The Office for the Promotion of Peace and Human Rights is the arm of the Catalan Government whose main mission is to develop public policies that promote peace and human rights.
The “Materials of Peace and Human Rights” series brings together working papers aimed at providing a new and original vision of fields, by publishing research carried out by specialised centres and experts.
Within the framework of the activities promoted by the Programme for the Creation of the Catalan International Peace Institute (ICIP), the panel of experts who advised the Minister of Home Affairs, Institutional Relations and Participation in the process of creating the ICIP proposed commissioning a series of complementary studies. 1. THE THEMATIC SPECTRUM OF PEACE RESEARCH
One of the most significant facts in the history of peace research is the different emphasis that has been put on various subjects over the years, and the stock of subjects that today make up this subject. In the sixties, it was war studies that predominated (polemology), whereas in subsequent years a very wide range of issues associated with development, structural violence, gender stu-dies, the philosophy of peace, the peace culture, peace education and negotiation and mediation in armed conflicts was added, to mention just a few significant examples.
This broadening of the subject has been a universal phenomenon and in Spain is reflected is the subjects frequently dealt with by the different institutions that exist today (twenty-six), which can be classified in overall terms according to the following six areas:

Some institutions have a highly-specialized work programme in some of these subjects, either in teaching, research or awareness-building. Others, on the other hand, combine different subject matters. The institutions with a main focus on the first area above (international system) are less involved with peace research although they have been included in certain cases where they have at least one programme in the line of peace research.

As can be seen from the table above, 62% of the institutions specialize either totally or partially in peace education, which is the activity that stands out the most. Half of the sixteen institutions involved in peace education also carry out research, whereas the other half are only involved in training or awareness building. After this comes study of the international system, with eleven institutions (42%), of which only four are peace research institutions as such. In third place are the institutions specializing in rearmament and security, conflict analysis and the theory of peace. Finally, there are only three institutions that specialize in direct intervention in armed conflicts.
This thematic spectrum can, to a certain extent, be linked to the cycle of conflict escalation that, in graphical terms, can be displayed as follows:
This means that theoretical research predominates over practical research in Spain, with a more generalist approach that is clearly educational, didactic and focused on awareness building, as to case studies.

2. INSTITUTIONS - INSTITUTIONAL STRUCTURE
Most of the institutions analysed are foundations or come under universities. A smaller number are NGOs and private institutions.

3. INSTITUTIONS - GEOGRAPHICAL LOCATION
Catalonia and Madrid are the two regional Autonomous Communities in Spain with the most re-search institutions dealing with matters associated with peace, followed by the Basque Country and Valencia. This is due above all to the fact that the first two regions have various institutions specialising in international studies. Just in terms of institutions specialising fundamentally in peace research, Valencia has the most (3).

4. INSTITUTIONS - YEAR FOUNDED
There have been two main periods in peace research in Spain in terms of the setting up of institutions: 1983-1987 and 1999-2000, when ten and seven institutions respectively were set up. Almost half of the institutions have therefore been in existence for more than fifteen years.

5. UNIVERSITARY INSTITUTIONS
Out of the total of twenty-six institutions analysed, only seven (27%) are university institutions, although there are others that maintain close relations with some universities where they offer training. These seven institutions are:

6. INSTITUTIONS WITH LARGE LIBRARIES
Nearly half of the institutions studied have good libraries or documentation institutions. The big-gest is the Institució Internacional Bancaixa per la Pau i el Desenvolupament, in Castellón, funded by Bancaixa for this purpose, which annually provides for the acquisition of 2,000 books.

