On Sunday, September 27, UT Tejas Club and Zeta Tau Alpha sorority convened efforts with Pease Park Conservancy to beautify and improve the Gaston Trailhead at Pease Park. They cleared ragweed from the trail, put the finishing touches on the Janet Fish wall, and

planted three new live oak trees at the trailhead. Neighbors will surely notice these improvements on their next run or walk along the trail in Pease Park. Thanks to these organizations for their hard work!

How to be Courteous During

Construction

Neighborly Tip of the Month

1. Keep the lines of communication open. Let your neighbors know about your projects in advance if possible. There is nothing worse than planning a backyard baby shower, and finding out that it’s scheduled the same day your next-door neighbors are planning a driveway demo. Your neighbors will appreciate a heads’ up on any project that is loud, smelly, or dusty.

2. Minimize parking obstructions. Of course, this is not always avoidable, but ask your contractor and subs not to park in front neighbors’ houses, if at all possible. Your neighbors will appreciate not having to navigate around the extra vehicles.

3. Minimize annoyances. Ask your contractors and subs not to smoke on the property or neighborhood, not to play loud music, and to clean up any trash at the end of the day.

4. Ensure safety. Ensure your contractor and subs do not leavedangerousequipment(e.g.saws,drills,openpaintcans,etc.) in unattended in areas where children could have access, such as shared driveways.

5. Limit construction to reasonable hours. Make a real effort to ensure no construction occurs before 8:00 a.m. or after 6:00 p.m.

The most important thing you can do is just let your neighbors know what is happening and apologize in advance for any inconvenience. And it’s always nice to check in with your neighbors every now and then regarding the approximate time table and anticipated remaining schedule for the project. Of course, a tour of the finished product, once the construction is over, is always appreciated! Happy improving!

Construction Waste Diversion Ordinance Proposed

Betty Trent, AIA LEED APA proposed waste diversion ordinance is working its way towards

passage at Council. It’s part of a “Zero Waste” goal adopted by the Council in 2011 and to be achieved by 2040. The new ordinance would apply to new construction and remodeling projects.

Waste diversion is a laudable goal, and I do a lot of LEED projects where we are able to achieve over 80% construction waste diversion. Many of the things we send to the landfill could and should be reused or recycled. Landfills are no longer where your “trash” goes to be buried, but instead, places where materials can be mined for new uses. Currently, Austin’s diversion rate has stalled at about 36% (from30%,whensingle-streamrecyclingwasintroducedin2008).Clearly we could do better.

Austin should be looking at incentives to encourage waste diversion, but Austin needs to implement these goals in the most efficient manner possible; after all, isn’t that the goal of sustainability and zero waste? The proposed ordinance will apply across-the-board, from large projects to small businesses and small homeowners who are already stressed by over-regulation. So we need to ask if the regulations proposed to carry out this ordinance are appropriate to the goal and scale of the project, while not exacerbating the growing issue of affordability.

Reviewing the proposed ordinance as written, we have another expensive procedure, complete with multiple reports, staffing requirements (howmanywould the city have to add ?), raisedpropertytax(topayforstaffandaudits),and“interpretation”issuesthat will add to the cost of construction in Austin. The proposed ordinance would require a “permitee” or contractor to: track diversion amounts, track “beneficial” use, track diversion materials, track diversion processor qualifications, and provide “Any other information requested”.

In addition, only “qualified processors” can be used, and they must beregisteredpercityrequirements.(AtthemeetingIattended,theprocessors wanted to know why state registration was not acceptable.) They will also have to duplicate reports they make to the state with reports made to the city twice a year.

I’d judge the requirements of this ordinance to take an hour a month minimum over a 12 month home construction project at $100/hour, and therefore an expense of $1,200 minimum being added to all construction costs in the city, regardless of home size. For an “affordable” house in Austin at $240,000, that would be 0.5% increase for just reporting. At one time this was to be limited to larger projects over 5,000 square feet; this draft has no such minimum. The only exception is for projects under 1,000 square feet.

So, is $1,200 a home a reasonable price to pay for a laudable goal of “Zero Waste”?

MEALYBUGSMealybugs are

pests of landscape plants and houseplants. They are often active during times of warm, dry weather, but can also become a problem indoors at any time of year. Infestations usually start at the base of stems and then spread from there as populations increase.

Mealybugs are a type of unarmored scale insect. They are sexually dimorphic(males&femaleslookdifferent). Males have wings while females remain wingless and nymph-like throughout their life. Females are oval, soft-bodied and covered with a white waxy powder.

These insects have piercing-sucking mouthparts which they use to penetrate plant tissue and suck out juices. This can lead to chlorosis (yellowing of theplant), wilting and distortion. With larger infestations, the insects may cause stunted growth, premature leaf drop or death of the plant. Mealybugs are also known for secreting honeydew, a sweet, sticky substance on which a fungus called *sooty mold may grow.

*Sooty mold is a fungus that grows on honeydew excretions. Sooty mold can indirectly harm the plant by covering plant surfaces and reducing the amount of sunlight that reaches plant tissues, resulting in reduction of photosynthesis.

Since all but male mealybugs are wingless, adult females have to be placed near a host plant for them to infest it. They can crawl short distances to plants. Immatures can be blown to new locations by the wind, move by water or be transported by animals.

Tips for mealybug management:• Conserve beneficial insects; there are many insects that will feed

on mealybugs or parasitize them• **Use high pressure water sprays to dislodge the insects from the

plant• **Insecticidal soap

• **Horticultural oils• **Insecticides labeled for mealybug control• For severely infested plants, it may be best to throw the plant away and buy a new one

**If treating houseplants, move plants outside during treatment then move back inside once treatment has dried.
