Four years after an application to builda retirement village in Constantia, thefinal decision is still pending.
Following a request from residents, coun-cillors from the Protea Subcouncil have de-cided to postpone the decision until a sitevisit is conducted.According to the report submitted for last
week’s subcouncil meeting, the develop-ment includes the constructionof 21 residen-tial dwellings.The proposal is to have 14 double-storey
units and seven single-storey units.Speaking at the subcouncil meeting last
Friday and representing 14 residents, resi-dent Tim Spencer explained they were notagainst the development, but only certainaspects thereof.The main bone of contention was the plan
to have access to the retirement villagethrough Nursery Lane as opposed toDoordrift Road.In his presentation, Spencer used photo-
graphs to show the obstructions to motor-ists’ view.He described the Traffic Impact Statement
(TIS) as “superficial”, saying it was riddledwith shortcomings.The report states the development will
generate a total of 10 peak hour trips andsays Doordrift Road andNursery Lane oper-ates “far below capacity”.Spencer disagreed, as they believe access
from Doordrift Road would lessen the im-pact on neighbours. “We would like to re-quest a site visit before the final decision ismade,” he added.Claus Mischker, speaking on behalf of the
developers, said he was glad the applicationwas “down to a traffic issue”.He said they were happy there was only
one more issue to resolve.When considering the nature of the devel-
opment,Mischker said, itwouldbe irrespon-sible for developers to not create a safe en-trance and exit point.
He said labelling the TIS as flawed was“stretching it”, adding Nursery Lane waspart of the public road network.“The main aspect is the safety for retirees
using the road,” he said.Ward councillor Elizabeth Brunette ques-
tioned whether Doordrift Road had beenconsidered at all.After consultation with the City of Cape
Town’s road engineers,Mischker explained,
they were informed Nursery Lane was theonly access point engineers would consider.Proportional councillor and City Mayco
member for Community Services and Spe-cial Projects Belinda Walker said she wasconfused by the proposal, as motoristswould still need to access Doordrift Road.“I’m just trying to find the logic, as they
will have to access the road anyway,” shesaid.
Brunette said two other residential com-plexes use Doordrift Road as an access pointand “it worked perfectly fine”.Councillors voted to postpone the final de-

Rebates deadline looms for NGOsThe City of Cape Town’s social develop-
ment and early childhood developmentdirectorate urges community organi-
sations working with vulnerable groups toapply for rates rebates as soon as possible.
Shelters working with homeless peopleand homes catering for the health of physi-cally or mentally challenged individualsand vulnerable groups need to register withthe City’s Homeless Agency Committee toapply for rebates related to rates, solidwaste, water and sanitation and sewage bySunday 31 August.
In the past financial year, the City hasheld a number of information sessions to en-sure interested organisations are informedof this opportunity, and relevant documen-
tation needed and the process to be followedto qualify for relief for the 2014/2015 finan-cial year.
“We’ve discovered in the past some organ-isations are unaware of the policy, whileothers have failed to qualify for relief mere-ly because they did not have the necessarydocumentation, or were unsure of how to fillin the forms,” said Mayoral Committeemember for Social Development and arlychildhood development Suzette Little.
“So, last year we started the informationsessions to assist organisations who do ster-ling work in our communities but who oftenstruggle to cover costs such as municipalbills because of funding constraint. In thisway, the City and NGOs can work together
to make progress possible.”For more information on how to apply for
the rebates, NGOs can contact the City’sCall Centre on 0860 103 089.
Alternatively visit their nearest munici-pal office.
The directorate is also planning to amendthe City’s current Rates Rebate Policy to al-low registered Early Childhood Develop-ment (ECD) centres to apply for rebates aswell.
“The importance of well-functioning ECDcentres cannot be overstated,” said Little.
“The money that they would be able tosave courtesy of the rates rebates will go along way towards enhancing the currentlevel of education provided at the centres.”

