MORE than a thousand NelsonMandela Bay residents have al-ready signed a letter of disputeagainst the municipality.

ThisispartofacampaigninitiatedbythelocalRate-Payers Association as part of their actionplan againstwhat they call themismanagementof the city by political heads.NelsonMandelaBayRate-Payers’Association

Chairperson, Kobus Gerber,said they have hadagreatresponsefrommanybusinessesandcom-munity members for their campaign to ensurea better Metro.“There has been a lot of instability in the past

fewyears andwehavehad enoughof political in-terferencewiththeday-to-dayrunningoftheBay.We, as rate payers, have now decided to issue apetition of demands to theMECof Local Govern-ment and Traditional Affairs, Mlibo Qoboshiya-ne, to manage the current state of the city.”The letters of disputewere initiated onAugust

9andwill behandedtotheMunicipality(NMBM)tomorrow (Thursday, August 29). The letter willalso be handed to Qoboshiyane and theMinisterof Local Government,Derek Henekom.Gerber said they would deliver the dispute

documents to theNMBMtowarn themof a legaldispute action resulting in a “withholding ofrates” by ratepayers, followed by a well-struc-tured document to Qoboshiyane for a 14 day re-sponse to dissolve the council.“If the MEC fails to agree to our demands we

will go to Hanekom and national governmentwhere-upon we will start withholding rates.”According to Gerber, they took this action af-

ter the political interferencewhich led to the re-signation of the Municipal Manager, LindiweMsengane-Ndlela.Gerber said the Ratepayers’ Association have

hadcountlessmeetingswiththemetro’smunici-pal role-players andQoboshiyane on the state ofthe metro but little has been done to solve anyof the disputes.“Wehavehadenoughof thedysfunctionof the

Metro and the empty promises we have beensubjected to as rate payers. The response gener-ated by our petition, by both business leadersandthepublic,isasignthat thepeopleof thiscity

are tired and enraged by the leadership of theMetroandwant immediateaction tobe takenbythe province,” said Gerber.Started 3 years ago, the Rate-Payers’ Associa-

tion decided the time was right for ratepayersand citizens to show who is the “boss” of theirfinances. “We are a voluntary committee whohave spent thousands fromourownpockets andhundreds of hours because of our frustration,concern and the general public outcry on themismanagement, corruption and political in-fightingwhichhas led to the crippling conditionof the city finances,” Gerber said.InresponseQoboshiyanesaid thatheisaware

of the Rate-Payers’ Association’s campaign andthat he had already sent his team of delegatesto the Nelson Mandela Bay Business Chamberoffices tomeetwith theAssociation,with regardto their demands on Monday morning.Qoboshiyane said he would take the letters of

dispute into consideration and meet with theministry of Local Government, to discuss fur-ther actions to be taken.“We are greatly con-cerned by the current state of the Metro. Citiesshouldwork transparentlywith rate payers andmunicipalities have to take ratepayers into con-sideration when it comes to spending. We areworking towards resolving the instability in theNMB,” said Qoboshiyane.Alarmedby the ratepayers threat towithhold

Month and the challenges facing women, re-porter Lizeka Tandwa wanted to find out howeasy, or difficult, it would be to obtain aninterdict against an abuser.Here is her take of the court system and

the reception she received.“The most difficult part of my 3-hour visit

to the new law courts was my first stop - atthe enquiries desk. The Security guardswere more than happy to shout out,‘She isgoing to domestic violence offices’ to eachother as people watched on sympatheticallyand pitifully, wondering what situation hadbefallen me.“But after the 30 seconds of humiliation,

all the clerks and court officials who ush-ered me to the domestic violence sectionwere, however, pleasant and helpful.”“I was told to apply for a court interdict

against my abuser.I would have to sign myname in a clerk’s book which would be sentto the magistrate’s office. They would thencall me a week later to collect my temporaryinterdict against my offender.”“The system was explained to me clearly,

with no prejudice or judgment from any of

the women who assisted me.”“After I had receivedmy letter againstmy

offender, I would then have to take the letter

that I would have to wait for at least 3weeks before the magistrate would hearmy case.”“I was quite surprised that the process

went a lot faster than I had anticipated. Al-so positive was the clerks advising me thatI could see a court-appointed counsellorwho was readily available for me.”“I was greeted by female clerks which

made it easier for me to apply for a domes-tic abuse interdict. I found the system tobe simple and it enabled women to have aspeedy resolve, to what many may see asa humiliating situation.”

