Wynberg residents are pon-dering following an application torelocate a tenant from a TenbyRoad property to Wilson Road.The property is a semi-detached
rental unit owned by the City.The application appeared on the
agenda of the Protea Subcouncilmeeting last week during whichward councillor Elizabeth Bru-nette explained the tenant is a Cityemployee.She explained the house was too
big and the tenant was looking forsmaller premises.The report suggests the tenant be
relocated to a vacant City-ownedunit in Wilson Road.Councillors agreed on the reloca-
tion.According to the report the Ten-
by Road property is situated in theproclaimed Wynberg Bypass.It further states: “This semi-de-
tached dwelling is a partial woodand iron structure and is in a rath-er derelict state. An assessment re-vealed that it would not be cost-ef-fective to refurbish andwill be con-sidered for demolition.”However, City Mayoral Commit-
tee member for Transport BrettHerron says: “The proposed demo-lition of 8 Tenby Road is not linkedto Phase 2 of the MyCiTi service,neither to the Wynberg Bypass.”Over the past few months ru-
mours have circulated that the twoTenby Road properties, along withanother in Wellington Road, willbe demolished for the MyCiTiroute.The Wynberg Residents’ and
Ratepayers’ Association (WRRA)have also previously questionedwhy the Wynberg Bypass was notdeproclaimed after a 2002 recom-mendation by the Protea Subcoun-cil to do so.When questioned about this,
Herron did not provide a response.
During a recent meeting heldabout the MyCiti route, the WRRArevealed they had found tenders bytheCity’s transport department forthe design and construction of theroute.According to a notice datedMon-
day 29 September signed by theCity director for supply chainman-
agement, the original closing datefor submissions was Monday 13October but it has been postponedto today (Tuesday 28 October).Included in the documents is a
map covering Wynberg East andWest. It indicates the “WynbergCouplet” – which runs from Mal-ton to Millbank road – will run
along semi-detached properties onTenby Road.WRRA chairperson Kristina
Davidson says: “Given the housingcrisis that faces Cape Town, wefind it quite extraordinary that theCity can contemplate demolishingwell-built, historical houses.”According to City Mayoral Com-

Almost 400 pedestrians have diedacross Cape Town in just four yearswhile crossing the city’s busy free-
ways.These are some of the staggering statis-
tics released by the SA National RoadsAgency Limited (Sanral) in an attempt torenew awareness of this dangerous prac-tice and to prevent pedestrian deaths.“For the period May 2010 to September
2014, there have been 396 pedestrian colli-sions on freeways in Cape Town, of which153 were confirmed fatal on the scene,”said Randall Cable, engineering head ofSanral’s provincial road network opera-tions.“The pressing need (is to cover) the in-
creasing trend of pedestrians being runover on city freeways, many of which re-sult in fatalities. The numbers are star-tling, and reason for major concern to allstakeholders.”
Major concernThe statistics provided are the results of
a pedestrian activity study where Sanralcounted the number of pedestrians cross-ing freeways using CCTV cameras.“This revealed that in a period of one
week, there were more than 36 000 pedes-trian activities on Cape Town’s freeways,”Cable said.“This is mindblowing, considering that
it is illegal for pedestrians to be on free-ways – and for good reason.”Cable said they wanted to share their
knowledge with the public to heightenawareness of current initiatives in the en-gineering, law enforcement and educationfields, as research is underway.“We need to sensitise motorists to this
issue. We need to share our informationwith road users.”
Bird’s eye viewHe said in Cape Town they cover 155km
of the busiest freeways with the FreewayMonitoring System. “We have a bird’s eyeview of what is happening on our free-ways, and there is a call to action.“With the use of more than 230 CCTV
cameras that we operate, we have beencapturing all freeway-related incident da-ta, including incidents involving pedestri-ans.”André Nel, the City of Cape Town’s traf-
fic operations deputy chief, said the issuewith pedestrians on freeways was indeed“a huge challenge”.“Freeways are managed by the provin-
cial department, but from the City’s sideall we can do is enforce the rules. We finda lot of pedestrians and people stopping topick up or drop off pedestrians to and fromwork,” he said.Althoughpedestrian freewaycrossing is
illegal, Nel said they mainly fined motor-ists as theywouldhaveundergonedriver’slicence tests. This was not always the casewith pedestrians, he said. “We have finedpedestrians. But they offer excuses suchasthat it is too dangerous to cross at the pe-destrian bridges over the freeways as theysay theymight be attacked,” Nel said, add-ing if that were the case, there “shouldhave been a large number of cases”.The challenge lay in the ratio of pedestri-
ans to officers. “If you consider the 36 000illegal pedestrians crossing the freewaysand the 250 to 280 traffic officers availableit is a huge challenge,” Nel said.
SAFE ROUTE: While these pedestrians areopting to cross a road using a walkway,most still choose crossing busy freewaysover using legal pedestrian footbridges,claiming to be attacked on the walkways.

