State President Report Terry Longberry September 2020
Dear Brothers: Because of the pandemic and not all Aeries yet open, my duties as your Worthy President continue to be light, but I was able to travel, with Membership Chairman (west), Gary Baker for a few Membership Award presentations. These plaques would have been awarded at the State Convention last June. On August 23, we went first to Conewango (Warren) Aerie 313. Gary presented 313 Secretary Willie Dexter with his award for Top Membership Producer in the State Aerie.
Willie Proposed 73 New or Reenrolled Members in the 2019-2020 Fraternal Year. We also enjoyed the company of Trustee Tim Fields, WVP Debbie Brown, Madam Trustee Jessica Norris. Our Servers were Patty Shelvon and Shelly Petruney. Gary also gave the second place Aerie Membership prize to WVP Debbie Brown.
Warren initiated 362 Brothers last year. We had a great lunch. Gary had fish ‘n chips and I really enjoyed an open-faced prime rib meal. Then we went to my Home Aerie, Wattsburg 4516, that had earned the award for second place in Membership Percentage gained at 325%. We presented the plaque to JPWP/ex officio Trustee Michael Wetmore.
Gary and I also were greeted by WVP Barry Rahn, Trustee Shawn Cass, Chairman of the Board of Trustees Tim Bayle, Trustee Rich Niemeyer, and Alton Young. Tori Harrington was our attentive Steward. Congratulations to all of the Aeries that earned Membership Awards. The others are to be distributed by my Deputy SWPs/District Directors. Fraternally, Terry L. Well, here it is August and the Covid has just not gone away.
It has made a big difference in many ways. One of the changes it has made is with the Eastern Regional. It was up in the air for the original date in October because of Pa. State
mandates. We couldn't see how we could have it in October. Here is what Kathy Kovac's and I have decided. Date changed to November 6th & 7th at LITTLESTOWN 2226 (If we are opened)

During the 2020 Annual Meetings in Reno, Nevada, the following law changes related to membership were passed on the floor by a vote of the Aerie delegates:
1. The $10 re-enrollment fee will be waived until December 31, 2020, for members who
were dropped this year from the rolls. This rule is effective Wednesday, July 22, 2020. Any
members who were charged a re-enrollment fee prior to July 22 will not be entitled to a
refund.
2. Any member who was dropped this year who re-enrolls before the end of the current
fraternal year (May 31, 2021) will be allowed to keep their years of membership. These
members will still be considered “re-enrolled” and will be subject to a vote of the
membership but will retain their original initiation date. This includes benefit
membership status, so long as they pay the proper dues amount associated with benefit
membership. Any member dropped in a previous year who re-enrolls will NOT be
entitled to having their years of membership reinstated.

This guide will assist you when applying for Grants and ensure a smooth process.
Resume letter writing guide for FOE Charity Foundation grant recipients
The FOE Charity Foundation aims to distribute funds where needed as efficiently as possible. The guidelines for
the required resume letter are minimal compared to similar charities that awards grants.
1) Resume letter should be 1-2 pages in length.
2) Resume letter must be on the organization’s letterhead.
3) Resume letter should include a short explanation of the organization’s activities in relation to the grant
request.
4) Resume letter doesn’t require a detailed explanation of purchases or itemized costs.
5) The intent statement (see below) must explain how the funds will be used in correspondence with the
FOE Charity Foundation fund. For example, if the grant has been earmarked for the Cancer fund, the
statement must explain how the organization will use the grant fund for cancer purposes – ie: Cancer
Research.
6) Resume letter must include a statement saying none of the grant funds will be used for administrative
expenses. The FOE Charity Foundation is not permitted to grant funds for costs such as payroll, tuition,
overhead costs, training, continuing education, counseling, payments to speakers, per diems or financial
assistance, including gift cards and vouchers.
7) Letters may be mailed, emailed or faxed.
Intent statement - Explains how the funds will be used, within the grant guidelines. Please be concise and to the
point with this statement. Avoid broad-meaning words and phrases such as “plan to purchase”, “hope to
purchase” and “etc”. Auditors want to see a definitive use of the funds. Funds may not be used to pay for
previous purchases or put into a general fund for future use.
For example:
• Grant funds will be used to purchase equipment and supplies for our children’s backpack
program.
• Grant funds will be used exclusively for cancer research.
Grant funds may be used in one or more of the following areas:
• Research: Must be performed by the organization’s research facility.
• Educational Materials: These are non-marketing materials that are distributed
to the public, free of charge. For example: pamphlets on eating with diabetes,
living with Alzheimer’s.
• Equipment/Supplies: These are physical/tangible items that are used within the
organization to assist recipients. For example: food for a food program or
puzzles for a game room.
**The FOE Charity Foundation does not accept resume letters that are old/outdated, handwritten, have
handwritten changes or letters where “white out” has been used.

2020 - 2021 EASTERN REGIONAL CHARITY CHAIRMEN
A PERSONAL MESSAGE FROM “THE TEACH”:
Last year when Grand Worthy President Elect Dave Smith called asking if I would accept the
position of Eastern Regional President I was honored, happy and excited. Then Covid-19
came to the US and its progression took the wind out of my sails. In June when I met up with
my counterpart Kathy, we worked on our grants and began working on our program for the
Eastern Regional Conference. By that time, the Littlestown Aerie had already been closed by
PA Governor Wolf’s mandates. We were able to open for just one week in July before the
Governor hit us with new mandates as cases were rising again. Littlestown Aerie has been
closed for close to 5 months now, and you can imagine what this has done to the bank
accounts! With our second closing, I became disheartened. I wondered if we should have the
Conference in October at all. Even if we are open, would the Brothers and Sisters attend?
The projections for fall indicate that Covid-19 most likely will be worse. I have a problem
asking people to attend a Conference that could possibly put them in harms way. After all,
most of us that would attend are over 50. In my humble opinion, our health should come
before a Conference, and I would rather err on the side of caution.
I talked over my concerns with Kathy and came up with an alternate plan. At the Grand
Convention in Reno, Kathy spoke to several people from the Grand Aerie expressing our
concerns (I chose not to go to Reno as Nevada was experiencing a spike in positive Covid
cases). Could the Conference be cancelled if things continued upward and our Aerie had to
be closed? Could the Conference be postponed until the spring (March) when hopefully this
crud would somewhat be under control? She was basically told the Conference could not be
cancelled. I reached out to the Grand Aerie, and received a call back directly from Grand
Worthy President Dave Smith. He explained that the Conference could not be postponed
until March as that is when incoming Presidents’ school takes place in Omaha. Grand Worthy
President Dave said the latest the Conference could be postponed to would be the second
weekend in November. We have decided not to hold the Eastern Regional Conference in
October as originally scheduled; instead we have chosen the first weekend in November, the
6th and 7th for our Conference.
I hope everyone understands that first and foremost we are thinking of our Brothers and
Sisters health and welfare. We will see how this all plays out.