7. BUDGETS
Most of the institutions do not disclose their budgets and it is therefore not possible to make a table. Nevertheless, the institutions specializing in international relations have a higher budget than institutions that just specialize in peace research. 8. THE GENDER ASPECT IN MANAGEMENT
Out of the twenty-six 26 institutions analysed, six are directed by women (23%), and the remai-ning twenty by men. Women make up the majority of research staff at the Escola de Cultura de Pau (UAB) and at Gernika Gogoratuz.
9. RESEARCH STAFF
Most of the institutions are run with outside collaborators who participate in different research activi-ties, or people taking PhDs in the case of some universities. In the Peace and Development Studies Group at the University of Alicante, for example, there are twenty-four people who collaborate in this way, ten at the UNESCO Chair of Philosophy of Peace in Castellón and a team of twelve people at the Centre per la Pau Josep M.ª DelásDelàs.
In relation to the institutions with staff on steady contracts, the Escola de Cultura de Pau has a staff of twenty researchers; FRIDE, 14; Unesco Etxea and CIDOB, 8; and Gernika Gogoratuz, 7 people.
10. COURSES OFFERED BY UNIVERSITIES
With reference to the existing university studies in Spain on peace research, at the present time there is one doctorate (a joint PhD between the universities of Granada and Castellón), two Masters (Castellón and the UNiversitat Oberta de Catalunya/UOC), two postgraduate diploma courses (UAB and UOC), two campus-based courses (UAB) and three modules (UAB, Granada and UOC). Four universities are therefore involved, two of which are in Catalonia, to which could be added the Universidad del País Vasco and the Institut Barcelona d’Estudis Internacionals, although their programmes do not exactly focus on peace research.

Universitat Autònoma de Barcelona
The UNESCO Chair on Peace and Human Rights, which is linked to the Escola de Cultura de Pau, offers the campus-based course, “Peace culture and conflict management”, which is a 5-credit option that, in twenty-five sessions, introduces students to the series of issues connected with peace. Between seventy and one hundred people enrol every year. The course is given in the Faculty of Political Science and Sociology.
The Escola de Cultura de Pau, at the Universitat Autònoma de Barcelona (UAB), also offers the five-credit campus-based course “Educational training in and for conflict”, twice a year. Around sixty people participate every year, most of them from the Faculty of Educational Sciences.
The Escola de Cultura de Pau (UAB) also offers the Postgraduate Diploma in Peace Culture. Between seventy and eighty places are offered annually, twenty-five of which are reserved for foreign students, given the high demand from abroad. The 23-credit postgraduate diploma lasts eight months. The teaching staff is a combination of the school’s own staff, staff from the UAB and foreign universities, and professionals from international agencies. The Postgraduate Diploma has six subject areas:

The Escola de Cultura de Pau also offers courses and workshops on different subject on the UAB campus (international humanitarian law, intercultural mediation, etc.) and in different civic institu-tions, social organizations and universities around Spain.
The UAB also offers the Master’s in International Studies, which is given together with the CIDOB. The study plan includes one 6-credit section on “International security and conflicts”.
Universidad de Granada
The university’s Instituto de la Paz y los Conflictos offers the PhD in Peace, Conflicts and Democracy, an inter-university programme organized together with the Universitat Jaume I in Castellón. The programme is given simultaneously in both universities, which enables students to combine courses from both universities. The PhD programme is as follows:
1• Methodology of peace research and conflicts
2• Conflictology, non-violence and human security
3• Fundamentals of studies on peace and human rights
4• Gender and peace
5• Peace and violence. A semiotic and communicative approach
6• Science and technology for peace
7• Religions, culture and peace

In addition to the PhD, the Institute annually organizes the Course on peace and conflicts in the world today, which is forty-two hours long and has the following content:

Universitat Jaume I, Castellón
The Centre Internacional Bancaixa per la Pau i el Desenvolupament (CIBPD), offers the Interna-tional Master’s Degree in Peace and Development Studies, which takes students from various countries around the world. The course is fundamentally given in English. The programme is as follows: :

The CIIBPD also offers the PhD programme in Peace, Conflicts and Democracy, which is given jointly with the Universidad de Granada’s Instituto de Paz y Conflictos (see the programme on the previous page).