Budget cuts, staff shortages, overcrowd-ing and vandalism have resulted in ahousing dilemma across Cape Town.
During a presentation on the maintenanceof public housing last week, City of CapeTown officials painted a bleak picture of is-sues affecting rental stock across themetropole.
Ronald du Plessis, an official from theCity’s Human Settlements Department, saidthe City currently managed 44 100 rentalunits, 11 000 hostel beds and an estimated41 100 informal backyarders.
He explained the department consisted of204 maintenance staff. Gasps could be heardin the subcouncil chamber when Du Plessissaid this meant for every 216 rental units,there was only one person employed by thedepartment.
According to the presentation, not enoughfunds are given for the maintenance and up-grading of rental stock.
Du Plessis says the problem is further ex-acerbated by high levels of vandalism.
Alida Kotzee, another official from the hu-man settlements department, said due tostaff shortages they were not able to monitorwhen repairs are needed.
She explained for the 2012/2013 financialyear, the City was supposed to receiveR213m from rentals. Of this amount R66mwas written off to assist those who receiveindigent grants. Of the remaining R147m on-ly R57m was recovered.
In the presentation, Kotzee outlined the ef-fects of vandalism, gangsterism and illegaloccupation of rental stock as areas of con-cern.
The presentation also states the City plans
to acquire and additional 2 000 rental unitsin the next two years in Hangberg, ImizamoYethu, Scottsdene, Leo Mews and Joe SlovoPark.
Commenting on upgrades, Kotzee saidmost structures were built between 1940 and1970, and in most cases cannot be upgradedto accommodate new environmentallyfriendly technology.
Councillors questioned what the depart-
ment was doing about the illegal spaza shopsin rental units.
They explained shop owners did not havethe necessary land use permissions and al-leged many were being used as a front forillicit activities.
Kotzee said due to a decision by Mayor Pa-tricia de Lille, this was not possible.
She said spaza shops were viewed as asource of income for families and the Safety
and Security department were banned fromtaking action against shop owners occupy-ing rental stock.

A multi-billion rand industry aimed atgetting hearts racing is one tourismsector the Western Cape is looking to
cash in on.This as the provincial Department of
Tourism and Economic Opportunity identi-fies adventure tourism as one of six nichetourism lifestyle experiences to focus on forthe next five years.
This focus will include research into eco-nomic impact and job creation that the sec-tor delivers.
Global trends show there has been an up-surge in the adventure travel in recentyears. So says Judy Lain, chief marketingofficer at Wesgro, the official tourism, tradeand investment promotion agency for CapeTown and the Western Cape.
“Reports compiled by an AdventureTourism Market study in 2013 focused onEurope, North America and South Ameri-ca, which make up 69% of all internationaldepartures. Of these tourists, nearly 42%reported an adventure activity as theirmain activity on their last trip, projectinga possible adventure travel market worth$263bn. These kinds of insights suggest tous that there is a continued increase in glo-bal adventure tourists departing from thesemarkets,” she says.
With all this spend up for grabs, there isa need to develop tourism infrastructure,routes and niche lifestyle experiences thatflow from Cape Town as the hook to spreadinternational and domestic visitors, Lainsays.
“As a destination blessed with a diversearray of adventure activities throughoutour province, we need to capitalise on thissustained growth of adventure tourists. Weknow that adventure tourism is significantfor Cape Town and the Western Cape to con-tinue to grow our visitor numbers,” she
points out.This trend has seen tour operators spe-
cialising in activities aimed to get theadrenaline pumping.
Adventure Cape Town director Gregg Co-hen says this government focus, combinedwith the exchange rate, is stimulatinggrowth.
“With a weaker currency, things like skydiving, paragliding and helicopter rides aremuch cheaper to do in South Africa com-pared to Europe or the USA. With all thebeautiful mountain paths we have a varietyof choices for hiking and canyoning,” he ex-plains.
Cape Town’s unique nature has made ita perfect adventure tourism destination,says Cape Town Tourism CEO Enver Du-miny.
“Cape Town’s abundance of mountainsand sea is the ultimate backdrop for instantadventure. We have very capable, safety-fo-cused operators at work in the sector andwe believe that adventure is a big drawcardfor many travellers, particularly globalyouth and bucket-list adventurers who liketo conquer and share,” he says.
However, the influx of tourists has seenlocals missing out, Cohen says.
“Places like Crystal Pools in Gordon’sBay now require permits to enter. As theyonly allow about 50 people in per day to goenjoy the hike and pools, often the permitsall go to foreigners who love to hike. Thismeans locals can’t go there for that day,”he explains.
In addition, prices are catered to the tour-ist market and may be too steep for localsto go out and enjoy, Cohen says.
But Lain believes the boost to tourismwill bring more jobs.
“Adventure tourism is seen as an impor-tant area that will help drive economicgrowth, job creation and geographic spreadof visitors and will reduce the impact of sea-sonality in the province” she says.

