenon a bench. I expected him to talkabout his investments, but it turnedout he is currently completely with-out abode...”

People’s Post caught up with thiswanderer, Piet Smuts, who was stillsitting on the same bench at thebeach later.

“I love the place, I love when thetrains come by,” he says, havingtaken a bit of convincing to sharehis story.

He has been travelling for fivemonths, leaving behind his restau-rant in Gansbaai to go wherever hefeels inclined – either on foot or us-ing public transport.

“It’s about thinking differentlyfrom normal people. If I get sick, Igo to the clinic, wait nine and a halfhours to see a doctor and by then Iam fine again.”

Smuts (60) used to be a computerprogrammer and also owned a bak-ery. He is now retired, but says thisis the way he has always liked tospend his holidays. “I never plan atrip, this is more interesting,” heexplains.

He spends nights in backpackersor he finds a cosy hideaway behinda tree.

Nobody bothers him.“I am happy on my own. I get to

know people, it’s not like I am allalone on earth.”

He lives off a small pension for 25days of the month. “The other fivedays I go hungry.”

Sometimes people invite him fordinner.

Even if he won the lottery, he sayshe would keep two months worthand give the rest to shelters and cri-sis centres. “What must I do with it?Stay in a fancy place, for what?”

“Everybody is so commercial;chasing around. They miss thebeauty of life,” he says.

“To live is to look at what God cre-ated. To watch the weather and howit changes.

“When it rains everybody rushes

inside their houses... why not playoutside in the rain?” he asks.

Smuts carries no cellphone.“If I need to phone my grown-up

children, I put 50c in the tickie boxand they phone me back.”

Time for him passes slowly. Hestill has 24 hours but can savourthem.“Stand still for a while and seewhat’s going on,” he advises work-ing people.

“At lunchtime, go outside, don’tsit in the cafeteria;makeuseof yourtime. Relax, enjoy life.”

“Work in your costume, swim inyour clothes,” he quips.

He adds, “It takes a mind-switch.”

New protest tacticsat Chapman’s PeakTERESA FISCHER

HUNGER striker BronwenLankers-Byrne has changedtactics.

Early on Monday morning shehandcuffed herself to the founda-tions of the Chapman’s Peak con-struction site, which she saysprevented the pouring of con-crete planned for Monday.

Lanker-Byrne broke her two-week hunger strike on Sundaynight with a glass of fruit juice, and yesterday ate some pawpaw. She has been joined by Fio-na Hinds, who has been at thesite since last week. Hinds (49)and Charlie Gorton (31) lastweek handcuffed themselves tothe building, bringing a halt toconstruction.

Len Swimmer, chairperson ofthe Hout Bay Residents’ Associa-tion, says 800 to 1 000 people at-tended a sunset picnic on Sun-day to support the protest. Hesays police questioned the wom-en yesterday, but they left with-out attempting an arrest.

“This is the only course of ac-tion that government will under-stand,” he adds. Swimmer saysSanParks referred their legal let-ters to Province, who he says re-ferred the matter to Murray andRoberts. [Legal letters were sentto the aforementioned partieslast week.] “They are all passingthe buck,” adds Swimmer.

When People’s Post phoned En-tilini, the company that operatesthe toll road, on a previous occa-sion, a spokesperson could notbe reached for comment. Sub-contractors referred questionsto Province.

Terry Wyner, of the CivilRights Action Group (Crag), de-scribes the tolling systemplanned for Chapman’s Peak as“archaic”. He explains that aprepaid system would be a cost-effective and practical solution, and would render the plannedplaza obsolete. He questionswhy, when residents of Hang-berg in Hout Bay asked for San-Parks land it was refused. Resi-dents of Inzama Yethu were alsorefused land when they wantedto create a small vegetable gar-den. Wyner maintains that theissues should be thrashed outaround the table.

. Late on Monday afternoon,Lankers-Byrne said Hinds wasabout to be arrested for allegedmalicious damage to property. This relates to alleged damage tosignage on the toll road.

Environmental campaignerLewis Pugh described this as“ironic coming from a companythat was damaging a World Her-itage Site”.

HAVEYOUR SAY!PARKING MANAGEMENT TENDER

Buck stops hereIN a bid to fight fraud and corruption, theSouth African Social Security Agency (Sassa)will re-register all social grant beneficiaries.

There are over 15.3 million beneficiaries ofsocial grants, of which 10.3 million are chil-dren.