A call has been made for thedemolition of a derelict build-ing in Hout Bay.
The building, which belongs tothe City of Cape Town, is adjacentto the Hout Bay Clinic. It is situat-ed on the corner of Hout Bay andOR Tambo roads.The building is some distance in-
to the property and is surroundedby overgrown vegetation.It was previously used as an of-
fice by the Anti-Land InvasionUnit. This was revealed at a Ward74 Committee meeting on Thurs-day 14 August.According to a report, the build-
ing is currently occupied by six va-grants, including a toddler agedabout two years.The structure has no window
frames or glass, there are no doorsand the exterior is filthy and cov-ered in graffiti.The report also states the proper-
ty is a health hazard, as there areno toilet or washing facilities.Jim McKenna, Hout Bay Com-
munity Policing Forum chairper-son, says the child has been seenrunning around in the dirt wear-ing only a t-shirt.When People’s Post visited the
property, three men and two chil-dren were seen on the property.Clothes andbeddingwere drying
on a makeshift clothesline, whilerubbish was strewn everywhere.
The grass is overgrown, makingit difficult to see the structure fromthe road.There have been several calls for
police to visit the site, as there areconcerns of possible drug use onthe property.Lieutenant-Colonel Bongani
Mtakati, Hout Bay police stationcommander, says they have beeninundatedwith calls from the com-munity for action.“We are aware of the problem
building and my officers have, forthe last three months, made stopsat the property every day,” he says.Two men were arrested on the
property after police discoveredhouse break-in implements, drugsand dangerous weapons, Mtakatisays.School children and teachers are
regularly robbed of their belong-ings as they pass the property ontheir way home or to school,Mtakati adds.There is also a health concern, as
children are often seen playing onor near the property near the rub-bish.“People are angry that nothing
has been done about the building.The property is of great concern tous; if the building is demolished, itcould be used for something morepositive from which the communi-ty can benefit,” Mtakati says.However, until a decision is
made by council, police can onlypatrol the area and make regularstops and searches to ensure there
is a form of control and to protectthe community, Mtakati explains.Ward councillor Marga Hay-
wood says the property belongs tothe City’s roads department andit’s maintenance is their responsi-
bility.At theWardCommitteemeeting,
the City’s Problem Buildings De-partment decided it would servethe roads department with a noticeto ensure they take the necessary
steps to alleviate the problemscaused by the property and the peo-ple who occupy it.“Thematter needs to be resolved
by the roads department, as it is anoperational issue,” Haywood says.
DERELICT: The problem building situated near the Hout Bay Clinic is a cause of concern to many Hout Bay residents.They are calling on council to demolish the property and convert it into something the community can benefit from.

An application to rezone a Wolfe Streetproperty from residential to businesshas been denied.
The building, which has been used as of-fice space for the past 10 years as a resultof permission granted for temporary landuse departures,was given the thumbs downat the Protea Subcouncilmeeting lastweek.The temporary departures have lapsed
and the owners have applied for the build-ing to be rezoned. This cameunder scrutinyfrom the Old Wynberg Village Society(OWVS), which raised concerns about fur-ther commercial creep.In his presentation, the society’s Andrew
Stewart said their concerns with commer-cial buildings were that it “became deadzones at night and over weekends”.He said once the propertywas rezoned “it
was game over” and the property could“never come back”.In a summary of objections, the society
says the proposalwill “adversely affect” thepreservation of the Wynberg Village Con-servation Area.The summary also states the building is
designed for residential purposes.In a diagram, Stewart outlined the com-
mercial property use and raised concernsabout the further encroachment into thevillage.In their response Kim du Plessis and
Mike Olden, fromOlden and Associates Ur-ban and Regional Planners, explained therezoning applicationwould have a separateresidential component.As part of the application report, they
submitted an affidavit from the current ten-ant.Du Plessis explained the rezoning could
not change the character of the area asthere are only planned changes to the inter-
nal structure.In addition, she said, the adjacent neigh-
bours have submitted letters of no objec-tion.In a response to the objectors in the re-
port, the applicant said there is no newbuilding work and the application is in linewith the urban conservation overlay zone.In the deliberations ward councillor Eliz-
abeth Brunette said she had visited thebuilding and saw the façade had notchanged.“This is not a retail outlet and nothing is
being sold from the premises. I am comfort-able with the application; the propertycould easily be reverted into a residentialproperty,” she said.Proportional councillor and Mayoral
Committeemember for Community Servic-es and Special Projects Belinda Walkervoiced her disapproval for permanent zon-ing and questioned the absence of the localarea plan.In response, Brunette said there was
none for this area.Subcouncil chairperson Ian Iversen
raised concerns about the possible changeof the business if rezoning is given.Councillors voted and the rezoning appli-
cation was given the thumbs down.The reasons given include the absence of
a local area plan and the property’s locationin an urban conservation area.Commenting on another application in
theareawherea site visitwill be conducted,Brunette called for a guided workshop tourto assist councillors when dealing withplanning applications.“It is critically important, as it is one of

Police are investigating a murder caseafter a skeleton was discovered in thebasement of the old social develop-
ment building in Wynberg last week.The remains were not clothed and no
clothes were found near the scene.Wynberg police spokesperson Warrant
Officer Silvino Davids says they werecalled to the building on Wednesday 20 Au-gust after a construction worker found theskeleton. The skeleton, he says, had an inju-ry to the skull and the gender is not known.
“It appears the skeleton has been there
for more than a year, but nothing has beenconcluded as the autopsy is still pending,”Davids says.
Police gathered all evidence found nearthe skeleton and are awaiting the autopsyresults, which are expected to be releasedthis week.
They are unsurewhether the skull injuryis a result of a blow to the head or a bullet.
“Little is known about the identity of theperson or the circumstances which led tothe murder. We are checking missing per-son profiles and dental records,” Davidsadds.V Anyone with more information about the skeletoncan call Wynberg police on (021) 799 1300.

