Should the Security Council consider that measures provided for in Article 41 would be inadequate or have proved to be inadequate,
it may take such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security.
Such action may include demonstrations, blockade, and other operations by air, sea,
or land forces of Members of the United Nations.
Command of Peacekeeping Operations
• Peacekeeping operations are established by a Security Council Resolution.
• The S-G, through a Special Representative or a Force Commander is responsible for the Mission.
• UN has no Military or Police of its own.

“We must prepare ourselves for the third generation of international organization.
We will not be able to solve them without the participation of big cities, non-governmental organizations, multinational corporations.