Universitat Oberta de Catalunya (UOC)
The UOC offers the International Postgraduate programme in Conflict Resolution, with six-teen credits and 240 hours of duration. The programme is multidisciplinary and is aimed at profes-sionals in different sectors. The list of topics is grouped into three main areas:
1• Conflict and conflict transformation
2• Pedagogical criteria for conflict management
3• The alternative handling of social conflict: citizen diplomacy
It also offers the International Master’s Degree in Conflict Resolution, which is two years long and is worth 32 credits. In addition to the areas mentioned above, it includes:
1• Interpersonal, collective and social conflicts
2• Violent armed conflicts and crisis management
3• Master’s dissertation
Finally, the UOC offers the Programme on mediation and conflict resolution, which is sixty hours long and is worth 4 credits, which covers the first point of the postgraduate programme mentioned above.
Universidad del País Vasco
The HEGOA University Institute offers the PhD on Globalization, Development and International Cooperation, and the university’s Master’s Degree in Development and International Coopera-tion, in which several of the traditional aspects of peace research are analysed, although this is not the main subject of these courses.
Institut Barcelona d’Estudis Internacionals (IBEI)
This institute is made up of several universities in Catalonia (UB, UAB, UPB, UOC and UPF) and the Fundación CIDOB, and offers the Master’s Degree in International Relations, which covers the following subjects: peace processes and conflict resolution (4 credits), national security (4 credits), world policy and global security (2 credits), and peace and international security.
11. NON-UNIVERSITY TRAINING
Many of the institutions included here periodically organize courses and training sessions. A sig-nificant selection of these activities is as follows::
Educadores/as por la Paz annually organizes the Peace Education Courses and Events, and also gives teacher training courses.
The Fundació per la Pau annually organizes the Introductory course on peace and conflict, which is six weeks long, in which different subjects are dealt with on conflicts, non-violence, wars and their causes, and peace work.
The Fundació Pere Tarrés, which is linked to the Universitat Ramon Llull, gives support to the Pau i Treva organization, which specializes in mediation and conflict resolution in family, school, community and intercultural contexts. It also organizes extramural postgraduate and Master’s courses on this subject.

The Fundación Seminario de Investigación para la Paz, in Zaragoza, annually organizes the Permanent Seminar, in which an important number of military staff participate. This includes dif-ferent sessions in which a specific theme is analysed. It also annually organizes the Aragonese Peace Education Courses and Events.
Gernika Gogoratuz annually organizes the International Peace Culture Meeting, often with spe-cific themes.
The Instituto de Estudios sobre Conflictos y Acción Humanitaria (IECAH), in Madrid, offers the Course on armed conflicts and humanitarian action, which consists of 16 sessions and 40 teaching hours.
The Seminario Galego de Educación para a Paz annually organizes two Peace Education Meet-ings in Santiago de Compostela, and teacher training courses, as part of the official annual plan of the Galician Department of Education.
The Universitat Internacional de la Pau, which is based in Sant Cugat del Vallès (Barcelona), has organized a one-week summer course, normally on a specific theme, for the last twenty years.
12. PUBLICATIONS
For more than twenty years now, several publishing companies have been open to publishing books on the subject of peace research. The majority of books used to be translations of foreign authors; however, as research in Spain has become more consolidated, many of the authors of books that have been published more recently are associated with institutions around the coun-try. Particular mention is made of the contributions made by two publishing companies, Icària (Barcelona) and Bakeaz (Bilbao).
Out of the twenty-six institutions included in the study, ten publish books on a more or less regular basis, normally with institutional support. Five publish yearbooks, eight publish journals (printed and/or electronic formats) and the great majority publish dossiers, publications and reports.
There is a progressive tendency to publish in electronic format, which enables more people to gain free access to much of the work being produced.

13. GEOGRAPHICAL PRIORITIES
Some institutions specialize on certain countries or geographical areas, which is reflected in their publications, the type of research and the seminars that they organize. Four institutions specialize in Colombia. These priorities are, in general terms, as follows:

14. AIPAZ
Finally, mention should be made of the setting up in 1997 of the Spanish Peace Research As-sociation (AIPAZ), founded initially by peace research institutions in Madrid, Guernika, Zaragoza and Cordoba, peace education groups in different regional Autonomous Communities in Spain, and researchers linked to university institutions in Granada, Barcelona, Castellón and Alicante. During the eight years of its existence, it has organized three congresses, annual meetings for the members, as well as a members’ bulletin. The association is not very active.
The Secretaryship of the Association rotates and is currently the responsibility of the Department of Sociology, Universitat d’Alacant.
