INTRODUCTIONThe International Code Council has compiled the following additional information in order to support the 2019 Group B appeals process relative to the appeals filed regarding the 2019 energy code changes. This includes both residential energy (RE) and commercial energy (CE) code changes.

The additional documentation is as follows:

ENERGY VOTER TABULATIONFollowing the 2019 Group B Validation Process, the Code Council developed and posted a report entitled “Report on the Code Development Process: 2019 Group B Cycle.” This report documented the facts and finding of the process and the results of the 2019 Group B cycle. Included in this report was “Appendix A: 2019 Cycle Voters,” which identified the eligible voting members who participated in the 2019 Public Comment Hearings or online governmental consensus vote, or both. As noted in the report, 641 governmental members (GM) with 2,026 governmental member voting representa-tives (GMVR) plus 22 honorary members participated. A total of 241,532 votes were cast.

This “Energy Voter Tabulation” focuses on the energy code changes by taking the original Appendix A and reducing the tabulation down to just those voters who voted on energy code changes (RE & CE). This table notes the following:

� Eligible voters who voted on one or more RE or CE code change(s).

� The date the GMVR application was received by the Code Council. The GM join date was in Appendix A.

� The number of energy code changes the eligible voter voted on.

APPLICATION FORMSAs noted in the report mentioned above (see pages 7 – 8 of the report), the Code Council performs a comprehensive voter validation process as required by Section 9 of Council Policy 28 Code Development. For new GMs, this process is initiated with the submission of an application which staff evaluates for compliance with the bylaws definition of a Code Council governmental member (Section 2.2.1.). The application deadline was March 29, 2019.

Following the validation of the GM, the process requires that each proposed voting member of the GM be similarly val-idated for compliance with the bylaws definition of a Code Council GMVR (Section 2.2.1.1.). The application deadline was September 23, 2019.
