AN IMPORTANT MESSAGE
For Parents with Future Teen Drivers
Driving is the most dangerous task which most young drivers will ever perform in their lifetime.
When deciding which parent taught driver education curriculum is best for you, remember, it is not the course
that ensures the future development of a safe and responsible young driver (all State approved courses must
contain the same essential elements) but the commitment and dedication of the parent(s) providing the
instruction.

For the last 70 years, though our efforts have been noble, additional education and training requirements have
failed to produce the results which formal driver education is intended to deliver.
The Insurance Institute for Highway Safety concludes; “It is not a lack of physical skills (ability to brake-
steer-accelerate) or knowledge but the young drivers attitude which often results in injury or death".
So, is it any wonder that since the 1950's, automobile collisions continue to remain the #1 cause of fatalities
among young drivers. As a State approved, course provider, we owe you more than simply providing you a
State approved course, then walk away.
In support of this commitment, the Clary Foundation gives back to Texas families in the form of two
scholarships, one which rewards young drivers for their love and passion for photography and a second for
maintaining a safe and responsible driving attitude as exhibited by their Texas motor vehicle record.
It is with this understanding that the Clary Foundation believes that by providing scholarship opportunities we
can encourage young drivers to follow their dreams and mature into safe and responsible drivers.

ROAD TRIP OBJECTIVES: (Consist of a minimum of 6 hours)
To successfully prepare for obtaining the Texas Learner’s Permit While obtaining their learner’s permit is certainly a motivating factor for the young driver, as parents and educators it is our responsibility to guide our young driver to the ultimate goal, which is to have the student legally and responsibly adhere to Texas traffic laws thru reduced-risk driving practices by understanding that driving is a privilege with responsibilities, obligations, and consequences.
Lessons 1-2-3 (Road Trip) prepares your “young driver” to pass the DPS knowledge and road test in order to receive their learners permit.
Message from Curb Buster The main function of current driver education is to ensure that today’s novice drivers attain the physical skills to operate a motor vehicle, pass the state mandated driving test and satisfy the concerns of their parents or guardians. Driver education helps meet this need.
However, the additional need exists to improve the safety performance of novice drivers. When a large scale study in DeKalb County, Georgia, failed to show a net safety benefit, driver education lost much government support. Although some jurisdictions and suppliers of curriculum materials have continued to develop their programs, in overall terms driver education has declined in the last 15 years.
It is imperative that as the parent/teacher, you are prepared both physically and mentally for the task you are about to undertake.
Curb Buster provides those essential elements for you to achieve the goal of producing a responsible and safe young driver.
The Curb Buster Classroom Training Record in Section 1 page 6, should be
presented to your local driver’s license office when the young driver applies for
their Texas Learners Permit. Do Not fail to retrieve this page or make a copy
for your records.

Curb Buster parent taught driver education course #104 is composed of 16 lessons that meet minimum
requirements as set forth by the State of Texas. Curb Buster #104 includes supplemental documents
to assist the driver education of your young driver including, "ROAD TRIP" consisting of the first three
lessons (6 hours) preparing your young driver to obtain their Texas learners permit, "Full Throttle"
containing the remaining 10 classroom lessons, "1st GEAR" providing parents with in-car teaching
techniques and strategies, and various media offerings with traffic safety videos.
Classroom Progress Assessment:
To achieve mastery of Curb Buster lessons, the young driver must score a minimum of 70%.
Completing the Concurrent Program?
After completing "ROAD TRIP" (1st six hours of classroom) and mastery (70%) grade, the young
driver is eligible to apply to your local driver’s license office for their Texas learners permit. After ob-
taining the permit the student will complete "Full Throttle" (remaining 26 hours of classroom instruc-
tion) and the in-car instruction (44 hours of behind the wheel training. The in-car guidelines are locat-
ed in "1st Gear" you’re in-car resource guide.
Completing the Block Program?
After completing the entire 32 hours of classroom instruction and mastery of 70%, the young driver is
eligible to apply at their local driver’s license office for their Texas learners Permit. After obtaining their
learners permit, the young driver will complete the 34 hours of in-car instruction.

Philosophy of the In-Car Training Phase
Objective: For the parent/teacher to “buy into” and emphasize to your “young
driver” of the Clary Foundations, in-car training philosophy.
“A young driver’s attitude must first be affected before their driving behavior and
risk taking changes”.
Simply because you’re young driver demonstrates an uncanny ability to physically
control a motor vehicle, doesn’t ensure they have developed adequate decision
making skills.
Keep in mind, the #1 cause of fatalities among 16-25 year olds are automobile
collisions, in most cases, not because they lack the physical skills to drive but as a
result of their attitude and risk taking behavior.

PHILOSOPHY OF IN-CAR INSTRUCTION
The # 1 MYTH:
A young driver that possesses good physical skills is a “Good Driver”.
Nothing could be further from the truth. Many young drivers have the ability to brake, steer, and
accelerate the motor vehicle before they begin their driver education training.
There is a reason that since the 50’s, the #1 cause of death among young drivers has been and
remains automobile collisions.
It’s a young driver’s attitude which results in injuries and death among young drivers, not their
inability to physically operate a motor vehicle.
The Importance of a Positive Attitude
Each lesson provides a line for the parent/teacher to document a “progress rating” which is an
indicator as to how their young driver performed. However, this scale is typically used to
evaluate the young driver’s physical skills. (ability to brake, steer, and accelerate)
Of more importance, is the accompanying space provided for the documentation of the young
driver’s attitude at the beginning and completion of each lesson. It is the parent/teachers
responsibility to identify and address a young driver’s attitude as applicable. If an attitude
adjustment is required during this training, try these recommendations:
If encountering an “attitude” when encouraging your young driver to use two hands on the
steering wheel, signaling, making complete stops, failure to obey posted speed limits, use of
safety belts etc., try this. Regardless of which hour you are at, return the young driver to the
residential or parking lot to perform the simple maneuvers. Most young drivers “get bored” or
embarrassed when their friends see them. This approach generally is successful in the young
driver demonstrating a positive attitude, even if it is patronizing, the message has been sent.