Petty thieves and other criminals inWynberg East are warned to steer clearof the area.
The Wynberg East Neighbourhood Watchhas adopted a zero tolerance approach tocrime and have assisted police in arrestingtwo men for copper theft in the area.
They are expected to appear in the Wyn-berg Magistrate’s Court this week for a bailhearing.
Watch coordinator Abieda Josephs saysduring the early hours of Saturday 18 Octo-ber, patrollers decided to link up in Sussex
Road after a long night of patrolling the sec-tor. During this time one of the vehiclesmade its way up Vine Road and a watchmember noticed water gushing from ahouse.
The patroller radioed his observationsand the watch responded.
Josephs says they discovered the copperpipes had been stolen and one member saidhe saw two men walking with bags close by.
“We went on a hunt and found them inBatts Road. The watch surrounded them andwe also asked the street committee in MarsRoad to assist us,” she says.
A watch member asked the men why theywere walking around in Wynberg. They
claimed they live in Plumstead and were ontheir way home, but suspicious watch mem-bers decided to call Wynberg police.
Two officers arrived and asked the men toopen their bags. They found several coppertaps and pipes.
Josephs explains one of the taps had thesame colour paint of the house in Vine Road.
They were arrested and taken to WynbergPolice Station.
“This arrest was possible due to the collab-oration of the neighbourhood watch andstreet committees. The police were great andresponded quickly.”
Police spokesperson Warrant Officer Sil-vino Davids confirms the arrest and says the
men are from Grassy Park and Ottery.Josephs explains the watch has seen a sig-
nificant growth in street committees.She explains this has gone a long way to
curbing crime in the sector. “More peopleare joining and taking an active approach.We are also focusing on the civic centre andthe illegal activities there,” she says.
When the patrol commenced on Friday 17October, the watch noticed the civic centrewas filled with squatters and drug users.

More ‘green’ jobs for those in needThe expansion of Westlake conservation
depotwill lead to further job opportuni-ties.
Councillor Johan van der Merwe, Maycomember for Energy, Environmental andSpatial Planning, says this Invasive SpeciesUnit’s biological control facility in Tokai isa prime example of how the City of CapeTown’s environmental management pro-grammes can drive job creation for peoplewith special needs.“The programme is also geared at employ-
ing people who have been previously disad-vantaged,” he says.Van der Merwe says the City plans to cre-
ate more opportunities as it expands its
green jobs operations across the metro.During a site visit at the Westlake depot
last week, guests were able to experiencehow the City’s environmental managementprogrammes are contributing to inclusivejob creation.The visit included the City’s biological
control insect rearing facility.The employees use various biological con-
trol tactics at the facility.These tactics include the rearing and re-
lease of natural enemies to control invasiveplants. Thismethod is an organic, cost-effec-tive and environmentally safe way of envi-ronmental management.This forms part of the City’s integrated
pest management programme.Van der Merwe says there are currently
employees at the biological control facilityrearing insects to make sure that the fieldworkers have the right number of insects torelease.The nursery at the Westlake depot is driv-
en by staff employed through the Kader As-mal project – a partnership programme be-tween the City, the Natural Resources Man-agementProgrammesand theSouthAfricanNational Biodiversity Institute.Avisit to anEarlyDetection andRapidRe-
sponse team working on the M3 and at theBlack River saw the release of biologicalcontrol insects on water hyacinth.
“Workers have been tasked with improv-ing the city’s freshwater and terrestrial eco-systems along the river,” Van der Merwesays.This includes removal of invasive plants,
river clean-ups, litter disposal and the re-pair of leaking sewers. “The project has sig-nificantly improved the state of our riversand wetlands, in collaboration with Trans-port for Cape Town,” he says.“We are on the right track, but pro-
grammes can become an even greater toolfor inclusive job creation in the green eco-nomic sector. We are serious about embark-ing onamore sustainable path for our futuregenerations.”

