(July 2016) Peace River Regional District REPORT TO: Chair and Directors FROM: Director Leonard Hiebert, Electoral Area ‘D’ DATE: October 20, 2016 RE: Bessborough Area Wide Roads Initiative I attended the above-noted [X] meeting [ ] workshop [ ] conference on April 13, and October 19, 2016 The key topics/points of interest were: At the request of Mr. Wayne Hiebert (past Director for Electoral Area D) I attended these meetings. Background - in 2013 community members plus Caribou Road Services, Encana, RCMP, MLA, Spectra Energy, RCMP and the Ministry of Transportation and Infrastructure met to establish the basis on which to build a long term continuing relationship between stakeholders and the community. The group developed a set of Terms of Reference and meet twice annually, in the spring and in the fall. Topics of discussion that I particularly enjoyed or felt was relevant to the Regional District include: The meetings provided me with an opportunity to hear concerns and kudos from the community. Agencies present were able to provide answers to questions/concerns, or come up with a plan of action to address certain issues. The group works well together. Action or follow-up required by: [ ] Regional District Director [ ] None [ ] Regional District Board [ X] Other Staff Recommendation: The group passed a motion requesting that a Regional District staff member, from the solid waste department, be invited to attend a meeting to address community members concerns related to illegal dumping of bulky waste items along Road 212 and the lack of properly tarped loads. The next meeting of the group is scheduled for 7 pm, April 11 at the Bessborough Community Hall R-9 October 27, 2016

I attended the above-noted [X] meeting [ ] workshop [ ] conference

1) Update on signage

- It was noted that the road signs creating glare for drivers in the area have been adjusted to

reduce the glare. Kudos to all involved for the quick response.

2) Spectra Energy

- Plant on 241 Road will be undergoing maintenance, residents can expect increased traffic in

the area in August and September. There will be some flaring taking place. Lynn Norman is

the South Peace land representative.

- It was suggested that signage on the corner of the 237 Road be installed, workers get lost

and try to turn around in a driveway that cannot accommodate large trucks. Mr. Morrison

noted that he will pass that on that the trucks need to turn right, not left. He will talk with

the Ministry of Transportation regarding signage – will require a permit.

3) Dip (sink hole) - update

- The Ministry of Transportation is looking at options, should know by the end of May on

what type of permanent solution will be undertaken to fix the problem. The Ministry is

committed to having it fixed.

4) Other road concerns – Alaska Highway, water runoff - Louisiana Pacific water runoff looks pretty dark, is it contaminated? - The water is not contaminated, but has a high iron content which changes the colour.

- The water crosses the highway and should be re-directed. - We are looking at installing a larger culvert.

- We are monitoring the situation at Swamp Donkey as well.

- Centre line from Pouce Coupe to Dawson Creek is faded and is difficult to see, needs to be

re-painted – dangerous – safety issue. - It was noted that line painting should commence in May.

5) Encana – construction update

- Construction on facility by Veresen - 241 Road. Crews are being bussed in, large loads on

the roads. It was suggested that Veresen be invited to the next meeting to hear concerns

from area Encana and Spectra Energy will work together on the road issue.

BY CONSENSUS,

That a representative from the firm of Veresen be invited to the next meeting to address

concerns from area residents.

6) CRS survey - Winter survey has been mailed out to property owners, looking for feedback

7) Garbage

- Bulky waste items including broken down pallets are littering Road 212 - Have picked up garbage along road and delivered it the landfill, and am charged. - Found huge bag at gate, loads are not being tarped

BY CONSENSUS, That a staff member from the solid waste department of the Regional District be invited to attend a meeting to address concerns related to illegal dumping, bulky waste items along Road 212 and the lack of properly tarped loads. CARRIED.

8) Railway Crossing (the old Ted’s Service)

- Needs proper maintenance as it is pounded out.

- Difficult to pin CN Rail down to undertake maintenance

9) Community Policing – Rural Crime Watch

- Trying to re-establish in rural areas

- Anyone can sign up, report infractions i.e. illegal dumping, etc.

- Talk to Cliff Washington, President, South Peace Crime Prevention Association or Wayne

Hiebert

- $25 lifetime membership fee

- Patrol takes place in each area

Next meeting date – 7:00 pm, October 18, 2016 at the Bessborough Hall

The meeting adjourned at 7:40 pm