VW Golf near the bank at noon, says DiepRiver police spokesperson Warrant OfficerKeith Chandler. They noticed the four meninside the car were acting suspiciouslywhile driving in thevicinity of thebankandcalled for backup. “The sector commanderand a reservist responded and the vehiclewas stopped. The occupants scattered,”says Chandler.The vehicle’s registration was checked
and was found to be that of a Venter trailer.“The four officers searched the area and
held observation for almost two hours, butthe occupants were missing,” he says.
More dedicated reservists were called inand undercover observation duties ensued.“Local security companies and neigh-
bourhoodwatchmemberswere incorporat-ed in the undercover operation.”At 18:00 that same day – about six hours
after the first sighting – the driver of the ve-hicle returned to the car.“Officers waited for the suspect to start
the vehicle before attempting to pull it over.In the process, the suspect tried to flee inthe Golf, but after a short pursuit he wasapprehended,” Chandler explains.The vehicle was taken to the police sta-
tion where officers examined it and foundthe licence disc was fake – it was reportedstolen in Milnerton earlier this month.The suspect will appear in the Wynberg
Magistrate’s Court on a charge of car theft.

ASDCape Townhave lifted theirmaidenEngen Knockout Challenge trophy af-ter beating Liverpool-Portland FC in
the tournament final at the weekend.The Claremont-based side scored one goal
to none to be crowned the Cape’s best under-17 team at Stephan Reagan Sports Complexin Westridge, Mitchell’s Plain on Sunday 24August. The lone goal came from the boot ofstriker Caleb Sampson.The 11th edition of the tournament, of
which People’s Post is the print media spon-sor, saw 16 teams from across the peninsulavie for the coveted title, hefty cash prize andtrophy.The final was an evenly contested affair,
despite ASD, who were the losing finalistslast year, dominating both the territory andpossession statistics throughout the match.The local lads fromPortlandwere the first
side to bother the goalkeeper in the firstquarter, as a strike from outside the boxwassaved by ASD goalkeeper Darren Johnson.The shot brushed Johnson’s fingertips andwent out for a corner.The corner kick was punched out by the
goalkeeper as he moved out of the box andthe deflection fell into the lap of a Liverpool-Portland player, who struck a shot on thevolley. But his shot hit the crossbar.In the secondquarter,ASDagaindominat-
ed the statistics and started to put the pres-sure on the Liverpool-Portland defence.While they managed to penetrate the de-
fensive line, their attacks on goal were dealtwith by the Liverpool-Portland goalkeeper,who was the team’s stand-out performer.At the death of the first half, ASD threat-
ened to score again, but the Liverpool-Port-land ’keeperwas again up to the task, savinghis side from going into the half-time breaka goal down.The second half continued as the first,
with both teamsmanaging to break throughthe other’s defence, but their weak shots ongoal were easily kept away from the net byboth goalkeepers.Twelve minutes into the half Liverpool-
Portland and their fans were celebrating asthey thought they had scored the openinggoal when a shot found the net. But their cel-ebrationswere short-livedas refereeJeromeDamon blew his whistle when the assistantreferee found the “goalscorer” to be offside.A fewminutes later, the tournamentmade
history as the first female referee, NoleneSwarts, took over the whistle from Damon
who was injured during the course of thematch.And it was just five minutes later that
Sampson sunk the hopes of Liverpool-Port-land and their supporters, bringing an endto their dream run.ASD will now represent the Cape at the
EngenChampsofChamps inSoweto inOcto-ber.They will take on PE Sundowns, AmaZu-
lu, Harmony Academy, Supersport UnitedAcademy and Bidvest Wits Juniors, who allwon the Engen Knockout Challenge in theirrespective regions.This year’s Cape Town Challenge lived up
to its theme of Be Your Best, as several play-ers stood out throughout the weekend. Hel-lenic FC’s Riyaaz Ismail was named the de-fender of the tournament for his modern-style of play, marshalling his team andaiding on attack when necessary.The best striker was Glendene United’s
Jody Jansen, who scored eight goals, heldthe ballwell and ran into spaces. Hewas also
the tournament’s top goalscorer.Johnson, who conceded only three goals
throughout the weekend, was named goal-keeper of the tournament, while ChippaUnited’s Heinrich van Zyl was rewarded forthe tournament’s first hat-trick and quick-est goal.The player of the tournament was also
named thebestmidfielder –AtlanticNacion-al’s Robyn-Lee Baatjies walked away with
both accolades.Grassy Park’s Crusaders FC won the fair