City building reduced to rubbleThe costs of the recent violent protests inHangberg and the subsequent vandalism ofthe housing office and maintenance depotwere initially estimated at R500 000.
However, in the weeks following the pro-tests the City of Cape Town facility has beenreduced to rubble as a result of ongoing van-dalism.
This was revealed in a statement releasedby the City.
In the statement the City condemns the to-tal destruction of its facility, which has beenserving residents for 25 years.
Councillor Siyabulela Mamkeli, Mayco
member for Human Settlements says the im-pact on service delivery is enormous, espe-cially considering the strong City focus onimproving delivery to this community inparticular.
“On Tuesday 30 September the City had toclose down the housing office and mainte-nance depot after protesters attempted toburn down the building,” he says.
Mamkeli says when City officials arrivedon the scene, they found tyres had been setalight inside the building, causing extensivedamage.
“Offices in the building were vandalised,
equipment was stolen, and some of the furni-ture was even chopped up into small piecesfor no apparent reason,” he says.
Mamkeli says it appears that the City’s ef-forts to improve the lives of “our” residentsin need are being torn down repeatedly bysome individuals, “to the disadvantage ofthe broader community”.
In response, Hout Bay Civic Associationsecretary Roscoe Jacobs says they note theefforts by the City to improve the lives of theresidents. But, he says, not if this is at theexpense of unity in the community.
“We do condemn the vandalism and want
to commend residents who attempted to dis-courage vandals from doing so by calling thepolice,” he says.
Jacobs says they also note, with great con-cern, the City’s response or lack thereof insecuring the buildings after the unrest.
“The fact that this office is no more is aconcern as residents have to fork out extramoney to go and pay their City account,” hesays.
A room is being utilised at the multi-pur-pose centre on Tuesdays from 08:30 to 14:30for interviews and to report maintenance re-quests.

FIREFIGHTERS TRAIN
All fired upF ire and rescue services are gear-
ing up for summer, when tempera-tures and strong winds promote the
spread of blazes.Last summer, firefighters attended to
over 5 000 structural and vegetationfires.
The City of Cape Town has 900 profes-sional firefighters who can be called up-on for major incidents.
Of these, aminimumof 240 are ondutyper shift and available on a 24-hour basisat the 30 fire stations across the city.
These numbers will be bolstered by120 seasonal firefighters who form partof the so-called “hot shot” crews, usedprimarily to fight vegetation fires.
Over 400 hopefuls were put throughtheir paces in recent months.
Applicants needed a Grade 10 certifi-cate, police clearance, and were re-quired to complete numeracy and litera-cy tests as well as a physical trial whichrequired them to run 2.4km in 11 min-utes, carry two 20kg drums for a dis-tance of 100m and do 30 push-ups and sit-ups in less than a minute each.
The first batch of seasonal firefighterswill be on duty from Saturday 1 Novem-ber and the second batch from Monday1December. Their contractswill runun-til the end of April 2015.
And 19 reservist firefighters havenearly completed their first course.

Transit plan to take city forwardA transit-oriented development has beenidentified as one of the key components tomakeCape Town themost efficient city inAf-rica by 2032.To this end, a transit-oriented development
strategy is in the process of being drafted bytheCity ofCapeTown todetermine the futureof public transport systems across themetropole.This strategy is to be completed within the
next 10 months, says Mayoral Committeemember for Transport Brett Herron.“Howwe develop and use our urban spaces
for living, working and travelling will verymuch determine the quality of life of our resi-dents in the years to come,” he says.“This is why Transport for Cape Town, in
its IntegratedPublicTransportNetworkplanfor the next 18 years, has taken the path of
comprehensive transit-oriented develop-ment to ensure we bring our residents closerto their workplace and improve access to andefficiency of public transport.”Development in the city is currently char-
acterised by low densities, long distances be-tween residential areas and workplaces, aswell as historical disparities where the ma-jority of low-income residents live far awayfrom work opportunities and have to spenda significant percentage of their income ontransport, Herron explains.Transit-oriented development is the plan-
ning, design and implementation approachthat will be championed to reverse theseanomalies. “For the City’s public transportsystem to be viable and efficient, more pas-sengers have to live and work close to thetrunk routes, be it rail or bus,” he says.

