SITE FEATURES LAND: Based on aerial photograph interpretation, the property is mainly in agricultural production. STRUCTURES: There is a house, steel Quonset, storage shed, electrical building wood shed, a log shed with lean-to, granaries, and two old uninhabitable mobile homes. ACCESS: The subject property is accessed from 210 and 225 Roads SOIL: Class 2c. Class 2 soils have moderate limitations that restrict the range of crops or require moderate conservation practices. Subclass c denotes adverse climate. COMMENTS AND OBSERVATIONS

APPLICANT It is the intent of the landowners to create a parcel around the existing homesite sothat they can retire in place while selling the agricultural land.

ALR: The subject property lies within the Agricultural Land Reserve. Therefore, AgriculturalLand Commission approval is required.

Note: Pursuant to the Agricultural Land Commission Act, an application may not beconsidered by the ALC unless the Regional Board authorizes the proposal to proceedto the ALC. This is intended to provide local governments with latitude to consider andweigh the local community interests of each application, in addition to its zoning andofficial community plan. Should the Regional District forward the application to theALC, the information and recommendation offered by the Regional District is takeninto consideration by the Commission but should not be construed as being binding onthe Commission’s opinions or decisions.

OCP: The subject property is designated Agriculture (AG) within the South Peace FringeArea Official Community Plan Bylaw No. 2048, 2012.This designation has minimumparcel size of 63ha (155 acres), however Section 5.0 Policy 5.1.2.c.v. the subdivisionis being made for the purpose of providing residence to the landowner, or a relative ofthe landowner, the subdivision is limited to not more than one lot per parent parcel,such a subdivision may be approved on a one time only basis per parent parcel.Therefore an amendment to the OCP is not required.

ZONING: The subject property is designated as A-2 (Large Agricultural Holdings Zone) withinthe Peace River Regional District Zoning Bylaw No. 1343, 2001. This zone has aminimum parcel size of 63 ha (155 ac), however should the proposal meet therequirements of subdivision under Section 946 of the Local Government Act, a zoningamendment would not be necessary.

IMPACT ANALYSIS

AGRICULTURE: The proposal would have minimal impact on the agricultural use of the land as thebuildings and house use will not change and the current agricultural use of the land(grain farming) will not change.

CONTEXT: This area consists of large agricultural quarter sections, however observations of thegeneral area shows residential subdivisions within the larger parcels. To note, theadjoining properties to the east and south have multiple residential lots and the sectionto the west also has multiple residential lots.

POPULATION &TRAFFIC:

The proposed subdivision may increase the population of the area by 2.7 people (basedon Stats Can 2011 census estimate) per dwelling in Electoral Area D and about 2vehicles per dwelling if someone were to build on the remainder in the future.