STEPS have been taken to fur-ther boost security in BeverleyGrove with the establishment ofa Community Security Scheme(CSS) for the area.

Earlier this year, the BeverleyGrove Neighbourhood Watch(BGNW) was launched followingthe murder of a local resident inJanuary. More recently, resi-dents approached the Watch torequest a more personalised andpermanent security service inthe suburb; and ADT Securitywas given the go-ahead to intro-duce a CSS.

Under the service, ADT willprovide dedicated street and ve-hicle patrols in the area - that in-cludes Beverley Grove, KammaCreek and Kamma Ridge - to de-ter criminal activity.

Ryan Britz, Acting BranchManager of ADT Security in PortElizabeth and Jeffreys Bay, ex-plained that their CommunitySecurity Schemes had provensuccessful in several neighbour-hoods.

“A CSS is a ring-fenced neigh-bourhood that has entered into apartnership with us to imple-ment additional measures to im-prove its security; this is alwaysdone in close liaison with theSouth African Police Service.

“These schemes add steel toany suburb because they are tai-lor-made with the unique needs

of individual communities inmind.”

Chairperson of the BGNW, Na-talie Fleetwood, appealed to resi-dents to support the initiativeand added that it will only be tothe benefit and safety of theirloved ones.

“ADT has remained commit-ted and loyal to our cause andplays an intricate part in our ob-taining information pertainingto crime in our area. Residentswill have peace of mind knowingADT is out there constantly pa-trolling our streets and keepinga watchful eye. By having directcontact with the patrol officer onduty, residents will have a moreimmediate response to anythreat or emergency.”

Fleetwood said that it was vitalthat partnerships between thecommunity, the police and pri-vate security companies wereformed and maintained.

“Together we can ensure thatproblems are solved jointly andmore speedily. The role of resi-dents is to help create a safe andnurturing environment by ob-serving and reporting any suspi-cious and possible criminal ac-tivities to security companiesand the police, as this has provento be a very effective crime pre-vention tool.”

THE Summerstrand Community Po-licing Forum (CPF) has welcomed adonation of decals and pepper spray,saying that it will assist in its fightagainst crime in the area.

Annelize Jerling, a member of theSummerstrand CPF Executive Com-mittee, said that the items were spon-

sored by ADT Security and that thedecals in particular would be used ontheir resident patrol vehicles, increas-ing theirvisibility, especiallyatnight.

“We have been working with ADTforquitesometimeinourvarioussec-tors. Recent successes can be attribut-ed to the very good working relation-

shipthatcurrentlyexistsbetweenHu-mewood SAPS, the CPF and ADT.”

DELAYS in the processing of renewed driv-ers’ licence cards has more than a thousandmotorists holding onto expired licences, forc-ing them to fork out additional money for atemporary licence - sometimes more thanonce.

A severe shortage of staff at the Driving Li-cence and Testing Centre (DLTC) in Korsten,has resulted in a massive backlog in drivers’licences that need to be processed, with mo-torists waiting weeks and even months long-er than expected.This is according to DA Chief Whip, Gus-

tav Rautenbach.“Traffic testing centre officials are under

immense pressure and the patience of driv-ers are being taxed as more than 1 500 driv-ers’ licence cards are laying in the safe wait-ing to be processed. Only then it can be hand-ed over to motorists,” said Rautenbach.“While waiting for his/her renewed driv-

er’s licence, a motorist whose licence has ex-pired must pay for a temporary licence. Ifthis temporary licence has expired before re-ceiving their new licence, he/she has to payfor yet another temporary licence.”A temporary licence is only valid for six

months.According to Rautenbach this backlog is

not bound to improve any time soon as the

budget for theappointment of sevenaddition-al officials at the DLTC has been scrappedfrom the budget of the current financial year.A total of R13.8 million has been cut from

the budget for the filling of vacancies, ofwhich R2.1 million are from the budget ofSafety and Security.“Therewill always be a backlog. This prob-