App streamlines travelA new app aims to make travel easier.The app merges the timetables,
stops and stations of all the scheduledpublic transport services in a city.Presenting the commuter with all the
available scheduled public transport op-tions and those in private vehicles withvarious routes for reaching their destina-tions, the Transport for Cape Town (TCT)app will make it significantly easier tomove around the city, says transport may-co member Brett Herron.The system maps all the scheduled pub-
lic transport services across the city – fromthe MyCiTi bus service, to Metrorail andtheGoldenArrowBusService. Thesemapsspecify each service provider’s routes, sta-tions and stops.The appwill tell commuters whichmode
– bus or rail, or combination of the two –to use to reach their destination, inclusiveof a list of options of the various transportservice operators in their vicinity; whereto find the closest and most convenientstops and stations; the distance and how toget there; departure and arrival times; theestimated cumulative cost for the entirejourney; and the estimated duration of thejourney, inclusive of the time it will taketo walk to a station or stop.Council’s TCT app will enable those us-
ingprivate transport to plan their journeys
by offering different route options, indicat-ing the distance to the destination, the esti-mated travel time, and any matters of con-cern along the route such as accidents,roadworks, detours and traffic delays.“The appwill informyou of useful places

Matric scriptsunder strictsurveillanceThe first few National Senior Certificateexamination papers have been written.Now the completed scripts are underheavy security.Provincial education minister Debbie
Schäfer last week visited the examinationpaper vault to assess security arrange-ments.“The vault is under strict security sur-
veillance to ensure that there are no possi-ble leakages or irregularities,” Schäfer as-sures.Strict security arrangements were nec-
essary to ensure the integrity of the exami-nations, she says, and several measureshavebeen implemented to ensure thevaultwas not compromised.Measures include ensuring each paper
is printed and packaged in the provinceand is immediately sealed so that it cannotbe tampered with. Each staff member hasalso been screened and is monitored close-ly by security cameras and no cellphonesare allowed.Every examination paper is bar-coded
when printed for tracking purposes, cou-pled with the candidate’s bar-coded stick-er.Pupils are also monitored during the ex-
aminations and markers have beentrained to identify any irregularities in theexamination.Invigilators were trained to be extreme-
ly alert and pupils are warned of severepenalties if caught cheating.“This is a huge logistical exercise that
requires careful planning and tight man-agement. While we cannot always predictsome extreme circumstances, I am confi-dent the department has made all the nec-essary arrangements to avoid, where pos-sible, any irregularities,” Schäfer says.“I look forward to a peaceful and fair ex-
amination process and am confident wewill ensure that every candidate receivestheir question paper on time.”

Suspects sniffed outAlmost 20 suspects were arrested for
drug possession in one weekend,thanks to the nose work of four-leg-
ged crime fighters.The Metro Police’s K9 Unit helped nab
dagga, mandrax and tik users for drugpossession.And their impact in collaring suspects
is noteworthy, says Mayoral Committeemember for Safety and Security JPSmith.“Our furry, four-legged members are
crucial in the fight against crime. We’vecome to learn over the years that crimi-nals are crafty when it comes to hidingtheir contraband and so we need the dogsto literally sniff out the drugs,” he says.“Just recently, one of them sniffed its
way to nearly 100 dagga stoppe hidden in
a cupboard of a house we searched. If wedidn’t have the dog, we might not havefound the drugs.”Established in 2009, the unit has 13
dogs, with another six in training. Thedogs are trained to assist on patrols andto detect narcotics and explosives.Between July 2013 and October this
year, the unit searched more than 500premises and close to 2 000 people. Thedogswere also instrumental in the confis-cation of 4 407 units of drugs, nine fire-arms andmore than 200 rounds of ammu-nition.Last weekend Metro Police also arrest-
ed 40 motorists on charges of drunk driv-ing during patrols, roadblocks and stop-and-test operations in collaboration withthe police.
