蓝色与红色的搭配，可追溯至文艺复兴时期的画作，是悠远绵长的象征。4个色块意为4大洋连接着世界（太平洋、印度洋、大西洋、北冰洋）。红色在这里也体现了中国的发展已成为世界焦点。

“十八大”会议上,党和国家领导人首次提出了建设海洋强国的战略方针,海洋是人类文明的发源地,海洋文化伴随着人类的产生而产生,也伴随着人类社会的发展而繁荣。设计思路同时借鉴了目前中国的发展方向，形象的传达了项目的宗旨，将中华文明内涵传达到世界，以更加积极主动的姿态,在自信与尊严中走出去。
