PERFORMANCE CHALLENGE FUND 2014 - PROJECT PROPOSAL:

CORE LOCAL ROAD – CONSTRUCTION OF PATHWAY ALONG POBLACION WEST, CALASIAO, PANGASINAN

I. PROJECT PROPOSAL

A. DESCRIPTION (BRIEF SUMMARY OF THE PROJECT)

The Municipality of Calasiao with a total area of 53.4 square kilometers or 5,339 hectares, lies in the upper half of Central Pangasinan. It is bounded on the North by Dagupan City and on the South by San Carlos City, Binmaley on the West, and Municipalities of Mangaldan and Sta. Barbara on its Northwestern and Southwestern side respectively.

The Manila North Road traverses Calasiao on its North – Eastern section, passing through the Poblacion, from Sta. Barbara in the East to Dagupan City on the North. Another main road traversing the Municipality is the provincial road starting from the Manila North Road junctions at the Poblacion and going Southward , passing through the Malabago and Doyong, the other passes through Barangay Buenlag and Macabito.

Of the total 120.9850 kms of surface pavement only 61. 0398 kilometers are concreted; 8.7690 are national road; 21.830 kms are provincial roads; Municipal roads totaled 12.760kms, while 77.6260 kms are Barangay roads.

Asphalted roads totaled to 0.950kmskms; 0.1200 kms are provincial, while 0.8300 kms are Barangay roads. A total of 58.4662 kms are gravel – surfaced, with the following breakdown: provincial road 1.5152 kms, 2.060 kms are Municipal roads and 54.891 kms are Barangay roads. The rest of Barangay roads of about 0.529 kilometers are earth – filled.

BRIEF SUMMARY OF THE PROJECT

The local Government unit Calasiao’s battle cry has always been “Aliguas Calasiao” which roughly translate to “Onwards Calasiao”.

In line with the National Government’s thrusts (on Local Economic Development such as farm to market roads), the LGU of Calasiao in the implementation of the 2012 Seal of Good Housekeeping (SGH) through its Performance Challenge Fund (PCF) as subsidy. The project proposal for the Core Local Road – Construction of Pathway along Pob. West, Calasiao, Pangasinan – a way of achieving its goal on road towards modernization.

B. PROJECT GOALS AND OBJECTIVES

GOAL: To provide pathway for the safety of the people especially the student in the Municipality of Calasiao.

OBJECTIVES:

1. To lessen frame time spent by the people through the provision of pathway.

2. Beautification and provide safety for the constituents especially students, PWDs and Senior Citizens.

C. LOCATION OF THE PROJECT

The Core Local Project – Construction of Pathway is to located at Brgy. Poblacion West, Calasiao, Pangasinan.

D. TYPE & ESTIMATED NUMBER OF TARGET BENEFICIARIES

The direct beneficiaries of the proposed project are the students from Calasiao Central School.

While the indirect or other beneficiaries of the project is the entire populace / residents of the Municipality of Calasiao.

Said proposed project is also to benefit commuters and travelers of the adjacent Municipalities.

E. PROJECT PARTNERS

The LGU’s partner of the project is the DILG Regional office. The DILG has appropriated P1m as a subsidy to the Municipality for its good performance by complying on the full disclosure of local budget and finances, bids and public offering and on the absence of adverse negative COA findings in the Municipality’s transactions.

II. PROJECT COMPONENTS AND IMPLEMENTATION SCHEDULE

The Core Local Road – Construction of Pathway along Brgy. Poblacion West Calasiao Pangasinan is about 600 square meters.

It is expected to be completed within 31 calendar days (From the start of its construction (Please see Chart 1).

IV. PROJECT MANAGEMENT/SUSTAINABILITY

The key officers and personnel that will be directly accountable for the project are the following:

The LGU is to submit a project proposal to the DILG Regional Office thru channels for review. With the attachment of Sangguniang Bayan Resolution authorizing the Mayor to enter into contract with the DILG in the implementation of PCF Fund in the Municipality of Calasiao, together with a Memorandum of Agreement duly notarized and other required documents.

During its pre – implementation, the BAC will be in – charged on the preparation of detailed estimates of the project, bidding of documents, declaration issuance of awards, its approval of contract until the issuance of notice to the project contractor to proceed. Copy of said documents will be furnished to the PCF Team.

In the implementation of the project, the Municipal Engineer will be conducting a twice a month inspection to ensure that the targeted completion of the project will be accomplished.

The Project Monitoring Committee will conduct the Post Management Activities such as assessment report and evaluation.

To sustain the project, an allocation for its maintenance shall be allocated.

V. PROJECT OUTPUT/OUTCOME

The Proposed project will be installed with paving block and 4’ CHB an area of 600 SQM 2 meters width and 300 meters length.

Upon the project’s implementation, the LGU’s Core Local Road will improve.

The pathway of people from all of walks of life visiting the Municipality of Calasiao.

Accessibility and from the area to be visited.

Better access and beautify the Church surroundings.