Social Development Minister BathabileDlamini has given an assurance that none ofthe 15.3 million social grants will be cut dur-ing re-registration.

In fact, the introduction of an automated bi-ometric-based payment system will enableSassa to directly pay the right social grant tothe right person.

The first phase is from 1 March to the endof May. During this phase, beneficiariesshould continue collecting their grants wherethey always do. During this period, new bene-ficiarieswill be enrolledon thenewbiometricsystem at Sassa offices.

The second phase, from June 1 to December31, will see existing beneficiaries being en-rolled on the new system at Sassa pay points, local offices and designated sites.

Sassa will re-register beneficiaries over 75years of age and bedridden beneficiaries attheir homes and institutions.

With thousands of convictions for grantfraud, itmakes sense thatSassa constantly re-views and eliminates potential weaknesses inits system. An initial investment into a moresophisticated system equates to short termsacrifice for long term gain.

Along with rolling out new payment mod-els, educating those on the receiving end offraudulently acquired grants, is compulsory.

Social grants are for those who desperatelyneed financial assistance, but sadly, there areshameless individuals who exploit the sys-tem, without a thought for the countless wom-en whose childrens’ fathers have vanished.

Without social grants, most of these moth-ers would have no means of providing fortheir offspring, which makes the actions ofthose cashing in on grants not due to them, more deplorable; and places the onus on eve-ry law-abiding citizen to intensify the fightagainst fraud.

Carnival time againTHE the Community Chest carnival is ahighlight of the year, where families cansafely enjoy cuisine and culture fromaround the world, all for a good cause.

The carnival raises much-needed fundsfor more than 400 welfare and social devel-opment organisations across the province.

va under-18 party. The rest of the family may enjoy sourc-

ing delectable treats from all the partici-pating countries including Holland, Chi-na, India, Italy and Portugal.

This yearno fewer thannine countries’traditional fare with be represented.

Carnival raises funds for some 400 so-cial welfare organisations that the Com-munity Chest supports.

You see, in the so-called dreadful past, the calibre ofpeople living there had pride in theNavy as well as themselves. Focus on Muizenberg homelessTHE proposed Muizenberg homeless initi-ative was the hot topic at a communitymeeting held recently at the False Bay Col-lege.The meeting was convened by theMuizenberg Improvement District (MID),Muizenberg Community Safety Initiative(MCSI) and Safer Together, with an excel-lent turnout of interested individuals andorganisations. In recent months therehave been various discussions both in theMuizenberg community and with the Cityof Cape Town – to seriously look for aworkable solution regarding the homelesspeople in Muizenberg village.

Truida Prekel, who has been spearhead-ing the initiative on behalf of the Muizen-berg Community says, “We are pleasedwith the outcome of the community’smeeting with representatives of the Cityof Cape Town in seeking solutions regard-

ing homeless people in Muizenberg. TheCity has identified Muizenberg as a priori-ty for establishing an assessment centreto help with establishing the needs, andhelp develop individualised plans to assistpeople. What is remarkable is the way thecommunity is backing this initiative, mainly started by the MCSI, MID and Saf-er Together, and supported by businessowners and private individuals alike.”The meeting was unanimous in agreeingto work with the City’s Social Develop-ment Department to establish this facilitywithin the next two months. CorneliaFinch, District Head of Social Develop-ment, with service provider MelanieBrand, were appointed in December lastyear to assist the City with issues of home-lessness.

After community meetings in July and

October, a letter was sent to the Mayor andseveral top people in the City of CapeTown at the end of October, urging theCity to work with the community to helpestablish a facility for the homeless. Theletter was backed by letters from most lo-cal organisations and several businessesand individuals, and included a requestthat the Zandvlei Community Centre bemade available – as it seemed the ideal lo-cation.“The community is very disap-pointed that this building has been allo-cated to the Traffic Department, and thatthis can evidently not be reversed. Howev-er, we will work with the City and togethertry to find a workable solution.” saidPrekel.LIZ LINSELLAfricaWise Communications on behalf ofthe MID

Muizenberg Police on the ballI WOULD like to comment on the amazingwork the Muizenberg police did when ourhouse got broken into.

I think we should let the public know thatwe can still count on the police when we arein trouble.

In the early hours of the morning on 19January, our alarm went off and we rusheddownstairs to see what had happened.

We realised that we had been robbed whenwe saw the burglar bars removed and theopen window and missing laptops.

