The District of Columbia Department of Transportation (DDOT) and the Federal Highway
Administration (FHWA), in coordination with theNational Park Service (NPS) are proposingimprovements to the intersection at Pennsylvania
Avenue and Minnesota Avenue, S.E
Washington, DC (Twining Square area) (see
Figure 1 ) as defined in the Revitalization of Pennsylvania Ave, SE for the Great Streets Initiative Concept Design Final Report (Great Streets Concept Design Report) , which waspublished in 2007.
Key to this project is the potential for landtransfer between DDOT and NPS to facilitate thereconfiguration of the Twining Square area withthe intent to:
Enhance safety for motorists andpedestrians;
Create a consolidated, usable park spacefor pedestrians and visitors; and
Function as a catalyst for neighborhoodrevitalization.
Prior to moving the project through final designand construction, an Environmental Assessment(EA) of the proposed action and its potentialeffects is being prepared in accordance with theNational Environmental Policy Act of 1969(NEPA). Additionally, the project will also includean assessment of effects on historical andcultural resources in accordance with the Section106 of the National Historic Preservation Act of 1966 (NHPA).
FHWA and NPS are co-lead federal agenciesfor the project.

Project BackgroundIn the past, the Great Streets Initiative andvarious other planning activities have beenperformed on Pennsylvania Avenue, SE andthe surrounding community, including:Pennsylvania Avenue Task Force Vision Plan;Middle Anacostia River CrossingTransportation Study; and Pennsylvania
Avenue, SE - Great Streets Framework Plan.
The Great Streets Concept Design Report identified the Twining Square area as one of three significant pedestrian-oriented activitynodes along Pennsylvania Avenue that canoffer a diverse and high quality experienceand recommended modifications to the trafficconfiguration at the intersection to improvemobility and safety for vehicular traffic
movements and for pedestrian and bicyclemovements.
Proposed AlternativesDuring a design charrette for the Great Streets Initiative process, the community andother stakeholders developed the followingthree conceptual configuration designs for theTwining Square area (see Figures 2 through 4 ). An additional concept design (Figure 5)was developed as a refinement of theprevious concepts during follow-upcoordination to the Great Streets Initiativeplanning process. All of these concepts willbe re-visited in the EA.
We would appreciate your input on theconcept designs, your assistance in identifyingany environmental or cultural resources withinthe project area, and any comments or
suggestions you may have regardingimportant factors that should be considered inthe assessment, including the purpose andneed.

Square with Pennsylvania Avenue bisecting.Modified to reduce the impact to residential
properties along Minnesota Avenue and 25thStreet. Will provide increased green spaceand improve safety by reducing turningmovements; and is closer to the currentconfiguration of the square.

The Modified Traffic Square was revised toavoid taking commercial property. Will havethe same benefits as the Modified TrafficS uare.