lem can only be addressed efficiently if thereis a sufficient number of officials workingat the Centre.“Not only will it eradicate the problem of

delayed drivers’ licences, but it will alsomore than double the income generated bythe DLTC. For example, there is currently abacklog ofmore thanR130-million for the col-lection of outstanding traffic fines. Thesefines cannot be processed due to do a short-age of manpower.“It will furthermore improve service deliv-

ery immensely - clients will no longer haveto wait four to five hours to be helped. It willalso lessen the workload and pressure ofthose officialswho are doingwonderfulworkunder difficult circumstances.“Although there are six cashier points and

eight stations for eye tests, only three of thesepoints are manned respectively on a goodday.”

contribution to swimming in the East-ern Cape,was joined by his wife Jennyand daughters Catherine and Jacque-line as they officially opened their pri-vateschoolBrylin,at theirnew,“green”school building in Fairview recently.Thenewschoolbuilding is eco-friend-

ly and pioneering in its structure. Suchis the impact of the innovative design oftheschool that theDepartmentofPublicWorks is exploring rolling it out as ana-tional concept.A steel frame filledwith concrete and

life skills for all pupils. Proper lessonsare offered to all pupils and golf is setapart as essential to learn “manners, et-iquette, ball skills and discipline,” saidCatherine Elliot, Trustee and Pre-Pri-mary Principal.

on September 16-19. The learners will have anopportunity to see sights such as Table Moun-tain, Robben Island and the Science Museum.“We welcome any donation; even R5 would

NEARLY four months ago Greenacres Shop-ping Centre launched the Green my City cam-paign and now the most exciting part is hap-pening.

Local charities answered the call to submitproposals detailing what they were doing tosave the environment. Seven came out topsand have created their eco-warrior mascots.The time has come for the public to vote andhelp one of these charities win R20 000.

The seven eco-warrior mascots will be situ-ated in the food court area for public viewing,with each mascot numbered.

To enter, shoppers must spend R250 ormore at Greenacres Shopping Centre andvote for their favourite mascot by filling inthe mascot’s number on the entry form, at-taching their valid till slip to the entry formand placing it in the entry form boxes provid-ed.

The mascots will be on display in the cen-tre’s Food Court area from August 27 to Sep-tember 2 and September 17 to 28. The mascotscan also be viewed on the centre’s iPointtouch screens, Facebook page, website and onposters displayed throughout the centre.

Then your child could be one of the 5%of school-aged children with central audito-ry processing disorder (CAPD).

These children can’t process the informa-tion they hear in the same way as others be-cause their ears and brain don’t fully coor-dinate. Something adversely affects the waythe brain recognizes and interprets sounds,most notably the sounds composing speech.

Local audiologist, Karien Fourie, andcounselling psychologist, Hendrik Uys, willbe holding a free presentation about the dis-order for parents on September 5 and teach-ers and professionals on September 6.

The presentation will discuss CAPD, therole of the psychologist, where CAPD fits in-to the context of learning problems, CAPDacross developmental stages and from apositive perspective what this disorder de-velops in children.

“Families tend to be at a place where theyhave struggled so much with the child’sproblems that they bring a story where theyonly see the problems and forget about themoments where the problems were not

present,” said Hendrik Uys.“These children struggle with auditory

input and their visual input is their strongmodality; that is why Karien came up withthe idea of using the Peanuts characters togive a visual cue and help the understand-ing of CAPD and the strengths of the learn-er,” Uys said.

The presentation on Thursday, Septem-ber 5, will be from 6.30pm to 8pm and theone on Friday, September 6, from 2.30pm to5pm at Erica Girls’ Primary School in Bay-view Avenue, Mount Croix Port Elizabeth.

About Auditory Processing Disorder

Kids with CAPD often do not recognizesubtle differences between sounds inwords, even when the sounds are loud andclear enough to be heard.

These kinds of problems usually occur inbackground noise, which is a natural listen-ing environment. So kids with CAPD havethe basic difficulty of understanding anyspeech signal presented under less than op-timal conditions.

