Hill School and the last choice was for moving the building.Bill Daley commented that the Town is negative on selling it, but they don't know what the next step is.Jon Shaw commented that the Wing School was established in 1929 and before that there wereperhaps 21 district schools in the town, most became residences. Keep Sand Hill School, in its currentlocation is what you ought to do. If the building is sold, preservation restrictions could say you have torestore the building to it's Carpenter Gothic look, restoring the ornamentation.Ellen Carlson asked, how our recommendations of priorities would be included in the RFP?Commenting that we have gone back and forth as to whether a public forum or just the townselectmen.Bill Collins commented that grant money doesn't have to come from town budget. The building is notshifting or sliding – it is rock solid construction. I doesn't seem to be in crisis at the moment. Herecalled that Sarah Korjeff thought the $500,000.00 quote for repairs seems inflated.Bill Daley commented that the Sandwich Chamber offered to restore the exterior. A bird in the hand isworth 2, 3, 4, or 5 in the bush.Jon Shaw: We may want to ask the CPC to fund an architect to review the building to see what can bedone with it. Ellen Carlson: There should be two estimates – adaptively for commercial and adaptivelyfor residential.Don Bayley: Could the building house a charter school or child care center? We want to make itattractive to a buyer.Bill Daley stated the area is zoned residential - no commercial use would be allowed. Ellen Carlsonsaid we could advertise in the back of magazine.Bill Collins: There is an article in magazine where there was an old school that theyestimated would take almost $500,000 to repair and preserve and they were able to do the entireproject using community volunteers and spending only $140,000.00. The Sand Hill School needs achampion to rescue the building. It would be interesting to see if a group could emerge to restore thebuilding.Don: Realtor may be interested in spearheading a buyer. It has to be sold with a restriction at anattractive price.Bill Daley asked Bill Collins if removal is equal to demolition.Bill Collins: Removing a building is a demolition.Ellen: We don't have a vision for this building. The trouble with Sand Hill School is, what do you wantfor this building? People need to understand what the vision is. What does the building mean toresidents of Jarvesville?Jon Shaw: When we put through the Jarvesville District, 40 people appeared and only one personsubmitted a letter of opposition, and that person changed his mind.Bill Daley: We asked the Selectmen for a forum – they were not interested. Ellen volunteered tocoordinate a public meeting. Bill Daley: "People that live where I do say they want the thing moved."Don Bayley asked about mailing out a questionnaire. He offered to help with the project. Carolyncommented that she likes the idea of a public meeting.Bill Collins reminded everyone that the Chamber's plan has to be approved by the SHDC. Bill Daley:Said, "There is a strong split within the Chamber. Some members want a new building."Bill Collins closed his remarks with, "The SHC and SHDC need to be together on the cause of historicpreservation."

8:00 pm. – Jennifer Madden circulated a list of priorities forpreserving headstones in the Old Town Cemetery. Pictures of some headstones needing repair werepresented. She explained that Doug Lapp will review the paperwork requesting bids for the work.The priority is to repair as many stones that are lying down on the ground as possible.She intends to send requests for bids to three companies. The requests should be out before the endof December, 2011. The work should be done in 2012.

Stefan tested the oval design by Paul White. He made signs of cardboard in three different sizes.Based on the tests, the signs should be 36” by 18” oval, supported by two posts made of 4x4 pressuretreated lumber. Stefan Masse agreed with Paul White’s recommendation of porcelain enamel signs fortheir durability.The signs have to be erected by the town’s Public Works Department on both state and local roads.There will be six or seven signs per district, erected on major roads, entering the district, within about100 feet of the boundary. And one sign in the center of each district. Public Works will decide whereexactly to place the signs. The work should be done in the spring.

The proposed project will remedy the fact that people using the artesian well or continuing toward theGrist Mill now have to walk into the street – since there is No sidewalk - to get from Town Hall to theartesian well and the area is also not wheelchair accessible. They will construct a small bridge fromTown Hall to the well area. The project will cost $350,000. It is possible to split the work, and the cost,over two years by delaying repairs to the herring run.Bill Daley asked if the town is currently in violation of handicap accessible laws.Jon Shaw said the well is not part of the Town Hall building.Ellen Carlson questioned how long the area has been as it is.Carolyn Crowell said the project was done by the Sandwich Womens' Club in the 20th Century.Jon Shaw remarked that aesthetics are important next to Town Hall. He will make a presentation to theBoard of Selectmen at the January 5 meeting.There was a discussion about how awkward and dangerous it is to go around Town Hall to reach theartesian well and the Grist Mill.Bill Daley would like to spread the money from the CPC around. $3 million has already been spent onTown Hall plus $350,000 more on one spot. He would like to see the Glass factory park in Jarvesvillerestored.Motion: Bill Daley moved to endorse the proposition to the Community Preservation Committee ingeneral, with the understanding that we would advocate a two-phase project with the bulk of the workbeing done on the walkway. The herring run wall may be done at a later date.The motion carried by a voice vote, none opposed.