More importantly, you are establishing a “Drive To Survive” skill in the young driver, one
that may save their life, a responsible and positive attitude.
One usual argument you will hear is, “Why do I have to use two hands on the steering wheel,
when you don’t”?
Your response is simple. I have 20 years of driving experience and have learned to drive
defensively. I always expect the worst, and have a plan to avoid a crash. However, if you notice,
when traffic is heavy or the weather and conditions warrant, I have both my hands on the
steering wheel because I have better control in case something happens.
If this rationale fails to sway the young driver, I have a low speed, hands on exercise that will
emphasize the need for both hands on the wheel. Feel free to email us for assistance and we will

Facing the Consequences
As the parent/teacher you must provide 100% effort and dedication to the training of your young driver. Failure to provide your son/daughter complete effort and dedication is doing a disservice to your-self, the young driver and the motoring public.
Developing defensive driving and collision avoidance skills is all about maturity, attitude, and responsibility.
It is your responsibility to nurture your young driver to attain these attributes.
You must live with the results in the event your young driver is involved in an automobile collision. Never forget, “Simply because your young driver has excellent physical skills does not make a good driver”.

Members of the Board of Directors of the Clary Foundation wish to extend our most sincere love and consideration to the family of Sarah Laws, beloved daughter of Mr. and Mrs. Charles Laws who was tragically taken from us all on Saturday, June 18th in a road rage incident. Sarah was 23.
Many of the Foundation photos were the work of Sarah, including one of her father, Charles, the founder of this organization.
Under the direction of Charles Laws, Sarah's father and founder of the Clary Foundation, this memorial is designed as a "Healing Zone" for parents, families and friends who have experienced the tragic and unexpected loss of a loved one.

SARAH ELIZABETH LAWS PHOTOGRAPHY SCHOLARSHIP
In recognition of their daughter, Sarah Elizabeth Laws, her sister Andrea and parents Toni and Charles Laws proudly present the Sarah Elizabeth Laws Memorial Scholarship to a student whom, through their photography and story line, has demonstrated Sarah’s own attributes of love for family, generosity to friends and a passion for photography.
The scholarship will be provided to a selected Texas high school graduating senior.
Scholarship Limits: Recipient will receive a one-time award of $2000
This scholarship will be awarded to a student whose life aspiration is to become a photographer.
The full scholarship amount will be placed in a “special account” at Broadway Bank and available to the student upon acceptance to the educational institution of their choosing. If entering the military and after honoring their commitment to the armed services, the scholarship will be awarded as previously stated.
Eligibility Requirements: High school students in grades 9-12 of any public, private or home schooled environment.
Participating Requirements: Three (3) written recommendations detailing the attributes of the aspiring photographer. Theme for the 1st annual photo challenge is a black and white photograph of the most influential person in their life. Narrative (200-500 words) describing what photography means to them, and the reason for choosing person. Submission of a maximum of two, 16x20 (2) black & white prints, hand enlarged from film
negatives. Digital photos will not be accepted
Submission Process: Deadline: All application information and photographs (2) must be postmarked no later than midnight of March 31, 2012.

RULES TO COMPETE FOR OUR SAFE
DRIVER $1,000 EDUCATION SCHOLARSHIP
Research from the Insurance Institute for Highway Safety confirms that it is not a lack of a young driver's physical skills which contribute to automobile collisions being the #1 cause of death among teenagers, but their attitude and behavior. To address this inadequacy and to reinforce in young driver's the necessity for a positive attitude and responsible driving behavior, the Clary Foundation, beginning in May 15, 2013, will award a $1,000 education tuition scholarship to the young driver whom meets the following conditions: Eligibility Guidelines: • E-mail your intent to participate in the “Drive To Survive” Project. • Must have completed CB state approved course during previous 2 years to date. • Request a 3-year motor vehicle record at www.tx-dps.com or contact your
insurance agent for a copy, usually at no cost. • Submit via email or hard copy of MVR to the Clary Foundation no later than April
12, 2013. • The top 10 young drivers (determined by their motor vehicle record) will be
invited to our annual, "Drive To Survive" Emergency Reaction & Advanced Driving Skills hands-on competition in San Marcos, Texas on the fall of 2013.
Invited young drivers must participate in the "Drive To Survive" competition to compete for the $1,000 scholarship.

Objective: To raise the self-esteem and confidence of young riders and drivers
whose lives may be forever impacted as a result of the irresponsible and selfish
behavior of others.

Today's Rider: Braylon Nelson (2012 - 2013)
Each year, the Clary Foundation, adopts a young driver or rider as our "Today's Rider" "Tomorrows Driver". Coordinating with parents and family, the Clary Foundation attempts to enhance the young rider’s quality of life. Braylon was a passenger (riding in a child safety seat) when on a Fall day, last year, according to witnesses, two vehicles, were exhibiting aggressive driving and apparent road rage behavior, when one vehicle lost control and ran head on into Braylon's dad's vehicle. Because of the irresponsible and selfish behavior of other drivers, Braylon was paralyzed from the neck down. From 2007 to 2011, police cited road rage as a contributing factor in more than 4,400 collisions in Texas that injured 1,950 and killed 32. Braylon loves to talk, the outdoors and reading.