Detecting CAPD:

Kids with CAPD are thought to hear nor-mally because they can usually detect puretones that are delivered one by one in a veryquiet environment. Those who can normal-ly detect sounds and recognize speech inideal listening conditions are not consid-ered to have hearing difficulties.

However, the ability to detect the pres-

ence of sounds is only one part of theprocessing that occurs in the auditory sys-tem. So, most kids with CAPD do not havea loss of hearing sensitivity, but have ahearing problem in the sense that they donot process auditory information normally.

If the auditory deficits aren’t identifiedand managed early, many of these kids willhave speech and language delays and aca-demic problems.

Symptoms of APD can range frommild tosevereandcantakemanydifferentforms.If you think your childmight have a problem processing sounds, consider thesequestions:

. Do your child’s behaviour and perform-ance improve in quieter settings?

. Does your child have reading, spelling,writing, or other speech-language difficul-

ties?. Is abstract informationdifficult foryour

child to comprehend?. Are verbal (word) math problems diffi-

cult for your child?. Is your child disorganized and forgetful?. Areconversationshard foryourchild to

follow?CAPD is an often misunderstood problem

The Gelvandale Cricket Club has recently been identi-fied as a Centre of Excellence - one of six in and aroundthe Port Elizabeth area.Appointed coaches will be visiting all the schools with-

in the target area to identify participants showing natu-ral ability and cricketing skills. Reeze Telling, formerprovincial cricketer and now drug counsellor, has beenappointed the head coach.The aim of the Gelvandale Cricket Club centre of excel-

lence is to identify 56 participants under 13 from the tar-get schools within the Schauderville and Gelvandale

communities. The focus will be on the technical cricket-ing skills of the participants, as well as on life skills, witha strong emphasis on education and values.“The lack of sporting opportunity within previously

disadvantaged areas has seriously marginalised theyouth within these communities. The centre of excel-lence aims to create the opportunities for talented youngcricketers to compete within the mainstream. This willgive an opportunity to the youth to develop their cricket-ing skills,” explained Gary Dolley, Chairman of Gelvan-dale Cricket.“The untapped potential within certain communities

and the large number of schools will enable us to givea large number of youth an opportunity to develop theircricketing skills. To achieve this mission it will requirethe collective effort of clubs, schools and good supportfrom parents.”

the desperately lucky 22-17 victory for theSpringboks against Argentina “a win theydidn’t deserve”. Another said that althoughthe South Africans are now the Champion-ship’s “table-toppers” they would know onawakening on Sunday, it was “a win theydidn’t deserve”.Emphasising this was the banner headline

in the first paper that said: “BOKS WIN UG-LY”. Well, certainly it wasn’t “pretty”. Per-haps “stupidly” would’ve been more appro-priate. That definitely was the view of an an-grily scowling fellow encountered on the wayto buying the papers last weekend. Fetchingthem entails a pleasant half-mile walk. Pass-ing by, this early morning traveller, in ahandsome Mercedes, stopped. “Hop in,” hesaid. That was the last nice thing he said –about the Bokke, that is.“Bloody awful!” He thumped the hooter for

THE Qashqai is quite a tongue-twister to pronounce, butwhen Nissan decided to bring it out as a seven-seaterthey, fortunately, kept the naming simple and just added+2 to it.

And apart from the extra two seats which results inthe Qashqai +2 being a bit longer, the +2 is very similarin looks to the 5-seater Qashqai. The Qashqai+2 offers allthe styling and intelligence of Qashqai, with the addition-al versatility of the seven-seat configuration.

A Google search on the meaning of the word Qashqai(pronounced kas-kaai) revealed that it is named after anIranian tribe of nomads.

Being a big fan of any vehicle remotely looking like anSUV, not to mention one with seven seats, the Qashqai+2set my Mom’s taxi tickboxes in overdrive - to such anextent that I decided to let the non-existent nomad in mecome out for the day and take to the long road, even iffor just a day’s outing to Jeffreys Bay and Stormsriver.

Did I mention it has seven seats - two rows of seats -do you know how handy that is when you have two chil-dren - one a teenager and the other nine going on 30. Anextra row of seats can be as effective as the Berlin wallin keeping warring parties apart and while the back rowis way too small for any normally built adults to sit com-fortably in for longer than two minutes, if at all, it is per-fect for any little person under the age of 12.

