SEMINAR INSTRUCTORS:Jason Lien, P.E. President - StructureWorks, LLC Jason has an extensive understanding of the needs and dynamics of the precast, prestressed concrete market. He is President of StructureWorks, a software development company specializing in an enterprise 3D design and drawing automation application for the manufactured concrete market. Jason developed the PCI 6th Edition Design Handbook Seminar content under contract to PCI. He serves as a contributing member of PCI’s Industry Handbook, Technical Activities, Continuing Education and Student Education Committees. Jason also served as Technical Chair for the creation of the Precast Concrete Software Consortium’s Request for Proposal. Previously, Jason was Engineering Manager for Rocky Mountain Prestress, a nationally recognized precast concrete manufacturer specializing in total precast building systems. He holds a BS in Engineering Systems and MS in Engineering Systems from the Colorado School of Mines. Jason is a registered Professional Civil Engineer in Colorado, California, New Mexico, Wyoming, and the Territory of Guam.

Joseph Retzner, P.E. Senior Engineer – Coreslab Structures (Indianapolis) Joe has over thirty years of experience in the design of precast structures including stadiums, parking garages, office buildings, warehouses and architectural precast. Joe served on the Industry Handbook Committee for the 6th edition and on the Blue Ribbon Review Committee for the 5th and 4th editions of the PCI Design Handbook. Previously, Joe was the Chief Engineer for American Precast Concrete. He received BSCE and MSCE in structural design from Purdue University, West Lafayette, Indiana. Joe is a registered Professional Engineer in seven states including Indiana, Ohio and Kentucky.

Michael I. Owings, P.E., S.E. Engineering Manager – Coreslab Structures (Indianapolis) Michael has 14 years of structural engineering experience, 12 of which are directly in the precast/prestressed concrete industry. Michael received his BS and MS in Civil Engineering from The Ohio State University and is a registered professional engineer in the states of Indiana, Ohio, Kentucky, Michigan, Missouri, Pennsylvania, West Virginia, and Iowa. Michael is also a registered structural engineer in the state of Illinos. Michael served on the Blue Ribbon Review Committee for the 6th edition of the PCI Design Handbook and currently is on the Industry Handbook Committee for 7th Edition.

James M. Sirko, P.E. President - Sirko Associates, Inc., and CAD-1, Inc. Jim earned his B.S. in Civil Engineering at Colorado State University in 1973 and did post-graduate studies in business at the University of Wyoming. After acquiring 12 years of producer experience, he founded Sirko Associates, Inc., a leading precast concrete consulting engineering firm. In 1989, Jim established CAD-1, Inc. to focus on the computer graphics needs of precast/prestressed concrete producers. He co-authored AutoCAST® and trained a number of precast/prestressed concrete producers entering the computer graphics age. He has participated in several PCI committees, advisory groups, publications reviews, and the Blue Ribbon review panel for the PCI Design Handbook, 6th Edition. Jim is a registered professional/structural engineer in many states.

Osama S. Eissa, Ph.D., P.E. Principal - IES, Associates Dr. Eissa is the founder and a principal of IES, Associates, a consulting engineering company specialized in the design and detailing of Precast Concrete Structures.Dr. Eissa received his B.Sc. degree with Honors and his M.Sc. degree in Civil/Structural Engineering from Cairo University in 1983 and 1988, respectively. He received his Ph.D. degree in Structural Engineering from The University of Windsor in Canada in 1994. Dr. Eissa has over 20 years of structural engineering experience with the last 10 years in the area of precast and prestressed concrete design and detailing. He is a professional member of ACI, PCI and AISC. He is a registered professional engineer in the states of Michigan, Ohio, and Indiana and in the province of Ontario.
