The PED is a contractor for the National Center forEducation Statistics, of U.S. Department of Education to coordinate the administration ofNAEPin New Mexico.     The NAEP State Coordinator is contracted to approve New Mexico's school sampling plan,recruit selected schools, develop guidance documents, increase public awareness of NAEP,analyze and interpret NAEP data, and prepare state reports on NAEP.This position is critical to the State of New Mexico for managing data for making timely andaccurate determinations of Adequate Yearly Progress (AYP) under the Elementary andSecondary Education Act and New Mexico statute (Title VI, 20 U.S.C 7301 et seq., Part A,Subpartl, Section 6111; 22-2C-5, NMSA 1978), preparing School District and State ReportCards (Title VI, 20 U.S.C 7301 et seq., Part A, Subpartl , Section 6111; 22-2C-l1, NMSA1978). The position also responds to numerous requests for data from the New MexicoLegislature.The consequences of not filling this position are damaging to the agency and the State of NewMexico due to noncompliance with legal and regulatory requirements. The U.S. Department ofEducation requires states that receive Title I funds to administer the NAEP test. Noncompliancewith these requirements risks withholding of up to 25% of $100 million in federal Title 1 fundingfor New Mexico schools.Executive Secretary and Administrative Assistant-OThis position is 100% general fund. This position manages incoming communications andvisitors; prepares correspondence to school officials, PED executive staff, corporate officials,and the U.S. Department of Education; processes contracts, procurements, and maintains a multi-million dollar budget; manages student assessment events and executive staff schedules; andrecords meeting minutes for the PED's Assessment and Accountability Division.This position is essential in supporting the Assessment and Accountability Division'sadministrative functions in meeting federal and state requirements for approved studentacademic assessment and accountability.     Temporary Salary Increase/ Vincent Vigil- The TSI request is due to the employee taking on additional duties ofa financial position that was vacated in OS/2011. The agency has submitted the documentation to recruit andhire for the vacant position and do not anticipate the TSI going beyond 10/28/2011. It's important to note thatthe TSIwill be inactivated once the position has been filled which is likely to occur before 10/28/2011.

    Federally funded positions/recruit and hire: Ed Admin-Advanced (position number 00063390) and an ExecutiveSecretary (position number 00021558). Both of these positions were recently vacated.

    General Funded positions/recrult/hlre- Ed Admin-A (position number 71541), Financial Coordinator-O (positionnumber 21490) and a Financial Specialist-O (position number 21489). All three of these positions were recentlyvacated. (Position number 24190 will eliminate the need of the TSI mentioned above once filled).

    General funded positions/Reclassify-recruit and hire- The agency will reclassify a vacant Budget Analyst to aFinancial Coordinator position. The agency has identified a need for the position to assist in the Audit Bureau.The position will be moved from the Budget Bureau. The Budget Bureau will now be supported by one StaffManager and two Budget Analyst positions to include two HRstaff who primarily handle payroll and benefits. Ihave confirmed with the agency that the Budget Bureau can continue to support the tasks assigned with onceless budget FTE. In addition, the reclassification documentation that describes the work being performed isconsistent with like positions in the Audit Bureau and is within the scope of work when compared to the SPOclassification guidelines for the position.

    Lastly we went over the changes that will be entered in PeopleSoft to allow for an accurate Organziaitonal Listing. Oncethe Department receives SPO Director approval, the agency will enter all department and reports to changes. Anyadditional changes to classifications such as reclassifications will go independently through the approval process.I am respectfully requesting that you confirm the information I have outlined above.

    This change is necessary to ensure accountability for quality services to GED clients, maintain fiscalsolvency of the GED Program, and monitor the GED Program's compliance with agency policies andprocedures.The primary duties and responsibilit ies of this position will not change.
