MAYOR Danny Jordaan’s unpaid electricityaccount of 7 years, due to a faulty meter, is notan isolated casewith some accounts in theNel-sonMandelaMetro goinguncheckedand faultsnot repaired for over 10 years - in some casesdue to the unavailability of replacement me-tres.

This according toNelsonMandela Bay’smu-nicipal service provider, Amat, who say therearemanycaseswhere customershavenotbeenbilled by the Metro, some cases dating backmore than 10 years.Amat has a three-year contract with the mu-

nicipality to develop strategies that will curbelectricity theft, and reduce revenue loss fromelectricity with R50 million each year.Nelson Mandela Bay Municipal spokesper-

son, RolandWilliams, confirmed toDie Burgeron Sunday that Jordaan’s case was not an iso-lated one and that they are investigating whyrepairs were not carried out to the meter forsevenyears despite the fault being reported.Healsosaid thatJordaanpaid thebill in fullonFri-day, but declined to mention the amount.Amat’s project manager, Mthu Ntlangani,

said they havemostly identified the problem ofunpaid billing in the Uitenhage area.“The Metro is well aware of these cases and

measures are beingput inplace in linewith thecurrent contract of Amat,” said Ntlangani.Ntlangeni said there were several issues re-

lated to billing that Amat encountered duringthe first phase of the project ranging from bud-get constraints within the Metro, to customersin Uitenhage who are not billed due to tempo-rary supply.“Our field teams, in most cases, had to stop

disconnectionsdue tounavailability of replace-

mentmeters. InUitenhagemanyof the custom-ers are not billed as theyhave a temporary sup-ply and have legal bypasses from theMetro, sothe issue is not new to the Metro as Amat hasbeen raising this issue with the Executive Di-rector of Electricity and Energy for some timenow,” he said.This comes after reports that Mayor Danny

Jordaan had not been billed for his electricityfor 7 years as his meter was left unfixed.According to Williams, Jordaan reported a

problemwith themeter. “Theywere paying bydebit order for awhile because theyweren’t liv-ing here. When they realised there was a prob-lem, they informed themunicipality, andsome-onewas sent to thehousebut didnot fix theme-ter for some reason. The problemwas reporteda few more times. We are currently investigat-ing why it was never fixed. When the familymovedback, they informedusagain.Themeteris now in working order,” said Williams“Wecalculated the family’sdebt for theseven

years’ worth of bills, and it was paid in full onFriday,” Williams added.Ntlangeni said Amat is busy finalising the

second phase of the project which will addressmost of these issues, as they have been identi-fied by their field teams.Hesaid in their firstyear their report showed

arecoveryof53GWh,whichAmathasmanagedto save for the Metro. “Amat is busy with theimplementation of the second phase of theproject which will see the Metro making someserious improvements on its revenue base.”

Ntlangeni said they are busy with a secondphase focus where tariff investigation will beconducted to ensure that the tariff is properlyaligned to the Eskom tariff.

OPPOSITION parties have expressed greatdispleasure as the IDP and the metro’s budgetreview was delayed once again at a specialcouncil meeting last week.

Nelson Mandela Bay mayor Danny Jor-daan said he could not yet table the budgetfor final adoption but said he was extremelyhappy with the progress thus far.

Jordaan said that he would be able topresent the budget to council tomorrow(Thursday) after a thorough review.

This was the third special council meetingat which Jordaan was unable to table the re-vised budget. On Thursday, June 6, in a coun-cil meeting at the Uitenhage Indoor SportsCentre, Jordaan delayed tabling the reviewedbudget saying he, together with his officials,needed more time to cut the budget correctlyand prioritize appropriately. Jordaan prom-

ised that he would finalise a revised draft ofthe budget by the end of that week. Last week,however, Jordaan said he needed one moreweek.

Opposition parties said this was disap-pointing to hear as service delivery was beinghampered by the delays.

UDM leader Mongameli Bobani, said thisshowed that work had not yet been done anddisplayed weaknesses within the leadershipof the ANC.

“No matter what, even if you are appointedtoday, the budget is supposed to be finalised.Jordaan cannot furnish us with excuses at ev-ery council meeting. The budget and the IDPneeds to be finalised and we at council alsoneed to familiarise ourselves with the budget.When will this happen? We are in the nextfinancial year and our budget was rejected

because of the R400 million deficit. We havehad break upon breaks,” said Bobani.

DA councillor Angelo Dashwood said themajor delays come from several mayoralchanges. “We have had no budget meeting formonths now, so while it’s not surprising thathe would delay tabling the budget it is disap-pointing.”