The middle row of seats also has a beautifully curveddesign, accentuated by the armrest in the middle.

So while the children each busied themselves in theirrow of seats, I enjoyed the drive on the open road, in my

right places to give it a SUV look.The Qashqai+2 also comes standard with sporty

brushed metal roof rails and privacy glass.

Interior

The comfortable interior is enhanced by very handystorage compartments, like the compact second row arm-rest that converts into a storage box for the third rowpassengers and the cargo carrier in the boot.

The Nissan Qashqai+2 offers an impressing variety ofseating and cargo combinations, with the second andthird rows of seat which can be fold down separately, alltogether or organised by zone.

The two front seatbacks have expandable pockets, giv-ing the second row of passengers a good amount of spacefor magazines, games or CD’s or whatever else they liketo take with them.

The under seat drawer in the higher spec Accenta mod-el hides away items like a camera or MP3 player.

Ride

With the commanding high driving position and in-creased visibility you are sure to feel completely in con-trol. Due to its clever design and layout it also has a com-pact feel inside without being cramped. Everything iswithin easy reach.

The steering wheel feels good under the fingers. Thisvehicle was perfect for the mom’s taxi route on my dailycommute. Out on the open road, it can be driven withconfidence as it feels sturdy on the road with good powerfor overtaking. It looks like an SUV but drives and parkslike a sedan.

The road handling is excellent. The suspension is nei-ther too soft nor too hard, but just right or the long jour-ney as well as the speedbumps of the urban communte.

Safety

The Nissan QASHQAI+2 has been awarded the maxi-mum 5-star EURO NCAP rating for adult occupant pro-tection. Every QASHQAI+2 comes standard with six air-bags and ISOFIX child anchors.

South Africa will take to thecourt against England,Wales andTrinidad and Tobago in the four-nation tournament, which takesplace at the university’s Mission-vale Campus.SPAR-NMMU netball manager

Theresa le Roux said it was a realcoup for the institution, whichhad some of the best facilities theEastern Cape had to offer.“The tournament is also per-

fectly located, as it will draw a lotof enthusiastic local spectatorswho never get the opportunity tosee top-level netball.”The institution will host the

event on behalf of the NelsonMandela Bay Netball Associa-tion.“We have a very good working

relationship with our local andprovincial structures andNetballSouth Africa, not only because ofthe facilities we offer, but also interms of the players and officialswho have come through ourranks,” said Le Roux.Two SPAR-NMMU team mem-

All the actionwill be taking place at the North campus ofNelson Mandela Metropolitan University(NMMU) between 8am and 12pm on Sundaymorning. Entry into the University opensfrom 6am and early arrival is strongly encour-aged to avoid last-minute traffic delays.

All Color Runners are required to collecttheir Color Run Packet at The Boardwalk Vo-dacomAmphitheatre onFridaybetween 10amand 9pm or on Saturday between 12pm and6pm. The packets will contain TCR T-shirt,TCR Race Number, TCR Tattoo, TCR Head-bandanda100gpacketofColor.RaceNumbersare compulsory on race day to ensure entryinto the start zone. In order to collect yourpacks, you are required to bring your raceticket and your ID book or drivers licence. If

picking up for team members, please ensureyou have their tickets and proof of ID.

On Sunday, parking is free and available atthe NMMU North Campus but access to thisparking is limited and will be closed between7.30am and 10.30am on race day. If you wantto leave earlier, thenyouwill have to park out-side the NMMU grounds with lots of parkingavailable in the vicinity. Car Pool is stronglyrecommended to keep traffic numbers down.Parking for thePacket Pick-Up is at theBoard-walk Second Avenue car park.

The Color Run Store will be operational atboth the packet pick-up point and within thefestival area on Sunday for all your merchan-dising requirements and for additional pow-der packets.

THE Belgium Grand Prix isn’t one to be asso-ciated with processional racing. However,when the leader of the race is the young,three-time world champion - it doesn’t havemuch of a say.

Lewis Hamilton snatched pole position onSaturday from the grasp of Sebastian Vettelbut that was as close to beating the Germanas Hamilton was going to get this weekend.