We immediately called the Muizenberg po-lice station where Miss Mostert answeredthe call. Our call was processed immediatelyand when we called again with more infor-

mation, Miss Mostert passed the informa-tion on to the already dispatched vehiclesand told us that the police were on their way.

They arrived within minutes. We thoughtthey were there to take statements, but theyhad already caught the thieves and recov-ered everything they had stolen.

I would like to thank Warrant Officer Arrl-son and Constables Frederiks, Davids, Lotri-et and Essex for a job well done, as well asMiss Mostert who answered our calls. It wasa huge relief to get our belongings back.

It is also good to know that we can counton the Muizenberg police.MELINDA SCHOEMANMuizenberg

IT HAS been called Fish Hoek’s bestkept secret... hidden at the outskirts ofthe town is a wetland haven, teemingwith birds and other wildlife such asmongoose.

Even otters are thought to be breedingin the dam of the Silvermine WetlandConservation Area. Porcupines and CapeGrysbok have been spotted at night.

A 1.8 kilometre circular path winds be-tween the reeds, used by dog walkers andjoggers. The dogs help to keep the areasafe, and visitors feel reasonably safewalking in the wetland.

Most recently, nine new illustrated col-our boards have been added along thepathway and two new signboards havebeen added near the Main Road.

These were made possible by a R25 000donation from the Rowland and Leta HillTrust.

The group will keep these boards updat-ed with information about flowers andanimals relative to the season.

Terry Rothwell explains that about a100 years ago the area was just sanddunes, with the river following a mean-

dering path. Dykes were built in 1902 and1925 to channel the river. Originally someplates from the Kakapo Wreck, that oc-curred on Noordhoek beach in 1902, wereused to channel the river and remnantsof this can still be seen.

When the railway was built it becamenecessary to make sure that the riverstayed on one course.

The Silvermine River Group wasformed in the 1980s to try and persuadethe City not to build a canal to control theriver, but rather tomake it amorenaturalfeature.

In 2000 a Friends’ group called the Riv-erine Rovers, under the auspices of theFriends of Silver Mine Nature Area (FOS-NA), took over from the Silvermine Rivergroup.

They are a small group of neighbouringresidents and they nurture the area, clearing invasive plants, maintainingpaths and even picking up dog poo.

“Despite much asking we only haveseven reasonably regularvolunteerswitha couple of visitors who help us with thiswork,” says Rothwell.

CouncillorDavidd’Altonpraised the ef-forts of the residents, calling it a “marvel-lous community initiative”.

No bins at traders’ marketI AM surprised at Ms Purchase’s response toMs Hammond’s letter as it is obvious that theyare both discussing the same issue. (“ImproveLocal Traders’ Market”, People’s Post, 14 Feb-ruary 2010)

How are traders expected to maintain the ar-ea when they have no bins for rubbish? Oneportable toilet to share and a container forwood that looks like the contractor could notget it off the truck fast enough as it is poorlylocated. What happens to the small fee thatthese traders are expected to pay and what isit used for? There is no evidence of any man-agement of this area. The wall behind the trad-ers was damaged by high winds a few yearsago and no repairs have been made. The trad-ing area is basically sand and a need for a prop-er solid flooring – even sub-base would be bet-ter than the sand – is required to make trading

attractive. The green area is full of devilthorns that needs pulling and a proper plant-ing scheme required.

Why, as an additional tourist attraction, canthe area directly opposite, along with an areaalong Kommetjie Road, not also be developedas a trading area which would allow more peo-ple who have the initiative and skill to pro-duce tradable local craft to provide income fortheir family? This has to be better than peopleparking their cars for sale on these areas.

As for providing services, how come the ca-nals at the back of Silverglades are once moreovergrown with reeds and rubbish with acouncil yard not 200m away. They werecleaned once when the DA took over the coun-cil and have not been done since.TONY DONMALLSilverglades

More info atwww.wplba.co.za.Wave-ridershave enjoyedexcellent weather and surf this year withone hardcore Far South surfing family re-portedly waking at 3am on the recent fullmoon to don their wetsuits and get somewaves all by themselves at a normallycrowded Kommetjie surfspot.

Full moon surfing was a regular pastimeback in the days before Great White sharksbecame a protected species and then movedinshore after becoming habituated to chum, bait and human contact without any adverseconsequences. Decades passed betweenshark sightings back then, but with scoresnow spotted in the shallows every summerit takes dedicated and brave souls to ventureinto the ocean at night these days!