Dashwood said the challenge with the bud-get came in March this year when the trea-sury department rejected the budget due to

Jordaan said he wanted a commit-tee which met and received com-plaints by the people and responded tothose complaints with urgency.

Feziwe Sibeko; Public Health – JoySeale; Infrastructure and Engineering– Andile Mfunda; Human Settlements– Nomvuselelo Tontsi; Economic De-velopment, Tourism and Agriculture– Zukile Jodwana and Budget andTreasury – Rory Riordan.

DA councillor Angelo Dashwoodsaid this was the best team he had seensince 2011. Dashwood said he was par-ticularly confident with the introduc-tion of Riordan and Tontsi in their re-spective posts.

UDM councillor Mongameli Bobanicongratulated the mayoral committeebut said although this was the creamof the crop he doubted they would beable to implement sound decisions inthe little time they have before theelections.

Among those ousted are formerBudget and Treasury Chair Balu Nar-an, Corporate Services Chair Wandis-ile Jikeka, Sports, Recreation, Artsand Culture Chair Nomamerika Ma-gopeni and Public Health Chair Patri-cia Ndlovu.

Jordaan said he had not purged any-one but rather wanted to get the rightpeople to strengthen each portfolio.

Jordaan said the key principles forconsideration of his Mayoral Commit-tee were competence, non-racial, non-sexist, generational and geographicspread.

Jordaan said Riordan (who was alsosworn in as councillor on the sameday) had been a councillor 15 years agowith excellent knowledge and expert-ise in finance. – LIZEKA TANDWA

Community takes hands against gangs and drugs

Community members lined Standford Road on Saturday as a united force against gangsand drugs in the Hands Off Initiative. event attended by more than 600 guests at theBoardwalk Conference Centre.Zeelie is the youngest Mr PE ever in the 14

years of the competition.This former pupil of Grey High School ente-

red the competition inspired by the little girlthat his parents, Jacqui and Johannes Zeelie, isin the process of adopting. She has been livingfor thepast twoyears, since theageof 7months,with the Zeelie family in their Walmer home.Jordan also has an older brother Calvin (22)

and younger sister, Amber (17).“Mybaby sisterwas cared for by the Ithemba

Lam baby home in Forest Hill before she cameto live with us. She brings so much joy to ourhomeandIwanted todosomething togivebacksome of that joy.”Jordanwillbedoingfundraisingandawaren-

ess campaigns for Ithemba Lam as his charityof choice, as well as for the two beneficiaries ofthecompetition, theACVV’sKhayalethuYouthCentre and the NSRI.Jordan, who in 2011 and 2012 represented

SouthAfricaat theWorldCanoeingChamps,al-

ready showedas a finalist howhecouldusehisskills for a good cause. He raised over R30 000ina24-hourcontinuouscanoepaddlechallengeon the North End Lake.One of the highlights of the competition for

him was meeting and interacting with the 11other finalists.“I learnt something fromeachand every one

of them.Wehaveformedagoodnetworktocon-tinue with the charity work we started. I alsogained somany life skills during the run-up tothe gala evening - such as public speaking andarranging a charity event,” said Jordan.Apart from entering for Mr PE, he had only

done one modelling stint before.In 2013 hewonNMMU’sModel Hunt compe-

tition which he entered for fun with somefriends.His girlfriend,GabriellaRodrigues (19), is al-

so an NMMU student.Heinz,ofHeinzinStyle,organiserof thecom-

petition, said Jordan is a worthy winner whostoodoutright fromthestartof thecompetition.Accordingtohim,Jordanwillbringanewdy-

namic and energy to the competition.“He is youngwith a lot of positive energy and

no pretences,” said Heinz.Jordan will need all this energy with three

events booked already for his first week as MrPE – an event at the Sun Restaurant at the Bo-ardwalk yesterday, the opening of Ster-Kine-kor’snewcinemacomplexintheBaywestShop-ping Centre tonight and an awards evening forthe Business Women’s Association tomorrowevening.

SIX young boys from the KhayalethuYouth Centre in Port Elizabeth havebeen selected as part of the NationalSA Federation of Shotokan Karatesquad which will represent South Af-rica in the World Junior Karate Cham-pionships in the Netherlands laterthis month.

The Boardwalk sponsored the boys’accommodation at the GrandWest Ho-tel at GrandWest during their recenttrip to Cape Town, and also hostedthem for dinner with new Miss SA,Liesl Laurie, at the Boardwalk recent-ly.

The Khayalethu Youth Centre is aregistered children’s home for up to 30boys aged 8 to 18 who come from ex-tremely difficult backgrounds and be-cause of sad circumstances have spenttime on the streets.

Karate was chosen as a compulsoryactivity at the Youth Centre becauseof its numerous benefits in developinga balanced individual by means of rig-orous and disciplined exercise of thebody and mind.

Karate encourages values like re-spect, self-control, self-discipline, con-sideration, courtesy, hand-eye co-ordi-nation, concentration and quick reac-tion. Karate is not only for thenaturally talented and most childrencan achieve some level of excellence.This goes a long way towards buildingself-confidence and improving theirself-image.

Under the expert guidance of SenseiBen de Swardt, a 5th Dan with Spring-bok Colours, the Khayalethu Teamhas achieved consistently good resultssince 2005 at both local and nationallevel. In fact eight of the centre’s boyshave obtained their 1st Dan BlackBelts since then.

This year was no exception. Six ofthe ten boys who were entered in theSA FSK Championships held in Uiten-hage in October 2014 won medals,qualified for full SA FSK National Col-ours, and have been included in thenational squad travelling to the Neth-erlands.

I would like to recommend Sebenzile Fe-phiwe for this week’s Puma School Sport Star.Sebenzile is a matric student at Linkside

High School. She is a fantastic field hockeyplayer, playing summer second team in 2012and 2013; and has played first team in 2014 and2015.Shewasvoteddefensiveplayerof theyearin 2014.Sebenzile also learned to play tennis in the

summer of 2013 andplayed for her school’s ten-nis team in 2013 and 2014.Compared to other school sports partici-

pants, Sebenzile’s achievementsmay not seemvery competitive, but she excels in the unseenaspects of sport. Sebenzile learned to play ten-nis in the summer to help teach other “previ-ously disadvantaged” young people (with drugand alcohol abuse backgrounds) the sport and

to help them to get off the streets to spend theirtime more wisely by learning a sport!She is actively involvedwith children’s edu-

cation groups that teach pre-school childrenthe educational basics and be prepared forgrade R; which includes exercise and bodyawareness.She has spent her weekends, often after an

exhausting morning of field hockey matches,to go to the nearby locations and paint the gov-ernment subsidized creches.Sometimes a sports star is the one who has

heart; theonewholoves thesportandyet takesthe time to give back to others. She is wellaware that she has been provided with an ex-cellent educationatLinksideandalsoa fantas-tic sports programme. She demonstrates herthankfulness by helping other less fortunatekids. In this generation of “its all about me”and “selfies” it’s nice to know that there aresports stars like Sebenzile who know its aboutthe “team”; all of usworking together throughsport to reachevery culture andcreatingabet-ter South Africa for future generations.

THE power of wheels is often underappreci-ated. Daily people rely on wheels – two orfour – for all kinds of mobility needs, butmostly for getting fromA to B. But just imag-ine what it is like spending everyday relianton a tool, like awheelchair, that is completelycentral to one’s existence and the space andplace challenges that come with it.

This exercise of imagination is the motivebehind theAssociation for PersonswithPhysi-cal Disabilities (APD’s) fundraising and aware-ness initiative, dubbedWheelchairWednesday.

“The APDwill continue to keep the idea sim-ple but effective,” said Brian Bezuidenhout,APD Executive Director. “So we thought, whatbetter way to raise awareness, funds and turn-ing the tables on traditional thinking aboutpeople with physical disabilities than to giveable-bodied people some insight and perspec-tive into our everyday lives.

“Themethod?Getting company heads, chiefexecutives, and city leaders in general topledge to spend four hours in a wheelchair ev-eryWednesday in July 2015. Thisway our lead-ership from the public and private sectorsgains deeper insight into our obstacles andcan provide opportunities at the same time.”

With over 100 000 people with disabilitiesliving in Nelson Mandela Bay, this is a well-needed perspective, added Bezuidenhout.

The APD aims to get 100 local high-flyers tocome on board. These business and public sec-tor participants each donate R5000 to takepart inWheelchairWednesdays, and these do-nations will ultimately translate into 100wheelchairs which will go to needy beneficia-ries. The 4 years of the initiative’s existencewill see 350 needy people receiving wheel-chairs.

“One of the major factors that prohibit per-sons with disabilities from integrating andfunctioning normally within society is the is-sue of reasonable accommodation,” Bezuiden-hout explained. “It is to this end that we havedevised this awareness campaign. The SPARWheelchair Wednesday initiative will onceagain challenge the mindset of the decision-makerswithin society and help to bring aboutan unprecedented paradigm shift in the waypersons with disabilities are treated.”

The initiative has the support of naming

sponsor SPAR, which has contributed “exten-sively” to the campaign. “It is with much grati-tude that we acknowledge the financial assist-ance of SPAR for their continued assistance ingetting the project off the ground. We also ac-knowledge the assistance of our other spon-sors who have come on board,” added Bezuid-enhout.

1 July, being week 1 of the campaign will see25 eager participants gather at the LintonGrange SuperSpar for the start of their 4-hourchallenge. “To ensure that the participants getthemaximum effect wewill be strapping theirfeet together,” says Bezuidenhout. Algoa FMwill have an outside broadcast unit at the cen-tre with regular live crossings to participantswho will be sharing their experience.

ExteriorMyfirst thoughtonseeingthebig,whiteLWB

seven-seater Ford Tourneau Connect, was thatwhile it’snot exactlyugly, itwillnotbewinningprizes for its outer beauty. However, travellingin onemademe, notice all the othermini-buseson the road and I soon came to the conclusionthat it is without a doubt better looking thanmost of these types of vehicles on our roads.Let’s be honest - they are not really built or

bought for their looksbut rather theirpractical-ity. And much like those practical shoes thatyouwear for their comfort and to get youwher-ever you want to be without pain and effort

while still looking neat (no, I am not talkingabout Crocs or takkies), the Tourneo soon grewonme.Why? Because it feels as though you aredriving a car and not a bus and you soon getused to theadvantagesofall that spaceandcom-fort.Not to mention the fact that it isn’t as thirsty

as one would expect from a vehicle of this size– thanks to the Ecoboost engines.The Tourneo is easy to climb in and out of,

even for shorter people, while still giving thesense of height one has in a SUV.The kids loved the high seating position and

I loved the sliding doors - and the peace ofmindthey bring on windy days.And the doors are so easy to slide that even

thesmalleronescanclimbinandoutofthevehi-cle without need of assistance.

InteriorBig was my surprise to find a sunroof in the

Grand Tourneo LWB version, while the chil-dren liked the trays that folded down from theback of the front seats.In the SWB five-seater test model we drove,

they were quite chuffed with their own aero-plane-like stowage cubicles in the roof behindthe driver’s seat.Further enhancing the practical nature of

this vehicle, the second and third rows can befoldedflat torevealamassive2 761 litresofpack-ing space in the case of the LWB or 2 620 litresfor theSWBversion.Theadditional seats in theback of the seven-seater can be folded and tum-bled todisappear into the floor for a flat surface.The top-of-the-range models are equipped

with Ford’s Sync sound system, which offers

Bluetoothconnectivity.ThereareUSBandaux-iliary inputs as well as remote controls on thesteering-wheel.The layout of the dashboard is very much in

theFordstyleand it’s only thebig, cumbersomesunvisors thatremindyouthatyouareactuallyin a bus and not a family sedan.

Ride: 1.6 Ecoboost LWBMost impressive during my time spent with

the Tourneos was the drive – it trulyfeels like you are driving a sedan. Dur-ingmy first day in theGrandTourneo,I was so intimidated with its size thatI felt I had to find the biggest parkingspot in the lot. But by day two I wasready to zip into just about any availa-ble parking spot. The Grand Tourneowas also equipped with a camera thatswitches on automatically when hit-ting the reverse button.The six-speed automatic gearbox

was the cherry on top for the comforta-ble ride the Grand Tourneo offers.The powerful 1.6 EcoBoost engine

delivers a maximum output of 110kWanda 240Nmtorquepeak. The average

consumption is rated at 8.0l/100km and CO2emissions at 184 g/km.The acceleration is good and the ride is

smooth and easy. This little bus was definitelynot as slouchy as onewould expect froma vehi-cle of this size with an automatic transmissionand 1.6-litre engine.

Ride: 1.0 Ecoboost SWBEven more impressive is the performance of

the 1.0Ecoboost engine in theSWBversion.Be-ing able to power so capably and noiselessly avehicle of this size, is proof of why this enginewas last year named the engine of the year foran unprecedented third consecutive year.It produces 74kWof power andan impressive

170Nm of torque and is paired with a six-speedmanual transmission. Its fuel consumption isgiven as amere 5.6l/100km in the combined cy-cle, matched to 129g of CO2 per km.

were in highly competitive form and expectednothing less than total domination in the na-tional student competition.“This year we also want to clinch the wom-

en’s team and overall team divisions,” saidLenton.The Madibaz are determined to wrest the

overall crown from the University of CapeTown, who walked away with the laurels fora second consecutive year in 2014.“We have great camaraderie as a group. Ev-

eryone is of the same general mindset and we

gel well,” said Lenton.The 24-year-old said that both the men’s and

women’s teams showed great depth going intothe tournament.“The men’s side remains fairly unchanged

since last year with the exception of one or twoadditions,but thewomen’s sidehasaddedsomeexciting and valuable surfers to their ranks tomake them exceptionally strong this season,”he said.Hepointed to seasoned surfers JeanduPless-