As the weather held firm over the Spa cir-cuit, Vettel pounced on Hamilton immediate-ly and took the lead of the race as the fieldheaded into Les Combes at the top of the hill.Fernando Alonso upheld his illustrious repu-tation at the start of the GP as he transformedninth on the grid to fifth by the end of lap one.

The day was to belong to the championshipleader and there was no looking back for thedefending champion as he expertly control-led the race from the front. Driving withinhimself and nursing his first stint tyres, Vet-tel opened a gap of seven seconds over Mer-cedes driver,Lewis Hamilton.

Further down the field the Lotus pair of Ro-main Grosjean and Kimi Raikkonen hadmade little progress from their starting posi-tions. Nevertheless, Raikkonen was able toovertake several drivers to get himself solid-ly into the points.

Smoking brakes on the starting grid was,

issue,Raikkonen was having substantial dif-ficulty in passing cars on the Radillonstraight - even with DRS.

It’s not a new problem for the Lotus team asthey experienced the same issue in last year’sBelgium and Indian GP. It was during lastyear’s Spa race thatRaikkonenwas instructedto overtake then Mercedes driver, MichaelSchumacher, to which the Iceman respondedwith one of his ever-popular monotone quips- “Then give me more power.” It seems top-endspeed is still haunting theLotus team; and thisahead of the power-hungry Monza.

There was very little excitement through-out the rest of race as Vettel seeminglycruised at the front. Fernando Alonso madeshort work of Hamilton and took over secondplace but that is where his progress wouldcease. Although the Ferrari team managed toput together a much better performance thisweekend,Alonso will still be asking for morefrom his Italian team.

The Spaniard may have finished second inthe race and taken over second place in thestandings but in truth he was nowhere nearto matching the Red Bull’s pace. The numberone Red Bull was comfortably in the lead ofthe race but Vettel was nevertheless instruct-ed to progressively open the gap to Alonsoshould there be a threat of rain. The rain nev-

The race for the top three positions be-tween Vettel, Alonso and Hamilton seemedsettled but a handful of peculiar incidentscaused several drivers to be slapped withpenalties. Sergio Perez was the first driver tobe hit with a drive-through penalty for“crowding” Lotus’ Grosjean off the track atthe entry to Les Combes. An incident involving Pastor Maldonado,Adrian Sutil, Esteban Gutierrez and Paul diResta saw the latter bunted out of the race.

Nico Rosberg brought his Mercedes homein fourth,ahead of Mark Webber and JensonButton. Felipe Massa, who has been giventwo races to save his Ferrari seat, finishedseventh ahead of Grosjean, Sutil and DanielRicciardo. Toro Rosso’s Ricciardo was thebiggest gainer of the day by going from nine-teenth on the grid to finish tenth and scoreone championship point.

Straightforward victory in the Belgium GPis the 31st of Sebastian Vettel’s career. It isalso enough to give the triple world champi-on his biggest margin, 46 points, at the topof the standings. Eight races remain and itis now evident that whoever wants to winthis driver’s championship needs to make amove - yesterday.

Algoa Rally Club Vice-Chairman, NevilleBartle, said spectators are welcome to viewthe cars at the Moffett on Main LifestyleCentre and meet the competitors who willbe present for administration, scrutineer-ing and go-karting before the first rally carleaves at 10am.

“The spectators will then proceed to PEOval Circuit for the first gravel stage, thenmove on to Van Stadens Pass, Loerie, Mel-on, Hankey and Klein Rivier ending inLoerie at JC’ s Pub at around 4pm,” saidBartle.

The stages consist of tar and gravel roads.The service parks will start at PE Ovalwhere service crews will change tyres andprepare the vehicles for the next stage.

The pre-rally start will take place at theKart Kings indoor karting circuit located inthe basement parking of the Moffett onMain shopping centre.

Navigators will take part in a fun go-karttime trial as a warm-up to the rally.

“Rally competitors will be competing forthe prize worth R50 000 on offer and thecompetition is reaching a climax betweenthe leading points contenders,” added Bar-tle.

The Algoa Rally Club boasts a strong con-tingent of female competitors as part of theline up for the rally. They are:DRIVERS:
